आदेश

नई ᳰद᭨ ली, 12 जनवरी, 2017

का.आ. 119(अ).—जबᳰक, नागᳯरकता अिधिनयम, 1955 (1955 का 57) कᳱ धारा 18 के ᳇ारा ᮧद᭜ त शि᭍ तयᲂ का

ᮧयोग करते ᱟए के᭠ ᮤ सरकार ने नागᳯरकता (नागᳯरकᲂ का रिज᭭ ᮝीकरण और रा᭬ ᮝीय पहचान पᮢ जारी ᳰकया जाना)

िनयमावली, 2003 (इसके प᭫ चात िनयमावली के ᱨप मᱶ संदᳶभत) बनाई जोᳰक िनयम 4 ए के उप-िनयम (3) के अंतगᭅत यह

ᮧावधान करती है ᳰक महारिज᭭ ᮝार, नागᳯरक रिज᭭ ᮝीकरण गणना के समय और अविध को शासकᳱय राजपᮢ मᱶ अिधसूिचत

करेगा;

और जबᳰक, के᭠ ᮤ सरकार ने असम रा᭔ य मᱶ नागᳯरकᲂ का रा᭬ ᮝीय रिज᭭ टर, 1951 अ᳒तन करने का िनणᭅय िलया है ;

और जबᳰक, महारिज᭭ ᮝार, नागᳯरक रिज᭭ ᮝीकरण ने ᳰदनांक 6 ᳰदस᭥ बर, 2013 कᳱ अिधसूचना सं᭎ या का.आ.

3591(अ) के मा᭟ यम से अिधसूिचत ᳰकया है ᳰक असम रा᭔ य के संबंध मᱶ गणना उ᭍ त अिधसूचना के ᮧकाशन कᳱ तारीख से

ᮧार᭥ भ होगी और तीन वषᭅ कᳱ अविध के भीतर पूरी कर ली जाए;

और जबᳰक, असम रा᭔ य मᱶ उ᭍ त गणना उ᭍ त अिधसूचना मᱶ िविन᳸द᭬ ट अविध के भीतर पूरी नहᱭ कᳱ जा सकᳱ;

और जबᳰक, असम सरकार ने असम रा᭔ य मᱶ गणना पूरी करने के िलए और समय के िलए अनुरोध ᳰकया है ᭍ यᲂᳰक

उ᭍ त िनयमावली कᳱ अनुसूची मᱶ िविन᳸द᭬ ट स᭜ यापन ᮧᳰᮓया चल रही है;

और जबᳰक, के᭠ ᮤ सरकार ने असम सरकार को रा᭔ य मᱶ उ᭍ त गणना 31 माचᭅ, 2017 तक पूरी कर लेने कᳱ अनुमित

देना जनिहत मᱶ आव᭫ यक और उिचत माना है।

इसिलए नागᳯरकता (नागᳯरकᲂ का रिज᭭ ᮝीकरण और रा᭬ ᮝीय पहचान पᮢ जारी करना) िनयमावली, के िनयम 4ए

के उप-िनयम (3) के ᮧावधानᲂ के अनुसरण मᱶ और ᳰदनांक 6 ᳰदस᭥ बर, 2013 कᳱ उ᭍ त अिधसूचना सं᭎ या का.आ. 3591(अ)

के अिधᮓमण मᱶ महारिज᭭ ᮝार, नागᳯरक रिज᭭ ᮝीकरण, उन बातᲂ के िसवाय अिधᮓांत करते ᱟए, िज᭠ हᱶ ऐसे अिधᮓमण से पूवᭅ

ᳰकया गया है या ᳰकए जाने का लोप ᳰकया गया है, यह अिधसूिचत करते हᱹ ᳰक असम रा᭔ य के संबंध मᱶ गणना 31 माचᭅ, 2017

को समा᭡ त होने वाली अविध के भीतर पूणᭅ कर ली जाएगी।

शैलेश, नागᳯरक पंजीकरण के महारिज᭭ ᮝार

ORDER

New Delhi, the 12th January, 2016

S.O. 119(E).—WHEREAS, in exercise of the powers conferred by Section 18 of the Citizenship Act,

1955 (57 of 1955), the Central Government framed the Citizenship (Registration of Citizens and Issue of

National Identity Cards) Rules, 2003 (hereafter referred to as the said rules), which provides under sub-rule

(3) of rule 4A that the Registrar General of Citizens Registration shall notify the period and duration of the

enumeration in the Official Gazette;

AND WHEREAS, the Central Government decided to update the National Register of Citizens, 1951

in the state of Assam;

AND WHEREAS, the Registrar General of Citizens Registrations has, vide notification number S.O.

3591(E), dated the 6th December, 2013 notified that the enumeration in respect of the State of Assam shall

take place from the date of publication of that notification and be completed within a period of three years;

AND WHEREAS, the said enumeration in the State of Assam could not be completed within the

period specified in the said notification;

AND WHEREAS, the Government of the State of Assam has requested more time for completion of

enumeration in the State of Assam as the verification process specified in the Schedule to the said rules is in

progress;

AND WHEREAS, the Central Government has considered it necessary and expedient in the public

interest to allow the State Government of Assam to complete the said enumeration in the State by the 31^st day

of March, 2017.

Now, THEREFORE, pursuant to the provisions of the sub-rule (3) of rule 4A of the Citizenship

(Registration of Citizens and Issue of National Identity cards) Rules, 2003 and in supersession of the said

notification number S.O. 3591(E), dated the 6^th December, 2013, except as respects things done or omitted to

be done before such supersession, the Registrar General of Citizens Registration hereby notifies that the

enumeration in respect of the State of Assam shall be completed within the period ending on the 31^st day of

March, 2017.
