नई ᳰद᭨ ली, 13 जनवरी, 2017

का.आ. 126(अ).—यत: ᳰद᭨ली कᳱ मु᭎ य योजना – 2021 मे के᭠ ᮤ सरकार का अपनी समीᭃा ᮧᳰᮓया के भाग के

ᱨप मᱶ िजन कितपय संशोधनᲂ का ᮧ᭭ताव था, उ᭠हᱶ ᳰद᭨ली िवकास अिधिनयम, 1957 (1957 का 61) कᳱ धारा-44 के उपबंधᲂ

के अनुसार ᳰद᭨ ली िवकास ᮧािधकरण ᳇ारा ᳰदनांक 19.08.2016 कᳱ का.आ. 2735(अ) के तहत सावᭅजिनक सूचना के ᱨप मे

भारत के राजपᮢ, असाधारण मᱶ ᮧकािशत ᳰकया गया था िजसमᱶ उᲦ नोᳯटस कᳱ तारीख से तीस ᳰदन के अंदर उᲦ अिधिनयम

कᳱ धारा 11-क कᳱ उप

धारा(3) ᳇ारा यथा अपेिᭃत आपिᱫयां/ सुझाव आमंिᮢत ᳰकए गए थे।

यत: कोई आपिᱫयां / सुझाव ᮧा᭡ त नहᱭ ᱟए थे एवं इसिलए जांच और सुनवाई बोडᭅ कᳱ बैठक आयोिजत नहᱭ कᳱ गई

है जो ᳰद᭨ ली िवकास ᮧािधकरण ᳇ारा ᭭ थािपत कᳱ गई थी एवं ᳰद᭨ ली िवकास ᮧािधकरण कᳱ बैठक मᱶ अनुमोᳰदत कᳱ गई थी ।

यत: के᭠ᮤ सरकार के इस मामले के सभी पहलुओ पर ᭟यानपूवᭅक िवचार करने के प᭫ चात ᳰद᭨ली मु᭎य योजना-

2021 मᱶ संशोधन करने का िनणᭅय िलया है ।

अत: अब, उᲦ अिधिनयम कᳱ धारा 11-क कᳱ उप-धारा (2) ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए, के᭠ᮤ सरकार

एत᳏ारा भारत के राजपᮢ मᱶ इस अिधसूचना के ᮧकािशत होने कᳱ तारीख से उᲦ ᳰद᭨ली मु᭎य योजना - 2021 मᱶ

िन᳜िलिखत संशोधन करती है :

अ᭟ याय 12.0 पᳯरवहन

12.14.3.6 सावᭅजिनक बसᲂ के िलए ि᳇-᭭ तरीय

पा᳼कग।

भूिम कᳱ कमी है और बसᲂ कᳱ पा᳼कग के िलए ᮧभावी

भूिम उपयोग आव᭫ यक है । साथ ही साथ अलाभᮧद

᭪ यय (डेड माइलेज) को कम करने के िलए और शहर से

बाहर बड़े ᭡ लॉटᲂ पर ि᭭थत िडपो मᱶ बस कᳱ दूरी को

कम करने के िलए यह अिधक वांछनीय है ᳰक इनके

िलए पा᳼कग कᳱ बसᲂ के िलए ऊपरी बेसमᱶट तथा

लोअरᮕाउंड लेवल मᱶ बसᲂ कᳱ पा᳼कग वाली

बᱟउपयोगी बᱟ᭭ तरीय पा᳼कग सुिवधाᲐ वाले

िवकिसत शहरी ᭃेᮢᲂ मᱶ पा᳼कग ᭭ थल उपल᭣ ध कराए

जाएं और छोटे वाहनᲂ के िलए अ᭠ य लेवलᲂ पर पा᳼कग

कᳱ ᭪ यव᭭ था कᳱ जाए।

िवकिसत शहरी ᭃेᮢᲂ मᱶ िन᭥ निलिखत मानकᲂ वाली

ि᳇-᭭ तरीय पा᳼कग को िमि᮰त उपयोग पᳯरयोजनाᲐ

के ᱨप मᱶ िवकिसत ᳰकया जाए ।

12.14.3.6 सावᭅजिनक बसᲂ के िलए बᱟ-᭭ तरीय पा᳼कग ।

भूिम कᳱ कमी है और बसᲂ कᳱ पा᳼कग के िलए ᮧभावी भूिम

उपयोग आव᭫ यक है । साथ ही साथ अलाभᮧद ᭪ यय (डेड

माइलेज) को कम करने के िलए और शहर से बाहर बड़े

᭡ लॉटो पर ि᭭थत िडपो तक बसᲂ को ले जाने के िलए यह

अिधक वांछनीय है ᳰक इनके िलए पा᳼कग हेतु िवकिसत

शहरी ᭃेᮢᲂ मᱶ ही बᱟ-उपयोगी बᱟ-᭭ तरीय पा᳼कग

उपलबध करायी जाए।

िवकिसत शहरी ᭃेᮢᲂ मᱶ िन᭥ निलिखत मानकᲂ वाली

बᱟ-᭭ तरीय पा᳼कग को िमि᮰त उपयोग पᳯरयोजनाᲐ के

ᱨप मᱶ िवकिसत ᳰकया जाए ।

NOTIFICATION

New Delhi, the 13th January, 2017

S.O. 126(E).—Whereas, certain modifications which the Central Government proposed to make in the

Master Plan for Delhi-2021 as part of its review exercise which were published in the Gazette of India, Extraordinary, as

Public Notice vide S.O. 2735(E) dated 19.08.2016 by the Delhi Development Authority in accordance with the

provisions of Section 44 of the Delhi Development Act, 1957 (61 of 1957) inviting objections/suggestions as required by

sub-section (3) of Section 11-A of the said Act, within thirty days from the date of said notice.

2. Whereas, no objections/ suggestions were received and thus the meeting of Board of Enquiry and Hearing has not

been convene which was setup by the Delhi Development Authority and approved at the meeting of the Delhi

Development Authority.

3. Whereas, the Central Government has, after carefully considering all aspects of the matter, decided to modify the

Master Plan for Delhi-2021.

4. Now, therefore, in exercise of the powers conferred by sub-section (2) of Section 11-A of the said Act, the

Central Government hereby makes the following modification in the said Master Plan for Delhi-2021 with effect from

the date of publication of this Notification in the Gazette of India.

12.14.3.6 BI-LEVEL PARKING FOR

PUBLIC BUSES

Land is scarce and efficient use of land for

bus parking is essential. At the same time, in

order to reduce dead mileage and making

buses travel to locations outside the city to

depots in large plots of land, it is more

desirable to provide them parking within

developed

urban

areas

in

multi-use

multilevel

parking

facilities with

bus

parking in upper-basement and lower

ground levels, and parking for smaller

vehicles may be provided in other levels.

Within developed urban areas, bi-level

parking should be developed as mixed use

projects with the following norms:
