सᭃम ᮧािधकारी ᳇ारा समय-समय पर सᲅपे गए अनुसार ।

िशᭃण तथा गैर अवकाश अ᭠य शैᭃिणक ᭭टाफ के सभी पदᲂ कᳱ भतᱮ अिखल भारतीय मुᲦ िव᭄ापन के

मा᭟यम से मेᳯरट के आधार पर होगी। िनयुिᲦ तथा पदो᳖ित के िलए अहᭅताएँ तथा यो᭏यता के अ᭠य

मानदंड, िव᳡िव᳒ालय अनुदान आयोग ᳇ारा समय समय पर िनधाᭅᳯरत िनयमानुसार हᲂगे।

अिधिनयम कᳱ दूसरी अनुसूची कᳱ संिविध 20 के अंतगᭅत िन᳸द᳥ पदᲂ को छोड़कर अ᭠य पदᲂ मᱶ अ᭤यᳶथयᲂ

के चयन के िलए चयन सिमित अ᭟यादेश सं. 5 के अनुसार होगी। [समूह-क (गैर िशᭃण) पदᲂ के िलए]

गैर अवकाश अ᭠य शैᭃिणक ᭭टाफ कᳱ पदो᳖ित नीितयाँ उपयुᭅᲦ टेबल 1 के ᮓम 1 मᱶ उि᭨लिखत समान पदᲂ

के िलए िव᳡िव᳒ालय अनुदान आयोग/मानव संसाधन िवकास मंᮢालय ᳇ारा िनधाᭅᳯरत ᳰदशा-िनदᱷशानुसार

हᲂगी।

वेतनमान और पᳯरलि᭣धयाँ

गैर अवकाश अ᭠य शैᭃिणक ᭭टाफ पदनािमत कमᭅचाᳯरयᲂ के वेतनमान तथा पᳯरलि᭣धयाँ िव᳡िव᳒ालय

अनुदान आयोग/मानव संसाधन िवकास मंᮢालय, भारत सरकार ᳇ारा िनधाᭅᳯरत तथा समय समय पर

िव᳡िव᳒ालय ᳇ारा गृिहत िनयमानुसार हᲂगी।

सेवािनवृिᱫ कᳱ उ᮫

सेवािनवृिᱫ कᳱ उ᮫ िव᳡िव᳒ालय अनुदान आयोग/मानव संसाधन िवकास मंᮢालय भारत सरकार ᳇ारा

समय समय पर िनधाᭅᳯरत िनयमानुसार होगी।

वे उन भᱫᲂ तथा सुिवधाᲐ को पाने के हकदार हᲂगे जो िव᳡िव᳒ालय अनुदान आयोग/मानव संसाधन

िवकास मंᮢालय ᳇ारा िनधाᭅᳯरत तथा समय-समय पर िव᳡िव᳒ालय ᳇ारा अंगीकृत हो।

छुᲵी, वेतन िनयमन, पᳯरवीᭃा अविध, सेवािनवृिᱫ लाभ आᳰद अ᭠य सेवा शतᱸ, भारत सरकार ᳇ारा समय

समय पर िनधाᭅᳯरत िनयमानुसार हᲂगी ।

ORDINANCE ON NON-VACATION OTHER ACADEMIC STAFF

(Under Section 2 (b) and 28 (n) of Tezpur University Act, 1993)

(Amendments as approved by the Visitor vide MHRD letter No. F.14-7/2009-Desk (U), dated 24.09.2015)

No. F.12-2/97(GA-I)/Vol-V/2687.—The following positions of various Departments/ Centres the University

are declared as Non-Vacation other Academic Staff.

Duties of Non-Vacation other Academic Staff:

As assigned by the competent authority from time to time.

Recruitment and qualification:

Recruitment to all posts of Teaching and Non –Vacation other Academic staff shall be made on the

basis of merit through all India advertisement. Qualifications and other eligibility criteria for

appointment and promotion shall be as prescribed by the University Grants Commission from time to

time.

Selection Committee:

Selection Committee for selection of candidates for posts other than specified under Statute 20 of the

Second Schedule of the Act shall be as mentioned in Ordinance No. 5 [for Group-A (Non-teaching)

posts].

Promotions:

Promotion policies for Non-vacation other academic staff shall be as per the guidelines prescribed by the

UGC/MHRD for the equivalent posts indicated in Table–1 of Clause 1 above.

Scale of pay and emoluments:

The scales of pay of the employees designated as Non-vacation other academic staff shall be as per the

prescription of the UGC/ MHRD, Govt. of India and accepted by the University from time to time.

Age of retirement :

The age of retirement shall be the age prescribed by the UGC/MHRD, Government of India from time to

time.

They shall be entitled to such allowances and perks as may be prescribed by the UGC/MHRD and adopted

by the University from time to time.

Other conditions of service such as leave, pay fixation, probation period, retirement benefits etc., shall be as

prescribed by the Government of India from time to time.

᳇ारा ᳰकया जाएगा:—

(ए)

तेजपुर यूिनवᳶसटी लॉ कॉलेज, तेजपुर, 784001

2. कॉलेज के ᮧशासिनक मामलᲂ कᳱ देखरेख के िलए ᮧबंधन मंडल ᳇ारा कॉलेज के िलए एक शासी िनकाय का गठन ᳰकया

जाएगा, जो िन᳜वत होगा:

(ए)

कुलपित ᳇ारा िनयुᲦ एक सद᭭य -अ᭟यᭃ

(बी)

िवᱫ अिधकारी (पदेन)

(सी)

कॉलेज के ᮧाचायᭅ (पदेन)

(डी)

ᮧबंधन मंडल ᳇ारा िनयुᲦ दो सद᭭य, यह अिनवायᭅ नहᱭ ᳰक वे ᮧबंधन मंडल के सद᭭य हᲂ।

(ई)

िव᳡िव᳒ालय के शैᭃिणक पᳯरषद ᳇ारा नािमत दो सद᭭य, यह अिनवायᭅ नहᱭ ᳰक वे शैᭃिणक पᳯरषद के

सद᭭य हᲂ।

(एफ) शैिᭃक एवं सामािजक ᱨप से अᮕग᭛य एक मिहला िज᭠हᱶ कुलपित ᳇ारा नािमत ᳰकया जाएगा।

(जी)

कॉलेज के अ᭟यापकᲂ मᱶ से वᳯर᳧ता के आधार पर दो वषᭅ के िलए बारी-बारी से दो संकाय सद᭭य।

3. पदेन सद᭭यᲂ के अलावा अ᭠य सद᭭यᲂ का कायᭅकाल दो वषᲄ का होगा।

4. ᮧबंधन मंडल के सामा᭠य िनयंᮢण और पयᭅवेᭃण कᳱ ि᭭थित मᱶ शासी िनकाय कᳱ िन᳜िलिखत ᭃमताएँ तथा कायᭅ हᲂगे :

(ए) कॉलेज कᳱ िशᭃण आव᭫यकताᲐ को सुिनि᳟त करना तथा कॉलेज मᱶ िशᭃण, शोध और आउटᳯरच गितिविधयᲂ का

संचालन।

(बी) समय समय पर शैᭃिणक पᳯरषद ᳇ारा िनधाᭅᳯरत िनयमानुसार िविभ᳖ पाᲹᮓमᲂ मᱶ आवासीय तथा गैर आवासीय

िव᳒ाᳶथयᲂ का दािखला लेना तथा उनके ᳇ारा भुगतान ᳰकए जाने वाले शु᭨क का िनधाᭅरण।

(सी) कॉलेज के आय तथा ᳞य का ᮧाᲥलन ᮧबंधन मंडल को ᮧ᭭तुत करना और ᮧबंधन मंडल ᳇ारा अनुमोᳰदत तथा बजट मᱶ

िनधाᭅᳯरत सीमा के अंदर ᳞य करना।

(डी) लेखा परीᭃा ᮧितवेदन के साथ वाᳶषक लेखा पर िवचार करना तथा अनुमोदन के प᳟ात उसे अपनी ᳯट᭡पणी के साथ

ᮧबंधन मंडल के सूचनाथᭅ ᮧ᭭तुत करना।

(ई) ᮧशासिनक एवं अ᭠य गैर िशᭃण ᭭टाफ कᳱ सेवा का सृजन, िनयुिᲦ, िनलंबन अथवा सेवा समाि᳙ करना और उनकᳱ सेवा

शतᲄ को िनधाᭅᳯरत करना, बशतᱸ ᳰक ऐसे लोगᲂ कᳱ िनयुिᲦ के िलए अहᭅताएँ, पᳯरलि᭣धयाँ, तथा सेवा शतᱸ िव᳡िव᳒ालय के

समान पदᲂ के िलए ᮧबंधन मंडल ᳇ारा िनधाᭅᳯरत िनयमानुसार हᲂ।

(एफ) ᮧबंधन मंडल ᳇ारा िनयुिᲦ के िलए ᳰदए गए अनुसमथᭅन कᳱ ि᭭थित मᱶ इस उ᳎े᭫य के िलए िनयुᲦ चयन सिमित कᳱ

सं᭭तुित पर ᮧाचायᭅ तथा िशᭃण ᭭टाफ कᳱ िनयुिᲦ करना।

(जी) अ᭟यापक तथा अ᭠य ᭭टाफ को इस उ᳎े᭫य के िलए सृिजत िनयमानुसार छुᲵी कᳱ मंजूरी।

(एच) कॉलेज के ᮧाचायᭅ, िशᭃण तथा ᮧशासिनक ᭭टाफ के कतᭅ᳞ᲂ एवं दािय᭜वᲂ को पᳯरभािषत करना।

(आई) उपयुᭅᲦ कायᲄ के सफल िन᭬पादन के िलए आव᭫यक अ᭠य संबंिधत कायᭅ करना।

5. कॉलेज के ᮧाचायᭅ के पद मᱶ िनयुिᲦ के िलए सं᭭तुित देने वाली सिमित मᱶ िन᳜िलिखत लोग शािमल हᲂगे:

(ए) कुलपित -अ᭟यᭃ

(बी) शासी िनकाय के अ᭟यᭃ

(सी) शासी िनकाय ᳇ारा नािमत शासी िनकाय के एक सद᭭य

(डी) शासी िनकाय ᳇ारा सं᭭तुत सूची मᱶ से कुलपित ᳇ारा नािमत तीन िवशेष᭄, िजनमᱶ दो ᮧोफेसर तथा एक उᲬ ᭭तरीय

िशᭃािवद जो ᮧोफेसर से नीचे कᳱ ᮰ेणी का न हो।

दो िवशेष᭄ᲂ सिहत कुल चार सद᭭यᲂ ᳇ारा कोरम पूरा होगा।

6. िशᭃण ᭭टाफ के सद᭭यᲂ कᳱ िनयुिᲦ िन᳜िलिखत सद᭭यᲂ से गᳯठत एक सिमित कᳱ सं᭭तुित पर शासी िनकाय ᳇ारा कᳱ

जाएगी:

(ए) कॉलेज के शासी िनकाय के अ᭟यᭃ

(बी) कॉलेज के ᮧाचायᭅ

(सी) कुलपित ᳇ारा नािमत दो सद᭭य, िजनमᱶ से एक िवषय िवशेष᭄ हᲂ।

(डी) कुलपित ᳇ारा अनुमोᳰदत नामᲂ कᳱ सूची मᱶ से अ᭟यᭃ ᳇ारा नािमत दो िवषय िवशेष᭄ जो कॉलेज से संबंिधत न हᲂ।

(ई) उ᭥मीदवारᲂ कᳱ ᮰ेणी/᮰ेिणयᲂ को देखते ᱟए यथाि᭭थित एक अनुसूिचत जाित/ अनुसूिचत जनजाित/अ᭠य िपछड़ा वगᭅ/

अ᭨पसं᭎यक/मिहला ᮧितिनिध

बैठक का कोरम 5 सद᭭यᲂ का होगा िजसमᱶ से कम से कम दो सद᭭य तीन िवषय िवशेष᭄ᲂ मᱶ से हᲂ।

7. िव᳡िव᳒ालय ᳇ारा अनुरिᭃत कॉलेजᲂ मᱶ पु᭭तकालयाय᭟यᭃ तथा गैर िशᭃण ᭭टाफ कᳱ िनयुिᲦ िव᭄ापन के मा᭟यम से

कॉलेज के शासी िनकाय ᳇ारा कᳱ जाएगी। पु᭭तकालया᭟यᭃ तथा गैर िशᭃण ᭭टाफ कᳱ िनयुिᲦ के िलए सं᭭तुित देने हेतु

सिमित का गठन िन᳜वत होगा :

(ए) पु᭭तकालया᭟यᭃ:

(ए) शासी िनकाय के अ᭟यᭃ अथवा उनके नािमती (अ᭟यᭃ)

(बी) शासी िनकाय मᱶ कुलपित ᳇ारा नािमत िव᳡िव᳒ालय के एक ᮧितिनिध।

(सी) िव᳡िव᳒ालय के पु᭭तकालया᭟यᭃ

(डी) पु᭭तकालय तथा सूचना िव᭄ान िवभाग के अ᭟यᭃ, अगर कोई हᲂ तो।

(ई) कॉलेज के ᮧाचायᭅ।

(एफ) शासी िनकाय ᳇ारा सं᭭तुत सूची मᱶ से कुलपित ᳇ारा नािमत एक िवषय िवशेष᭄।

अ᭟यᭃ, िव᳡िव᳒ालय पु᭭तकालया᭟यᭃ तथा िवषय िवशेष᭄ सिहत कुल चार लोगᲂ से कोरम गᳯठत होगा।

(बी) अ᭠य गैर िशᭃण ᭭टाफ के िलए चयन सिमित का गठन िन᳜वत होगा :

I). समूह ‘ख’ पदᲂ के िलए :

(ए)

शासी िनकाय के अ᭟यᭃ

(बी)

कुलपित ᳇ारा नािमत िव᳡िव᳒ालय के एक ᮧितिनिध

(सी)

शासी िनकाय के एक सद᭭य

(डी)

कॉलेज के ᮧाचायᭅ

(ई)

शासी िनकाय ᳇ारा सं᭭तुत सूची मᱶ से कुलपित ᳇ारा नािमत दो िवशेष᭄।

(एफ) उ᭥मीदवारᲂ कᳱ ᮰णी/᮰ेिणयᲂ को देखते ᱟए यथाि᭭थित एक अनुसूिचत जाित/अनुसूिचत जनजाित/अ᭠य

िपछड़ा वगᭅ/ अ᭨पसं᭎यक/मिहला ᮧितिनिध

अ᭟यᭃ सिहत कुल चार सद᭭यᲂ से कोरम गᳯठत होगा।

II. समूह ‘ग’ पदᲂ के िलए (एमटीएस को छोड़कर)

ए. शासी िनकास के अ᭟यᭃ

बी. कुलपित ᳇ारा नािमत िव᳡िव᳒ालय के एक ᮧितिनिध

सी. शासी िनकाय के एक सद᭭य

डी. कॉलेज के ᮧाचायᭅ

ई. शासी िनकाय ᳇ारा सं᭭तुत सूची मᱶ से कुलपित ᳇ारा नािमत एक बाहरी िवशेष᭄।

एफ. उ᭥मीदवारᲂ कᳱ ᮰ेणी/᮰ेिणयᲂ को देखते ᱟए ि᭭थितनुसार एक अनुसूिचत जाित/ अनुसूिचत जनजाित/अ᭠य िपछड़ा

वगᭅ/अ᭨पसं᭎यक/मिहला ᮧितिनिध

8. ᭭टाफ पᳯरषद :

(ए)

कॉलेज मᱶ एक ᭭टाफ पᳯरषद होगा।

(बी)

᭭टाफ पᳯरषद मᱶ सभी िशᭃण ᭭टाफ तथा पु᭭तकालया᭟यᭃ सद᭭य हᲂगे।

(सी)

िव᳡िव᳒ालय के अिधिनयम, संिविध एवं अ᭟यादेशᲂ के ᮧावधानᲂ के तहत, िजन मामलᲂ मᱶ ᭭टाफपᳯरषद को िनणᭅय

लेने कᳱ आव᭫यक हो, ᮧाचायᭅ ‘ᳲᮧिसपल-इन-काउंिसल’ कᳱ भूिमका िनभाएंगे।

(डी)

ᮧाचायᭅ ᭭टाफ पᳯरषद के पदेन अ᭟यᭃ हᲂगे।

(ई)

पᳯरषद अपने सिचव का चुनाव करेगा, िजनके कायाᭅलय का कायᭅकाल एक वषᭅ का होगा। सिचव का चुनाव दूसरे

कायᭅकाल के िलए भी हो सकता है, लेᳰकन लगातार दो बार से अिधक कोई भी ᳞िᲦ सिचव का पद नहᱭ ले सकता।

िव᳡िव᳒ालय के अिधिनयम, संिविध एवं अ᭟यादेशᲂ के ᮧावधानᲂ के तहत, ᭭टाफ पᳯरषद िन᳜िलिखत मामलᲂ से

संबंिधत िनणᭅय लेगा :

(ए)

कॉलेज समय साᳯरणी का िनमाᭅण।

(बी)

िबना ᳰकसी पाᳯर᮰िमक भुगतान के अ᭟यापकᲂ को पाᲹेतर गितिविधयᲂ का आबंटन।

(सी)

िव᳒ाᳶथयᲂ के सां᭭कृितक कायᭅᮓमᲂ, ᮓᳱड़ा, खेलकूद, रा᳦ीय सेवा योजना तथा अ᭠य सामािजक कायᭅ-योजनाᲐ तथा

शैᭃिणक समाजᲂ सिहत पाᲹᮓम से संबंिधत तथा पाᲹेतर गितिविधयᲂ का आयोजन।

(डी)

यथोिचत िवभागᲂ से िवचार-िवमशᭅ के साथ पु᭭तकालय के िलए पु᭭तकᲂ तथा ᮧयोगशाला उपकरणᲂ कᳱ खरीद के

िलए ᳰदशा-िनदᱷशᲂ का िनधाᭅरण।

(ई)

िव᳒ाᳶथयᲂ के दािखले से संबंिधत कायᭅ।

िव᳡िव᳒ालय के अिधिनयम, संिविध एवं अ᭟यादेशᲂ के ᮧावधानᲂ के तहत, ᭭टाफ पᳯरषद िन᳜िलिखत मामलᲂ मᱶ

अपनी सं᭭तुित ᮧ᭭तुत करेगा :

(ए)

िव᳡िव᳒ालय ᳇ारा िनधाᭅᳯरत नीितयᲂ के तहत दािखला नीित का िनᱨपण।

(बी)

यथोिचत िव᳒ाथᱮ संगठनᲂ से िवचार-िवमशᭅ के साथ िव᳒ाᳶथयᲂ के आवास एवं क᭨याण कᳱ ᳞व᭭था से संबंिधत

ᳰदशा-िनदᱷशᲂ का िनᱨपण।

(सी)

िव᳒ाᳶथयᲂ के अनुशासन से संबंिधत ᳰदशािनदᱷशᲂ का िनᱨपण।

(डी)

अभुमुखीकरण/पुन᳟याᭅ पाᲹᮓमᲂ, स᭥मेलनᲂ तथा संगोि᳧यᲂ मᱶ भागीदारी हेतु अ᭟यापकᲂ के नामᲂ कᳱ सं᭭तुित तथा

ऐसे कायᭅᮓमᲂ मᱶ भाग लेने के िलए अ᭟यापकᲂ को दी जाने वाली िवᱫीय सहायताᲐ पर ᳰदशािनदᱷशᲂ का िनᱨपण।

ᳯट᭡पणी : कॉलेज का ᮧशासिनक ᭭टाफ, ᭭टाफ पᳯरषद के दायरे के अंदर नहᱭ होगा।

यूिनवᳶसटी लॉ कॉलेज के संबंिधत कमᭅचाᳯरयᲂ पर लागू हᲂगी।

13.

पᳯरवतᱮ ᮧावधान

(ए)

इस अ᭟यादेश के लागू होने से, उसके आधार पर तेजपुर लॉ कॉलेज कᳱ संपिᱫ एक समझौता ᭄ापन के मा᭟यम से

तेजपुर िव᳡िव᳒ालय को ह᭭तांतᳯरत कᳱ जाएगी।

(बी)

तेजपुर लॉ कॉलेज के वतᭅमान िशᭃण तथा गैर िशᭃण ᭭टाफ का आमेलन इस अ᭟यादेश के तहत तेजपुर

िव᳡िव᳒ालय ᳇ारा अनुरिᭃत तेजपुर लॉ कॉलेज के कमᭅचारी के ᱨप मᱶ हो जाएगा, बशतᱸ ᳰक उनके पास समय समय

पर संशोिधत, मामलानुसार, िव᳡िव᳒ालयᲂ एवं कॉलेजᲂ मᱶ अ᭟यापक एवं अ᭠य शैᭃिणक ᭭टाफ कᳱ िनयुिᲦ के िलए

᭠यूनतम अहᭅताᲐ पर यूजीसी िविनयम और उᲬ िशᭃा 2010 अथवा पूवᭅ के िविनयमᲂ अथवा भारतीय बार

काउंिसल िविनयमᲂ के मानकᲂ के अनुरᭃण के उपाय मᱶ िनधाᭅᳯरत आव᭫यक अहᭅताएँ हᲂ तथा उनका चयन एवं

िनयुिᲦ मुᲦ िव᭄ापन के मा᭟यम से तथा िनयिमत चयन सिमित/सिमितयᲂ ᳇ारा तेजपुर लॉ कॉलेज के शासी िनकाय

के अनुमोदन के साथ ᳰकया गया हो।

14.

उपयुᭅᲦ धाराᲐ मᱶ अ᭠यथा कुछ उिलि᭨खत न होते ᱟए भी, जब भी आव᭫यक हो, तेजपुर िव᳡िव᳒ालय ᳇ारा

अनुरिᭃत कॉलेज के कायᭅ िन᭬पादन से संबंिधत कोई भी िनणᭅय ᮧबंधन मंडल ले सकता है, लेᳰकन ऐसे िनणᭅयᲂ का ᮧभाव पड़ने

वाले ᳞िᲦ के िहतᲂ पर ᮧितकूल ᮧभाव डालने वाला िनणᭅय पूवᭅ-ᮧभावी न हो ।

ORDINANCE NO. 28

On establishment and maintenance of a college by the University as per the provisions under section 2(f), 5(xiv),

26(k) and 28(1)(o) of Tezpur University Act, 1993

[Approved by the Visitor vide MHRD letter No. F.14-7/2009-Desk (U), dated 24/09/2015]

No. F.12-2/97(GA-I)/Vol-V/2687.—The University shall maintain and run the following College:

(a) Tezpur University Law College, Tezpur, 784001

2. The Board of Management (BoM) shall constitute for the College, a Governing Body to administer affairs of the

College, constituted as follows:

(a) A person appointed by the Vice-Chancellor -Chairperson.

(b) Finance Officer (Ex-officio).

(d) Two members appointed by the Board of Management (BoM), not necessarily from among the members of

the BoM.

(e) Two members to be nominated by the Academic Council of the University not necessarily from among the

members of the Council.

(f)

One Lady of distinction in academic and social life to be nominated by the Vice Chancellor.

(g) Two members of the teaching staff from among the teachers of the college by rotation according to seniority for

a term of two years.

3. Members, other than the ex-officio members, shall hold office for a period of two years.

4. Subject to the general control and supervision of the Board of Management, the Governing Body shall exercise the

following powers and functions:

(a) to determine the teaching requirements of the College and to organise the teaching, research and outreach

activities in the College;

(b) to admit students to the various courses as per rules laid down by the Academic Council from time to time,

resident and non-resident, and to prescribe the fees to be paid by them;

the limits fixed in the budget approved by the BoM;

(d) to consider the Annual Accounts along with the Audit Report and after approval to submit the same to the BoM

for information along with its comments;

(e) to create, appoint, suspend or terminate the services of the administrative and other non-academic staff and to

determine their conditions of service: Provided that the qualifications for appointment, emoluments and

conditions of service of such persons shall be in accordance with those laid down by the Board of Management

for similar posts in the University.

(f) to appoint the Principal and the teaching staff on the recommendations of the Selection Committees appointed for

the purpose, subject to the approval of the appointment of the Board of Management.

(g) to grant leave to teachers and other staff according to the rules framed for the purposes;

(h) to define the duties and responsibilities of the Principal, teaching staff and administrative staff of the College;

and

(i) to do such other acts as may be necessary for the above functions.

5. The Selection Committee for recommending appointment to the post of Principal for the College shall consist of :

(a) Vice Chancellor—Chairperson

(b) The Chairperson of the Governing Body

(d) three experts consisting of two Professors and an accomplished educationist not below the rank of a Professor to

be nominated by the Vice-Chancellor out of a panel recommended by the Governing Body.

Four members, including two experts, shall form the quorum.

6. Members of the teaching staff shall be appointed by the Governing Body on the recommendations of a Selection

Committee constituted as follows :

(a) Chairperson of the Governing Body of the College

(b) The Principal of the College

(d) Two subject-experts not connected with the College to be nominated by the Chairperson of the Governing Body

out of a panel of names approved by the Vice-Chancellor.

(e) One representative of SCs/ STs/ OBCs/ Minorities / Women, as the case may be depending upon the category

(ies) of the candidates.

The quorum of the meeting should be five of which at least two must be from out of the three subject experts.

7. The appointment of the Librarian and non-teaching staff in the Colleges maintained by the University shall be made

by the Governing Body of the College by advertisement. The Selection Committee for recommending appointment of

the Librarian and other non-teaching staff will be constituted as follows :

(A) Librarian

(a) Chairman of the Governing Body or his nominee (Chairman)

(b) One University representative on the Governing Body to be nominated by the Vice Chancellor.

(d) Head of the Department of Library and Information Science, if any.

(e) Principal of the College

(f) One Subject Expert to be nominated by the Vice-Chancellor out of a panel recommended by the Governing

Body.

Four members inclusive of the Chairman and University Librarian and the Subject Expert shall form a quorum.

(B) Selection Committees for other non-teaching staff will be as follows:

For Group-B positions:

Chairman of the Governing Body.

b. One University representative nominated by the Vice Chancellor.

One Member of the Governing Body.

d. Principal of the College.

Two experts to be nominated by the Vice Chancellor out of a panel recommended by the Governing

Body.

One representative of SCs/ STs/ OBCs/ Minorities/ Women, as the case may be, depending upon the

categories of the candidate (s).

Four members including Chairperson shall form a quorum.

II) For Group-C positions (other than MTS)

Chairman of the Governing Body.

b. One University representative nominated by the Vice Chancellor.

One Member of the Governing Body.

d. Principal of the College.

One external expert to be nominated by the Vice Chancellor out of a panel recommended by the

Governing Body.

One representative of SCs/ STs/ OBCs/ Minorities/ Women, as the case may be, depending upon the

categories of the candidate (s).

Four members including Chairperson shall form a quorum.

Staff Council

(a) There shall be Staff Council in the College.

(b) All the members of the teaching staff and the Librarian shall constitute the Staff Council.

Principal-in-Council in respect of matters on which Staff Council is required to take decisions.

(d)

The Principal shall be ex-officio Chairman of the Staff Council.

(e)

The Council shall elect its Secretary, who shall hold office for a term of one year. The Secretary may be re-elected

for a second term but no person shall hold office of Secretary for more than two consecutive terms.

Subject to the provisions of the Act, the Statutes and the Ordinances of the University, the Staff Council shall take

decisions in respect of the following matters:

(a)

Preparation of College time-table.

(b)

Allocation of extra-curricular work of teachers not involving payment of remuneration.

(c)

Organising curricular and extra-curricular activities, including cultural activities of students, sports, games,

National Service Scheme and other social services schemes and academic societies.

(d)

Laying down guide-lines for purchase of library books and laboratory equipment in consultation with the

appropriate departments.

(e)

Organising admission of students.

10.

Subject to the provisions of the Act, the Statutes and the Ordinances of the University, the Staff Council shall make

recommendations in respect of the following matters:

(a)

Formulation of admission policy within the framework of the policy laid down by the University;

(b)

Formulation of guide-lines regarding arrangements for the residence and welfare of students in consultation with

appropriate students’ organisations;

(c)

Formulation of guidelines regarding discipline of the students;

(d)

Formulation of policies for recommending names of teachers for participation in orientation/ refresher courses,

seminars and conferences and financial assistance to teachers for attending such events.

Note: The administrative staff of the College shall not be within the purview of the Staff Council.

11.

The rules relating to the conduct of meetings of the Staff Council shall be in accordance with the Regulations laid

down in this behalf.

12.

Leave rules adopted by Tezpur University for its teaching and non-teaching staff shall be applicable to the

concerned employees of Tezpur University Law College by default.

13.

Transitional Provisions:

(a)

The property of the Tezpur Law College shall be transacted to Tezpur University through a Memorandum of

Agreement by virtue of this Ordinance coming into force.

(b)

The existing staff of teaching and non-teaching of the Tezpur Law College shall be absorbed as the employee of

the Tezpur Law College maintained by Tezpur University under this Ordinance provided they have required

qualifications as laid down by “UGC Regulation on minimum qualification for appointments of teachers and

other academic staff in Universities and colleges and measures for the maintenances of standards in Higher

Education 2010 or previous Regulations or Bar Council of India Regulations” as amended from time to time,

as the case may be, and they were selected and appointed through open advertisement and regular Selection

Committee(s), with due approval of the Governing Body of Tezpur Law College.

14.

Notwithstanding anything else in the foregoing sections, the Board of Management may take any decision on the

functioning of the college maintained by the University, as and when required, but no retrospective effect so as to

prejudicially affect the interests of any person to whom such decision may be applicable.

1.1. Seven members shall form a quorum for a meeting of the Governing Body.

1.2. No quorum will be required for any adjourned meeting.

1.3. Heads of all departments under the Technology Campus will be Permanent Invitees to the Governing Body

meetings.

1.4. Head and Visiting Director, CIIE will be Special Invitees to the Governing Body meetings.

2.0. Term of office :

The term of office of the nominated members of Governing Body shall be three years.

3.0. Powers and functions :

3.1 To govern the AICTE approved programmes of the Technology Campus as per guidelines of AICTE.

3.2 To plan and advise the Academic Council on establishment of new department(s) or for new programmes by the

Technology Campus through various departments.

3.3 To advise the University on implementation of TEQIP & NEQIP as per AICTE guidelines.

3.4 To consider schemes for the advancement of the standard of teaching, research and internal revenue generation,

and to submit such proposals to the Academic Council.

3.5 To perform all other functions which may be prescribed by the Act, Statutes, Ordinances and Regulations and to

consider all such matters as may be referred to it by the Board of Management, Academic Council, Planning Board

or the Vice Chancellor.

4.0. Meeting of the Governing Body:

The Governing Body shall meet quarterly in calendar year. Notice for holding meetings of the Governing Board

shall be issued by the Member Secretary with the approval of the Chairperson at least two weeks ahead of scheduled

date.

An adjourned meeting may be held with one week’s notice.

5.0 Notwithstanding anything else in the foregoing sections, the Board of Management of the University shall have the

power to take any action as it deem fit for smooth functioning of the Technology Campus.
