िवषय : गहरे समुᮤ, अत् यंत गहरे समुᮤ और उच् च दाब-उच् च तापमान क्षेᮢᲂ की खोजᲂ से उत् पािदत की जाने वाली

गैस के मूल् य-िनधार्रण की स् वतंᮢता सिहत िवपणन

सं. ओ-22013/27/2012-ओएनजी-डी-V (खंड-II).—इस मंᮢालय की िदनांक 21 माचर्, 2016 की

राजपᮢ अिधसूचना संख् या ओ-22013/27/2012-ओएनजी-डी-V (खंड-II) के अनुसरण मᱶ, बाजार मूल् य िनधार्िरत

करने के िलए िनम् निलिखत ᮧणाली अपनाई जाएगी, बशतᱷ वह मूल् य उक् त अिधसूचना मᱶ िनधार्िरत सीमा से अिधक

ना हो:—

आम् सर्-लᱶथ िवᮓयᲂ के संबंध मᱶ बाजार मूल् य िनधार्िरत करते समय, संिवदाकार को यह सुिनिश् चत करना

होगा िक इस संिवदा के सभी पक्षकारᲂ को लाभ पहुंचाने की दृिष् ट से ᮧाकृितक गैस की िबᮓी एक पारदशᱮ और

ᮧितस् पधार्त् मक ᮧिᮓया के माध् यम से, इस उ᳎ेश् य के साथ की गई है िक उिचत मूल् य ᮧाप् त हुआ है। संिवदाकार ᳇ारा

मोटे तौर पर कम से कम एक स् थानीय भाषा के दैिनक समाचार-पᮢ और राष् ᮝीय स् तर के एक दैिनक अंᮕेजी भाषा

के समाचार-पᮢ मᱶ और अन् य उपयुक् त इलैक् ᮝािनक मीिडया मᱶ एक िवज्ञापन/ िनिवदा आमंᮢण सूचना (एनआईटी)/

ई-िनिवदा ᮧकािशत करनी होगी िजसमे अन् य बातᲂ के साथ-साथ िबᮓी के िलए उपलब् ध गैस की गुणवत् ता और

माᮢा का उल् लेख हो। ᮓेता ᳇ारा िनष् पािदत िकए जाने वाले िबᮓी करार की मुख् य बातᲂ के साथ-साथ अपनाए

जाने वाले मूल् यांकन मानदंड की िवस् तृत जानकारी भी उपलब् ध कराई जाएगी और ᮧिᮓया मᱶ सभी संभािवत

ᮓेताᲐ की अिधक से अिधक भागीदारी सुिनिश् चत करने के िलए कम से कम 15 िदनᲂ का समय िदया जाएगा।

ᮓेता के साथ िकए जाने वाले अंितम करार से संबंिधत सूचना संिवदाकार/ᮧचालक की वेबसाइट पर डाली जाएगी

और इसकी सूचना डीजीएच और सरकार को भी दी जाएगी।

ADDENDUM

New Delhi the 23rd June, 2017

Subject : Marketing including pricing freedom for the gas to be produced from Discoveries in

Deepwater, Ultra Deepwater and High Pressure-High Temperature areas.

No. O-22013/27/2012-ONG-D-V (Vol-II).—In continuation to this Ministry’s Gazette

Notification No. O-22013/27/2012-ONG-D-V (Vol-II) dated 21st March, 2016, the following

methodology would be adopted for discovering the market price subject to the ceiling

prescribed in the above notification:—

While discovering the market price for arms-length sales, the Contractor has to ensure a

transparent and competitive process for sale of natural gas with the objective that the best possible

price is realized, to the benefit of all parties to this Contract, without any restrictive commercial

practices. An advertisement/Notice Inviting Tender (NIT)/e-Tender should be notified widely by

the Contractor, in at least one local language daily newspaper and one English language national

daily news paper and other suitable electronic media, mentioning inter-alia the quality and quantity

of gas available for sale. Detailed information on the evaluation criteria to be used along with broad

salient features of sale agreement to be executed by the buyer shall also be made known and at least

15 days time is to be allowed to ensure maximum participation of all likely buyers in this process.

The information regarding the final agreement reached with the buyer would be posted on the

Contractor’s/ Operator’s website and also communicated to DGH/Government.
