सा.का.िन. 114(अ).—रा᳦पित, संिवधान के अनु᭒छेद 309 के पर᭠तुक ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए,

कᱶᮤीय उ᭜पाद शु᭨क एवं सीमा-शु᭨क िवभाग, गैर-कानूनी िवभागीय कᱹटीन (समूह-ग) पद भतᱮ िनयम, 2015 मᱶ संशोधन

करने के िलए एतद् ᳇ारा िन᳜िलिखत िनयम बनाते हᱹ, अथाᭅत:-

(1) इन िनयमᲂ का नाम कᱶᮤीय उ᭜पाद शु᭨क और सीमा-शु᭨क िवभाग, गैर सांिविधक िवभागीय कᱹटीन (समूह-ग) पद

भतᱮ (संशोधन) िनयम, 2017 है।

(2) ये राजपᮢ मᱶ अपने ᮧकाशन कᳱ तारीख को ᮧवृत हᲂगे।

कᱶᮤीय उ᭜पाद शु᭨क एवं सीमा-शु᭨क िवभाग, गैर-कानूनी िवभागीय कᱹटीन (समूह-ग) पद भतᱮ िनयम, 2015 (इसके

प᳟ात िजसे उᲦ िनयमᲂ के ᱨप मᱶ संदᳶभत ᳰकया गया है) मᱶ िनयम 3 के ᭭थान पर िन᳜िलिखत िनयम रखा जाएगा, अथाᭅत् :-

“3. पदᲂ कᳱ सं᭎या, वगᱮकरण और वेतन मैᳯᮝ᭍स मᱶ ᭭तर- पदᲂ कᳱ सं᭎या, उनका वगᱮकरण और उनके साथ स᭥ब᳍ वेतन

मैᳯᮝ᭍स मᱶ उनका ᭭तर, इन िनयमᲂ के साथ संलᲨ अनुसूची के ᭭तंभ (2) से (4) मᱶ िविन᳸द᳥ के अनुसार होगा।”

उᲦ िनयमᲂ कᳱ अनुसूची मᱶ,-

(क) ᭭तंभ (4) मᱶ ᭭तंभ शीषᭅ के ᭭थान पर, िन᳜िलिखत शीषᭅ वाला ᭭तंभ रखा जाएगा, अथाᭅत:- “वेतन मैᳯᮝ᭍स मᱶ

᭭तर” ;

(ख) सहायक ᮧबंधक-सह-भंडारी के पद से संबंिधत ᮓम सं᭎या (1) मᱶ-

(i) ᭭तंभ (4) मᱶ ᮧिवि᳥ के ᭭थान पर “वेतन मैᳯᮝ᭍स मᱶ ᭭तर-4 (25,500-81,100 ᱧ.)” ᮧिवि᳥ रखी जाएगी ;

(ii) ᭭तंभ (11) मᱶ, “ᮧो᳖ित” शीषᭅ के अंतगᭅत, मद (i) और (ii) और उसमᱶ संबंिधत ᮧिवि᳥यᲂ के ᭭थान पर

िन᳜िलिखत मद और ᮧिवि᳥याँ रखी जाएँगी, अथाᭅत:-

“(i) वेतन मैᳯᮝ᭍स के ᭭तर 2 (19,900-63,200 ᱧ.) मᱶ 8 वषᭅ कᳱ िनयिमत सेवा वाले ᭍लकᭅ ;

(ii) वेतन मैᳯᮝ᭍स के ᭭तर 3 (21,700-69,100 ᱧ.) मᱶ 5 वषᭅ कᳱ िनयिमत सेवा वाले हलवाई सह रसोईया

िज᭠हᱶ ᭭टोर अथवा लेखा के कायᭅ करने का 2 वषᭅ का अनुभव हो और सीधी भतᱮ से िनयुᲦ ᳰकए जाने वाले

᭍लकᭅ के िलए िनधाᭅᳯरत शैᭃिणक अहᭅता हो अथाᭅत ᳰकसी मा᭠यता ᮧा᳙ बोडᭅ अथवा िव᳡िव᳒ालय से

वािण᭔य मᱶ इ᭛टरमीिडएट ᳰकया हो”;

(iii) ᭭तंभ (11) मᱶ “ᮧितिनयुिᲦ” शीषᭅ के अंतगᭅत मद (क) कᳱ उप मद (ii) और उसमे संबंिधत ᮧिवि᳥यᲂ के ᭭थान पर

िन᳜िलिखत उप मद और ᮧिवि᳥याँ रखी जाएंगी, अथाᭅत:- “(ii) वेतन मैᳯᮝ᭍स के ᭭तर 2 (19,900-63,200 ᱧ.) मᱶ 8 वषᭅ

कᳱ िनयिमत सेवा ; और”;

(ग)

हलवाई सह रसोइया के पद से संबंिधत ᮓम सं᭎या (2) मᱶ—

(i)

᭭तंभ (4) मᱶ, ᮧिवि᳥ के ᭭थान पर “वेतन मैᳯᮝ᭍स के ᭭तर 3 (21,700-69,100 ᱧ.)” ᮧिवि᳥याँ रखी जाएँगी;

(ii) “ᮧो᳖ित” शीषᭅ के अंतगᭅत ᭭तंभ (11) मᱶ ᮧिवि᳥ के ᭭थान पर, “वेतन

मैᳯᮝ᭍स के ᭭तर 2 (19,900-63,200

ᱧ.) मᱶ 3 वषᭅ कᳱ िनयिमत सेवा वाले सहायक हलवाई सह रसोइया” ᮧिवि᳥ रखी जाएगी;

(iii) ᭭तंभ (11) मᱶ “ᮧितिनयुिᲦ” शीषᭅ के अंतगᭅत मद (क) कᳱ उप मद (ii) और उसमᱶ संब᳍ ᮧिवि᳥यᲂ के ᭭थान पर

िन᳜िलिखत उप मद और ᮧिवि᳥याँ रखी जाएंगी, अथाᭅत:-

“(ii) वेतन मैᳯᮝ᭍स के ᭭तर 2 (19,900-63,200 ᱧ.) मᱶ 3 वषᭅ कᳱ िनयिमत सेवा वाले सहायक हलवाई सह

रसोइया; और”;

(घ)

᭍लकᭅ के पद से संबंिधत ᮓम सं᭎या (3) मᱶ-

(i) ᭭तंभ (4) मᱶ, ᮧिवि᳥ के ᭭थान पर “वेतन मैᳯᮝ᭍स के ᭭तर 2 (19,900-63,200 ᱧ.)” ᮧिवि᳥याँ रखी जाएँगी;

(ii) “ᮧो᳖ित” शीषᭅ के अंतगᭅत ᭭तंभ (11) मᱶ ᮧिवि᳥ के ᭭थान पर, “वेतन मैᳯᮝ᭍स के ᭭तर 1 (18,000-56,900 ᱧ.) मᱶ

3 वषᭅ कᳱ िनयिमत सेवा वाले कᱹटीन पᳯरचर”

ᮧिवि᳥ रखी जाएगी;

(iii) ᭭तंभ (11) मᱶ “ᮧितिनयुिᲦ” शीषᭅ के अंतगᭅत मद (ख) और उसमᱶ संब᳍ ᮧिवि᳥यᲂ के ᭭थान पर िन᳜िलिखत मद

और ᮧिवि᳥याँ रखी जाएंगी, अथाᭅत:-

“(ख) वेतन मैᳯᮝ᭍स के ᭭तर 1 (18,000-56,900 ᱧ.) मᱶ 3 वषᭅ कᳱ िनयिमत सेवा वाले कᱹटीन पᳯरचर; और ᭭तंभ

(7) के अंतगᭅत सीधी भतᱮ से िनयुᲦ ᳰकए जाने वालो के िलए िनधाᭅᳯरत अहᭅताएँ हᲂ”;

(ड.)

सहायक हलवाई सह रसोइया के पद से संबंिधत ᮓम सं᭎या (4) मᱶ—

3 वषᭅ कᳱ िनयिमत सेवा वाले कᱹटीन पᳯरचर” ᮧिवि᳥ रखी जाएगी;

(iii) ᭭तंभ (11) मᱶ “ᮧितिनयुिᲦ” शीषᭅ के अंतगᭅत मद (ii) और उसमᱶ संब᳍ ᮧिवि᳥यᲂ के ᭭थान पर िन᳜िलिखत मद

और ᮧिवि᳥याँ रखी जाएंगी, अथाᭅत:-

“(ii) वेतन मैᳯᮝ᭍स के ᭭तर 1 (18,000-56,900 ᱧ.) मᱶ 3 वषᭅ कᳱ िनयिमत सेवा वाले कᱹटीन पᳯरचर िज᭠हᱶ

हलवाई सह रसोइया के साथ सहायक का 1 वषᭅ का अनुभव हो; और

(च) ᭭तंभ (4) मᱶ कᱹटीन पᳯरचर के पद से संबंिधत ᮓम सं᭎या (5) कᳱ ᮧिवि᳥ के ᭭थान पर “वेतन मैᳯᮝ᭍स के ᭭तर-1 (18,000-

56,900 ᱧ.)” ᮧिवि᳥ रखी जाएगी।

NOTIFICATION

New Delhi, the 8th February, 2017

G.S.R. 114(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Central Excise and Customs Department, Non-Statutory

Departmental Canteens (Group ’C’) Posts Recruitment Rules, 2015, namely:—

(1) These rules shall be called the Central Excise and Customs Department, Non-Statutory Departmental

Canteens (Group ‘C’) Posts Recruitment (Amendment) Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Central Excise and Customs Department, Non-Statutory Departmental Canteens (Group ‘C’) Posts

Recruitment Rules, 2015 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted,

namely:–

“3. Number of posts, classification and level in pay matrix. – The number of said posts, their classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.”.

In the Schedule to the said rules,—

(a)

in column (4), for the column heading, the column heading “Level in pay matrix” shall be substituted;

(b)

against serial number 1 relating to the post of Assistant Manager-cum-Store Keeper,—

(i)

in column (4), for the entries, the entries “Level – 4 in the pay matrix (Rs.25,500-81,100)” shall be

substituted;

(ii)

in column (11), under the heading “Promotion”, for items (i) and (ii) and the entries relating thereto,

the following items and entries shall be substituted, namely:—

“(i) Clerk with eight years regular service in level – 2 in the pay matrix (Rs. 19,900-63,200);

(ii) Halwai-cum-Cook with five years regular service in level – 3 in the pay matrix (Rs.21,700-69,100)

with two years experience in handling Stores or Accounts and possessing educational qualification as

prescribed for Clerk directly recruited i.e. Intermediate with Commerce from a recognized Board or

University.”;

(iii)

in column (11), under the heading “Deputation”, for sub-item (ii) of item (a) and the entries relating

thereto, the following sub-item and entries shall be substituted, namely:—

“(ii) with eight years regular service in level – 2 in the pay matrix (Rs. 19,900-63,200); and”;

(c)

against serial number 2 relating to the post of Halwai-cum-Cook,—

(i)

in column (4), for the entries, the entries “Level–3 in the pay matrix (Rs.21,700-69,100)” shall be

substituted;

(ii)

in column (11), under the heading “Promotion”, for the entry, the entry “Assistant Halwai-cum-Cook

with three years regular service in level – 2 in the pay matrix (Rs. 19,900-63,200)” shall be substituted;

(iii)

in column (11), under the heading “Deputation”, for sub-item (ii) of item (a) and the entries relating

thereto, the following sub-item and entries shall be substituted, namely: —

“(ii) Assistant Halwai-cum-Cook with three years regular service in level – 2 in the pay matrix (Rs.

19,900-63,200); and”;

(d)

against serial number 3 relating to the post of Clerk,—

(i)

in column (4), for the entries, the entries “Level–2 in the pay matrix (Rs. 19,900-63,200)” shall be

substituted;

(ii)

in column (11), under the heading “Promotion”, for the entry, the entry “Canteen Attendant with three

years regular service in level – 1 in the pay matrix (Rs. 18,000-56,900)” shall be substituted;

(iii)

in column (11), under the heading “Deputation”, for item (b) and the entries relating thereto, the

following item and entries shall be substituted, namely:-

“(b) Canteen Attendant with three years regular service in level – 1 in the pay matrix (Rs. 18,000-

56,900); and possessing the qualifications prescribed for direct recruits under column (7).”;

(e)

against serial number 4 relating to the post of Assistant Halwai-cum-Cook,—

(i)

in column (4), for the entries, the entries “Level–2 in the pay matrix (Rs. 19,900-63,200)” shall be

substituted;

(ii)

in column (11), under the heading “Promotion”, for the entry, the entry “Canteen Attendant in level – 1

in the pay matrix (Rs. 18,000-56,900) with three years regular service in the grade.” shall be

substituted;

(iii)

in column (11), under the heading “Deputation”, for item (ii) and the entries relating thereto, the

following item and entries shall be substituted, namely: —

“(ii) Canteen Attendant in level – 1 in the pay matrix (Rs. 18,000-56,900) with three years regular

service having one year experience as helper to Halwai-cum-Cook; and”;

(f)

against serial number 5 relating to the post of Canteen Attendant, in column (4), for the entries, the entries

“Level–1 in the pay matrix (Rs. 18,000-56,900)” shall be substituted.
