और जलवायु पᳯरवतᭅन मंᮢालय अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-I, अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-II और अनुसंधान

सहायक (पयाᭅवरण) भतᱮ िनयमᲂ मᱶ संशोधन करने के िलए िन᭥ निलिखत िनयम बनाते हᱹ, अथाᭅत् :-

संिᭃ᭡ त नाम और ᮧार᭥ भ- (1) इन िनयमᲂ का संिᭃ᭡ त नाम पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय तकनीकᳱ पद (समूह

'ख' राजपिᮢत और अराजपिᮢत) भतᱮ िनयम, 2016 है।

ये राजपᮢ मᱶ ᮧकाशन कᳱ तारीख को ᮧवृ᭜ त हᲂगे।

पयाᭅवरण, वन और जलवायु पᳯरवतᭅन मंᮢालय, तकनीकᳱ पद (समूह 'ख' राजपिᮢत और अराजपिᮢत) भतᱮ िनयम, 2010 मᱶ -

(I) िनयम 2 मᱶ िविन᳸द᭬ ट अनुसूची मᱶ ᮓम सं. 1, 2 और 3 के संबंध मᱶ ᭭ तंभ (4) िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया जाएगा:-

(II) अनुसूची के ᮓम सं 1 अथाᭅत् अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी- I के संबंध मᱶ ᭭ त᭥ भ 12 के अंतगᭅत पैरा 1 िन᭥ नानुसार

ᮧित᭭ थािपत होगा,:-

लेवल 7, (44,900-1,42,400/- ᱧ.) के वेतनमान मᱶ ऐसा अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-2 िजसने उस ᮰ेणी मᱶ दो वषᭅ िनयिमत

सेवा कᳱ हो।

(III) ᳯट᭡ पणी-2 को अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-। के संदभᭅ मᱶ अनुसूची के ᭭ तंभ 12 के अंतगᭅत ᮧित᭭ थािपत ᳰकया जाएगा, अथाᭅत्

ᮧो᭠ नित के िलए ᭠ यूनतम अहᭅक सेवा कᳱ गणना के ᮧयोजन के िलए ᳰकसी अिधकारी ᳇ारा 1 जनवरी, 2016 से पहले/उस तारीख से िजससे

सातवᱶ के᭠ ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना िव᭭ ताᳯरत कᳱ गई, से पूवᭅ ᳰकसी अिधकारी ᳇ारा

िनयिमत आधार पर कᳱ गई सेवा आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पे मेᳯᮝ᭍ स मᱶ िव᭭ ताᳯरत त᭜ ᭭ थानी लेवल मᱶ कᳱ गई सेवा समझी

जाएगी।

(IV)

अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-I के संबंध मᱶ उप-शीषᭅक ᮧितिनयुिᲦ (अ᭨ पकािलक संिवदा सिहत) के अंतगᭅत ᭭ तंभ 12 के

अंतगᭅत उप पैरा (क) (ii) को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया जाएगा अथाᭅत:-

वेतन मैᳯᮝ᭍ स मᱶ लेवल 7 (`44,900-1,42,400/-) या सदृश पद पर िनयिमत आधार पर िनयुिᲦ के प᭫ चात उस ᮰ेणी मᱶ कᳱ गई दो वषᭅ

सेवा सिहत;

अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-। के संबंध मᱶ उप-शीषᭅक ᮧितिनयुिᲦ : (अ᭨ पकािलक संिवदा सिहत) के अंतगᭅत उप पैरा

(ख) (ii) के अंतगᭅत नोट को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया जाएगा अथाᭅत : ᮧितिनयुिᲦ/आमेलन के आधार पर िनयुिᲦ के ᮧयोजन के

िलए ᳰकसी अिधकारी ᳇ारा 1 जनवरी 2016 के पहले/उस तारीख से, िजससे 7वᱶ के᭠ ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत

पुनरीिᭃत वेतन संरचना िव᭭ ताᳯरत कᳱ गई है, कᳱ गई सेवा को वेतन आयोग कᳱ िसफाᳯरशᲂ के आधार पर िव᭭ ताᳯरत वेतन मैᳯᮝ᭍ स मᱶ

तदनुᱨपी ᭭ तर मᱶ कᳱ गई सेवा समझा जाएगा।

(VI)

अनुसूची के अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-II के संबंध मᱶ ᭭ तंभ 12 के अंतगᭅत पैरा 1 को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया

जाएगा अथाᭅत:-

वेतन मैᳯᮝ᭍ स मᱶ लेवल 6 मᱶ ऐसा अनुसंधान सहायक (पयाᭅवरण) िजसने उस ᮰ेणी मᱶ पांच वषᭅ कᳱ िनयिमत सेवा कᳱ हो।

अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-।। के संदभᭅ मᱶ अनुसूची के ᭭ तंभ 12 के अंतगᭅत ᳯट᭡ पण-2 िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया

जाएगा; अथाᭅत् ᮧो᭠ नित के िलए ᭠ यूनतम अहᭅक सेवा कᳱ गणना के ᮧयोजन के िलए ᳰकसी अिधकारी ᳇ारा 1 जनवरी, 2016 से पहले/उस

तारीख से िजससे सातवᱶ के᭠ ᮤीय वेतन आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पुनरीिᭃत वेतन संरचना िव᭭ ताᳯरत कᳱ गई, से पूवᭅ ᳰकसी

अिधकारी ᳇ारा िनयिमत आधार पर कᳱ गई सेवा, आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत पे मेᳯᮝ᭍ स मᱶ िव᭭ ताᳯरत त᭜ ᭭ थानी लेवल मᱶ कᳱ गई

सेवा समझी जाएगी।

अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-II के संबंध मᱶ उप-शीषᭅक ᮧितिनयुिᲦ (अ᭨ पकािलक संिवदा सिहत) के अंतगᭅत ᭭ तंभ 12

के अंतगᭅत उप पैरा (क) (ii) को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया जाएगा अथाᭅत:-

वेतन मैᳯᮝ᭍ स मᱶ लेवल6 (`35,400-1,12,400/-) वाले पदᲂ मᱶ िनयिमत आधार पर िनयुिᲦ के प᭫ चात उस ᮰ेणी मᱶ पांच वषᭅ सेवा कᳱ

है।या समतु᭨ य

(IX)

अनुसंधान अिधकारी (पयाᭅवरण) ᮰ेणी-।। के संबंध मᱶ उप-शीषᭅक ᮧितिनयुिᲦ : (अ᭨ पकािलक संिवदा सिहत) के अंतगᭅत उप पैरा

(ख) (ii) के अंतगᭅत ᳯट᭡ पणी को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया जाएगा अथाᭅत : ᮧितिनयुिᲦ/आमेलन के आधार पर िनयुिᲦ के ᮧयोजन के

पुनरीिᭃत वेतन संरचना िव᭭ ताᳯरत कᳱ गई है, कᳱ गई सेवा को, िसवाय उस दशा के, वेतन मैᳯᮝ᭍ स मᱶ साधारण ᭭ तर सिहत एक से अिधक

पूवᭅ संशोिधत वेतनमान का एक ᮰ेणी मᱶ िवलय हो गया है और वहां यह लाभ केवल उस पद (उन पदᲂ) पर िव᭭ ताᳯरत होगा िजसके िलए

वेतन मैᳯᮝ᭍ स मᱶ वह ᭭ तर िबना ᳰकसी उ᭠ नयन का साधारण ᮧित᭭ थापन ᭭ तर है, वेतन आयोग कᳱ िसफाᳯरशᲂ के आधार पर िव᭭ ताᳯरत

वेतन मैᳯᮝ᭍ स मᱶ तदनुᱨपी ᭭ तर मᱶ कᳱ गई सेवा समझा जाएगा।

(X) अनुसंधान सहायक (पयाᭅवरण) के संबंध मᱶ उप-शीषᭅक ᮧितिनयुिᲦ (अ᭨ पकािलक संिवदा सिहत) के अंतगᭅत ᭭ तंभ 12 के अंतगᭅत उप

पैरा (क) (ii) को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया जाएगा अथाᭅत:-

मूल काडर/िवभाग मᱶ वेतन मैᳯᮝ᭍ स मᱶ लेवल 5 (`29,200-92,300/-) या सदृश पद पर िनयिमत आधार पर िनयुिᲦ के प᭫ चात उस ᮰ेणी

मᱶ छ:वषᭅ सेवा सिहत

NOTIFICATION

New Delhi, the 9th December, 2016

G.S.R. 1143(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ministry of Environment, Forest and Climate Change Research

Office (Environment) Grade-I, Research Officer (Environment) Gr.II and Research Assistant (Environment) Recruitment

Rules namely:-

(1)

Short title and commencement – (1) These Rules shall be called the Ministry of Environment, Forest and

Climate Change Technical Posts (Group ‘B’ Gazetted and Non-Gazetted )Recruitment Rules, 2016.

(2)

They shall come into force on the date of their publication in the Official Gazette.

In the Ministry of Environment, Forest and Climate Change, Technical Posts (Group ‘B’ Gazetted and Non-

Gazetted) Recruitment Rules, 2010-

(I) Column (4) in respect of Serial Number 1, 2 and 3 of the Schedule specified in Rule 2 shall be substituted, namely:-

(II)

Para 1 under Column 12 in respect of Serial No. 1 i.e. Research Officer (Environment) Grade-I of the Schedule

shall be substituted, namely:-

Research Officer (Environment) Grade-II in the Level 7, (Rs. 44,900- 1,42,400/-) with two years’ regular service in the

grade.

(III)

Note-2 under Column 12 of the Schedule in respect of Research Officer (Environment) Grade-I shall be

substituted namely:- For the purpose of computing minimum qualifying service for promotion, the service rendered on a

regular basis by an officer prior to 1^st January, 2016/the date from which the revised pay structure based on the 7^th

Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the

corresponding Level in the Pay Matrix extended based on the recommendations of the Commission.

(IV) Sub Para (a) (ii) under Column 12 under the sub-heading Deputation (including short-term contract) in respect of

Research Officer (Environment) Grade –I shall be substituted, namely:-

With two years’ service in the grade rendered after appointment thereto on a regular basis in posts in the Level 7 in the

Pay Matrix, (Rs. 44,900- 1,42,400) or equivalent in the parent cadre/Department;

(V) Note under sub-para (b)(ii) under the sub-heading Deputation: (including short term contract) in respect of

Research Officer (Environment) Grade – I shall be substituted namely: For the purpose of appointment on

deputation/absorption basis, the service rendered on a regular basis by an officer prior to 1^st January, 2016/the date from

which the revised pay structure based on the 7^th Central Pay Commission recommendations has been extended, shall be

deemed to be service rendered in the corresponding Level in the Pay Matrix extended based on the recommendations of

the Commission.

(VI) Para 1 under Column 12 of the Schedule in respect of Research Officer (Environment) Grade-II shall be substituted

namely:-

Research Assistant (Environment) in the Level 6 in the Pay Matrix Rs. 35,400- Rs. 1,12,400/- with five years’ regular

service in the grade.

(VII) Note-2 under Column 12 of the Schedule in respect of Research Officer (Environment) Grade-II shall be

substituted namely: For the purpose of computing minimum qualifying service for promotion, the service rendered on a

regular basis by an officer prior to 1^st January, 2016/the date from which the revised pay structure based on the 7^th

Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the

Matrix, Rs. 35,400- Rs. 1,12,400/-

(IX) Note under sub-para (b)(ii) under the sub-heading Deputation: (including short term contract) in respect of Research

Officer (Environment) Grade-II shall be substituted namely:- For the purpose of appointment on deputation/absorption

basis, the service rendered on a regular basis by an officer prior to 1^st January, 2016/the date from which the revised pay

structure based on the 7^th Central Pay Commission recommendations has been extended, shall be deemed to be service

rendered in the corresponding Level in the Pay Matrix extended based on the recommendations of the Commission

except where there has been merger of more than one pre revised scale of pay into one grade with a common Level in the

Pay Matrix, and where this benefit will extend only for the post (s) for which that Level in the Pay Matrix in the normal

replacement grade without any upgradation.

(X)

Para (a) (ii) under Column 11 in respect of Research Assistant (Environment) of the Schedule shall be

substituted, namely:-

With six years’ service in the grade rendered after appointment thereto on regular basis in posts in Level 5 in the Pay

Matrix, Rs.29,200 – 92,300/- or equivalent in the parent cadre/department.

लेवल 8, `47,600-1,51,100 ᱨपए मᱶ तकनीकᳱ अिधकारी (वािनकᳱ) ᮕेड- I मᱶ छह वषᭅ कᳱ िनयिमत सेवा सिहत।

सहायक आयु᭍ त (वािनकᳱ) के संबंध मᱶ अनुसूची के ᭭ त᭥ भ 11 के अंतगᭅत ᳯट᭡ पण-2 को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया जाएगा:

ᮧो᭠ नित के िलए ᭠ यूनतम अहᭅता सेवा कᳱ गुणना के उ᳎े᭫ य हेतु 1 जनवरी, 2016/उस ितिथ से जब सातवᱶ वेतन आयोग कᳱ िसफाᳯरशᲂ पर

आधाᳯरत संशोिधत वेतन ढांचᲂ को िव᭭ ताᳯरत ᳰकया गया है, के पूवᭅ ᳰकसी अिधकारी ᳇ारा िनयिमत आधार पर सेवा कᳱ गई हो, को आयोग

कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ ताᳯरत वेतन मैᳯᮝ᭍ स मᱶ अनुᱨपी ᭭ तर पर सेवा कᳱ गई माना जाएगा।

(IV) सहायक आयु᭍ त (वािनकᳱ) के संबंध मᱶ उप-शीषᭅ ᮧितिनयुिᲦ (अ᭨ पाविध संिवदा सिहत) के अंतगᭅत ᭭ त᭥ भ 11 के अधीन उप पैरा (क)

(ii) नामश: ᮧ᭭ तुत ᳰकया जाएगा। मूल संवगᭅ/िवभाग मᱶ वेतन मैᳯᮝ᭍ स के लेवल 10, (56,100-1,77,500/-ᱨपए) अथवा समकᭃ मᱶ पदᲂ मᱶ

िनयिमत आधार पर इसमᱶ िनयुिᲦ के प᭫ चात पांच वषᲄ कᳱ सेवा सिहत;

उप-शीषᭅ ᮧितिनयुिᲦ के अंतगᭅत उप-पैरा (ख) के अंतगᭅत ᳯट᭡ पण: (अ᭨ पाविध संिवदा सिहत) सहायक आयु᭍ त (वािनकᳱ) के संबंध

मᱶ नामश: ᮧ᭭ तुत ᳰकया जाएगा: ᮧितिनयुिᲦ/समावेशन आधार पर िनयुिᲦ के उ᳎े᭫ य हेतु, उस मामले जहां एक से अिधक पूवᭅ संशोिधत

वेतनमान को वेतन मैᳯᮝ᭍ स मᱶ एक लेवल पर संिवलीन कर ᳰदया गया हे और जहां केवल उन पदᲂ िजसके िलए वेतन मैᳯᮝ᭍ स मᱶ लेवल िबना

ᳰकसी उ᭠ नयन के सामा᭠ य ᮧित ᭭ थापन ᮕेड है, को छोड़कर 1 जनवरी, 2016/उस ितिथ से जब सातवᱶ वेतन आयोग िसफाᳯरशᲂ पर

आधाᳯरत संशोिधत वेतन ढांचे को िव᭭ ताᳯरत ᳰकया गया है, के पूवᭅ ᳰकसी अिधकारी ᳇ारा ᳰकया गया है, के पूवᭅ ᳰकसी अिधकारी ᳇ारा

िनयिमत आधार पर सेवा कᳱ गई हो, को आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत िव᭭ ताᳯरत मैᳯᮝ᭍ स मᱶ अनुᱨपी ᭭ तर पर सेवा कᳱ गई माना

जाएगा।

तकनीकᳱ अिधकारी (वािनकᳱ) ᮕेड-I के संबंध मᱶ अनुसूची के ᭭ त᭥ भ 11 के अंतगᭅत पैरा 1 को नामश: ᮧित᭭ थािपत ᳰकया जाएगा:

अथाᭅत

लेवल 7 (`44,900-1,42,400/-) मᱶ ऐसा तकनीकᳱ अिधकारी (वािनकᳱ) ᮕेड-II िजसने उस ᮰ेणी मᱶ दो वषᲄ ᳰक िनयिमत सेवा कᳱ हो।

तकनीकᳱ अिधकारी (वािनकᳱ) ᮕेड-I के संबंध मᱶ अनुसूची के कॉलम 11 के अंतगᭅत ᳯट᭡ पण-2 को नामश: ᮧ᭭ तुत ᳰकया जाएगा:

तकनीकᳱ अिधकारी (वािनकᳱ) ᮕेड-I के संबंध मᱶ उप-शीषᭅ ᮧितिनयुिᲦ (अ᭨ पाविध संिवदा सिहत) के अंतगᭅत कॉलम II के अधीन

उप पैरा (क) (ii) ᮧ᭭ तुत ᳰकया जाएगा: अथाᭅत

मूल संवगᭅ/िवभाग मᱶ वेतन मैᳯᮝ᭍ स के लेवल 7 मᱶ 44,900-1,42,400/-ᱨपए अथवा समकᭃ मᱶ िनयिमत आधार पर इसमᱶ िनयुिᲦ के

प᭫ चात दो वषᲄ कᳱ सेवा ली गई ᮕेड सिहत;

उप-शीषᭅ ᮧितिनयुिᲦ के अंतगᭅत उप-पैरा (ख) के अंतगᭅत ᳯट᭡ पण: (अ᭨ पाविध संिवदा सिहत) तकनीकᳱ अिधकारी (वािनकᳱ)

ᮕेड-I के संबंध मᱶ ᮧ᭭ तुत ᳰकया जाएगा अथाᭅत ᮧितिनयुिᲦ/समावेशन आधार पर िनयुिᲦ के उ᳎े᭫ य हेतु, उस मामले जहां एक से अिधक पूवᭅ

संशोिधत वेतनमान को वेतन मैᳯᮝ᭍ स मᱶ एक लेवल पर संिवलीन कर ᳰदया गया हे और जहां केवल उन पदᲂ िजसके िलए वेतन मैᳯᮝ᭍ स मᱶ

लेवल िबना ᳰकसी उ᭠ नयन के सामा᭠ य ᮧित ᭭ थापन ᮕेड है, को छोड़कर 1 जनवरी, 2016/उस ितिथ से जब सातवᱶ वेतन आयोग िसफाᳯरशᲂ

पर आधाᳯरत संशोिधत वेतन ढांचे को िव᭭ ताᳯरत ᳰकया गया है, के पूवᭅ ᳰकसी अिधकारी ᳰकया गया है, के पूवᭅ ᳰकसी अिधकारी ᳇ारा

जाएगा।

तकनीकᳱ अिधकारी (वािनकᳱ) ᮕेड-II के संबंध मᱶ अनुसूची के कॉलम 11 के अंतगᭅत पैरा 1 को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया

जाएगा:

वेतन मैᳯᮝ᭍ स के लेवल 6, ` (35,400-1,12,400/-) मᱶ ऐसा अनुसंधान अ᭛ वेषक (वािनकᳱ) िजसने उस ᮰ेणी मᱶ पांच वषᭅ िनयिमत सेवा

कᳱ हो।

(XI) तकनीकᳱ अिधकारी (वािनकᳱ) ᮰ेणी-II के संदभᭅ मᱶ अनुसूची के ᭭ तंभ 11 के अंतगᭅत ᳯट᭡ पणी-2 को िन᭥ नानुसार ᮧित᭭ थािपत ᳰकया

जाएगा अथाᭅत्- ᮧो᭠ नित के िलए ᭠ यूनतम अहᭅक सेवा कᳱ गणना के ᮧयोजन के िलए ᳰकसी अिधकारी ᳇ारा 1 जनवरी, 2016 से पहले/उस

अिधकारी ᳇ारा िनयिमत आधार पर कᳱ गई सेवा आयोग कᳱ िसफाᳯरशᲂ पर आधाᳯरत वेतन मैᳯᮝ᭍ स मᱶ िव᭭ ताᳯरत त᭜ ᭭ थानी लेवल मᱶ कᳱ

गई सेवा समझी जाएगी।

President hereby makes the following rules to amend the Ministry of Environment, Forest and Climate Change Assistant

Commissioner (Forestry), Technical Officer (Forestry) Grade-I, Technical Officer (Forestry) Gr.II and Research

Investigator (Forestry) Recruitment Rules namely:-

(1)

Short title and commencement – (1) These Rules shall be called the Ministry of Environment, Forest

and

Climate Change Technical Posts (Forestry) Recruitment Rules, 2016.

(2)

They shall come into force on the date of their publication in the Official Gazette.

(3)

In the Ministry of Environment, Forest and Climate Change, Technical Posts (Forestry) Recruitment Rules,

2011-

(I) Column (4) in respect of Serial No. 1, 2, 3 and 4 of the Schedule specified in Rule 2 shall be substituted, namely:-

Note-2 under Column 11 of the Schedule in respect of Assistant Commissioner (Forestry) shall be substituted

namely:- For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular

basis by an officer prior to 1^st January, 2016/the date from which the revised pay structure based on the 7^th Central Pay

Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding Level in

the Pay Matrix extended based on the recommendations of the Commission.

Sub Para (A) (ii) under Column 11 under the sub-heading Deputation (including short-term contract) in respect

of Assistant Commissioner (Forestry) shall be substituted, namely:- With five years’ service in the grade rendered after

appointment thereto on a regular basis in posts in the Level 10 in the Pay Matrix, (Rs. 56,100- 1,77,500/-) or equivalent

in the parent cadre/Department;

(V) Note under sub-para (B) under the sub-heading Deputation: (including short term contract) in respect of Assistant

Commissioner (Forestry) shall be substituted namely: For the purpose of appointment on deputation/absorption basis,

the service rendered on a regular basis by an officer prior to 1^st January, 2016/the date from which the revised pay

structure based on the 7^th Central Pay Commission recommendations has been extended, shall be deemed to be service

rendered in the corresponding Level in the Pay Matrix extended based on the recommendations of the Pay Commission

except where there has been merger of more than one pre revised scales of pay into one Level in pay Matrix and where

this benefit will extend only for the posts (s) for which that level in the Pay Matrix is normal replacement grade without

any upgradation.

Para 1 under Column 11 of the Schedule in respect of Technical Officer (Forestry) Grade-I shall be substituted,

namely:-

Technical Officer (Forestry) Gr.II in the Level 7 in the Pay Matrix Rs. 44,900-1,42,400/- with two years’ regular service

in the grade.

Note-2 under Column 11 of the Schedule in respect of Technical Officer (Forestry) Grade-I shall be substituted

Note-2 under sub-para (B) under the sub-heading Deputation: (including short term contract) in respect of

Technical Assistant (Wildlife) shall be substituted namely: For the purpose of appointment on deputation/absorption

basis, the service rendered on a regular basis by an officer prior to 1^st January, 2016/the date from which the revised pay

structure based on the 7^th Central Pay Commission recommendations has been extended, shall be deemed to be service

rendered in the corresponding Level in the Pay Matrix extended based on the recommendations of the Pay Commission

except where there has been merger of more than one pre revised scale of pay into one grade with a common Level in

G.S.R. 1146(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Ministry of Environment, Forest and Climate Change (Library

and Information Assistant) Recruitment Rules namely:-

Short title and commencement – (1) These Rules shall be called the Ministry of Environment, Forest and

Climate Change (Library and Information Assistant) Recruitment Rules, 2016.
