का.आ. 415(अ).—सेवाᲐ या फायदᲂ या सहाियᳰकयᲂ के पᳯरदान के िलए एक पहचान द᭭ तावेज के ᱨप मᱶ आधार का उपयोग

सरकारी पᳯरदान ᮧᳰᮓयाᲐ का सरलीकरण करता है, पारदᳶशता और दᭃता लाता है और फायदाᮕािहयᲂ को सुिवधाजनक और िनबाᭅध

रीित मᱶ उनकᳱ हकदाᳯरयᲂ को सीधे ᮧा᭡ त करने मᱶ समथᭅ बनाता है और आधार ᳰकसी ᭪ यि᭍ त कᳱ पहचान को सािबत करने के िलए बᱟल

द᭭ तावेज ᮧ᭭ तुत करने कᳱ आव᭫ यकता का िनवारण करता है ;

और, भारत सरकार का मिहला और बाल िवकास मंᮢालय, एकᳱकृत बाल िवकास सेवा ᮧिशᭃण कायᭅᮓम (िजसे इसमᱶ इसके

प᭫ चात् आईसीडीएस ᮧिशᭃण कायᭅᮓम कहा गया है ) के अधीन ᭃेᮢीय कृ᭜ यकाᳯरयᲂ के िलए िविभ᭠ न ᮧिशᭃण पाᲹᮓम का ᮧशासन कर

रहा है और फायदाᮕािहयᲂ मᱶ आंगनवाड़ी ᮧिशᭃण के᭠ ᮤ कमᭅचाᳯरवृंद (एड᭣ ᭨ यू टीसी ) या मा᭟ यिमक ᭭ तरीय ᮧिशᭃण के᭠ ᮤ (एमएलटीसी)

अितिथ संकाय या ᳯरसोसᭅ ᭪ यि᭍ त और ᮧिशᭃणाथᱮ िज᭠ हᱶ ᮧिशᭃण पाᲹᮓमᲂ के िलए आंगनवाड़ी ᮧिशᭃण के᭠ ᮤ कमᭅचाᳯरवृंद (एड᭣ ᭨ यू

टीसी ) या मा᭟ यिमक ᭭ तरीय ᮧिशᭃण के᭠ ᮤ (एमएलटीसी) मᱶ नामांᳰकत ᳰकया गया है, सि᭥ मिलत है;

एकᳱकृत बाल िवकास सेवा ᮧिशᭃण कायᭅᮓम के अधीन रा᭔ य सरकारᲂ और संघ रा᭔ यᭃेᮢ ᮧशासनᲂ को सहायता अनुदान जारी

ᳰकया जाता है और सरकारी संगठनᲂ या ᭭ वैि᭒ छक संगठनᲂ के मा᭟ यम से रा᭔ य सरकारᲂ और संघ रा᭔ य ᭃेᮢ ᮧशासनᲂ ᳇ारा चलाए गए

आंगनवाड़ी ᮧिशᭃण के᭠ ᮤᲂ (एड᭣ ᭨ यूटीएस) और मा᭟ यिमक ᭭ तरीय ᮧिशᭃण के᭠ ᮤᲂ (एमएलटीएस) मᱶ ᳯरसोसᭅ ᭪ यि᭍ तयᲂ या अितिथ संकाय

को ᮧिशᭃणाᳶथयᲂ को ᮧिशᭃण देने के िलए मानदेय, पᳯरवहन भ᭜ ता और ᮧो᭜ साहन, बोᳺडग और वासा ᮧदान ᳰकया जाता िजसमᱶ भारत

कᳱ संिचत िनिध से आवतᱮ ᭪ यय अंतवᳶलत है ।

अत: अब, कᱶᮤीय सरकार आधार (िव᭜ तीय और अ᭠ य सहाियᳰकयᲂ, ᮧसुिवधाᲐ और सेवाᲐ का लि᭯ यत पᳯरदान) अिधिनयम,

2016 (2016 का 18) (िजसे इसमᱶ इसके प᭫ चात् उ᭍ त अिधिनयम कहा गया है) कᳱ धारा 7 के उपबंधᲂ के अनुसरण मᱶ िन᭥ निलिखत

अिधसूिचत करती है, अथाᭅत् :--

1. (1) आईसीडीएस ᮧिशᭃण कायᭅᮓम के अधीन फायदᲂ का लाभ लेने के इ᭒ छुक ᭪ यि᭍ तयᲂ से यह अपेिᭃत है ᳰक वे आधार सं᭎ यांक के

कब् जे मᱶ होने का सबूत ᮧ᭭ तुत करᱶ या आधार अिधᮧमाणन ᮧᳰᮓया पूरी करᱶ ।

(2) आईसीडीएस ᮧिशᭃण कायᭅᮓम के अधीन फायदᲂ का लाभ लेने के इ᭒ छुक ᭪ यि᭍ त को, िजसके पास आधार सं᭎ यांक नहᱭ है या

िजसने अभी तक आधार के िलए नामांकन नहᱭ कराया है, 31 माचᭅ, 2017 तक आधार नामांकन हेतु आवेदन करना होगा, परंतु वह उ᭍ त

अिधिनयम कᳱ धारा 3 के उपबंधᲂ के अनुसार आधार ᮧा᭡ त करने के िलए हकदार है और ऐसा ᭪ यि᭍ त आधार नामांकन के िलए ᳰकसी

आधार नामांकन कᱶᮤ (कᱶᮤᲂ कᳱ सूची यूआईडीएआई कᳱ वेबसाइट www.uidai.gov.in पर उपल᭣ ध है) का दौरा कर सकेगा ।

(3) आधार (नामांकन और अ᳒तन) िविनयम, 2016 के िविनयम, 12 के अनुसार आईसीडीएस ᮧिशᭃण कायᭅᮓम के कायाᭅ᭠ वयन करने

के भारसाधक रा᭔ य सरकारᲂ या संघ रा᭔ यᭃेᮢ ᮧशासनᲂ मᱶ मिहला और बाल िवकास िवभाग, जो ᳰकसी फायदाᮕाही से यह अपेᭃा करता

है ᳰक वह आधार ᮧ᭭ तुत करे, से ऐसे फायदाᮕािहयᲂ के िलए नामांकन सुिवधाएं ᮧदान करने कᳱ अपेᭃा कᳱ जाती है िजनका आधार के िलए

अभी तक नामांकन नहᱭ ᳰकया गया है और यᳰद संबंिधत ᭣ लाक या तालुक या तहसील मᱶ आधार नामांकन के᭠ ᮤ अवि᭭ थत नहᱭ है तो वहां

आईसीडीएस ᮧिशᭃण कायᭅᮓम के कायाᭅ᭠ वयन करने के भारसाधक रा᭔ य सरकारᲂ या संघ रा᭔ य ᭃेᮢ ᮧशासनᲂ मᱶ मिहला और बाल

िवकास िवभाग के ᭭ थानीय ᮧािधकारी यूआईडीएआई के िव᳒मान रिज᭭ ᮝारᲂ के साथ सम᭠ वय करके सुिवधाजनक अव᭭ थानᲂ पर नामांकन

सुिवधाएं ᮧदान कर सकᱶगे या रिज᭭ ᮝार, यूआईडीएआई बनकर आधार नामांकन सुिवधाएं ᮧदान कर सकᱶगे:

परंतु फायदाᮕािहयᲂ को आधार समनुदेिशत ᳰकए जाने के समय तक, आईसीडीएस ᮧिशᭃण कायᭅᮓम के अधीन ऐसे ᭪ यि᭍ त को

िन᭥ निलिखत पहचान द᭭ तावेजᲂ के ᮧ᭭ तुत ᳰकए जाने के अधीन रहते ᱟए फायदे ᮧदान ᳰकए जाएंगे, अथाᭅत्:-

(क) (i) यᳰद उसने नामांकन करा िलया है तो उसकᳱ आधार नामांकन पहचान ि᭭लप ; या

(ii) पैरा 2 के उपपैरा (2) मᱶ यथािविन᳸द᭬ ट अनुसार, आधार नामांकन के िलए उसके ᳇ारा ᳰकए गए अनुरोध कᳱ ᮧित; और

(ख) (i) बᱹक या डाकघर फोटो पासबुक; या (ii) मतदाता पहचान पᮢ; या (iii) राशन काडᭅ; या (iv) ᳰकसान फोटो पासबुक; या (v)

पासपोटᭅ; (vi) या चालक अनु᭄ि᭡ त; या (vii) पेन काडᭅ; या (viii) सरकार या ᳰकसी पि᭣ लक से᭍ टर उपᮓम ᳇ारा जारी कमᭅचारी फोटो

पहचान पᮢ (ix) ᳰकसी रा᭔ य सरकार या संघ रा᭔ य ᭃेᮢ ᮧशासन ᳇ारा जारी कोई अ᭠ य फोटो पहचान पᮢ; या (x) ᳰकसी राजपिᮢत

अिधकारी ᳇ारा उसके शासकᳱय पᮢ पर जारी कोई पहचान ᮧमाणपᮢ, िजस पर फोटो लगी हो; या (xi) ᮧाथिमक ᭭ वा᭭ ᭝ य के᭠ ᮤ

(पीएचसी) या सरकारी अ᭭ पताल ᳇ारा जारी ᭭ वा᭭ ᭝ य काडᭅ; या (xii) रा᭔ य सरकार या संघ रा᭔ य ᭃेᮢ ᮧशासन ᳇ारा िविन᳸द᭬ ट कोई अ᭠ य

द᭭ तावेज:

परंतु यह और ᳰक उपरो᭍ त द᭭ तावेज इस ᮧयोजन के िलए रा᭔ य सरकार या संघ रा᭔ य ᭃेᮢ ᮧशासन ᳇ारा पदािभिहत ᳰकसी

अिधकारी ᳇ारा जांच कᳱ जाएगी ।

2. फायदाᮕािहयᲂ को सुिवधाजनक और िनबाᭅध मानदेय ᮧदान करने के िलए, आईसीडीएस ᮧिशᭃण कायᭅᮓम को कायाᭅि᭠ वत करने के िलए

भारसाधक रा᭔ य सरकारᲂ या संघ रा᭔ य ᭃेᮢ ᮧशासनᲂ मᱶ मिहला और बाल िवकास िवभाग अपेिᭃत सभी ᭪ यव᭭ थाएं करेगा िजनमᱶ

िन᭥ निलिखत सि᭥ मिलत हᱹ, अथाᭅत्:-

(1) ᭭ थानीय मीिडया के मा᭟ यम से ᭪ यापक ᮧचार, आईसीडीएस ᮧिशᭃण कायᭅᮓम को कायाᭅि᭠ वत करने के भारसाधक रा᭔ य

सरकारᲂ या संघ रा᭔ य ᭃेᮢ ᮧशासनᲂ मᱶ बाल िवकास पᳯरयोजना अिधकारी कायाᭅलय/आंगनवाड़ी के᭠ ᮤ/ मिहला और बाल िवकास िवभाग

के मा᭟ यम से आव᭫ यक अनुदेश और ᭪ यि᭬ टक सूचनाएं आईसीडीएस ᮧिशᭃण कायᭅᮓम के भावी फायदाᮕािहयᲂ को दी जाएंगी िजससे ᳰक

उनको ᭭ कᳱम के अधीन आधार कᳱ अपेᭃा के बारे मᱶ जागᱨक बनाया जा सके और उ᭠ हᱶ अपने ᭃेᮢᲂ मᱶ उपल᭣ ध िनकटतम आधार नामांकन

के᭠ ᮤᲂ पर आधार के िलए ᭭ वयं को नामांᳰकत करवाने के िलए सलाह दी जा सके, यᳰद उनका पहले से नामांकन नहᱭ ᳰकया गया है ।

᭭ थानीय ᱨप से उपल᭣ ध नामांकन के᭠ ᮤᲂ कᳱ सूची उनको उपल᭣ ध करा दी जाएगी ।

(2) यᳰद फायदाᮕाही, ᭣ लाक या तहसील या तालुक मᱶ आधार नामांकन कᱶᮤᲂ कᳱ अनुपल᭤ यता के कारण आधार के िलए नामांकन

कराने मᱶ असमथᭅ हᱹ तो आईसीडीएस ᮧिशᭃण कायᭅᮓम के भारसाधक रा᭔ य सरकारᲂ या संघ रा᭔ य ᭃेᮢ ᮧशासनᲂ मᱶ मिहला और बाल

िवकास िवभाग से अपेᭃा कᳱ जाती है ᳰक वह सुिवधाजनक अव᭭ थानᲂ पर आधार के िलए नामांकन सुिवधाएं सृिजत करᱶ और फायदाᮕाही

से अनुरोध ᳰकया जाए ᳰक वे बाल िवकास पᳯरयोजना अिधकारी, आᳰद के पास पैरा 1 के उप-पैरा (3) के परंतुक मᱶ यथा-िविन᳸द᭬ ट अपना

नाम, पता, मोबाइल नंबर और अ᭠ य ᭣ यौरे देकर आधार के िलए नामांकन हेतु अपने अनुरोध को रिज᭭ टर करᱶ

3. यह अिधसूचना, असम, मेघालय और ज᭥ मू-क᭫ मीर के िसवाय सभी रा᭔ यᲂ और संघ रा᭔ य ᭃेᮢᲂ मᱶ इसके ᮧकाशन कᳱ तारीख से

ᮧभावी होगी ।

NOTIFICATION

New Delhi, the 14th February, 2017

S.O. 415(E).––Whereas, the use of Aadhaar as identity document for delivery of services or benefits or

subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries

to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for

producing multiple documents to prove one’s identity;

And, whereas, the Ministry of Women and Child Development in the Government of India is administering

various training courses to field functionaries under the Integrated Child Development Services Training Programme

(hereinafter referred to as ICDS Training Programme) and the beneficiaries include staff of the Anganwadi Training

Centers (AWTCs) or Middle level Training Centers (MLTCs), guest faculty or resource persons and trainees who are

enrolled in the AWTCs or MLTCs for the training courses;

And whereas, under the ICDS training programme, the grant-in-aid is released to the State Governments and

Union Territory Administrations. The Honorarium to resource persons or guest faculty for providing training, transport

allowance and incentive, boarding and lodging to trainees at AWTCs and MLTCs run by the State Governments and

Union Territory Administrations through Non-Governmental Organizations or Voluntary Organizations that involve

recurring expenditures from the Consolidated Fund of India;

Now, therefore, in pursuance of the provisions of Section 7 of the Aadhaar (Targeted Delivery of Financial and

other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (herein after referred to the said Act), the Central

Government hereby notifies the following, namely:–

(1) The desirous beneficiaries of ICDS training programme are hereby required to furnish proof of possession of

Aadhaar number or undergo Aadhaar authentication.

(2) Any desirous beneficiary of ICDS training programme, who does not possess the Aadhaar number or has not

yet enrolled for Aadhaar shall have to make application for Aadhaar enrolment by 31^st March, 2017 provided he or she is

entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar

Enrolment Centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get

enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Women and Child

Development Department in the State Governments or Union Territory Administrations in-charge of implementing the

ICDS training programme which requires an individual to furnish Aadhaar, is required to offer enrolment facilities for

the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the

respective Block or Taluka or Tehsil, the Women and Child Development Department in the State Governments or

Union Territory Administrations in charge of implementing the ICDS training programme may provide enrolment

facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar:

Provided that till the time Aadhaar is assigned to the beneficiaries of ICDS training programme, benefits under

the said training programme shall be given to such individual subject to the production of the following identification

documents, namely:––

(a)

(i)

if she or he has enrolled, his Aadhaar enrolment ID slip; or

(ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2;

and

i) Bank or Post Office photo passbook; or (ii) Voter ID Card; or (iii) Ration Card; or (iv) Kisan Photo Passbook; or

(v) Passport; or (vi) Driving License; or (vii) PAN Card; or (viii) MGNREGS job Card; or (ix) Employee Photo Identity

Card issued by the Government or any Public Sector Undertaking ; or (x) Any other Photo identity Card issued by State

Government or Union Territory Administration; or (xi) Certificate of identity with photograph issued by a Gazetted

Officer on official letterhead; or (xii) any other document specified by the State Government or Union Territory

Administration:

Provided further that the above documents shall be checked by an officer designated by State Government or Union

Territory Administration for that purpose.

In order to provide convenient and hassle free benefits to the beneficiaries, the Women and Child Development

Department in the State Governments or Union Territory Administrations in-charge of implementing ICDS training

programme, shall make all the required arrangements including the following, namely:–

(1) Wide publicity through media and individual notices through the Women and Child Development Department in the

State Governments or Union Territory Administrations in-charge of implementing ICDS training programme shall be

given to the prospective beneficiaries of ICDS training programme to make them aware of the requirement of Aadhaar

under the scheme and they may be advised to get themselves enrolled for Aadhaar at the nearest enrolment centers

available in their areas, in case they are not already enrolled. The list of locally available enrolment centres shall be

made available to them.

(2) In case the beneficiaries of ICDS training programme are not able to enroll for Aadhaar due to non-availability of

Aadhaar enrolment Centers in the Blocks or Tehsils or Talukas, the Women and Child Development Department in the

State Governments or Union Territory Administrations in-charge of implementing the ICDS Training programme is

required to create enrolment facilities for Aadhaar at convenient locations and the beneficiaries of ICDS training

programme may register their request for enrolment by giving their name, address, mobile number and other details as

specified in the proviso to sub-paragraph (3) of paragraph 1, with the local authorities in-charge of implementation of the

ICDS training programme.

This notification shall come into effect from the date of its publication in all States and Union Territories except

the State of Assam, Meghalaya and Jammu and Kashmir.
