सूचना $ौ3ोिगक4 िवभाग (समूह ‘ग’ पद) भत: िनयम, 2010 का और संशोधन करने के िलए िन;निलिखत िनयम बनाते ह>, अथा@त् –

1. संि&' नाम और ारंभ- (1) इन िनयम) का संिFG नाम संचार और सूचना $ौ3ोिगक4 मं6ालय, इलेH ॉिनक4 और सूचना $ौ3ोिगक4 िवभाग (समूह ‘ ग ’ पद)

भत: (संशोधन) िनयम, 2015 है ।

(2) ये राजप6 मM इनके $काशन क4 तारीख से $वृ% ह)गे ।

2. संचार और सूचना $ौ3ोिगक4 मं6ालय, सूचना $ौ3ोिगक4 िवभाग (समूह “ग” पद) भत: िनयम, 2010 क4 अनुसूची मM अवर Oेणी िलिपक से संबंिधत Qम सं.

14 के सामने, S तभ संT या (12) मM, $ोU नित शीष@क के अधीन, िटX पण 3 और उससे संबंिधत $िवि टय) के पZ चात्, िनि; निलिखत अंत:S थािपत िकया जाएगा,

अथा@त्:-

‘‘िट. पण 4: अवर Oेणी िलिपक के पद पर िनयुिH त के िलए ऐसे ] यिH त जो केU ^ीय सिचवालय िलिपक4य सेवा के सदS य नही ह>, चाहे ऐसी िनयुिH त बह- काय@

कम@चारीवृU द (त_ कालीन समूह ‘घ’) से $ोU नित #ारा हो या कम@चारी चयन आयोग या अU यथा के माb यम से सीधी भत: #ारा क4 गई हो अथवा िकसी अU य

पcित से हो, िजसके अंतग@त अनुक; पा के आधार पर या तदथ@ आधार पर िनयुिH त भी है, $ोU नित के िलए टंकण परीFा उ_ त:ण करने से छूट िन; नानुसार

होगी:-

(i) यिद िनयुिH त क4 तारीख पर उनक4 आयु 45 वष@ से अिधक है

तो उनक4 िनयुिH त क4 तारीख से छूट दी जा सकेगी,

(ii) यिद िनयुिH त क4 तारीख पर उनक4 आयु 35 से 45 वष@ के बीच ह> तो 45 वष@ क4 आयु होने पर उU हM छूट दी जा सकेगी;

(iii) यिद िनयुिH त क4 तारीख पर उनक4 आयु 35 वष@ से कम है तो, उU हM अवर Oेणी के िलिपक के dप मM दस वष@ क4 सेवा के पZ चात छूट दी जा सकती

है, अU यथा उU ह)ने टंकंण परीFा उ_ त:ण करने का दो बार $यास िकया हो; अU यथा उU हM 45 वष@ क4 आयु का होने पर छूट दी जा सकेगी ;

(iv) ऐसे अवर Oेणी िलिपक िजU ह)ने संचार और सूचना $ौ3ोिगक4 मं6ालय, इलेH ॉिनक4 और सूचना $ौ3ोिगक4 िवभाग (समूह ‘ग’ पद) भत: (संशोधन)

िनयम, 2015 के $ारंभ होने से पहले दो बार टंकण परीFा दे चुके ह> िकंतु अवर Oेणी िलिपक के dप मM सेवा के आठ वष@ पूरे नही िकए है, उU हM आठ

वष@ क4 सेवा पूरी करने के पZ चात टंकण परीFा उ_ त:ण करने से या पैतालीस वष@ क4 आयु का होने पर, जो भी पूव@वत: हो, से छूट $दान क4 जा

सकेगी ।’’

NOTIFICATION

New Delhi, the 2nd January, 2016

G.S.R. 6(E). – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules further to amend the Ministry of Communications and Information

Technology, Department of Information Technology (Group ‘C’ posts) Recruitment Rules, 2010, namely:-

1.

Short title and commencement. - (1) These rules may be called the Ministry of Communications and

Information Technology, Department of Electronics and Information Technology (Group ‘C’ posts) Recruitment

(Amendment) Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Schedule to the Ministry of Communications and Information Technology, Department of Information

Technology (Group ‘C’ post) Recruitment Rules, 2010, against serial number 14, relating to the post of Lower Division

Clerk, in column number (12), under the heading Promotion:, after Note 3 and the entries relating thereto, the following

shall be inserted, namely:-

“Note 4:

For persons appointed as Lower Division Clerks to posts which do not belong to Central Secretariat

Clerical Service whether such appointment is by promotion from Multi Tasking Staff (erstwhile Group ‘D’) or by

direct recruitment through Staff Selection Commission or otherwise or by any other method including

appointment on compassionate ground or on adhoc basis, the exemption from passing typing test for the

promotion shall be as follows:-

(i) If above 45 years of age on the date of their appointment, may be given exemption from the date of their

appointment;

(ii) If between the age of 35 years and 45 years at the time of appointment, may be given exemption on

attaining the age of 45 years;

(iii) If below 35 years of age on the date of appointment, may be given exemption after ten years of service as

Lower Division Clerk provided they have made two attempts to pass the typing test; otherwise they may be

granted exemption after attaining the age of 45 years;

(iv)

Those Lower Division Clerks who have made two attempts for passing the typing test prior to

commencement of the Ministry of Communications and Information Technology, Department of

Electronics and Information Technology (Group ‘C’ posts), Recruitment (Amendment) Rules, 2015 but

have not completed eight years’ service as Lower Division Clerk, may be granted exemption from passing

the typing test after completion of eight years of service or on attaining the age of forty five years,

whichever is earlier”.
