सा.का.िन.1158 (अ).—कायᭅ पᳯरषद्, राजीव गांधी रा᳦ीय युवा िवकास सं᭭थान अिधिनयम, 2012 (2012 का 35) कᳱ धारा
35 कᳱ उपधारा (3) के साथ पᳯठत उपधारा (2) ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए और कुला᭟यᭃ के पूवᭅ अनुमोदन से राजीव गांधी
रा᳦ीय युवा िवकास सं᭭थान, 2013 के ᮧथम पᳯरिनयम मᱶ िन᳜िलिखत संशोधन करती है, अथाᭅत :--
1. संिᭃ᭡ त नाम और ᮧारंभ.— (1)इन पᳯरिनयमᲂ का संिᭃ᳙ नाम राजीव गांधी रा᳦ीय युवा िवकास सं᭭थान का ᮧथम पᳯरिनयम (ि᳇तीय
संशोधन) पᳯरिनयम,2016 है ।
(2) यह पᳯरिनयम कुला᭟ यᭃ कᳱ अनुमित कᳱ ितिथ से ᮧवृᱫ होगा।
2.अनुसूची II मᱶ संशोधन.— मूल पᳯरिनयम अनुसूची-II के अनु᭒छेद सं. 5 मᱶ “के अितᳯरᲦ ᮕेड वेतन” श᭣द के प᳟ात आंकड़ा ᱨ. 8,700 के
᭭थान पर आंकड़ा ᱧ. 10,000 अंतः᭭थािपत ᳰकया जाएगा।
3. मूल पᳯरिनयम मᱶ नए पᳯरिनयमᲂ का संयोजन.— राजीव गांधी रा᳦ीय युवा िवकास सं᭭थान पᳯरिनयम, 2016 के मूल पᳯरिनयम 34 के
प᳟ात िन᳜ पᳯरिनयमᲂ का संयोजन ᳰकया जाएगा।
35 अ. अ᭟ ययन बोडᭅ शासी पᳯरिनयम
1.
ᮧ᭜ येक िवभाग मᱶ एक अ᭟ ययन बोडᭅ होगा िजसमᱶ िन᭥ निलिखत सद᭭ य हᲂगे:
क) िवभागा᭟ यᭃ, जो अ᭟ यᭃ एवं संयोजक होगा।

ख) संबंिधत ᭭ कूल का संकाया᭟ यᭃ या उसका नािमती।
ग) िवभाग/के᭠ ᮤ के सभी ᮧोफेसर (पदेन सद᭭ य)।
घ) वᳯर᭬ ठता के चᮓण ᳇ारा िवभाग का एक सह-आचायᭅ।
ङ) वᳯर᭬ ठता के चᮓण ᳇ारा िवभाग का एक सहायक ᮧोफेसर।
च) दो अ᭟ यापक, सं᭭ था◌ान के संकायवगᭅ सद᭭ यᲂ मᱶ से स᭥ ब एवं सजातीय िवषयᲂ के, िनदेशक ᳇ारा नािमत।
छ) दो िवषय िवशेष᭄, सं᭭ थान मᱶ सेवा मᱶ नहᱭ हो, िनदेशक ᳇ारा नािमत ᳰकए जाएंगे।
2. पदेन सद᭭ यᲂ से इतर सद᭭ यᲂ, अथाᭅत िवभागा᭟ यᭃ और िवभाग के ᮧोफेसरᲂ का कायᭅकाल तीन वषᭅ होगा।
3. बोडᭅ अ᭟ यᭃ:
िनदेशक, अ᭟ ययन बोडᭅ के अ᭟ यᭃ को नािमत करेगा।
4. यᳰद सं᭭ थान के िवभाग/के᭠ ᮤ का कोई अ᭟ यापक संबंिधत िवभाग/के᭠ ᮤ का अ᭟ यापक नहᱭ रहता है तो उसका सद᭭ य होना समा᭡ त हो
जाएगा।
5. िव᳒ा पᳯरषद के समᮕ िनयंᮢण और पयᭅवेᭃण के अ᭟ यधीन, अ᭟ ययन बोडᭅ के कायᭅ हᱹ:
क)
िविभ᭠ न उपािध पाᲹᮓमᲂ मᱶ अनुसंधान हेतु िवषयᲂ और अनुसंधान कायᭅᮓमᲂ कᳱ अ᭠ य आव᭫ यकताᲐ का अनुमोदन।
ख)
िव᳒ा पᳯरषद से िन᭥ निलिखत कᳱ अनुशंसा:
i.
अ᭟ ययन पाᲹᮓमᲂ और परीᭃकᲂ कᳱ िनयुिᲦ, परंतु अनुसंधान उपािध को छोड़कर।
ii.
अनुसंधान हेतु पयᭅवेᭃकᲂ कᳱ िनयुिᲦ।
iii. अ᭟ यापन और अनुसंधान के मानदंड मᱶ सुधार लाने हेतु उपाय।
ग)
सुिनि᳟त करना ᳰक िवभागᲂ मᱶ िविभ᭠ न अ᭟ यापकᲂ ᳇ारा ᮧ᭭ तुत ᳰकए जाने पाᲹᮓमᲂ एवं पाᲹचयाᭅᲐ कᳱ आविधक समीᭃा कᳱ
जाए और िनयिमत ᱨप से संशोिधत एवं अ᳒तन ᳰकया जाए।
घ)
िविभ᳖ पाᲹᮓमᲂ और अ᭟ ययन कायᭅᮓमᲂ के िलए पाᲹपु᭭ तकᱶ िनधाᭅᳯरत करना, और संकायवगᭅ एवं िव᳒ा पᳯरषद से अनुशंसा
करना।
ङ)
अ᭟ ययन बोडᭅ के पास भेजे गए मामलᲂ पर िव᳒ा पᳯरषद को सलाह देना।
च)
ऐसे अ᭠ य कायᭅ करना जो उसे िव᳒ा पᳯरषद, या िनदेशक ᳇ारा समनुᳰद᭬ ट ᳰकए जाएं।
6.
िवभाग/के᭠ ᮤ का अ᭟ यᭃ, अ᭟ ययन बोडᭅ कᳱ बैठक कᳱ संयोजन करेगा।
7.
यᳰद ᳰकसी बैठक मᱶ िवभाग/के᭠ ᮤ का अ᭟ यᭃ उपि᭭थत नहᱭ है तो वहां उपि᭭थत सबसे वᳯर᭬ ठ सद᭭ य बैठक के अ᭟ यᭃ के ᱨप मᱶ कायᭅ
करेगा।
8.
सामा᭠ यतया अ᭟ ययन बोडᭅ एक वषᭅ मᱶ दो बार और उन अवसरᲂ पर, जैसा ᳰक िनदेशक ᳇ारा िनदेश ᳰदया जाए, बैठक करेगा।
9.
सामा᭠ यता अ᭟ ययन बोडᭅ कᳱ बैठक कᳱ सूचना, िवशेष बैठकᲂ को छोड़कर, बैठक हेतु िनधाᭅᳯरत ᳰदन से ᭠ यूनतम 10 ᳰदन पहले
िनगᭅिमत कᳱ जाएगी। बोडᭅ कᳱ बैठकᲂ कᳱ संचालन पित िव᳒ा पᳯरषद ᳇ारा िनधाᭅᳯरत कᳱ जाएगी।
10. अ᭟ ययन बोडᭅ कᳱ बैठकᲂ हेतु ᭠ यनूतम 50% सद᭭ यᲂ से गणपूᳶत होगी िजसमᱶ ᭠ यूनतम एक बा᳭ िवशेष᭄ सि᭥मिलत है।
11. अ᭟ यᭃ ᳇ारा अपनी पहल से या अ᭟ ययन बोडᭅ के ᭠ यनूतम 50% सद᭭ यᲂ ᳇ारा िलिखत अनुरोध पर िवशेष बैठक बुलाई जा सकती है।
12. सद᭭ यᲂ के अनुरोध पर िवशेष बैठक बुलाए जाने कᳱ ि᭭थित मᱶ, कायᭅसूची मᱶ अिधसूिचत से इतर ᳰकसी अ᭠ य मद पर चचाᭅ नहᱭ कᳱ
जाएगी और उन सभी सद᭭ यᲂ कᳱ उपि᭭थित अिनवायᭅ होगी िजनके अनुरोध पर िवशेष बैठक बुलाई गई थी।

13. यᳰद िनदेशक कᳱ राय मᱶ, ᳰकसी मद पर िवचाराथᭅ अ᭟ ययन बोडᭅ कᳱ बैठक संयोिजत करना आव᭫ यक या समीचीन नहᱭ है और यᳰद
उसके िवचार से ᳰक बोडᭅ के सद᭭ यᲂ के बीच पᳯरपᮢण ᳇ारा ᳰकसी मामले का िनपटान ᳰकया जा सकता है तो वह इस आशय के
आव᭫ यक अनुदेश जारी कर सकता है।
14. संयु त बैठक:
जब कभी यह आव᭫ यक समझा जाए, िनदेशक दो या दो से अिधक अ᭟ ययन बोडᲄ कᳱ संयु त बैठक का संयोजन करने हेतु सᭃम है
और ऐसी सम᭭ त बैठकᲂ मᱶ िनदेशक या उसका नािमती अ᭟ यᭃता करेगा।
36. अनुसंधान अ᭟ ययन बोडᭅ
1. बोडᭅ कᳱ सद᭭ यता:
1.1 ᮧ᭜ येक ᭭ कूल मᱶ एक अनुसंधान अ᭟ ययन बोडᭅ होगा िजसमᱶ िन᭥ निलिखत सद᭭ य हᲂगे:
(क) ᭭ कूल का संकाया᭟ यᭃ (संयोजक और अ᭟ यᭃ)।
(ख) ᭭ कूल मᱶ के᭠ ᮤा᭟ यᭃ/िवभाग᭟ यᭃ।
(ग)
वᳯर᭬ ठता के ᮓम मᱶ चᮓण ᳇ारा ᭭ कूल बोडᭅ के सद᭭ यᲂ मᱶ एक ᮧोफेसर, एक सह-आचायᭅ और एक सहायक ᮧोफेसर।
1.2
कायᭅसूची पर ᳰकसी मद िवशेष से संबंिधत ᮧोफेसर को, जो बोडᭅ का सद᭭ य नहᱭ है, बैठक मᱶ भाग लेने हेतु आमंिᮢत ᳰकया जाएगा
और यᳰद वहां ᳰकसी िवभाग/के᭠ ᮤ मᱶ कायᭅसूची कᳱ ᳰकसी मद िवशेष से संबंिधत दो या दो से अिधक ᮧोफेसर हᱹ, जो सद᭭ य नहᱭ हᱹ, तो उ᭠ हᱶ
बैठक मᱶ भाग लेने हेतु आमंिᮢत ᳰकया जाएगा; बशतᱷ ᳰक इस ᮧकार आमंिᮢत ᳰकसी भी ᭪ यिᲦ को मतदान करने का अिधकार नहᱭ होगा।
2. ᮧवेश बोडᭅ के ᱨप मᱶ बोडᭅ कᳱ शिᲦयां:
अनुसंधान अ᭟ ययन बोडᭅ अनुसंधान पाᲹᮓम, िजनके पᳯरणाम᭭ वᱨप िव᳒ा वाच᭭ पित उपािध ᮧा᭡ त होती है, मᱶ ᮧवेश हेतु आवेदनᲂ पर
िवचार करेगा और त᭜ संबंधी ᮧवेश हेतु अ᭤ यᳶथयᲂ का चयन करेगा।
3. बोडᭅ के कतᭅ᭪ य:
बोडᭅ के कतᭅ᭪ य हᱹ:
(क) संबंिधत िवभाग/के᭠ ᮤ कᳱ अनुशंसा पर िव᳒ा वाच᭭ पित पाᲹᮓम मᱶ िव᳒ाᳶथयᲂ को ᮧवेश देने के िलए पयᭅवेᭃक या सलाहकार
िनयु त करना।
(ख) अनुसंधान उपािधयᲂ हेतु अ᭤ यᳶथयᲂ ᳇ारा ᮧ᭭ तुत अनुसंधान कायᭅ हेतु परीᭃकᲂ कᳱ अनुशंसा करना।
(ग)
अनुसंधान उपािधयᲂ हेतु अ᭤ यᳶथयᲂ ᳇ारा ᮧ᭭ तुत अनुसंधान कायᭅ हेतु परीᭃकᲂ कᳱ ᳯरपोटᲄ पर करना और उपयु त अनुशंसा
करना।
(घ)
अ᭟ ययन अवकाश हेतु ᭭ कूल के अ᭟ यापकᲂ के आवेदनᲂ पर िवचार करना।
(ङ)
अनुसंधान कᳱ योजनाᲐ या पᳯरयोजनाᲐ या उ᳖त अ᭟ ययनᲂ के संबंध मᱶ, जो बोडᭅ ᳇ारा उसके िवचाराथᭅ भेजे जाएं, संबंिधत
अ᭟ ययन बोडᭅ को सलाह देना।
(च) उन कतᭅ᭪ यᲂ का िनवाᭅह करना जो उसे िव᳒ा पᳯरषद या अ᭟ ययन बोडᭅ ᳇ारा समनुᳰद᭬ ट ᳰकए जाएं।
4. बोडᭅ कᳱ कायᭅवाही का अनुमोदन:
4.1 अनुसंधान अ᭟ ययन बोडᭅ कᳱ कायᭅवाही िवचाराथᭅ एवं अनुमोदनाथᭅ िनदेशक के समᭃ ᮧ᭭ तुत कᳱ जाएगी।
4.2 बोडᭅ अपनी कायᭅवाही कᳱ ऐसी मदᲂ को अपनी ᳯट᭡ पिणयᲂ के साथ िव᳒ा पᳯरषद के समᭃ ᮧ᭭ तुत कर सकता है िज᭠ हᱶ बोडᭅ समीचीन
और आव᭫ यक समझे।

5. कायᭅकाल:
खंड 1.1(ग) के अंतगᭅत का कायᭅकाल दो वषᭅ है।
6. गणपूᳶत:
बोडᭅ के पाँच सद᭭ य गणपूᳶत करᱶगे।
7. बैठक कᳱ संचालन पित:
बैठक कᳱ संचालन पित िव᳒ा पᳯरषद ᳇ारा यथा िनधाᭅᳯरत के अनुसार होगी।
7.1 कायᭅवृᱫ: अ᭟ ययन बोडᭅ का ᮧ᭜ येक पाᳯरत संक᭨ प बैठक मᱶ अिभिलिखत ᳰकया जाएगा और अ᭟ यᭃ ᳇ारा ᭭ वयं बैठक मᱶ पढ़ा जाएगा।
सामा᭠ यतया बैठक का अ᭟ यᭃ बैठक कᳱ ितिथ से दस ᳰदन के अंदर बैठक मᱶ यथा अनुमोᳰदत कायᭅवृᱫ कᳱ एक ᮧित रिज᭭ ᮝार को
भेजेगा।
7.2 िनदेशक, ता᭜ कािलक मामलᲂ मᱶ, बोडᭅ के सद᭭ यᲂ के बीच ᳰकसी ᮧ᭭ ताव के पᳯरपᮢण ᳇ारा अ᭟ ययन बोडᭅ कᳱ राय ᮧा᭡ त करेगा। ऐसी
राय, त᭜ संबंधी कᳱ गई कारᭅवाई सिहत, सभी सद᭭ यᲂ को पुन: सूिचत कᳱ जाएगी।

NOTIFICATION
New Delhi, the 20th December, 2016
G.S.R.1158 (E).—In exercise of the powers conferred by sub-section (2) read with sub-section (3) of the section
32 of the Rajiv Gandhi National Institute of Youth Development Act, 2012 (35 of 2012), and with the prior approval of
the Visitor, the Executive Council hereby makes the following amendments to the First Statutes of the Rajiv Gandhi
National Institute of Youth Development, 2013, namely:-
1.Short title and Commencement.—(1) These Statutes may be called the First Statutes of the Rajiv Gandhi National
Institute of Youth Development (Second Amendment) Statutes, 2016.
(2) It shall come into force with effect from the date of assent of the Visitor.
2. Amendment to Schedule II.—The figures, “Rs.8700”, shall be substituted for the figures “10,000” appearing after the
words, ‘plus grade pay of’, in paragraph no.5 of Schedule –II of the Principal Statute.
3. Addition of new Statutes to the Principal Statutes.—The following Statutes shall be added after Principal Statute 34
of the Rajiv Gandhi National Institute of Youth Development Statutes, 2016.
35 A. STATUTE GOVERNING THE BOARDS OF STUDIES
1. Each Department shall have a Board of Studies comprising the following members:
a.
Head of the Department, who shall be the Chairman & Convenor
b. Dean of the School concerned or his/her nominee
c.
All the Professors of the Department / Centre (ex-officio members)
d. One Associate Professor of the Department by rotation in order of seniority
e.
One Assistant Professor of the Department by rotation in order of seniority
f.
Two teachers, from amongst the faculty members of the Institute belonging to the allied and cognate disciplines,
nominated by the Director.
g. Two subject experts, not in the service of the Institute, to be nominated by the Director.

2. The term of office of the members, other than the ex-officio members i.e. the Head of the Department and the
Professors of the department, shall be three years.
3. Chairman of the Board:
The Chairman of the Board of Studies shall be nominated by the Director
4. A Teacher of the Institute Department/Centre shall cease to be a member, if he ceases to be a teacher of the concerned
Department/Centre.
5. Subject to the overall control and supervision of the Academic Council, the functions of the Board of Studies shall be:
a) To approve subject for research for various degree courses and the other requirements of research programmes.
b) To recommend to the Academic Council:
i.
courses of studies and appointment of examiners, but excluding research degree
ii. appointment of supervisors for research.
iii. measures for improvement of the standard of teaching and research.
c) To ensure that the curricula and syllabi of various courses offered by the teachers in the Departments are
periodically reviewed and continuously revised and updated.
d) To prescribe and recommend to the Faculty and the Academic Council the text books for the several courses and
programmes of studies.
e) The Board of Studies advice the Academic Council on such matters as may be referred to it
f)
To perform such other functions as may be assigned to it by the Academic Council, or the Director.
6. The Head of the Department/Centre shall convene the meetings of Board of Studies.
7. In case Head of the Department/Centre is not present at any meeting, the senior-most member present shall act as the
Chairman for the meeting.
8. Board of Studies shall ordinarily meet at least twice a year and on such occasions as may be directed by the Director.
9. Notice for a meeting of the Board of Studies, other than a special meeting, shall ordinarily be issued at least 10 days
before the day fixed for the meeting. The procedure for conduct of the meetings of the Board shall be as laid down by the
Academic Council.
10. The quorum for the meetings of the Board of Studies shall be 50% of the members of the Board of Studies which
shall include at least one outside expert.
11. Special meetings may be called by the Chairman at his/her own initiative or on a written request by at least 50% of
the members of the Board of Studies.
12. In case of special meetings called at the request of the members, no item other than those notified in the Agenda shall
be discussed and that the presence of all members, at whose request the Special meeting was called, will be essential.
13. If in the opinion of the Director, it is not necessary or expedient to convene a meeting of the Board of Studies to
consider any item and if he considers that a matter could be disposed off by circulation among the members of Board of
Studies he may issue necessary instructions to that effect
14. Joint Meetings:
Whenever it is deemed necessary it shall be competent for the Director to convene a Joint Meeting of two or more
Boards of Studies and at all such meetings the Director or his/her nominee shall preside.
36. BOARD OF RESEARCH STUDIES
1. Membership of the Board:
1.1 Each School of Studies shall have a Board of Research Studies consisting of the following members:
(a) Dean of the School (Convenor and Chairman)
(b) Heads of Centres and Departments in the School:
(c) One Professor, one Associate Professor and one Assistant Professor from amongst the members of the Board of
the School by rotation in order of seniority.

1.2 The Professor concerned with any particular item on the agenda, who is not a member of the Board, shall be invited
to attend the meeting and if there are two or more such Professors in a Department/Centre concerned with any particular
item of agenda who are not members, they shall all be invited to attend the meeting; Provided that no person so invited
shall have the right to vote
2. Power of the Board as Admission Board:
The Board of Research Studies shall consider applications for admission to the course of research leading to the Ph.D
degree and select candidates for admission thereto.
3. Duties of the Board:
The duties of the Board of Research Studies shall be :
(a) to appoint Supervisors or Advisors for students enrolled for the Ph.D. Course on the recommendation of the
Department/Centre concerned;
(b) to recommend examiners for the research work submitted by candidates for research degrees;
(c) to consider reports of the examiners appointed for the research work submitted by candidates for research degrees
and make suitable recommendations;
(d) to consider applications from the teachers of the School for study leave;
(e) to advise the concerned Board of Studies regarding any schemes or projects of research or of advanced studies
which the Board may refer to it for its consideration;
(f) to perform such duties as may be assigned to it by the Academic Council or the Board of Studies .
4. Approval of the Proceedings of the Board:
4.1 The Proceedings of the Board of Research Studies shall be placed before the Director for consideration and approval.
4.2 The Board may cause such items of its proceedings to be placed before the Academic Council as the Board may
deem expedient and necessary with its remarks.
5. Term of Office:
The term of the members under Clause 1.1(c) shall be two years.
6. Quorum :
Five members of the Board shall form the quorum.
7. Procedure for conduct of the Meetings:
The procedure for conduct of the meetings of the Board shall be as laid down by the Academic Council.
7.1. Minutes:
Every resolution of the Board of Studies passed shall be recorded at the meeting and read out by the Chairman at the
meeting itself. The Chairman of the meeting shall normally send to the Registrar a copy of the minutes as approved at
the meeting within ten days after the date of the meeting.
7.2. The Director, may in urgent cases, obtain the opinion of the Board of Studies by circulation of any proposal among
the members of the Board. Such opinion, together with the action taken thereon shall be re-communicated to all the
members
