आधार का उपयोग सरकारी पᳯरदान ᮧᳰᮓयाᲐ का सरलीकरण करता है, पारदᳶशता और दᭃता लाता है और

फायदाᮕािहयᲂ को सुिवधापूवᭅक और िनबाᭅध रीित मᱶ उनकᳱ हकदाᳯरयᲂ को सीधे ᮧा᭡ त करने मᱶ समथᭅ बनाता है और

आधार ᳰकसी ᭪ यि᭍ त कᳱ पहचान को सािबत करने के िलए बᱟल द᭭ तावेज ᮧ᭭ तुत करने कᳱ आव᭫ यकता को समा᭡ त

करता है;

और भारत सरकार का आयुष मंᮢालय (िजसे इसमᱶ इसके प᭫ चात् मंᮢालय कहा गया है) ᭭ कᳱम

ᳰदशािनदᱷशᲂ के अनुसार सावᭅजिनक और िनजी अनुसंधान सं᭭ था (िजसे इसमᱶ इसके प᭫ चात् ᳰᮓया᭠ वयन एजᱶिसयां

कहा गया है) को सहायता अनुदान उपल᭣ ध कराके बिहवᭅतᱮ अनुसंधान कᳱ कᱶᮤीय ᭃेᮢक ᭭ कᳱ

बिहवᭅतᱮ अनुसंधान कᳱ कᱶᮤीय ᭃेᮢक ᭭ कᳱ

बिहवᭅतᱮ अनुसंधान कᳱ कᱶᮤीय ᭃेᮢक ᭭ कᳱम (िजसे इसमᱶ इसके

प᭫ चात् ᭭ कᳱम कहा गया है) का कायाᭅ᭠ वयन कर रहा है;

और मंᮢालय ᳇ारा ᭭ कᳱम के अधीन अनुसंधान सं᭭ थानᲂ को दी गई सहायता अनुदान िजसमᱶ ऐसे ᭪ यि᭬ ट,

िज᭠ हᱶ अ᭠य बातᲂ के साथ-साथ, ᭭ कᳱम के मागᭅदशᭅक िस᳍ांत के अनुसार अनुसंधान पᳯरयोजनाᲐ के अधीन अन᭠ य

ᱨप से पाᳯरतोिषक पर रखा गया है, को पाᳯर᮰िमक के भुगतान पर उपगत ᳞यᲂ और ᮧधान अ᭠वेषक और सह-

अ᭠ वेषकᲂ कᳱ फᳱस, याᮢा भ᭜ ते और महंगाई भ᭜ ते का भुगतान (िजसे इसमᱶ इसके प᭫ चात् फायदा कहा गया है)

शािमल है।

और इस ᭭ कᳱम के अधीन ऐसे ᭪ यि᭬ ट, िज᭠ हᱶ अनुसंधान सहयु᭍ तᲂ, ᭔ ये᭬ ठ अ᭟ येता, किन᭬ ठ अ᭟ येता,

परामशᭅदाताᲐ और ᮧमुख अ᭠ वेषक तथा सह-अ᭠ वेषकᲂ को, जो अनुसंधान सं᭭ थानᲂ के पहले से ही कमᭅचारी हᱹ,

सिहत िवशेष ᱨप से अनुसंधान पᳯरयोजना के ᮧयोजन के िलए संिवदा᭜ मक आधार पर अ᭠य गैर-वै᭄ािनक ᭭टाफ

(िज᭠ हᱶ इसमᱶ इसके प᭫ चात् फायदाᮕाही कहा गया है) के ᱨप मᱶ पाᳯरतोिषक पर रखा जाता है;

और उपयुᭅ᭍ त ᭭ कᳱम मᱶ भारत कᳱ संिचत िनिध से उपगत ᭪ यय अंतवᭅिलत है;

अत:, अब, कᱶᮤीय सरकार, आधार (िव᭜ तीय और अ᭠ य सहाियᳰकयᲂ, ᮧसुिवधाᲐ और सेवाᲐ का लि᭯ यत

पᳯरदान) अिधिनयम, 2016 (2016 का 18) (िजसे इसमᱶ इसके प᭫ चात् उ᭍ त अिधिनयम कहा गया है) कᳱ धारा 7

के उपबंधᲂ के अनुसरण मᱶ िन᭥ निलिखत अिधसूिचत करती है, अथाᭅत् :-

1. (1) इस ᭭कᳱम के अधीन फायदा ᮧा᭡ त करने के िलए इ᭒ छुक ᳰकसी ᭪ यि᭬ ट से यह अपेᭃा है ᳰक वह आधार

सं᭎ या रखने का सबूत ᮧ᭭ तुत करे या आधार अिधᮧमाणन ᮧᳰᮓया पूरी करे।

(2) ᭭ कᳱम के अधीन फायदा ᮧा᭡ त करने के िलए इ᭒ छुक ऐसे ᳰकसी ᭪ यि᭬ ट को, िजसके पास आधार

सं᭎ या नहᱭ है या िजसने अभी तक आधार के िलए नामांकन नहᱭ कराया है, उससे यह अपेᭃा है ᳰक वह इस

पᳯरयोजना के ᮧवतᭅन से 30 ᳰदन के भीतर आधार नामांकन के िलए आवेदन करे परंतु वह उ᭍ त अिधिनयम

कᳱ धारा 3 के उपबंध के अनुसार आधार अिभᮧा᭡ त करने के िलए हकदार हो और ऐसे ᭪ यि᭬ ट आधार

नामांकन के िलए ᳰकसी आधार नामांकन कᱶᮤ [सूची भारतीय िविश᭬ ट पहचान ᮧािधकरण (यूआईडीएआई)

कᳱ वेबसाइट पर उपल᭣ ध है] का दौरा कर सकᱶगे।

(3) आधार (नामांकन और अ᳒तन) िविनयम, 2016 के िविनयम 12 के अनुसार मंᮢालय से यह अपेिᭃत

है ᳰक वह अपना ᳰᮓया᭠ वयन एजᱶिसयᲂ के मा᭟ यम से ऐसे फायदाᮕािहयᲂ के िलए, िज᭠ हᲂने अभी तक आधार

नामांकन नहᱭ कराया है, आधार नामांकन सुिवधाᲐ कᳱ ᮧ᭭ थापना करे और उस दशा मᱶ जहां ᮓमश: ᭣ लॉक

या तालुका अथवा तहसील मᱶ आधार नामांकन कᱶᮤ अवि᭭ थत नहᱭ है वहां मंᮢालय अपनी ᳰᮓया᭠ वयन

एजᱶिसयᲂ के मा᭟ यम से यूआईडीएआई के िव᳒मान रिज᭭ ᮝारᲂ के सम᭠ वय से या रिज᭭ ᮝार ᭭ वयं

यूआईडीएआई बनकर सुिवधाजनक अव᭭ थानᲂ मᱶ आधार नामांकन सुिवधाएं उपल᭣ ध कराने के िलए सभी

अपेिᭃत ᮧबंध करᱶ:

परंतु ऐसे ᭪ यि᭬ ट को आधार समनुदेिशत ᳰकए जाने तक ᭭ कᳱम के अधीन िन᭥ निलिखत द᭭ तावेज ᮧ᭭ तुत

करने के अधीन रहते ᱟए फायदा ᳰदए जाएंगे, अथाᭅत् :-

(क) (i) यᳰद उसने आधार के िलए नामांकन करा िलया है तो उसकᳱ आधार नामांकन पचᱮ; या

(ii) िन᭥ निलिखत पैरा 2 के उप पैरा (2) मᱶ िविन᳸द᭬ ट अनुसार आधार नामांकन के िलए उसके ᳇ारा ᳰकए

गए अनुरोध कᳱ ᮧित, और

(ख) (i) मतदाता पहचान पᮢ; या (ii) ᭭ थाई लेखा नंबर (पीएएन) काडᭅ; या (iii) पासपोटᭅ, या (iv) राशन काडᭅ;

या (v) कमᭅचारी का सरकारी पहचान पᮢ; या (vi) फोटो लगी बᱹक या डाकखाने कᳱ पास बु क; या (vii)

ईसीएचएस काडᭅ; या ईएसआईसी काडᭅ; या सीजीएचएस काडᭅ; या (viii) मोटर यान अिधिनयम, 1998

(1988 का 59) के अधीन अनु᭄ापन ᮧािधकारी ᳇ारा जारी ᳰकया गया चालन अनु᭄ि᭡ त; या (ix) सरकारी

पᮢ शीषᭅ पर ᳰकसी राजपिᮢत अिधकारी अथवा ᳰकसी तहसीलदार ᳇ारा जारी ᳰकया गया ऐसा पहचान

पᮢ िजस पर उस ᭪ यिᲦ का फोटो लगा हो; या (x) मंᮢालय ᳇ारा यथािविन᳸द᭬ ट अ᭠ य कोई द᭭तावेज; या

परंतु यह भी ᳰक उपयुᭅ᭍ त द᭭ तावेज मंᮢालय ᳇ारा अपनी ᳰᮓया᭠ वयन एजᱶिसयᲂ के मा᭟ यम से इस

ᮧयोजन के िलए िवशेष ᱨप से अिभिहत ᳰकसी अिधकारी ᳇ारा जांचे जाएंगे:

2. इस ᭭ कᳱम के अधीन फायदाᮕािहयᲂ को सुिवधाजनक और िनबाᭅध फायदे ᮧदान करने के िलए मंᮢालय

अपनी कायाᭅ᭠ वयन एजᱶिसयᲂ के मा᭟ यम से िन᭥ निलिखत उपायᲂ सिहत सभी आव᭫ यक ᭪ यव᭭ थाएं ᮧदान

करेगा, अथाᭅत् :-

(1) ᭭ कᳱम के अधीन आधार कᳱ आव᭫ यकता के बारे मᱶ फायदाᮕािहयᲂ को जागᱨक करने के िलए ᭪ यापक

ᮧचार ᳰकया जाएगा और ᭪ यि᭍ तगत सूचना दी जाएगी तथा यᳰद उ᭠ हᲂने पहले से अपना नामांकन नहᱭ

कराया है तो उ᭠ हᱶ पᳯरयोजना के अधीन अपनी िनयुि᭍ त के 30 ᳰदन के भीतर अपने ᭃेᮢ मᱶ उपल᭣ ध

िनकटतम आधार नामांकन कᱶᮤ पर अपना नामांकन कराने कᳱ सलाह दी जा सकेगी और उ᭠ हᱶ ᭭ थानीय ᱨप

से उपल᭣ ध नामांकन कᱶᮤᲂ कᳱ सूची उपल᭣ ध कराई जाएगी।

(2) यᳰद आस-पास के ᭃेᮢᲂ जैसे ᭣ लॉक या तालुका या तहसील मᱶ नामांकन कᱶᮤᲂ कᳱ अनुपल᭣ धता के कारण

फायदाᮕाही नामांकन न करा पाए हᲂ तो मंᮢालय अपनी ᳰᮓया᭠ वयन एजᱶिसयᲂ के मा᭟ यम से सुिवधाजनक

पर आधार नामांकन सुिवधाएं ᮧदान करेगा और फायदाᮕाही अपने नाम, पता, मोबाइल नं. और पैरा 1 के

उप पैरा (3) के ᮧथम परंतुक मᱶ यथा िविन᳸द᭬ ट अ᭠ य िववरण देकर आधार नामांकन हेतु अपने अनुरोध

ᳰᮓया᭠ वयन एजᱶिसयᲂ के अिभिहत अिधकाᳯरयᲂ के पास या इस ᮧयोजन के िलए ᳰदए गए वेबपोटᭅल के

मा᭟ यम से नामांकन कराएंगे।

यह अिधसूचना असम, मेघालय और ज᭥ मू-क᭫ मीर रा᭔ यᲂ के िसवाय सभी रा᭔ यᲂ और संघ रा᭔ य ᭃेᮢᲂ मᱶ

उस तारीख से ᮧभावी होगी िजस तारीख को यह राजपᮢ मᱶ ᮧकािशत होगी।

NOTIFICATION

New Delhi, the 5th July, 2017

S.O. 2111(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or

subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries

to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing

multiple documents to prove one’s identity;

And whereas, the Ministry of AYUSH (hereinafter referred to as the Ministry) in the Government of India is

implementing the Central Sector Scheme of Extra Mural Research (hereinafter referred to as the Scheme) by

providing Grant-in-Aid to the Public and Private Research Institutions (hereinafter referred to as the implementing

agencies) as per the Scheme guidelines;

And whereas, Grant-in-Aid given by the Ministry under the Scheme to the Research Institutes inter-alia, covers

the expenditures incurred towards payment of remuneration to the individuals who are hired exclusively under the

research projects, and also payment of fee, travelling allowance and dearness allowances (hereinafter referred to as the

benefits) to the Principal Investigator and the Co-Investigators, as per the Scheme guidelines;

And whereas, under the Scheme, individuals are hired as Research Associates, Senior Research Fellows, Junior

Research Fellows, Consultants and other Non-Scientific Staff on contractual basis specifically for the purpose of

research project along with Principal Investigator and Co-Investigators who are already employees of the Research

Institutes (hereinafter together referred to as the beneficiaries);

And whereas, the aforesaid Scheme involves expenditure incurred from the Consolidated Fund of India;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and

Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central

Government hereby notifies the following, namely: -

1. (1) An individual desirous of availing the benefits under the Scheme is hereby required to furnish proof of

possession of Aadhaar number or undergo Aadhaar authentication.

(2) An individual desirous of availing the benefits under the Scheme, who does not possess the Aadhaar

number or has not yet enrolled for Aadhaar, is hereby required to make application for Aadhaar enrollment

within 30 days of his or her engagement under the project, provided she or he is entitled to obtain Aadhaar as

per the provision of section 3 of the said Act, and such persons shall visit any Aadhaar enrolment centre [list

available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] for Aadhaar

enrolment.

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its

implementing agencies, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet

enrolled for Aadhaar, and in case there is no Aadhaar enrolment centre located in the respective Block or

Taluka or Tehsil, the Ministry through its implementing agencies shall make all the required arrangements to

provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of

UIDAI or by becoming itself UIDAI Registrar:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be

given to such individuals, subject to the production of the following documents, namely: –

(a)

(i) if she or he has enrolled, her or his Aadhaar Enrolment ID slip; or

(ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2

below; and

(b)

(i) Voter Identity Card; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card;

or (v) Employee Government ID Card; or (vi) Bank Passbook or Post office Passbook with Photo; or (vii)

ECHS Card; or ESIC Card; or CGHS Card; or (viii) Driving licence issued by the Licencing Authority

under the Motor Vehicles Act, 1988 (59 of 1988); or (ix) Certificate of identity having photo of such person

issued by a Gazetted Officer or a Tehsildar on an official letter head; or (x) Any other document as

specified by the Ministry:

Provided also that the above documents shall be checked by an officer specifically designated by the

Ministry through its implementing agencies for that purpose.

In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Ministry

through its implementing agencies shall make all the required arrangements including the following, namely: -

(1) Wide publicity and individual notices shall be given to the beneficiaries to make them aware of the

requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest

Aadhaar enrolment centres available in their areas within 30 days of his or her engagement under the project, in

case they are not already enrolled and the list of locally available enrolment centres shall be made available to

them.

(2) In case, the beneficiaries are not able to enroll for Aadhaar due to non-availability of enrolment centres in

the vicinity such as in the Block or Taluka or Tehsil, the Ministry through its implementing agencies shall

provide Aadhaar enrolment facilities at convenient locations, and the beneficiaries may register their requests

for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the

first proviso to sub-paragraph (3) of paragraph 1, with the designated officials of the Implementing Agencies or

the web portal provided for the purpose.

This notification shall come into effect from the date of its publication in the Official Gazette in all the States

and Union territories except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
