नई ᳰद᭨ली, 21 जनवरी, 2016

सं. पृिवमं/1/32/2014-रा.भा. – पृ᭝ वी िव᭄ान से संबंिधत िवषयᲂ पर मूल ᱧप से ᳲहदी मᱶ पु᭭तकᱶ िलखने को

ᮧो᭜सािहत करने के िलए मंᮢालय के ᳰदनांक 16 जुलाई, 2007 के संक᭨ प सं पृिवमं/1/32/2007-रा.भा. का

अिधᮓमण करते ᱟए िवᱫ वषᭅ 2015 -16 से पृ᭝ वी िव᭄ान मौिलक पु᭭ तक लेखन योजना का कितपय संशोधनᲂ

के साथ नवीकरण ᳰकया गया है । मंᮢालय के अंतगᭅत पहले भारत मौसम िव᭄ान िवभाग (आईएमडी), रा᳦ीय

म᭟यम अविध मौसम पूवाᭅनुमान कᱶᮤ (एनसीएमआरड᭣᭨यूएफ), भारतीय रा᭬ ᮝीय महासागर सूचना सेवा कᱶᮤ

(इंकाइस), रा᭬ ᮝीय अंटाकᭅᳯटक एवं समुᮤी अनुसंधान कᱶᮤ (एनसीएओआर), रा᭬ ᮝीय समुᮤी ᮧौ᳒ोिगकᳱ सं᭭ थान

(एनआईओटी),भारतीय उ᭬णदेशीय मौसम िव᭄ान सं᭭थान (आईआईटीएम), समुᮤी सजीव संसाधन एवं

पाᳯरि᭭ थितकᳱ कᱶᮤ (सीएमएलआरई) एवं एकᳱकृत तटीय एवं समुᮤी ᭃेᮢ ᮧबंधन (इकमाम) कुल आठ कायाᭅलय थे।

अब रा᭬ ᮝीय पृ᭝ वी िव᭄ान अ᭟ ययन कᱶᮤ (एनसेस) तथा रा᭬ ᮝीय भूकंप िव᭄ान कᱶᮤ (एनसीएस) नामक दो अ᭠ य

कायाᭅलय भी मंᮢालय के अंतगᭅत आ गए है । अत: इनसे संबंिधत िवषयᲂ को शािमल करते ᱟए तथा पुर᭭ कार रािश

मᱶ वृि᳍ करते ᱟए पहले से जारी मूल योजना को और अिधक आकषᭅक बनाया गया है। संशोिधत योजना कᳱ

मु᭎य-मु᭎य बातᱶ इस ᮧकार हᱹ:—

योजना का नाम

: इस योजना का नाम 'पृ᭝वी िव᭄ान मौिलक पु᭭तक लेखन योजना'

होगा ।

उ᳎े᭫यएवं ᭃेᮢ

:इस योजना का उ᳎े᭫य समुᮤ िव᭄ान, वायुमंडलीय िव᭄ान तथापृ᭝ वी

िव᭄ान से संब᳍ िवषयᲂ पर मूल ᱧप से िह᭠दी मᱶ पु᭭तकᱶ िलखने को

ᮧो᭜सािहत करना है। इस योजना के अ᭠ तगᭅत उन भारतीय लेखकᲂ को

स᭥ मािनत ᳰकया जाएगा जो मूल ᱨप से िह᭠ दी मᱶ लेखन करते है। इस

अधीन᭭ थ/संब᳍/᭭ वायᱫशासी कायाᭅलयᲂ से संबंिधत िन᭥ निलिखत

िवषयᲂ पर ᮧकािशत पु᭭ तकᱶ शािमल कᳱ जाएंगी :-

(1) समुᮤ के सजीव तथा िनजᱮव संसाधन ;

(2) गहरे समुᮤ सं᭭तर से बᱟधाि᭜वक िपि᭛डकाएं;

(3) आकᭅᳯटक/अंटाकᭅᳯटक अनुसंधान ;

(4) समुᮤी पयाᭅवरण- ᮧदूषण िनयंᮢण;

(5) तरंग ऊजाᭅ का इ᭭तेमाल तथा समुᮤी ताप ऊजाᭅ ᱧपांतरण;

(6) उपᮕह मौसम-िव᭄ान;

(7) जल मौसमिव᭄ान;

(8) ᮧाकृितक आपदाᲐ संबंधी िव᭄ान;

(9) कृिष मौसम िव᭄ान;

(10) जलवायु-िव᭄ान ;

(11) ᮥुवीय िव᭄ान ;

(12) वायुमंडल िव᭄ान ।

पुर᭭कार कᳱरािश

:इस योजना के अंतगᭅत मूल ᱧप से िह᭠दी मᱶ िलखी गई पु᭭तकᲂ के िलए

िन᳜िलिखत पुर᭭कार ᳰदए जाएंगे:-

ᮧथम पुर᭭कार.............ᱧ. 1,00,000

ि᳇तीय पुर᭭कार.............ᱧ. 60,000

तृतीय पुर᭭कार .............ᱧ. 40,000

सां᭜ वना पुर᭭कार ........ᱧ. 20,000

मु᭎य िवशेषताएं

: 4.1 इस योजना का संचालन पृ᭝वी िव᭄ान मंᮢालय ᳇ारा ᳰकया

जाएगा

:4.2 यह योजना अपने नए ᱧप मᱶ वषᭅ 2016 से आरंभ होगी और इस

योजना के अंतगᭅत कैले᭛डर वषᭅ के िलए पुर᭭कार ᳰदए जाएंगे। पैरा 2 मᱶ

ᳰदए गए िवषयᲂ पर ᮧकािशत पु᭭तकᲂ को ही पुर᭭कार देय हᲂगे । पृ᭝वी

िव᭄ान मंᮢालय इस योजना के अंतगᭅत पुर᭭कार ᮧदान करने के िलए

िह᭠दी और अंᮕेजी के ᮧमुख समाचार पᮢᲂ/पिᮢकाᲐ मᱶ िव᭄ापन

ᮧकािशत करके लेखकᲂ से आवेदन पᮢ आमंिᮢत करेगा ;

:4.3 लेखक, अपने आवेदन िनधाᭅᳯरत फामᭅ मᱶ भरकर संयुᲦ

सिचव(ᮧशा.), पृ᭝वी िव᭄ान मंᮢालय, पृ᭝ वी भवन, इंिडया हैिबटेट

सᱶटर के सामने, लोदी रोड, नई ᳰद᭨ली-110003 को ᮧ᭭तुत करᱶगे।

आवेदक अपने आवेदन-पᮢ के साथ अपनी ᮧकािशत पु᭭तकᲂ कᳱ 6

ᮧितयां भेजेगᱶ । ᮧ᭜येक ᮧकािशत पु᭭तक मᱶ कम-से-कम 100 पृ᳧ होने

चािहए । पु᭭तक मᱶ उ᭠हᱭ त᭝यᲂ को उजागर ᳰकया जाना अपेिᭃत है जो

ᮧामािणक हᲂ;

:4.4 लेखक पु᭭तक मᱶ अपना बायोडेटा दᱶगे; और

:4.5 पुर᭭कार िवजेताᲐ को याᮢा ᳞य ᳰदया जाएगा यᳰद वे सरकारी

सेवा मᱶ नहᱭ हᱹ ।

योजना मᱶ भाग लेने के

िलए पाᮢता

:5.1 पृ᭝वी िव᭄ान मंᮢालय तथा इसके अधीन᭭थ/संब᳍/᭭वायᱫशासी

कायाᭅलयᲂ मᱶ कायᭅरत पदािधकाᳯरयᲂ सिहत सभी वै᭄ािनक िवभागᲂ मᱶ

काम करने वाले अिधकारी/कमᭅचारी एवं सभी भारतीय नागᳯरक इस

योजना मᱶ भाग ले सकते हᱹ परंतु मंᮢालय के राजभाषा िवभाग/ᮧशासन

से संबंिधत कोई भी अिधकारी/कमᭅचारी योजना मᱶ भाग नहᱭ ले सकता

है;

: 5.2 पाठय पु᭭तकᲂ, अथाᭅत सभी पु᭭तकᱶ, जो िविश᳥ ᱧप से कᭃाᲐ

मᱶ पढ़ाने के िलए तैयार कᳱ गई हᱹ, तथा बᲬᲂ के िलए िलखी गई हᱹ,

उ᭠ हᱶ इस ᮧितयोिगता मᱶ शािमल नहᱭ ᳰकया जाएगा ;

: 5.3 िजन लेखकᲂ कᳱ पु᭭तकᲂ को इस ᮧितयोिगता मᱶ शािमल ᳰकया

जाएगा उनका अपनी पु᭭तकᲂ पर ᮧितिल᭡यािधकार (कॉपीराइट) बना

रहेगा तथा पु᭭ तकᱶ अंतराᭅ᳦ीय मानक पु᭭तक सं᭎या (ISBN) के तहत

पंजीकृत होनी चािहए ;

: 5.4 लेखक को इस आशय का ᮧमाण पᮢ देना होगा ᳰक पुर᭭ कार के

िलए भेजी पु᭭ तक उनकᳱ मौिलक रचना है और कापीराइट ए᭍ ट (यथा

संशोिधत) 1997 के तहत ᳰकसी अ᭠ य लेखक के कापी राइट का उ᭨ लंघन

नहᱭ करती है ;

: 5.5 िजन पु᭭तकᲂ को इस ᮧितयोिगता के िलए पहले पेश ᳰकया जा

चुका है उ᭠हᱶ इस ᮧितयोिगता के िलए दोबारा ᮧ᭭तुत नहᱭ ᳰकया जा

सकेगा । इस संबंध मᱶ लेखक को ᮧमाण-पᮢ देना होगा;

: 5.6 केवल पृ᭝वी िव᭄ान मंᮢालय को ही पुर᭭कार के िलए पु᭭तकᲂ

का चयन करने और इस ᮧकार के चयन के िलए लागू होने वाले िनयम

तैयार करने का अिधकार होगा ;

: 5.7 िजन मौिलक पु᭭तकᲂ को इस पुर᭭कार के िलए ᮧ᭭तुत ᳰकया

जाएगा वे पुर᭭कार वषᭅ सिहत िपछले तीन वषᲄ के भीतर ᮧकािशत ᱟई

होनी चािहये;

: 5.8 िजन पु᭭तकᲂ को भारत सरकार या रा᭔य सरकार या संघ

रा᭔य ᭃेᮢ कᳱ ᳰकसी योजना के अधीन एक बार पुर᭭कार ᳰदया जा चुका

हᱹ, उ᭠हᱶ इस योजना मᱶ शािमल नहᱭ ᳰकया जाएगा। इस संबंध मᱶ लेखक

को ᮧमाण पᮢ देना होगा;

: 5.9 एक लेखक ᳰकसी वषᭅ िवशेष मᱶ ᳰकसी भी िवषय पर केवल एक

पु᭭ तक िवचाराथᭅ ᮧ᭭तुत कर सकता है ;

: 5.10 पुर᭭ कृत लेखक तीन वषᲄ के उपरा᭠ त इस योजना मᱶ पुन: भाग

ले सकते है;

:5.11 लेखक अपनी पु᭭तक के अंत मᱶ उन संदभᭅ-᮲ोतᲂ (Bibliography)

कᳱ सूची भी देगा, िजनकᳱ सहायता से लेखक ने पु᭭तक तैयार कᳱ है;

सामा᭠ यशतᱸ

:6.1 यᳰद पुर᭭ कार ᮧा᭡ तकरने वाली ᳰकसी पु᭭ तक के एक से अिधक

लेखक हᱹ तो पुर᭭ कार कᳱ रािश को उनमᱶ बराबर-बराबर बांट ᳰदया

जाएगा ;

:6.2 यᳰद ᳰकसी वषᭅ मᱶ मू᭨ यांकन सिमितᳰकसी भी पु᭭ तक को पुर᭭ कार

ᳰदए जाने के उपयु᭍ त नहᱭ समझती है तो मू᭨ यांकन सिमित अपने िववेक

से उस वषᭅ के िलए इस पुर᭭ कार को रोक सकती है ;

:6.3 पुर᭭ कार ᮧदान ᳰकए जाने या पुर᭭ कार के िलए पु᭭ तकᲂ के चयन

कᳱ ᮧᳰᮓया के बारे मᱶ कोई पᮢ-᭪ यवहार नहᱭ ᳰकया जाएगा ;

मू᭨ यांकनसिमित

: 7.1 पुर᭭ कार ᮧदान ᳰकए जाने के िलए पु᭭ तकᲂ का चयन करने के

उ᳎े᭫ य से गᳯठत मू᭨ यांकन सिमित ᳇ारा पु᭭ तक का मू᭨ यांकन ᳰकया

जाएगा । संयु᭍ त सिचव (ᮧशा.) सिमित के अ᭟ यᭃ हᲂगे । इस मू᭨ यांकन

सिमित मᱶ अ᭟ यᭃ को िमलाकर पांच सद᭭ य हᲂगे;

:7.2 मू᭨ यांकन सिमित के अ᭟ यᭃ और सद᭭ यᲂ कᳱ िनयुि᭍ त पृ᭝ वी

िव᭄ान मंᮢालय के सिचव ᳇ारा कᳱ जाएगी। मू᭨ यांकन सिमित के सद᭭ य

वै᭄ािनक/ᮧ᭭ तुत योजना के िवषयᲂ के ᭭ कॉलर अथवा भाषािवद (ᳲहदी

भाषा) होने चािहए। एक बार गᳯठत सिमित के सद᭭ य अगली बार

सिमित मᱶ शािमल नहᱭ ᳰकए जाएंगे। मू᭨ यांकन सिमित का अ᭟ यᭃ

आव᭫ यकतानुसार िविभ᭠ न िवषयᲂ के अ᭠ य िवशेष᭄ᲂ को भी इस सिमित

मᱶ शािमल कर सकता है । इस ᮧकार शािमल ᳰकए गए िवशेष᭄ᲂ कᳱ

हैिसयत केवल सलाहकार कᳱ होगी ;

:7.3 यᳰद मू᭨ यांकन सिमित का कोई सद᭭ य इस पुर᭭ कार योजना मᱶ

शािमल होना चाहता है तो वह उस वषᭅ के िलए मू᭨ यांकन सिमित का

सद᭭ य नहᱭ होगा ;

:7.4 मू᭨ यांकन सिमित ᳇ारा िलया गया फैसला अंितम और हर िलहाज

से बा᭟ यकर होगा और उसके िखलाफ ᳰकसी ᮧािधकारी को कोई अपील

नहᱭ कᳱ जा सकेगी ;

:7.5 इस सिमित का कायᭅकाल इसके गठन कᳱ तारीख से (तीन वषᭅ) का

होगा । मू᭨ यांकन सिमित के अ᭟ यᭃ सिहत सभी गैर सरकारी सद᭭ यᲂ को

उनके ᳇ारा ᳰकए गए मू᭨ यांकन कायᭅ के िलए यथा िनधाᭅᳯरत

िनयमानुसार मानदेय ᳰदया जाएगा ;

:7.6 मू᭨ यांकन सिमित के गैर सरकारी सद᭭ यᲂ को िनयमानुसार याᮢा

भ᭜ ता ᮧदान ᳰकया जाएगा ।

: 7.7 सिमित के सद᭭ यᲂ को घोषणा पᮢ भरना होगा ᳰक कोई भी

आवेदक उसका सगा संबंधी अथवा जानकार नहᱭ है ।

8. अ᭠य शतᱸ

: मौिलक पु᭭तक का आशय िन᳜िलिखत ᮧकार कᳱ पु᭭तक से है :

: 8.1 पु᭭ तक आवेदक/लेखक ने ᭭वयं मूल ᱧप से िह᭠दी मᱶ िलखी हो, व

ᳰकसी अ᭠य भाषा मᱶ िलखी गई पु᭭तक का ᭭वयं उस ᮧितयोगी ᳇ारा

अथवा ᳰकसी ᳞ावसाियक अनुवादक ᳇ारा तैयार ᳰकया गया अनुवाद न

हो। लेखक को इस संबंध मᱶ मौिलकता संबंधी ᮧमाण-पᮢ ᮧ᭭तुत करना

होगा ;

: 8.2 पु᭭तक को आवेदक ने मूल ᱧप से िह᭠दी मᱶ अथवा ᳰकसी अ᭠य

भाषा मᱶ अपनी शासकᳱय हैिसयत से तथा अपने सरकारी कामकाज के

एक भाग के ᱧप मᱶ न िलखा हो। ᳰकसी ऐसी पु᭭तक अथवा लेख का

िह᭠दी मᱶ अनुवाद न हो िजसे लेखक ने अंᮕेजी अथवा ᳰकसी अ᭠य भाषा

मᱶ अपनी शासकᳱय हैिसयत से तथा अपने सरकारी कामकाज के एक

भाग के ᱧप मᱶ िलखा हो।पु᭭तक लेखक ᳇ारा ᭭वयं अथवा ᳰकसी अ᭠य

᳞िᲦ ᳇ारा तैयार ᳰकया गया िव᭭तृत/संिᭃ᳙ ᱧप अथवा सार न हो िजसे

लेखक ने अपनी शासकᳱय हैिसयत से तथा अपने सरकारी काम-काज के

एक भाग के ᱧप मᱶ अंᮕेजी मᱶ अथवा ᳰकसी अ᭠य भाषा मᱶ िलखा अथवा

ᮧकािशत कराया हो

: 8.3 पु᭭तक ᳰकसी सरकारी संिवदा के अंतगᭅत अथवा ᳰकसी अ᭠ य

सरकारी योजना के अ᭠तगᭅत िलखी गयी पु᭭तक न हो ;

9. ^{योजना मᱶ संशोधन का}

अिधकार

पृ᭝वी िव᭄ान मंᮢालय को इस योजना मᱶ कभी भी आव᭫ कतानुसार

संशोधन करने का अिधकार होगा ।

RESOLUTION

New Delhi, the 21st January, 2016

No: MoES/1/32/2014-OL—In supersession to the resolution No. MoES 1/32/2007-O.L. with a view to

encourage writing books originally written in Hindi pertaining to the Earth Sciences, the scheme of Prithvi Vigyan

Maulik Pustak Lekhan Yojana has been renewed with modifications from the financial year 2015-16. Since, National

Centre for Earth Sciences Studies (NCESS) and National Seismology Centre (NCS) are the two new offices which

came under the control of this ministry along with India Metrological Deptt. (IMD), National Centre for Medium

Range Weather Forecasting (NCMRWF), Indian National Centre for Ocean Information Services (INCOIS), National

Centre for Antarctica and Ocean Research (NCAOR), National Institute of Ocean Technology (NIOT), Indian Institute

of Tropical Metrology (IITM), Centre for Marine Living Resources and Ecology (CMLRE) and Integrated Coastal and

Marine Area Management (ICMAM) were the eight offices under the Ministry of Earth Sciences. Accordingly,

subjects relating to above two offices are to be included for the award money which has been increased to make this

scheme more attractive. The salient features of the modified scheme are given below.

Name of the scheme

: The scheme shall be called ''Prithvi Vigyan Maulik Pustak

Lekhan Yojana''.

Objectives and areas

: The Scheme aims at promoting writing of original books in

Hindi on the Oceanography, Atmospheric Science, Earth

Sciences and related allied subjects. Under this scheme, Indian

writers will be awarded for original books written in Hindi. For

this purpose the published books on the following subjects

subordinate/attached/autonomous offices will be included:-

(1) Living and Non-Living Resources of the Ocean ;

(2) Polymetallic Nodules from deep sea-bed ;

(3) Arctic/Antarctic Research ;

(4) Marine environment- pollution control;

(5) Harnessing of wave energy and the ocean thermal power

conversion ;

(6) Satellite Meteorology;

(7) Hydro Meteorology

(8) Science related to Natural Disasters;

(9) Agro-Meteorology;

(10) Climatology

(11) Polar Science.

(12) Atmospheric Science

Value of Award

: The following prizes shall be awarded for original books

written in Hindi under this Scheme:-

First Prize .........................Rs. 1,00000

Second prize...................... Rs. 60,000

Third prize......................... Rs. 40,000

Consolation prize.............. Rs. 20,000

Salient Features

4.1 The Scheme shall be run by the Ministry of Earth Sciences;

4.2 The Scheme in its new form will commence from the year

2016 and prizes will be awarded for calendar year. Only

outstanding published books will be awarded on topics

prescribed in Para 2. Ministry of Earth Sciences will invite

applications for award of prizes under this scheme from the

authors through publication of advertisements in leading

newspapers of Hindi and English;

4.3 The authors shall submit their applications in the prescribed

format duly filled in and submit the same to the Joint Secretary

(Admn.), Ministry of Earth Sciences, Prithvi Bhavan, opp. India

Habitat Centre, Lodhi Road, New Delhi-110003. The applicants

shall submit six (6) copies of their published books along with

their application. Each published book should have at least 100

pages in which only authentic facts should be highlighted ;

4.4 Bio-data of the author must be included in the book; and

4.5 Award winners shall be paid travelling allowance provided

they are not in government service.

Eligiblity for participation in the

scheme.

5.1 The scheme is open to all the Indian Citizens and officers

working in all scientific departments and for the officers/staff

working

the

Ministry

Earth

Sciences

and

its

Attached/Subordinate offices/Autonomous Bodies except the

officer/employees of official language/administration of this

ministry;

5.2 Text books, especially for teaching in classrooms and books

written for children will not be included for the competition ;

5.3 Copyright of the authors, whose books are included in the

competition, will continue to remain with them and the book

should have registered under the International Standard Book

Number (ISBN);

5.4 The author will have to present a certificate in this regard

that this is his original work and it does not violate the

amended) of 1997.

5.5 The entries submitted on earlier occasions for this

competition cannot be submitted again. A certificate will have to

be submitted in this regard by the author;

5.6 The Ministry of Earth Sciences will have the sole right of

selecting books for the award and to formulate rules governing

such selection;

5.7 The original works which will be presented under this

scheme should have been published during the last three years

including the year of the award;

5.8 The books once awarded under any other scheme by the

Government of India or State Government or Administration of

the Union Territories shall not be accepted under this scheme.

The author has to submit a declaration in this regard;

5.9 Any author may submit one entry in each category under the

scheme;

5.10 Author, once awarded under this scheme in a particular

year, can participate again, after a period of three years; and

5.11 A list of references (Bibliography) must be given at the end

of the book with which the author has written this book.

General terms

6.1 If there are more than one author(s) of any prize winning

entry, the amount of award shall be equally divided among the

author(s);

6.2 If during any year, the Evaluation Committee does not find

any published work suitable for the award, It can withhold the

award at its discretion;

6.3 No correspondence will be entertained regarding the

selection of books or the procedure for awarding of prize.

Evaluation Committee

7.1 For selection of published books for the award, evaluation

will be done by the Evaluation Committee constituted for this

purpose. Joint Secretary (Admn.) will be the Head of the

committee. The Evaluation Committee shall consist of five

members including the Chairman;

7.2 The Chairman and the members of the Evaluation Committee

will be appointed by the Secretary of the Ministry of Earth

Sciences. The members of the Evaluation Committee will

consist of scientists/ scholars of various disciplines mentioned

under this scheme or the linguists (Hindi). The members of the

committee will not be repeated in the next committee. The

Chairman of the Evaluation Committee may invite experts of the

respective disciplines, wherever necessary. Those experts will

only be in the advisory capacity;

7.3 If any member of the Evaluation Committee wishes to

participate in the prize scheme, he will not be the member of

the Evaluation Committee for that particular year;

7.4 The decision taken by the Evaluation Committee shall be

final and binding in all respects and no appeal can be made to

any authority against it;

7.5 The term of the Committee will be for a period of three years

from the date of its constitution. Honorarium, as may be fixed, as

admissible per the rules, shall be paid to all non-official members

including the Chairman of the Evaluation Committee for the

Evaluation work undertaken by him;

7.6 Non-official members of the Evaluation Committee will be

entitled for TA, as admissible per the rules.

7.7 The members of the committee will have to give an

undertaking that no applicant is their relative or known.

Other conditions

: Original Hindi books mean the following:

8.1 The published book should have been written originally in

Hindi by the applicant/author. It should not be a Hindi translation

of a book written in any other language by the applicant himself

or by some professional translator. In this regard Certificate of

Originality shall have to be produced by the author;

8.2 The book should have not been written by the applicant in

Hindi or in any other language in his official capacity or as a part

of his official work. The book should not be a Hindi translation

of any book translated either by the competitor himself or by

some professional translator which has been written by the

author either in English or in any other Indian Language in his

official capacity or as a part of his official work. The book

should not be an exhaustive/abridged version or a summary

prepared by the author or any other person which the author has

written/published in English or in any other language in his

official capacity, or as part of his official capacity.

8.3

The book should not be any book written under either

any Government contract or under any Governmental scheme.

Right to modify the scheme.

: The Ministry of Earth Sciences will have the right to modify

this scheme from time to time as necessary.
