सा.का.िन. 594(अ).—रा᳦पित, संिवधान के अनुच्छेद 309 के परन्तुक ᳇ारा ᮧदत शिᲦयᲂ का ᮧयोग करते हुए, और राजभाषा

खंड, िवधायी िवभाग, िविध और न्याय मंᮢालय, बहु-कायर् कमर्चािरवृंद, (समूह “ग” पद) भतᱮ िनयम, 2014 को उन बातᲂ के िसवाय

अिधᮓांत करते हुए, िजन्हᱶ ऐसे अिधᮓमण से पहले िकया गया है या करने का लोप िकया गया है, राजभाषा खंड, िवधायी िवभाग, िविध

और न्याय मंᮢालय, बहु-कायर् कमर्चािरवृंद के पद पर भतᱮ की प᳍ित का िविनयमन करने के िलए िन᳜िलिखत िनयम बनाते हᱹ, अथार्त्:—

संिक्ष᳙ नाम और ᮧारंभ.—(1) इन िनयमᲂ का संिक्ष᳙ िविध और न्याय मंᮢालय, िवधायी िवभाग, राजभाषा खंड, बहु-कायर्

कमर्चािरवृंद, (समूह ‘ग’ पद) भतᱮ िनयम, 2017 है ।

(2) ये राजपᮢ मᱶ उनके ᮧकाशन की तारीख को ᮧवृᱫ हᲂगे ।

पद की संख्या, वगᱮकरण, वेतन मैिᮝक्स मᱶ स्तर.—उᲦ पद की संख्या, उसका वगᱮकरण और वेतन मैिᮝक्स मᱶ स्तर वह होगा,

जो इन िनयमᲂ से उपाब᳍ अनुसूची के स्तंभ (2) से स्तंभ (4) मᱶ िविन᳸दर᳥् हᱹ ।

भतᱮ की प᳍ित, आयु सीमा और अन्य अहर्ताएं.—भतᱮ की प᳍ित, आयु सीमा, अहर्ताएं और उससे संबंिधत अन्य बातᱶ वे हᲂगी

जो उᲦ अनुसूची के स्तंभ (5) से स्तंभ (13) मᱶ िविन᳸दर᳥् हᱹ ।

िनरहर्ता.—वह ᳞िᲦ,—

(क) िजसने ऐसे ᳞िᲦ से, िजसका पित या िजसकी प᳀ी जीिवत हᱹ, िववाह िकया है या िववाह की संिवदा की है ; या

(ख) िजसने अपने पित या अपनी प᳀ी के जीिवत रहते हुए िकसी ᳞िᲦ से िववाह िकया है या िववाह की संिवदा की है,

उᲦ पदᲂ पर िनयुिᲦ का पाᮢ नहᱭ होगा :

परन्तु यिद केन्ᮤीय सरकार का यह समाधान हो जाता है िक ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अन्य पक्षकार को लागू स्वीय िविध

के अधीन अनुज्ञेय है और ऐसा करने के िलए अन्य आधार हᱹ तो वह िकसी ᳞िᲦ को इस िनयम के ᮧवतर्न से छूट दे सकेगी ।

5. िशिथल करने की शिᲦ.—जहां केन्ᮤीय सरकार की यह राय है िक ऐसा करना आवश्यक या समीचीन है, वहां, वह उसके िलए जो

कारण हᱹ उन्हᱶ लेखब᳍ करके, इन िनयमᲂ के िकसी उपबंध को िकसी वगर् या ᮧवगर् के ᳞िᲦयᲂ की बाबत, आदेश ᳇ारा िशिथल कर सकेगी ।

6. ᳞ावृिᱫ.—इन िनयमᲂ की कोई बात, ऐसे आरक्षण, आयु-सीमा मᱶ छूट और अन्य िरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका केन्ᮤीय

सरकार ᳇ारा इस संबंध मᱶ समय-समय पर जारी िकए गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, अन्य िपछड़े

वगᲄ, भूतपूवर् सैिनकᲂ और अन्य िवशेष ᮧवगर् के ᳞िᲦयᲂ के िलए उपबंध करना अपेिक्षत है ।

िटप्पण 1 : आयु-सीमा अवधािरत करने के िलए िनणार्यक तारीख भारत मᱶ अभ्यिथर्यᲂ से

आवेदन ᮧा᳙ करने के िलए िनयत की गई अंितम तारीख होगी । (न िक वह अंितम तारीख

जो असम, मेघालय, अरूणाचल ᮧदेश, िमजोरम, मिणपुर, नागालᱹड, िᮢपुरा, िसिᲥम, जम्मू-

कश्मीर राज्य के ल᳎ाख खंड, िहमाचल ᮧदेश के लाहोल और स्पीित िजले तथा चम्बा-िजले

के पांगी उपखंड, अंदमान और िनकोबार ᳇ीप या लक्ष᳇ीप के अभ्यिथर्यᲂ के िलए िविहत की

गई है।)

िटप्पण 2 : रोजगार कायार्लय के माध्यम से आने वाले अभ्यिथर्यᲂ की दशा मᱶ आयु-सीमा

अवधािरत करने के िलए िनणार्यक तारीख वह अंितम तारीख होगी िजस तक रोजगार

कायार्लय से नाम भेजने के िलए कहा गया है ।

िकसी मान्यताᮧा᳙ बोडर् से मैिᮝकुलेशन या

समतुल्य पास ।

सीधे भतᱮ िकए जाने वाले ᳞िᲦयᲂ के िलए िविहत आयु और शैिक्षक अहर्ताएं ᮧो᳖त ᳞िᲦयᲂ की

दशा मᱶ लागू हᲂगी या नहᱭ

िटप्पण : पदधारी की ᮧितिनयुिᲦ या लंबी बीमारी या अध्ययन

छुᲵी या िकसी अन्य पिरिस्थित मᱶ एक वषर् या अिधक अविध के

िलए बाहर रहने के कारण हुई िरिᲦयां, कᱶᮤीय सरकार के ऐसे

अिधकािरयᲂ मᱶ से ᮧितिनयुिᲦ ᳇ारा भरी जा सकᱶगी,-

(क) िजन्हᲂने मूल काडर या िवभाग मᱶ िनयिमत आधार पर सदृश

पद धारण िकया हुआ है ; और

(ख) स्तंभ (7) के अधीन सीधी भतᱮ के िलए िविहत की गई

अहर्ताएं रखता हो ।

लागू नहᱭ होता

यिद िवभागीय ᮧो᳖ित सिमित है, तो उसकी संरचना

भतᱮ करने मᱶ िकन पिरिस्थितयᲂ

मᱶ संघ लोक सेवा आयोग से

परामशर् िकया जाएगा ।

New Delhi, the 12th June, 2017

G.S.R. 594(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution

and in supersession of the Official Languages Wing, Legislative Department, Ministry of Law and Justice,

Multi Tasking Staff, (Group “C” Posts) Recruitment Rules, 2014, except as respects things done or omitted to

be done before such supersession, the President hereby makes the following rules regulating the method of

recruitment to the post of Multi Tasking Staff in the Official Languages Wing of the Legislative Department,

Ministry of Law and Justice, namely:—

Short title and commencement.- (1) These rules may be called the Ministry of Law, Legislative

Department, Official Languages Wing, Multi Tasking Staff (Group C Post) Recruitment Rules, 2017

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and the level in the pay matrix.—The number of post, its

classification and level in the pay matrix attached thereto shall be as specified in the columns (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age limit and other qualifications.—The method of recruitment, age

limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the

aforesaid schedule.

Disqualification.—No person,—

(a)

who, has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for

so doing, exempt any person from the operation of this rule.

Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient

so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules

with respect to any class or category of persons.

Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other

concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes,

Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central

Government from time to time in this regard.
