सा.का.िन. 1153(अ).-कुसुम बीज ᮰ेणीकरण और िच᭮नांकन िनयम, 2016 िजसे के᭠ ᮤ सरकार ᳇ारा कृिष उपज (᮰ेणीकरण और

िच᭮नांकन) अिधिनयम, 1937 (1937 का 1) कᳱ धारा 3 ᳇ारा ᮧद᭜ त शिᲦयᲂ का ᮧयोग करते ᱟए बनाने का िवचार है, का िन᭥ निलिखत

ᮧाᱨप उ᭍ त धारा ᳇ारा अपेिᭃत अनुसार ऐसे सभी ᭪ यिᲦयᲂ कᳱ सूचना के िलए, िजनके इससे ᮧभािवत होने कᳱ संभावना है, ᮧकािशत

ᳰकया जाता है और यह सूिचत ᳰकया जाता है ᳰक उ᭍ त ᮧाᱨप िनयमᲂ पर उस तारीख से िजस तारीख को भारत के राजपᮢ कᳱ उ᭍ त

अिधसूचना कᳱ ᮧितयां जनता को उपल᭣ ध करा दी जाती है, तीस ᳰदनᲂ कᳱ अविध कᳱ समाि᳙ के प᭫ चात िवचार ᳰकया जाएगा ।

उपयुᭅ᭍ त अविध कᳱ समाि᳙ से पूवᭅ उ᭍ त ᮧाᱨप िनयमᲂ के संबंध मᱶ ᳰकसी ᭪ यिᲦ से ᮧा᭡ त होने वाली आपिᱫयᲂ अथवा सुझावᲂ पर

के᭠ ᮤ सरकार ᳇ारा िवचार ᳰकया जाएगा ।

उ᭍ त ᮧाᱨप िनयमᲂ के संबंध मᱶ आपिᱫयां अथवा सुझाव, यᳰद कोई हᲂ, कृिष िवपणन सलाहकार, भारत सरकार, िवपणन एवं

िनरीᭃण िनदेशालय, ᮧधान कायाᭅलय, सीजीओ का᭥ पले᭍ स, एन.एच.-IV, फरीदाबाद (हᳯरयाणा)-121001 अᮕेिषत ᳰकया जाएं ।

ᮧाᱨप िनयम

संिᭃ᭡ त नाम, लागू होना और ᮧारंभ ।

(1) इन िनयमᲂ का नाम कुसुम बीज ᮰ेणीकरण और िच᭮नांकन िनयम, 2016 है ।

(2) ये सेᳲपडेिसया फैिमली के राले᭫ चेरा ऑिलओसा (लूर) मेर.िसन.एस.ᮝाइजुगा िब᭨ ड पादप से ᮧा᭡ त कुसुम बीज पर लागू हᲂगे ।

(3) ये सरकारी राजपᮢ मᱶ उनके अंितम ᱨप से ᮧाकिशत होने कᳱ तारीख से लागू हᲂगे ।

पᳯरभाषाएं.= (1) इन िनयमᲂ मᱶ जब तक ᳰक संदभᭅ मᱶ अ᭠ यथा अपेिᭃत न हो,-

(क) ‘’कृिष िवपणन सलाहकार’’ से भारत सरकार का कृिष िवपणन सलाहकार अिभᮧेत है ;

(ख) ‘’ᮧािधकृत पैकर’’ से कोई ᭪ यिᲦ या ᭪ यिᲦयᲂ का िनकाय अिभᮧेत है िजसे इन िनयमᲂ के अधीन उपबंिधत ᮰ेणी मानकᲂ और िविहत

ᮧᳰᮓया के अनुसार कुसुम बीज का ᮰ेणीकरण और उ᭠ हᱶ िच᭮नांकन करने के िलए ᮧािधकार ᮧमाण-पᮢ अनुद᭜ त ᳰकया गया है ;

(ग) ‘’ᮧािधकार ᮧमाण पᮢ’’ से ᳰकसी ᭪ यिᲦ या ᭪ यिᲦयᲂ के ᳰकसी िनकाय को कुसुम बीज का ᮰ेणीकरण और िच᭮नांकन करने और उन पर

᮰ेणी अिभधान िच᭮न लगाने के िलए ᮧािधकृत करते ᱟए साधारण ᮰ेणीकरण और िच᭮नांकन िनयम, 1988 के उपबंधᲂ के अधीन

जारी ᳰकया गया ᮧमाण पᮢ अिभᮧेत है ;

(घ) ‘’साधारण ᮰ेणीकरण और िच᭮नांकन िनयम’’ से कृिष उपज (᮰ेणीकरण और िच᭮नांकन) अिधिनयम, 1937 (1937 का 1) कᳱ धारा

3 के अधीन बनाए गए साधारण ᮰ेणीकरण और िच᭮नांकन िनयम, 1988 अिभᮧेत हᱹ ;

(ड़) ‘’᮰ेणी अिभधान िच᭮न’’ से िनयम 5 मᱶ िविन᳸द᭬ ट एगमाकᭅ अिधिच᭮न अिभᮧेत है ;

(च) ‘’अनुसूची’’ से इन िनयमᲂ के साथ संल᭏ न अनुसूची अिभᮧेत है ।

(2) उन श᭣ दᲂ और पदᲂ के जो इन िनयमᲂ मᱶ ᮧयु᭍ त हᱹ और पᳯरभािषत नहᱭ हᱹ, ᳰक᭠ तु कृिष उपज (᮰ेणीकरण और िच᭮नांकन) अिधिनयम,

1937 (1937 का 1) मᱶ पᳯरभािषत है, के वही अथᭅ हᲂगे जो उ᭍ त अिधिनयम और उ᭍ त िनयमᲂ मᱶ हᱹ ।

3. ᮰ेणी अिभधान : कुसुम बीज कᳱ ᭍ वािलटी को दᳶशत करने के िलए ᮰ेणी अिभधान अनुसूची-2 कᳱ सारणी के ᭭ त᭥ भ 1 मᱶ यथा

िविन᳸द᭬ ट के अनुसार हᲂगे ;

4. ᭍ वािलटी : इन िनयमᲂ के ᮧयोजनᲂ के िलए कुसुम बीज कᳱ ᭍ वािल टी अनुसूची–2 मᱶ यथा िविन᳸द᭬ ट के अनुसार होगी ;

5. ᮰ेणी अिभधान िच᭮न : ᮰ेणी अिभधान िच᭮न मᱶ ᮧािधकार ᮧमाण पᮢ कᳱ सं᭎ या, ‘’एगमाकᭅ’’ श᭣ द, व᭭ तु का नाम और अनुसूची 1 मᱶ

ᳰदए गए िडजाइन के सदृश ᮰ेणी अिभधान को सि᭥मिलत करते ᱟए िडजाइन से िमलकर बना ‘’एगमाकᭅ ᮧािधकार िच᭮न’’ होगा ;

6. पैक करने कᳱ प᳍ित : (1) कुसुम बीज कᳱ पै᳴कग जूट से बने ठोस, ᭭ व᭒ छ और शु᭬ क आधानᲂ मᱶ या कपडे के थैलᲂ या पोलीवोवन थैलᲂ,

िजनके अंदर कᳱ लाइᳲनग खा᳒ ᮰ेणी सा᮫गी कᳱ हो, या पोलीᮧोिपलीन अथवा पॉलीथीन से बने पाउचᲂ या पोलीᮧोपीलीन अथवा

पॉलीथीन से लेिमनेᳯटड कागज के थैलᲂ या जो कृिष िवपणन सलाहकार ᳇ारा अथवा साधारण ᮰ेणीकरण और िच᭮नांकन िनयम के

िनयम उसके ᳇ारा 11 के अनुसार इस िनिम᭜ त ᮧािधकृत ᳰकसी अिधकारी ᳇ारा अनुमोᳰदत ᳰकसी अ᭠ य खा᳒ ᮰ेणी सामᮕी मᱶ पैक

ᳰकया जाएगा ।

(2) पैक करने कᳱ सामᮕी कᳱटᲂ या फफूंद संदूषण से मु᭍ त होगी और अ᭠ य िवषैले पदाथᭅ या अवांछनीय गंध या उ᭜ पाद के सुवास से रिहत

होगी ।

(3) कुसुम बीज कᳱ पै᳴कग िविधक माप िव᭄ान अिधिनयम, 2009 (2010 का 1) कᳱ धारा 52 कᳱ उपधारा (2) के खंड (ञ) और (थ) के

साथ पᳯठत उपखंड (1) के अधीन बनाए गए िविधक माप िव᭄ान (पैकेज कᳱ गई व᭭ तुएं) िनयम, 2011 के उपबंधᲂ के अनुसार पैक

आकारᲂ मᱶ अथवा कृिष िवपणन सलाहकार ᳇ारा समय-समय पर जारी ᳰकए गए अनुदेशᲂ के अनुसार होगी ।

(4) समान लॉट या बैच के छोटे पैक आकारᲂ कᳱ ᮰ेणीकृत सामᮕी को ᮰ेणी अिभधान िच᭮न के साथ उसके स᭥ पूणᭅ ᭣ यौरᲂ के साथ बड़े

आधान मᱶ पैक ᳰकया जा सकेगा ।

(5) ᮧ᭜ येक पैकेज मᱶ समान ᮧकार के तथा समान ᮰ेणी अिभधान के कुसुम बीज अतंᳶव᭬ ट हᲂगे ।

(6) ᮧ᭜ येक पैकेज सुरिᭃत ᱨप से बंद और मुहरबंद ᳰकया जाएगा िजससे ᳰक ᳰकसी तरह के संदूषण को रोका जा सके ।

7. िच᭮नांकन कᳱ प᳍ित : (1) ᮰ेणी अिभधान िच᭮न ᮧ᭜ येक पैकेज पर कृिष िवपणन सलाहकार या साधारण ᮰ेणीकरण और िच᭮नांकन

िनयम 11 के अनुसार इस िनिम᭜ त उसके ᳇ारा ᮧािधकृत ᳰकसी अिधकारी ᳇ारा अनुमोᳰदत रीित से सुरिᭃत ᱨप से िचपकाया जाएगा

या मुᳰᮤत ᳰकया जाएगा ।

(2) ᮧ᭜ येक पैकेज पर ᮰ेणी अिभधान िच᭮न के अितᳯर᭍ त िनम् निलिखत िविश᭬ टयां ᭭ प᭬ टत: पहचाने जाने यो᭏ य ᱨप मᱶ िच᭮नांᳰकत कᳱ

जाएंगी, अथाᭅत :-

(क) व᭭ तु का नाम;

(ख) ᮰ेणी;

(ग) ᳰक᭭ म या ᭪ यवसाय नाम (वैकि᭨पक);

(घ) लॉट सं᭎ या;

(ड़) पैक करने कᳱ तारीख;

(च) पैक करने के ᭭ थान का पता;

(छ) शु᳍ भार;

(ज) पैकर का नाम और पता;

(झ) अिधकतम खुदरा मू᭨ य (सभी करᲂ सिहत);

(ञ) मास.............वषᭅ..............से पूवᭅ उपभोग के िलए सवᲃ᭜ तम;

(ट) िविधक माप िव᭄ान (पैक कᳱ गई व᭭ तुएं) िनयम, 2011, खा᳒ सुरᭃा और मानक अिधिनयम, 2006 (2006 का 34) या

त᭜ समय ᮧवृ᭜ त ᳰकसी अ᭠ य िविध के अधीन कोई अ᭠ य िविशि᳥यां जो िविन᳸द᭬ ट कᳱ जा सके अथवा कृिष िवपणन सलाहकार

᳇ारा या इस िनिम᭜ त उसके ᳇ारा ᮧािधकृत ᳰकसी अिधकारी ᳇ारा जारी अनुदेश ।

(3) पैकेजᲂ पर िच᭮नांकन के िलए ᮧयु᭍ त ᭭ याही ऐसी होगी जो कुसुम बीज को संदूिषत न करे ।

(4) ᮧािधकृत पैकर कृिष िवपणन सलाहकार या इस िनिम᭜ त उसके ᳇ारा ᮧािधकृत ᳰकसी अिधकारी का साधारण ᮰ेणीकरण और

िच᭮नांकन िनयम के िनयम 11 के अनुसार पूवᭅ अनुमोदन अिभᮧा᭡ त करने के प᭫ चात, ᮰ेणीकृत पैकजᲂ पर अपना ᮧाइवेट ᭪ यापार

िच᭮न या ᭪ यापार ᮩांड िच᭮नांᳰकत करेगा, जो इन िनयमᲂ के अनुसार ᮰ेणीकृत पैकेजᲂ पर लगाए गए ᮰ेणी अिभधान िच᭮न ᳇ारा

उपदᳶशत ᭍ वािलटी से िभ᭠ न ᭍ वािलटी उपदᳶशत न करता हो ।

8 ᮧािधकार ᮧमाण पᮢ कᳱ िवशेष शतᱶ : (1) साधारण ᮰ेणीकरण और िच᭮नांकन िनयम के िनयम 3 के उपिनयम (8) मᱶ िविन᳸द᭬ ट शतᲄ

के अितᳯर᭍ त ᮧ᭜ येक ᮧािधकृत पैकर कृिष िवपणन सलाहकार ᳇ारा समय-समय पर िविन᳸द᭬ ट सभी अ᭠ य अनुदेशᲂ का पालन करेगा ।

(2) पᳯरसरᲂ को ᭭ वा᭭ थᮧद और ᭭ व᭒ छता कᳱ दशाᲐ के साथ उिचत संवातन तथा अ᭒ छी ᮧकाश ᭪ यव᭭ था मᱶ रखा जाएगा । इन संᳰᮓयाᲐ

मᱶ लगे काᳶमकᲂ का अ᭒ छा ᭭ वा᭭ ᭝ य होगा और वे ᳰकसी संचारी, संसगᱮ या संᮓामक रोग से मु᭍ त हᲂगे ।

(3) ᮧािधकृत पैकर के पास प᭍ के फशᭅ वाली भंडारण सुिवधाएं हᲂगी और वे कृ᭠ तक और कᳱटᲂ के उ᭜ पीड़न से मु᭍ त हᲂगे ।

(4) ᮧािधकृत पैकर ᮰ेणीकरण, पै᳴कग, िच᭮नांकन, मुहरबंद और अिभलेखᲂ के अनुरᭃण संबंधी कृिष िवपणन सलाहकार या साधारण

᮰ेणीकरण और िच᭮नांकन िनयमᲂ के अनुसार इस िनिम᭜ त उसके ᳇ारा ᮧािधकृत ᳰकसी अिधकारी ᳇ारा समय-समय पर जारी सभी

अनुदेशᲂ का अनुपालन करᱶगे।

1 ऑयल िमᳲलग के िलए कुसुम न ᳰक मानव उपभोग के िलए बीज सेᳲपडेिसया पᳯरवार के शलेइचेरा ऑिलओसा (लूर) मेर िसन0एस0

ᳯᮝजुगा िव᭨ लड पादप से अिभᮧा᭡ त ᳰकया जाएगा ।

2 ᭠ यूनतम अपेᭃाएं : (i) कुसुम बीज िन᭥ नᮧकार होगे :-

(क) साबूत, पके ᱟए ᭭ व᭒ छ और शु᭬ क बीज;

(ख) समान आकार, आकृित और रंग के;

(ग) जीिवत और मृत कᳱटᲂ, और कᳱट अंशᲂ से मु᭍ त;

(घ) फफूंदी के ᮧभाव से मु᭍ त;

(ड़) जोड़े गए कृिᮢम रंजक पदाथᭅ से मु᭍ त;

(च) कृंतक बाल और मलमूᮢ से मु᭍ त;

(छ) कुसुम बीज के अितᳯर᭍ त ᳰकसी अ᭠ य पदाथᭅ से मु᭍ त;

(ज) िवकृत गंध से मु᭍ त;

(II) भूिम पर रखने और नमी करने पर बीजᲂ से ताजी गंध आनी चािहए ।

4 अ᭠ य अपेᭃाएं :

(I) कुसुम बीज कᳱ ि᭭थित ऐसी होगी ᳰक -

(क) वह पᳯरवहन और हथालन कᳱ ि᭭थितयᲂ को सहन कर सके और

(ख) उसे गंत᭪ य ᭭ थान पर संतोषजनक ि᭭थित मᱶ पᱟंचाया जा सके;

(II) कुसुम बीज को शु᭬ क ᭭ थान पर भंडाᳯरत ᳰकया जाएगा तथा उसे ᭭ व᭒ छ और साफ-सफाई वाली दशा मᱶ रखा जाएगा ।

᭭ पष् टीकरण :-

1 “काषᭅिनक पदाथᭅ” मᱶ भूसी ितनके, तने और अ᭠ य अखा᳒ अनाज सि᭥मिलत है;

2 “अकाबᭅिनक पदाथᭅ” मᱶ धाि᭜वक टुकड़े, रेत, कंकड, प᭜ थर, िमᲵी, िमᲵी के ढ़ेले, िचकनी िमᲵी के ढ़ेले तथा पशुᲐ कᳱ गंदगी सि᭥मिलत है ।;

3 ᭃितᮕ᭭ त बीजᲂ का अिभᮧाय: ऐसे बीजᲂ से है जो गमᱮ, सू᭯ म जीवᲂ और नमी के कारण अंदर से ᭃितᮕ᭭ त होते हᱹ और िजन से ᭍ वािलटी

पर बᱟत असर पड़ता है;

4 अपᳯरप᭍ व और िसकुड़े ᱟए बीजᲂ से ऐसे बीज अिभᮧेत हᱹ जो पूणᭅत: पᳯरप᭍ व नहᱭ हᱹ ।

NOTIFICATION

New Delhi, the 19th December, 2016

G.S.R. 1153(E).—the following draft of the Kusum Seed Grading and Marking Rules,2016 which the Central

Government proposes to make in exercise of the powers conferred by section 3 of the Agricultural Produce (Grading and

Marking) Act, 1937 (1 of 1937) is hereby published as required by the said section for information of all persons likely to

be affected thereby, and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of

a period of thirty days from the date on which the copies of the Gazette of India contacting this notification are made

available to the public.

Objections or suggestions which may be received from any person with respect to the said draft rules before

the expiry of the above said period shall be taken into consideration by the Central Government.

Objection or suggestions, if any, in respect of the said draft rules may be forwarded to the Agricultural

Marketing Advisor to the Government of India, Directorate of Marketing and Inspections, Head Office, CGO Complex,

NH-IV, Faridabad (Haryana)-121001.

Draft Rules

Short title, application and commencement.- (1) These rules may be called the Kusum Seed Grading and

Marking Rules, 2016.

They shall apply to Kusum Seed obtained from the plant Schleichera oleosa (Lour.) Merr. Syn. S. trijuga

Willd. of the family Sapindaceae.

(3)

They shall come into force on the date of their final publication in the Official Gazette.

Definitions.- (1) In these rules, unless the context otherwise requires,-

(a)

"Agricultural Marketing Adviser" means the Agricultural Marketing Adviser to the Government of

India;

(b)

"authorised packer" means a person or a body of persons who has been granted a certificate of

authorisation to grade and mark Kusum Seed in accordance with the grade standards and procedure

provided under these rules;

(c)

"certificate of authorisation" means a certificate issued under the provisions of the General Grading

and Marking Rules, 1988 authorising a person or a body of persons to grade and mark Kusum Seed

with the grade designation mark;

(d)

"General Grading and Marking Rules" means the General Grading and Marking Rules, 1988 made

under section 3 of the Agricultural Produce (Grading and Marking) Act, 1937 (1 of 1937);

(e) "grade designation mark" means the Agmark insignia referred to in rule 5;

(f) "Schedule" means a Schedule appended to these rules.

(2) Words and expression used in these rules and not defined but defined in the Agricultural Produce

(Grading and Marking) Act, 1937(1 of 1937) and the General Grading and Marking Rules,1988 shall have the

meanings respectively assigned to them in the said Act and the said rules.

Grade designations. - The grade designations to indicate the quality of Kusum Seed shall be as set out in

column (1) of the Table in Schedule II.

Quality. - For the purposes of these rules, the quality of Kusum Seed shall be as specified in Schedule II.

Grade designation mark. - The grade designation mark shall be “AGMARK insignia” consisting of a design

incorporating the certificate of authorisation number, the word "AGMARK", name of commodity and grade designation

resembling the design as set out in Schedule I.

Method of packing.-

(1) Kusum Seeds shall be packed in sound, clean and dry containers made of jute or

cloth bags or polywoven bags with inner lining of food-grade material or pouches made of polypropylene or

polyethylene or paper bags laminated with polypropylene or polyethylene or any food grade material as approved by the

Agricultural Marketing Adviser or an officer authorised by him in this behalf in accordance with rule 11 of the General

Grading and Marking Rules.

(2) The packing material shall be free from insect and fungal infestation and should not impart any toxic substance or

undesirable odour or flavour to the product.

(3) Kusum seed shall be packed in pack sizes as per the provisions in the Legal Metrology (packaged commodities)

Rules, 2011 made under sub-section (1) read with clauses (j) and (q) of sub-section (2) of section 52 of the Legal

Metrology Act, 2009 (1 of 2010) or as per the instructions issued by the Agricultural Marketing Adviser from time to

time.

(4) Graded material of small pack sizes of the same lot or batch and grade may be packed in a master container with

complete details thereon along with grade designation mark.

(5) Each package shall contain Kusum Seed of the same type and of the same grade designation.

(6) Each package shall be properly and securely closed and sealed so as to preclude any contamination.

Method of Marking.- (1) The grade designation mark shall be securely affixed to or printed on each

package in a manner approved by the Agricultural Marketing Adviser or an officer authorised by him in this behalf in

accordance with rule 11 of the General Grading and Marking Rules.

(2) In addition to the grade designation mark, following particulars shall be clearly and indelibly marked on

each package, namely :-

(a) Name of the commodity;

(b) Grade;

(d) Lot number;

(e) Date of packing;

(f) Address of the place of packing;

(g) Net weight;

(h) Name and address of the packer;

(i) Maximum retail price (inclusive of all taxes);

(j) Best before__________month______year;

(k) Any other particulars as may be specified under the Legal Metrology (Packaged commodities) Rules, 2011, the

Food Safety and Standards Act, 2006 (34 of 2006) or any other law being in force or instructions issued by the

Agricultural Marketing Adviser or an officer authorised by him in this behalf.

(3) The ink used for marking on packages shall not contaminate the Kusum Seed.

The authorised packer, may, after obtaining prior approval of the Agricultural Marketing Adviser or an officer

authorised by him in this behalf in accordance with rule 11 of the General Grading and Marking Rules, mark his private

trade mark or trade brand on the graded packages which do not indicate quality other than that indicated by the grade

designation mark affixed to the graded packages in accordance with these rules.

Special conditions of certificate of authorisation. - (1) In addition to the conditions specified in the sub-rule

(8) of rule 3 of the General Grading and Marking Rules, every authorised packer shall follow all the instructions

specified by the Agricultural Marketing Adviser from time to time.

(2) The premises shall be maintained in hygienic and sanitary conditions with proper ventilations and well lighted

arrangement and the personnel engaged in these operations should be in sound health and free from any infectious,

contagious or communicable diseases.

(3) The authorised packer shall have storage facilities with pucca floor and free from rodent and insect infestation.

(4) The authorised packer shall comply with all instructions regarding grading, packing, marking, sealing and

maintenance of records which may be issued by the Agricultural Marketing Adviser or an officer authorised by him in

this behalf in accordance with the General Grading and Marking Rules from time to time.

Grade designation and quality of Kusum Seed

1. Kusum Seed shall be obtained from the plant Schleichera oleosa (Lour.) Merr. Syn. S. trijuga Willd. of the family

Sapindaceae for oil milling and not meant for human consumption.

2. Minimum requirements: (i) Kusum Seed shall be –

(a) wholesome, mature, clean and dried ;

(b) uniform in size, shape and colour,

(d) free from fungus infestation, mould growth ;

(e) free from added artificial colouring matter;

(f) free from rodent hair and excreta;

(g) free from other than Kusum seed;

(h) free from rancidity and mustiness;

(ii) the odour and flavour of the seeds when ground and moistened shall be fresh.

3. Criteria for grade designation and quality of Kusum Seed:

Other requirements:

(i) The condition of the Kusum Seed shall be such so as to enable it -

(a) to withstand transport and handling; and

(b) to arrive in satisfactory condition at the place of destination;

(ii) Kusum Seed shall be stored in dry place, maintained in a clean and hygienic condition.

Explanations:-

1. Organic matter” consisting of husk, straws, weeds, and other inedible grains.

2. Inorganic matter” consisting of metallic pieces, dust, sand, gravel, stones, dirt, pebbles, lumps of earth, clay & mud and

animal filth.

3. Damaged seeds mean seeds that are internally damaged as a result of heat, micro and moisture which materially

affects the quality;

Immature and shriveled seeds mean seeds that are not properly developed.
