का.आ. 4055 (अ) .— के᭠ ᮤीय सरकार, रेल अिधिनयम, 1989 (1989 का 24) कᳱ धारा 60 ᳇ारा ᮧद᭜ त

शिᲦयᲂ का ᮧयोग करते ᱟए रेल याᮢी सेवा अिभकताᭅ ᮧािधकरण िनयम, 2014 मᱶ आगे और संशोधन के िलए

िन᭥ निलिखत िनयम बनाती है, अथाᭅत्:-

1. (1) इन िनयमᲂ को रेल याᮢी सेवा अिभकताᭅ ᮧािधकार (ि᳇तीय संशोधन) िनयम, 2016 कहा जाएगा।

(2) ये 13 अᮧैल, 2016 से ᮧवृ᭜ त माने जाएंगे।

2. रेल याᮢी सेवा अिभकताᭅ ᮧािधकार िनयम, 2014 मᱶ, िनयम 8 मᱶ, श᭣ द ''वाᳶषक'' का लोप ᳰकया जाता है।

ᮧािधकरण िनयम, 2014 के िनयम 8 मᱶ संशोधन करते समय भूलवश श᭣ द ''वाᳶषक'' िलखा गया था. अत: इसका

13 अᮧैल, 2016 से अथाᭅत् पूवᭅ᭪ यापी ᮧभाव से लोप ᳰकया जाता है। यह ᮧमािणत ᳰकया जाता है ᳰक पूवᭅ᭪ यापी

ᮧभाव से ᳰकए गए उपयुᭅᲦ संशोधन ᳇ारा कोई भी ᮧितकूल ᱨप से ᮧभािवत नहᱭ हᲂगे तथा इससे कोई रेल याᮢी

सेवा अिभकताᭅ ᮧितकूल ᱨप से ᮧभािवत नहᱭ हᲂगे।

का.आ.1219(अ), तारीख 7 मई, 2014 के ᳇ारा ᮧकािशत ᳰकए गए थे तथा तदनुसार का.आ. 1426 (अ), तारीख

13 अᮧैल , 2016 के ᳇ारा संशोिधत ᳰकए गए।

NOTIFICATION

New Delhi, the 15 December, 2016

S.O. 4055(E).—In exercise of the powers conferred by section 60 of the Railways Act, 1989 (24 of

1989), the Central Government hereby makes the following rules further to amend the Authorisation of Rail

Travellers’ Service Agents Rules, 2014, namely:-

1.

(1) These rules may be called the Authorisation of Rail Travellers’ Service Agents (Second

Amendment) Rules, 2016.

(2) They shall be deemed to have come into force on the 13^th day of April, 2016.

In the Authorisation of Rail Travellers’ Service Agents Rules, 2014, in rule 8, the word “annual”

shall be omitted.

Explanatory Memorandum:- While amending Rule 8 of the Authorisation of Rail Travellers’ Service

Agents Rules, 2014 vide notification number S.O. 1426(E), dated the 13^th April, 2016, for changing realisation

of licence fee for renewal of licence from annual basis to three years basis, inadvertently the word “annual”

was indicated. Hence it is being omitted with effect from the 13^th April, 2016, i.e. with retrospective effect. It

is certified that none shall be adversely affected by the aforesaid amendment being given retrospective effect

and it is not going to affect adversely any Rail Travellers’ Service Agent.

Note: The principal rules were published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-

section (ii), vide notification number S.O.1219(E), dated the 7^th May, 2014 and subsequently amended vide

S.O.1426 (E), dated the 13^th April, 2016.
