का.आ. 2032(अ).—केन् ᮤीय सरकार, पयार्वरण (संरक्षण) अिधिनयम, 1986 (1986 का 29) की धारा 3 की उपधारा (3)

᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते हुए और भारत सरकार के तत्कालीन पयार्वरण और वन मंᮢालय की अिधसूचना संख्यांक

का.आ. 1533(अ), तारीख 14 िसतंबर, 2006 (िजसे इसमᱶ इसके प᳟ात् उᲦ अिधसूचना कहा गया है) के अनुसरण मᱶ िनम् निलिखत

सदस् यᲂ से िमलकर बनने वाले राज्य स्तरीय पयार्वरण समाघात िनधार्रण ᮧािधकरण, गोवा (िजसे इसमे इसके प᳟ात ᮧािधकरण, गोवा

कहा गया है) का गठन करती है, जो िन᳜िलिखत सदस्यᲂ से िमलकर बनेगी, अथार्त् :--

गोवा ᮧािधकरण ऐसी शिᲦयᲂ का ᮧयोग करेगा और ऐसी ᮧिᮓयाᲐ का अनुसरण करेगा जो िक उᲦ अिधसूचना तारीख

14 िसतंबर, 2006 मᱶ िविन᳸दर᳥् है ।

ᮧािधकरण अपने िविन᳟य को पैरा 5 के अधीन गोवा राज्य के िलए गिठत राज्य स्तरीय िवशेषज्ञ अंकन सिमित (एसईएसी) की

िसफािरशᲂ पर अपने िविन᳟य आधािरत करेगा ।

5.

कᱶᮤीय सरकार, गोवा सरकार के परामशर् से, गोवा ᮧािधकरण की सहायता करने के ᮧयोजनᲂ हेतु राज्य स्तरीय िवशेषज्ञ अंकन

सिमित, (एसईएसी) (िजसे इसमᱶ इसके पश् चात् इस अिधसूचना मᱶ एसईएसी, गोवा कहा गया है) का गठन करती है, जो िन᳜िलिखत

सदस्यᲂ से िमलकर बनेगी, अथार्त् :-

14 िसतंबर, 2006 मᱶ विणर्त हᲂ ।

एसईएसी गोवा सामूिहक उᱫरदाियत्व के िस᳍ांत पर कायर् करेगी और अध्यक्ष ᮧत्येक मामले मᱶ मतैक्य पर पहुंचने का ᮧयास

करᱶगे और यिद सवर्सम् मित पर नहᱭ पहुंचा जा सकता हो तो बहुमत का िवचार अिभभावी होगा ।

गोवा सरकार, गोवा ᮧािधकरण और एसईएसी, गोवा और उᲦ सिचवालय के िलए सिचवालय के रूप मᱶ कायर् करने के िलए एक

अिभकरण को अिधसूिचत करेगी और इसके सभी संिविधक कृत्यᲂ के संबंध मᱶ सभी िवᱫीय और संभार-तंᮢ का समथर्न का ᮧदान करेगा

िजसके अंतगर्त वास-सुिवधा, यातायात और ऐसी अन्य सुिवधाएं भी है ।

10.

ᮧािधकरण गोवा और एसईएसी गोवा के अध्यक्ष और सदस्यᲂ को गोवा राज्य सरकार के िव᳒मान िनयमᲂ के अनुसार बैठक फीस,

याᮢा भᱫा और मंहगाई भᱫा संदᱫ िकया जाएगा ।

NOTIFICATION

New Delhi, the 28th June, 2017.

S.O. 2032(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment

(Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the

erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14^th September, 2006

(hereinafter referred to as the said Notification), the Central Government hereby constitutes the State Level

Environment Impact Assessment Authority, Goa (hereafter in this notification referred to as the Authority,

Goa) comprising of the following Members, namely: -

The Chairman and Members of the Authority, Goa shall hold office for a term of three years from the

date of publication of this order in the Official Gazette.

The Authority, Goa shall exercise such powers and follow such procedures as enumerated in the said

Notification dated 14^th September, 2006.

4.

The Authority, Goa shall take its decision after the recommendations of the State Level Expert

Appraisal Committee (SEAC) constituted under paragraph 5 of this notification for the State of Goa.

5.

To assist the Authority, Goa, the Central Government in consultation with the State Government of

Goa, hereby constitutes the State Expert Appraisal Committee (SEAC) (hereafter in this notification referred

to as SEAC, Goa) comprising of the following Members, namely:-

The Chairman and Members of SEAC, Goa shall hold office for a term of three years from the date of

publication of this order in the Official Gazette.

7.

The SEAC, Goa shall exercise such powers and follow such procedures as enumerated in the said

notification dated 14^th September, 2006.

8.

The SEAC, Goa shall function on the principle of collective responsibility and the Chairman shall

endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall

prevail.

9.

The Government of Goa shall notify an agency to act as Secretariat for the Authority, Goa and SEAC,

Goa and the said Secretariat shall provide all financial and logistic support including accommodation,

transportation and such other facilities in respect of all its statutory functions of the Authority and SEAC.

10.

The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the

Authority, Goa and SEAC, Goa shall be paid as per the existing rules of the State Government of Goa.
