सा.का.िन. 1181(अ).—कᱶᮤीय मोटर यान िनयम, 1989 का संशोधन करने के िलए िन᭥ निलिखत ᮧाᱨप िनयम,
मोटर यान अिधिनयम, 1988 (1988 का 59) कᳱ धारा 110 ᳇ारा ᮧद᭜ त शि तयᲂ का ᮧयोग करने हेतु कᱶᮤीय सरकार
ᮧ᭭ ताव करती है, िजसे इस अिधिनयम कᳱ धारा 212 कᳱ उपधारा (1) कᳱ अपेᭃानुसार ᮧकािशत ᳰकए गए थे, िजसमᱶ उन
सभी ᭪ यि तयᲂ कᳱ सूचना के िलए, िजनके उससे ᮧभािवत होने कᳱ संभावना थी, उ त तारीख से तीस ᳰदन कᳱ अविध कᳱ
समाि᭡ त के पूवᭅ, िजसको भारत के राजपᮢ मᱶ ᮧकािशत ᱨप मᱶ उ त अिधसूचना कᳱ ᮧितयां जनता को उपल᭣ ध करा दी गई
थी, इसे ᭟ यान मᱶ रखा जाएगा ।
2. उ त ᮧाᱨप िनयमᲂ कᳱ बाबत, जो ᳰकसी ᭪ यि त से ᮧा᭡ त ᳰकया जा सकता है, कᱶᮤीय सरकार ᳇ारा िविन᳸द᭬ ट
अविध कᳱ समाि᭡ त के पूवᭅ िवचार ᳰकया जाएगा ।
3. यᳰद इस ᮧाᱨप िनयम कᳱ बाबत कोई आᭃेप या सुझाव हो, उसे उपयुᭅ त िन᳸द᭬ ट अविध के भीतर संयु त
सिचव (पᳯरवहन), सड़क पᳯरवहन और राजमागᭅ मंᮢालय, पᳯरवहन भवन, संसद् मागᭅ, नई ᳰद᭨ ली भेजा जाएगा ।
ᮧाᱨप िनयम
1. (1) इन िनयमᲂ का संिᭃ᭡ त नाम कᱶᮤीय मोटर यान (संशोधन) िनयम, 2016 है ।
(2) ये राजपᮢ मᱶ अंितम ᮧकाशन कᳱ तारीख को ᮧवृ᭜ त हᲂगे ।
2. कᱶᮤीय मोटर यान िनयम, 1989 मᱶ,-
(क) िनयम 124 के उपिनयम (2) मᱶ, श᭣ द ‘‘या कᱶᮤीय सड़क पᳯरवहन सं᭭ थान, पुणे’’ के ᭭ थान पर िन᭥ निलिखत
रखे जाएंगे, अथाᭅत् :--
‘‘या भारतीय रबर िनमाᭅता अनुसंधान संघ, थाणे (केवल टायर एवं रबर के घटकᲂ के मामलᲂ मᱶ) से’’;

(ख) िनयम 126 मᱶ,—
(i) श᭣ द और को᭬ ठकᲂ ‘‘या संयु त हावᱷ᭭ टर का परीᭃण करने के िलए उ᭜ तर ᭃेᮢ फामᭅ मशीनरी ᮧिशᭃण
व परीᭃण सं᭭ थान, िहसार’’ के बाद श᭣ द ‘‘या वैि᭫ वक आटोमोᳯटव अनुसंधान कᱶᮤ, चे᭠ नई से’’
अंत:᭭ थािपत ᳰकया जाएगा, अथाᭅत् िन᭥ निलिखत अंत:᭭ थािपत ᳰकया जाएगा :--
‘‘या वैि᭫ वक आटोमोᳯटव अनुसंधान कᱶᮤ, चे᭠ नई से’’;
(ii) दूसरे परंतुक के प᭫ चात् िन᭥ निलिखत परंतुक अंत:᭭ थािपत ᳰकया जाएगा, अथाᭅत् :--
‘‘परंतु यह और भी ᳰक बस बाडी और ᮝक बाडी के मूलᱨप परीᭃण और ᮧकार अनुमोदन हेतु
ऐसे इंजीिनयᳳरग कालेजᲂ या रा᭔ य सड़क पᳯरवहन उपᮓमᲂ को रा᭔ य सरकार ᳇ारा िविधवत
मंजूरी के साथ भेजा जा सकेगा ।’’।

NOTIFICATION
New Delhi, the 29th December, 2016
G.S.R. 1181(E).—The following draft rules further to amend the Central Motor Vehicles Rules,
1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of
the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212
of the said Act for information of all persons likely to be affected thereby and notice is hereby given that the
said draft will be taken into consideration after expiry of a period of thirty days from the date on which the
copies of this notification as published in the Gazette of India are made available to the public.
2. Any objections or suggestions which may be received from any person with respect to the said
draft rules within the expiry of the period so specified will be considered by the Central Government.
3. The objections or suggestions, if any, to these draft rules be sent to the Joint Secretary
(Transport), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi,
within the period, specified above.
DRAFT RULES
1. (1) These rules may be called the Central Motor Vehicles (………Amendment) Rules, 2016.
(2) They shall come into force on the date of their final publication in the Official Gazette.

In the Central Motor Vehicles Rules, 1989,-
(a) in rule 124, in sub-rule (2), for the words “or Central Institute of Road Transport,
Pune”, the
following shall be substituted, namely:—
“or from the Indian Rubber Manufacturers Research Association, Thane (in the case of tyres and
rubber components only)”;

(b) in rule 126,—
(i)
after the words and brackets “or the Northern Region Farm Machinery Training and Testing
Institute, Hisar (for testing of combine harvester)”, the following shall be inserted, namely:—
“or from Global Automobile Research Centre, Chennai”;
(ii) after the second proviso, the following proviso shall be inserted, namely:—
“Provided also that prototype of bus bodies and truck bodies may be submitted for testing and
type approval to such engineering colleges or the State Road Transport Undertakings duly
approved by the State Government.”.
