नई ᳰद᭨ ली, 8 फरवरी, 2017

का.आ. 369(अ).—जबᳰक, सेवाᲐ अथवा लाभᲂ अथवा राजसहायताᲐ कᳱ आपूᳶत के िलए पहचान

कागजात के ᱨप मᱶ आधार के उपयोग से सरकार कᳱ आपूᳶत ᮧᳰᮓया सरल होती है। इससे पारदᳶशता और दᭃता

आती है और सरल एवं िनरंतर रीित से लाभाᳶथयᲂ को उनके अिधकार ᮧ᭜ यᭃ ᱨप से ᮧा᭡ त होते हᱹ और आधार

पहचान सािबत करने के िलए अनेक कागजात ᮧ᭭ तुत करने कᳱ आव᭫ यकता का िनराकरण करता है।

और जबᳰक, ᮧधानमंᮢी फसल बीमा योजना (पीएमएफबीवाई) और पुनगᭅᳯठत मौसम आधाᳯरत फसल

बीमा योजना (आरड᭣ ᭨ यूबीसीआईएस) फसल ᭃित के िवपरीत ᭪ यापक बीमा कवर ᮧदान करती है इसिलए ᳰकसानᲂ

कᳱ आय को ि᭭ थर करने मᱶ मदद िमलती है और ᳰकसानᲂ को सभी खरीफ खा᳒ा᭠ नᲂ और ितलहन फसलᲂ के िलए

2 ᮧितशत, रबी खा᳒ा᭠ नᲂ और ितलहन फसलᲂ के िलए 1.5 ᮧितशत और वाᳶषक वािणि᭔ यक अथवा बागवानी

फसलᲂ के िलए 5 ᮧितशत अिधकतम ᮧीिमयम का भुगतान करना होगा।

और जबᳰक, वा᭭ तिवक ᮧीिमयम और ᳰकसानᲂ ᳇ारा भुगतान यो᭏ य बीमा शु᭨ क कᳱ दर के बीच अंतर को

के᭠ ᮤ तथा राज् य सरकारᲂ ᳇ारा समान ᱨप से साझा ᳰकया जाएगा। के᭠ ᮤ सरकार के शेयर मᱶ भारत कᳱ समेᳰकत

िनिध से ᳰकया गया ᭪ यय शािमल होता है।

अब, इसिलए, आधार (िव᭜ तीय और अ᭠ य राजसहायताᲐ, लाभᲂ और सेवाᲐ कᳱ लिᭃत आपूᳶत)

अिधिनयम, 2016, (2016 का 18) (इसके प᭫ चात् किथत अिधिनयम के ᱨप मᱶ संदᳶभत) कᳱ धारा 7 के ᮧावधानᲂ

के अनुसरण मᱶ के᭠ ᮤ सरकार कृिष एवं ᳰकसान क᭨ याण मंᮢालय, कृिष, सहकाᳯरता एवं ᳰकसान क᭨ याण िवभाग

एत᳏ारा िन᭥ निलिखत अिधसूिचत करते हᱹ, अथाᭅत् :-

1. कृिष, सहकाᳯरता एवं ᳰकसान क᭨ याण िवभाग कᳱ ᳰकसी भी फसल बीमा योजना के तहत फसल बीमा

कराने वाले ᳰकसानᲂ के िलए आधार ᮧमाणीकरण अथवा आधार होने का सबूत ᮧ᭭ तुत करना अपेिᭃत है ।

2. कृिष, सहकाᳯरता एवं ᳰकसान क᭨ याण िवभाग कᳱ ᳰकसी भी फसल बीमा योजना के तहत फसल बीमा

कराने वाला कोई भी ᳰकसान जो आधार के िलए अभी तक नामांᳰकत नहᱭ है, एत᳏ारा आधार नामांकन के

िलए आवेदन करना अपेिᭃत है तथा यᳰद वह किथत अिधिनयम कᳱ धारा 3 के ᮧावधानᲂ के अनुसार

आधार ᮧा᭡ त करने के िलए पाᮢ है तो ऐसे ᭪ यि᭍ त ᳰकसी आधार नामांकन के᭠ ᮤ से संपकᭅ कर सकते हᱹ

(आधार के िलए नामांकन कराने के िलए सूची www.uidai.gov.in पर उपल᭣ ध है ।

3. आधार (नामांकन और अ᳒तन) िविनयमन, 2016 के िविनयमन 12 के अनुसार संबंिधत रा᭔ य सरकारᲂ के

कृिष अथवा बागवानी अथवा सहकाᳯरता िवभागᲂ से लाभाᳶथयᲂ के िलए नामांकन सुिवधाᲐ का ᮧबंध

अथवा ऑफर करना अपेिᭃत होता है जो आधार के िलए अभी नामांᳰकत नहᱭ ᱟए हᱹ और ᭣ लाक अथवा

तहसील अथवा तालुके मᱶ कोई आधार नामांकन के᭠ ᮤ अवि᭭ थत न होने के मामले मᱶ संबंिधत कृिष अथवा

बागवानी अथवा सहकाᳯरता िवभाग ᳇ारा वतᭅमान यूआईडीएआई के पंजीयक के साथ सम᭠ वय करके

सुिवधाजनक ᭭ थानᲂ पर नामांकन सुिवधाएं ᮧदान कᳱ जाएं अथवा आने वाले यूआईडीएआई पंजीयक ᳇ारा

आधार नामांकन सुिवधाएं ᮧदान कᳱ जाएं।

ᮧदान ᳰकया गया ᳰक ᭪ यि᭍ त को आधार िमलने तक कृिष, सहकाᳯरता एवं ᳰकसान क᭨ याण िवभाग कᳱ

ᳰकसी भी फसल बीमा योजना के तहत फसल बीमा ᳰकसानᲂ ᳇ारा िन᭥ निलिखत कागजात ᮧ᭭ तुत करने पर ᮧा᭡ त

ᳰकया जा सकता है, अथाᭅत् :-

i. फोटो के साथ बᱹक पासबुक; और

ii. आधार नामांकन आई डी पचᱮ, यᳰद वह नामांᳰकत है; अथवा

iii. उसका मतदाता पहचान पᮢ; अथवा

iv. ᳰकसान फोटो पासबुक; अथवा

v. नरेगा जॉब काडᭅ; अथवा

vi. पैरा 2 के उप पैरा (2) मᱶ िन᳸द᭬ टानुसार आधार नामांकन के िलए ᳰकए गए अनुरोध कᳱ ᮧित के साथ

ᮟाइᳲवग लाइसᱶस।

vii. संल᭏ न ᮧपᮢ मᱶ घोषणापᮢ ᳰक उसने ᳰकसी अ᭠ य बᱹक खाते के तहत समान खसरा न᭥ बर/सं᭎ या मᱶ उसी

फसल के िलए फसल बीमा ᮧा᭡ त नहᱭ ᳰकया है ।

आगे ᮧदान ᳰकया गया ᳰक इस उ᳎े᭫ य के िलए रा᭔ य सरकार ᳇ारा िवशेष ᱨप से नािमत अिधकाᳯरयᲂ ᳇ारा

उपयुᭅ᭍ त कागजात कᳱ जांच कᳱ जाएगी ।

फसल बीमा पाने वाले ᳰकसानᲂ कᳱ सं᭎ या बढाने के िलए, कृिष अथवा बागवानी अथवा सहकाᳯरता

िवभाग अपने ᭃेᮢीय कायाᭅलयᲂ, कृिष िव᭄ान के᭠ ᮤᲂ, कृिष िमᮢ के मा᭟ यम से वािणि᭔ यक बᱹकᲂ कᳱ सभी शाखाएं,

सहकारी सिमितयᲂ कᳱ सभी शाखाएं, ᮕामीण बᱹकᲂ कᳱ सभी शाखाएं और इससे जुड़े अ᭠ य कायाᭅलयᲂ को

िन᭥ निलिखत सिहत सभी अपेिᭃत ᮧबंध करते हᱹ, अथाᭅत् :-

(1) फसल बीमा ᮧा᭡ त करने के िलए आधार कᳱ आव᭫ यकता के बारे मᱶ आवेदकᲂ अथवा ᳰकसानᲂ को जागᱨक बनाने

के िलए वािणि᭔ यक बᱹकᲂ कᳱ सभी शाखाᲐ, सहकारी सिमितयᲂ कᳱ सभी शाखाᲐ, ᭃेᮢीय ᮕामीण बᱹकᲂ कᳱ सभी

शाखाᲐ, कृिष अथवा बागवानी अथवा सहकारी िवभाग के सभी ᭃेᮢीय कायाᭅलयᲂ के मा᭟ यम से मीिडया और

वैयि᭍ तक सूचनाᲐ के मा᭟ यम से ᭪ यापक ᮧचार ᳰकया जाएगा और उ᭠ हᱶ ᭣ लाक अथवा तहसील अथवा तालुका मᱶ

उपल᭣ ध नजदीकᳱ नामांकन कᱶᮤᲂ पर अपने आप को नामांᳰकत करवाने के िलए सलाह दी जाए। ᭭ थानीय उपल᭣ ध

नामांकन कᱶᮤᲂ कᳱ सूची उ᭠ हᱶ उपल᭣ ध कराई जानी चािहए।

(2) ᭣ लाक अथवा तहसील अथवा तालुका मᱶ नामांकन कᱶᮤᲂ कᳱ अनुपल᭣ धता के कारण लाभांिवत ᳇ारा नामांकन न

करवा पाने के मामले मᱶ, रा᭔ य मᱶ कृिष अथवा बागवानी अथवा सहकाᳯरता िवभागᲂ से सुिवधाजनक ᭭ थानᲂ पर

नामांकन सुिवधाएं सृिजत करना अपेिᭃत होता है और आवेदकᲂ अथवा लाभाि᭠ वतᲂ से उनके वेब पोटᭅल पर अ᭠ य

᭣ यौरो जैसे राशन काडᭅ न᭥ बर, पता, मोबाइल न᭥ बर के साथ उनके नाम देकर नामांकन के िलए अनुरोध को पंजीकृत

कराने के िलए अनुरोध ᳰकया जा सकता है।

3. यह अिधसूचना असम, मेघालय और ज᭥ मू एवं क᭫ मीर रा᭔ यᲂ के अलावा सभी रा᭔ यᲂ मᱶ इसके ᮧकाशन कᳱ ितिथ

से लागू होगी।

NOTIFICATION

New Delhi, the 8th February, 2017

S.O. 369(E).––Whereas, the use of Aadhaar as identity document for delivery of services

or benefits or subsidies simplifies the Government delivery processes, brings in transparency and

efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless

manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity;

And whereas, the Pradhan Mantri Fasal Bima Yojana (PMFBY) and Restructured Weather

based Crop Insurance Scheme (RWBCIS) provides a comprehensive insurance cover against failure

of the crop thus helping in stabilising the income of the farmers and the farmers shall pay the

maximum premium of 2% for all Kharif Food grain and Oilseeds crops, 1.5% for Rabi Food grain

and Oilseeds crops and 5% for Annual Commercial or Horticultural Crops;

And whereas, the difference between actual premium and the rate of insurance charges

payable by farmers shall be shared equally by the Central and State Governments. The Central

Governments’ share involve expenditure incurred from the Consolidated Fund of India;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of

Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the

said Act), the Central Government in the Ministry of Agriculture and Farmers Welfare, Department of

Agriculture, Cooperation and Farmer's Welfare hereby notifies the following, namely:––

(1) Farmers availing crop insurance under any of the crop insurance schemes of Department of

Agriculture, Cooperation and Farmer's Welfare are hereby required to undergo Aadhaar

authentication or furnish proof of possession of Aadhaar.

(2) Any farmer availing crop insurance under any of the crop insurance schemes of Department

of Agriculture, Cooperation and Farmer's Welfare who is not yet enrolled for Aadhaar is

hereby required to make application for Aadhaar enrolment and in case he is entitled to

obtain Aadhaar as per the provisions of section 3 of Said Act and such individuals may

visit any Aadhaar enrolment center (list available at www.uidai.gov.in to get enrolled

for Aadhaar).

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the

Agriculture or Horticulture or Cooperation Department of the respective State Governments

are required to arrange or offer enrolment facilities for the beneficiaries who are not yet

enrolled for Aadhaar and in case there are no Aadhaar enrolment centers located within

Block or Tehsil or Taluka, the Agriculture or Horticulture or Cooperation Department of the

State Governments concerned may provide enrolment facilities at convenient locations in

coordination with the existing Registrars of UIDAI or may provide Aadhaar enrolment

facilities by becoming UIDAI Registrar:

Provided that till the time Aadhaar is assigned to the individual, crop insurance under any

of the crop insurance schemes of Department of Agriculture, Cooperation and Farmer's Welfare may

be availed by the farmers subject to the production of the following documents, namely:––

i. Bank passbook with photo; and

ii. Aadhaar enrolment ID slip, if he has enrolled; or

iii. his voter ID card; or

iv. Kisan Photo Passbook; or

v. NREGA Job card; or

vi. Driving license along with copy of his request made for Aadhaar enrolment, as

specified in sub-paragraph (2) of paragraph 2, and

vii. undertaking in the attached format that he is not availing crop insurance for the same crop

in the same survey number under some other bank account:

Provided further that the above documents shall be checked by officers specifically

designated by the State Government for that purpose.

In order to increase the number of farmers availing crop insurance, the Agriculture or

Horticulture or Cooperation Departments through their field offices, Krishi vigyan Kendras, Krishi

Mitra, all the branches of Commercial Banks, all the branches of Cooperative Societies, all the

branches of Regional Rural Banks and any other offices associated with them shall make all the

required arrangements including the following, namely:––

(1) Wide publicity through media and individual notices through all the branches of commercial

Banks, all the branches of Cooperative Societies, all the branches of Regional Rural Banks,

all the field offices of the Agriculture or Horticulture or Cooperation Department shall be

given to applicants or farmers to make them aware of the requirement of Aadhaar to avail

crop insurance and they may be advised to get themselves enrolled at the nearest enrolment

centres available within Block or Tehsil or Taluka. The list of locally available enrolment

centres should be made available to them.

(2) In case, the beneficiaries are not able to enrol due to non availability of enrolment centres in

the Block or Tehsil or Taluka, the Agriculture or Horticulture or Cooperation Departments in

the States are required to create enrolment facilities at convenient locations and the

applicants or beneficiaries may be requested to register their request for enrolment by

giving their names with other details, such as, ration card number, address, mobile number

on their web portal and such requests can also be registered at the field offices.

3. This notification shall come into effect from the date of its publication in all the States except the

States of Assam, Meghalaya and Jammu and Kashmir.
