(अ).—सेवाᲐ या फायदᲂ या सहाियᳰकयᲂ के पᳯरदान के िलए एक पहचान द᭭ तावेज के ᱨप मᱶ आधार

का उपयोग सरकारी पᳯरदान ᮧᳰᮓयाᲐ का सरलीकरण करता है, पारदᳶशता और दᭃता लाता है और फायदाᮕािहयᲂ को

सुिवधापूवᭅक और िनबाᭅध रीित मᱶ उनकᳱ हकदाᳯरयᲂ को सीधे ᮧा᭡ त करने मᱶ समथᭅ बनाता है और आधार ᳰकसी ᭪ यिᲦ कᳱ

पहचान को सािबत करने के िलए बᱟल द᭭ तावेज ᮧ᭭ तुत करने कᳱ आव᭫ यकता समा᭡ त करता है;

और, भारत सरकार के भारी उ᳒ोग और लोक उ᳒म मंᮢालय के अधीन लोक उ᳒म िवभाग (िजसे इसमᱶ इसके

प᭫ चात् िवभाग कहा गया है), कᱶᮤीय पि᭣लक से᭍ टर उ᳒मᲂ और रा᭔ य ᭭ तरीय लोक उ᳒मᲂ (िज᭠ हᱶ इसमᱶ इसके प᭫ चात्

फायदाᮕाही कहा गया है) के कायᭅपालकᲂ और कमᭅचाᳯरयᲂ के िलए उनके कौशल अंतराल को भरने और उनकᳱ ᭃमता को

उ᭠ नत करने हेतु ᭃमता िनमाᭅण और कौशल िवकास (िजसे इसमᱶ इसके प᭫ चात् फायदा कहा गया है) के संबंध मᱶ ᮧिशᭃण

कायᭅᮓमᲂ कᳱ ᮧ᭭ थापना करने के उ᳎े᭫ य से पि᭣लक से᭍ टर उ᳒मᲂ से संब᳍ सामा᭠ य मु᳎ᲂ पर अनुसंधान, िवकास और परामशᭅ

कायᲄ कᳱ कᱶᮤीय से᭍ टर ᭭ कᳱम (िजसे इसमᱶ इसके प᭫ चात् ᭭ कᳱम कहा गया है) को ᮧशािसत कर रहा है;

और, उपयुᭅ᭍ त ᭭ कᳱम कᳱ ᮧ᭭ थापना भारतीय ᮧबंध सं᭭ थान (आईआईएम), भारतीय ᮧौ᳒ोिगकᳱ सं᭭ थान (आईआईटी),

भारतीय लोक ᮧशासन सं᭭ थान, ऐडिमिन᭭ ᮝेᳯटव ᭭ टाफ कॉलेज ऑफ इंिडया (हैदराबाद), लोक उ᳒म सं᭭ थान (हैदराबाद),

तथा लाल बहादुर शा᭭ ᮢी रा᭬ ᮝीय ᮧशासन अकादमी, मसूरी जैसे िविभ᭠ न िविश᭬ ट कᱶᮤᲂ के मा᭟ यम से कᳱ जा रही है िजनमᱶ

ᮧिशᭃण देने के िलए कᱶᮤीय और लोक उ᳒मᲂ के कायᭅपालकᲂ और कमᭅचाᳯरयᲂ को िनयु᭍ त ᳰकया जाता है;

और, उपयुᭅ᭍ त ᭭ कᳱम मᱶ भारत कᳱ संिचत िनिध से उपगत ᭪ यय अंतवᭅिधत है;

अत: अब, कᱶᮤीय सरकार आधार (िव᭜ तीय और अ᭠ य सहाियᳰकᲐ, ᮧसुिवधाᲐ और सेवाᲐ का लि᭯यत पᳯरदान)

अिधिनयम, 2016 (2016 का 18) (िजसे इसमᱶ इसके प᭫ चात् उ᭍ त अिधिनयम कहा गया है) कᳱ धारा 7 के उपबंधᲂ के

अनुसरण मᱶ िन᭥ निलिखत अिधसूिचत करती है, अथाᭅत्:-

1. (1) ᭭ कᳱम के अधीन फायदा ᮧा᭡ त करने के इ᭒ छुक ᭪ यि᳥ से यह अपेᭃा है ᳰक वह आधार का क᭣ जे मᱶ होने का सबूत ᮧ᭭ तुत

करे या आधार अिधᮧमाणन ᮧᳰᮓया पूरी करᱶ।

(2) ᭭ कᳱम के अधीन फायदा ᮧा᭡ त करने के इ᭒ छुक ᳰकसी ᭪ यि᳥ को िजसके पास आधार सं᭎ या न हो या िजसने आधार के

िलए अभी तक नामांकन न कराया हो, उसे आधार नामांकन हेतु आवेदन करना होगा पर᭠ तु वह उ᭍ त अिधिनयम कᳱ

धारा 3 के उपबंधᲂ के अनुसार आधार ᮧा᭡ त करने के िलए हकदार हो, और ऐसे ᭪ यि᳥यᲂ को आधार नामांकन हेतु ᳰकसी

आधार नामांकन कᱶᮤ पर जाना होगा

(3) आधार (नामांकन और अ᳒तन) िविनयम, 2016 के िविनयम 12 के अनुसार िवभाग उन फायदाᮕािहयᲂ के िलए

आधार नामांकन सुिवधाᲐ कᳱ ᮧ᭭ थापना ᳰकया जाना अपेिᭃत है िज᭠ हᲂने अभी तक आधार हेतु नामांकन नहᱭ कराया है,

और यᳰद संबंिधत ᭣ लॉक या तालुका अथवा तहसील मᱶ कोई आधार नामांकन कᱶᮤ अवि᭭थत न हो तो, िवभाग

यूआईएडीआई के िव᳒मान रिज᭭ ᮝारᲂ के सम᭠ वय से अथवा ᭭ वयं ही रिज᭭ ᮝार बन कर सुिवधाजनक ᭭ थानᲂ पर आधार

नामांकन सुिवधाएं उपल᭣ ध कराएगा:

परंतु यह है ᳰक आधार आवंᳯटत ᳰकए जाने तक ᳰकसी ᭪ यि᭍ त को ᭭ कᳱम के अधीन फायदे ᳰदए जाने के िलए

िन᭥ निलिखत द᭭ तावेज ᮧ᭭ तुत ᳰकए जाने के अधीन रहते ᱟए ऐसे ᭪ यि᳥यᲂ को फायदे ᳰदए जाएंगे, अथाᭅत:-

(क)

(i) यᳰद उसने नामांकन करा िलया हो तो उसकᳱ आधार नामांकन पहचान पचᱮ; या

(ii) पैराᮕाफ 2 के उप पैराᮕाफ (2) मᱶ यथािविन᳸द᭬ ट, आधार नामांकन के िलए उसके अनुरोध कᳱ ᮧित;

और

(ख)

(i) फोटोᮕाफ वाली बᱹक पासबुक; या (ii) भारत िनवाᭅचन आयोग ᳇ारा जारी मतदाता पहचान पᮢ; या (iii)

राशन काडᭅ, या (iv) ᭭ थायी खाता सं᭎ या (पैन) काडᭅ; या (v) पासपोटᭅ; (vi) मोटर यान अिधिनयम, 1988

(1988 का 59) के अधीन अनु᭄ापन ᮧािधकारी ᳇ारा जारी चालान अनु᭄ि᳙; या (vii) ᳰकसी राजपिᮢत

अिधकारी ᳇ारा सरकारी लेटर हेड पर जारी ऐसे ᭪ यि᭍ त कᳱ पहचान का ᮧमाणपᮢ िजस पर उसकᳱ फोटो

हो; या (viii) िवभाग ᳇ारा यथा िविन᳸द᭬ ट कोई अ᭠ य द᭭ तावेज:

परंतु यह और ᳰक उपयुᭅ᭍ त द᭭ तावेजᲂ कᳱ जांच िवभाग ᳇ारा इस ᮧयोजन के िलए िवशेष ᱨप से अिभिहत अिधकारी

᳇ारा कᳱ जाएगी।

2. ᭭ कᳱम के अधीन फायदाᮕािहयᲂ को सरल और सुगम िनबाᭅध फायदे ᮧदान करवाने के िलए िवभाग अपेिᭃत

᭪ यव᭭ था करेगा िजसके अंतगᭅत िन᭥ निलिखत भी हᱹ, अथाᭅत्:-

(1) मीिडया के मा᭟ यम से और ᭪ यि᳥क सूचनाᲐ के ᳇ारा ᭪ यापक ᮧचार ᳰकया जाएगा ताᳰक स् कᳱम के अधीन

आधार कᳱ आव᭫ यकता के बारे मᱶ जागᱨक ᳰकया जा सके और उ᭠ हᱶ यह सुझाव ᳰदया जाए ᳰक वे ᭭ वयं को ᭭ कᳱम

के अधीन रिज᭭ ᮝीकरण से पहले अपने ᭃेᮢ मᱶ ि᭭थत िनकटतम आधार नामांकन कᱶᮤ मᱶ अपना नामांकन करवा लᱶ

यᳰद उ᭠ हᲂने पहले अपना नामांकन नहᱭ कराया है। ᭭ थानीय नामांकन कᱶᮤᲂ कᳱ सूची उ᭠ हᱶ उपल᭣ ध करवाई

जाएगी।

(2) यᳰद ᭭ कᳱम के अधीन फायदाᮕाही ᭣ लॉक, तालुका या तहसील आᳰद मᱶ नामांकन कᱶᮤ न होने के कारण अपना

नामांकन नहᱭ करवा सके हᲂ तो िवभाग यूआईडीएआई के िव᳒मान रिज᭭ ᮝारᲂ के सम᭠ वय से उिचत ᭭ थानᲂ पर

नामांकन सुिवधाएं उपल᭣ ध करवाएगा और फायदाᮕाही, िवभाग के अिभिहत अिधकाᳯरयᲂ को अपना नाम, पता,

मोबाईल सं᭎ या और पैरा 1 के उप-पैरा (3) के पहले उपबंध मᱶ िविन᳸द᭬ ट िववरण देकर अपना आधार नामांकन

करवाएंगे।

3. यह अिधसूचना, असम, मेघालय और ज᭥ मू-का᭫ मीर रा᭔ य को छोड़कर सभी रा᭔ यᲂ और संघ रा᭔ य ᭃेᮢᲂ मᱶ

राजपᮢ मᱶ इसके ᮧकाशन कᳱ तारीख से ᮧभावी होगी।

NOTIFICATION

New Delhi, the 10th July, 2017

S.O. 2174(E).––Whereas, the use of Aadhaar as identity document for delivery of services or benefits

or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables

beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the

need for producing multiple documents to prove one’s identity;

And whereas, the Department of Public Enterprises (hereinafter referred to as the Department) under

the Ministry of Heavy Industries and Public Enterprises in the Government of India is administering the

Central Sector Scheme of Research, Development and Consultancies on Generic issues related to

Public Sector Enterprises (hereinafter referred to as the Scheme) with an objective to offer training

programmes on capacity building and skill development (hereinafter referred to as the benefits) for the

executives and employees of the Central Public Sector Enterprises and State Level Public Enterprises

(hereinafter referred to as the beneficiaries) to reduce their skill gaps and to up-grade their capacity;

And whereas, the aforesaid Scheme is offered through the various Centres of Excellence such as

Indian Institute of Management (IIM), Indian Institute of Technology (IIT), Indian Institute of Public

Administration, Administrative Staff College of India (Hyderabad), Institute of Public Enterprises

(Hyderabad), and Lal Bahadur Shastri National Academy of Administration at Mussoorie wherein executives

and employees of the Central and Public Sector Enterprises are deputed for undertaking training;

And whereas, the aforesaid Scheme involves expenditure incurred from the Consolidated Fund of

India;

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of

Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the

said Act), the Central Government hereby notifies the following, namely:–

(1) An individual eligible for availing the benefits under the Scheme, is hereby required to furnish

proof of possession of Aadhaar or undergo Aadhaar authentication.

(2) Any individual desirous of availing the benefits under the Scheme, who does not possess the

Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment

before registering oneself into the Scheme, provided he or she is entitled to obtain Aadhaar as per the

provision of section 3 of the said Act, and such individuals may visit any Aadhaar enrolment centre

for Aadhaar enrolment;

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department

is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for

Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka

or Tehsil, the Department shall provide Aadhaar enrolment facilities at convenient locations in

coordination with the existing Registrars of UIDAI or by becoming Registrar itself:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be

given to such individuals, subject to the production of the following documents, namely:-

(a)

(i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or

(ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2) of

paragraph 2; and

(b)

(i) Bank passbook with photograph; or (ii) Voter identity card issued by the Election Commission of

India; or (iii) Ration Card; or (iv) Permanent Account Number (PAN) Card; or (v) Passport; or (vi)

Driving licence issued by the Licencing Authority under the Motor Vehicles Act, 1988 (59 of 1988);

or (vii) Certificate of identity having photo of such person issued by a Gazetted Officer on official

letter head; or (viii) Any other document as specified by the Department:

Provided further that the above documents shall be checked by an officer specifically designated by

the Department for that purpose.

In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the

Department shall make all the required arrangements including the following, namely:-

(1) wide publicity through media and individual notices shall be given to the beneficiaries to make

them aware of the requirement of Aadhaar under the Scheme and they may be advised to get

themselves enrolled at the nearest Aadhaar enrolment centres available in their areas before

registering oneself into the Scheme, in case they are not already enrolled. The list of locally available

enrolment centres shall be made available to them.

(2) in case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non-

availability of enrolment centres in the vicinity such as in the Block or Taluka or Tehsil, the

Department shall provide Aadhaar enrolment facilities at convenient locations in coordination with

the existing Registrars of UIDAI and the beneficiaries may register their requests for Aadhaar

enrolment by giving their names, addresses, mobile numbers and other details as specified in the first

proviso to sub-paragraph (3) of paragraph 1, with the designated officials of the Department.

This notification shall come into effect from the date of its publication in the Official Gazette in all

the States and Union territories except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
