सा.का.िन. 851(अ).—रा᳦पित, संिवधान के अनुच्छेद 309 के परन्तुक ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते हुए और नागर

िवमानन सुरक्षा ब्यूरो, सुरक्षा अिधकारी (᮰ेणी ‘ख’ पद) भतᱮ िनयमᲂ, 2009 को, उन बातᲂ के िसवाय अिधᮓांत करते हुए, िजन्हᱶ ऐसे

अिधᮓमण से पूवर् िकया गया है, या करने का लोप िकया गया है, नागर िवमानन मंᮢालय, नागर िवमानन सुरक्षा ब्यूरो मᱶ विर᳧ िवमानन

सुरक्षा अिधकारी के पद पर भतᱮ की प᳍ित का िविनयमन करने के िलये िन᳜िलिखत िनयम बनाते हᱹ, अथार्त:-

1. संिक्ष᳙ नाम एवं ᮧारम्भ.- (1) इन िनयमᲂ का संिक्ष᳙ नाम नागर िवमानन मंᮢालय, नागर िवमानन सुरक्षा ब्यूरो, विर᳧ िवमानन

सुरक्षा अिधकारी, ᮰ेणी ‘ख’ पद, भतᱮ िनयम, 2017 है ।

(2) ये राजपᮢ मᱶ उनके ᮧकाशन की तारीख को ᮧवृᱫ हᲂगे ।

2. पदᲂ की संख्या, वगᱮकरण और वेतन मैिᮝक्स मᱶ स्तर:- पदᲂ की संख्या, उसका वगᱮकरण और उससे संलᲨ वेतन मैिᮝक्स मᱶ स्तर वह

होगा, जो इन िनयमᲂ से उपाब᳍ अनुसूची के स्तंभ (2) से स्तंभ (4) मᱶ िविन᳸दर᳥् हᱹ ।

3. भतᱮ की प᳍ित, आयु-सीमा, अहर्ताएं आिद:– उᲦ पद पर भतᱮ की प᳍ित, आयु-सीमा, अहर्ताएं और उससे संबंिधत अन्य बातᱶ वे

हᲂगी जो उᲦ अनुसूची के स्तंभ

4. िनरहर्ता: - वह ᳞िᲦ

(क)

िजसने ऐसे ᳞िᲦ से िजसका पित या िजसकी प᳀ी जीिवत है, िववाह िकया है, या िववाह की संिवदा की है; या

(ख)

िजसने अपने पित या अपनी प᳀ी के जीिवत रहते हुए िकसी ᳞िᲦ से िववाह िकया है, या िववाह की संिवदा की है;

उᲦ पदᲂ मᱶ से िकसी पर िनयुिᲦ का पाᮢ नहᱭ होगा ;

परन्तु, यिद केन्ᮤीय सरकार का यह समाधान हो जाता है िक ऐसा िववाह ऐसे ᳞िᲦ और िववाह के अन्य पक्षकार को लागू

स्वीय िविध के अधीन अनुज्ञेय है और ऐसा करने के िलए अन्य आधार हᱹ तो वह िकसी ᳞िᲦ को इस िनयम के ᮧवतर्न से छूट दे सकेगी ।

5. िशिथल करने की शिᲦ:- जहाँ केन्ᮤीय सरकार की यह राय है िक ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके िलए जो

कारण हᱹ, उन्हᱶ लेखब᳍ करके इन िनयमᲂ के िकसी उपबंध को िकसी वगर् या ᮧवगर् के ᳞िᲦयᲂ की बाबत, आदेश ᳇ारा िशिथल कर

सकेगी ।

6. ᳞ावृिᱫ:- इन िनयमᲂ की कोई बात,ऐसे आरक्षण, आयु-सीमा मᱶ छूट और अन्य िरयायतᲂ पर ᮧभाव नहᱭ डालेगी, िजनका केन्ᮤीय

सरकार ᳇ारा इस संबंध मᱶ समय-समय पर िनकाले गए आदेशᲂ के अनुसार अनुसूिचत जाितयᲂ, अनुसूिचत जनजाितयᲂ, भूतपूवर् सैिनकᲂ,

अन्य िपछड़े वगᲄ तथा अन्य िवशेष ᮧवगर् के ᳞िᲦयᲂ के िलए उपबंध करना अपेिक्षत है ।

ᮧो᳖ित: वेतन मेिᮝक्स मᱶ स्तर 6 मᱶ ऐसे िवमानन

सुरक्षा अिधकारी मᱶ पांच ने िजन् हᲂ उस ᮰ेणी,

वषᲄ की िनयिमत सेवा की हो और मान् यता ᮧाप् त

िवश् विव᳒ालय से िडᮕी धारण करते हᲂ ।

िटप्पण:- जहाँ ऐसे किन᳧ ᳞िᲦयᲂ के संबंध मᱶ,

िजन्हᲂने अपनी अहर्क/पाᮢता सेवा पूरी कर ली है,

ᮧो᳖ित के िलए िवचार िकया जा रहा हो, वहां

उनके विर᳧ ᳞िᲦयᲂ के संबंध मᱶ भी िवचार

िकया जाएगा, परंतु यह तब जबिक उसके ᳇ारा

की गई ऐसी अहर्क/पाᮢता सेवा, अपेिक्षत अहर्क

/पाᮢता सेवा के आधे से अिधक से या दो वषर् से,

इनमᱶ से जो भी कम हो, कम न हो और उन्हᲂने

अपने ऐसे किन᳧ ᳞िᲦयᲂ सिहत, िजन्हᲂने ऐसी

अहर्क/पाᮢता सेवा पहले ही पूरी कर ली है,

अगली उᲬतर ᮰ेणी मᱶ ᮧो᳖ित के िलए अपनी

पिरवीक्षा की अविध सफलतापूवर्क पूरी कर ली

हो ।

हᲂगे :-

(i) उप महािनदेशक(नागर िवमानन सुरक्षा ब्यूरो)- अध्यक्ष

ᮧितिनयुिᲦ (आई एस टी सी) : केन्ᮤीय सरकार

या राज्य सरकारᲂ या संघ राज्य क्षेᮢᲂ िजसके

अंतगर्त सशᳫ पुिलस बल भी हᱹ या पिब्लक

सेक्टर के उपᮓमᲂ या मान्यता ᮧा᳙ अनुसंधान

संस्थाᲐ या िव᳡िव᳒ालयᲂ या अधर्-सरकारी या

संवैधािनक या स्वायᱫ संगठनᲂ के अधीन ऐसे

अिधकारी:

(क) (i) िजन्हᲂने मूल काडर या िवभाग मᱶ

िनयिमत आधार पर सदृश पद धारण िकया हुआ

है; या

(ii) िजन्हᲂने मूल काडर या िवभाग मᱶ वेतन

मेिᮝक्स के स्तर-6 मᱶ िनयिमत आधार पर उस

पद पर िनयुिᲦ के प᳟ात उस ᮰ेणी मᱶ पांच वषर्

की सेवा की हो;

और

(ख) जो िन᳜िलिखत शैिक्षक अहर्ताएं और

अनुभव रखते हᲂ :-

(i) िकसी मान्यता ᮧा᳙ िव᳡िव᳒ालय से ᳩातक

िडᮕी; और

(ii) भारत सरकार या राज्य या संघ राज्य क्षेᮢ

या पिब्लक सेक्टर के उपᮓम या स्वायᱫ संगठनᲂ

के पुिलस या सुरक्षा अथवा आसूचना िवभाग मᱶ

तीन वषᲄ का अनुभव।

िटप्पण 1: पोषक ᮧवगर् के ऐसे िवभागीय

अिधकारी, जो ᮧो᳖ित की सीधी पंिᲦ मᱶ हᱹ,

ᮧितिनयुिᲦ/आमेलन पर िनयुिᲦ के िलए िवचार

िकये जाने के पाᮢ नहᱭ हᲂगे। इसी ᮧकार,

ᮧितिनयुिᲦ ᳞िᲦ ᮧो᳖ित ᳇ारा िनयुिᲦ के िलए

िवचार िकये जाने के पाᮢ नहᱭ हᲂगे ।

ᮧितिनयुिᲦ,

िजसके

अंतगर्त

अल्पकािलक संिवदा (आईएसटीसी) भी है, की

अविध िजसके अंतगर्त केन्ᮤीय सरकार के उसी

या िकसी अन्य संगठन या िवभाग मᱶ इस िनयुिᲦ

से ठीक पहले धािरत िकसी अन्य काडर बा᳭ पद

पर ᮧितिनयुिᲦ, िजसके अंतगर्त अल्पकािलक

संिवदा (आईएसटीसी) भी है, की अविध

सामान्यत: तीन वषᲄ से अिधक नहᱭ हᲂगी।

ᮧितिनयुिᲦ, िजसके अंतगर्त अल्पकािलक संिवदा

(आईएसटीसी) भी है, पर िनयुिᲦ के िलए

अिधकतम आयु सीमा आवेदन ᮧा᳙ करने की

अंितम तारीख को 56 वषर् से अिधक नहᱭ होगी ।

New Delhi, the 10th July, 2017

G.S.R.851(E).–In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of Civil Aviation, Bureau of Civil Aviation Security Officer (Group ‘B’ Post) Recruitment

Rules, 2009, except as respects things done or omitted to be done before such supersession, the President hereby makes

the following rules to regulate the method of recruitment to the post of Senior Aviation Security Officer in the Bureau

of Civil Aviation Security under the Ministry of Civil Aviation, namely:—

1. Short title and commencement.– (1) These rules may be called the Ministry of Civil Aviation, Bureau of Civil

Aviation Security, Senior Aviation Security Officer, Group ‘B’ Post, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in pay matrix.– The number of said posts, their classification and the

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age limit, other qualifications, etc.– The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.–No person,-

shall be eligible for appointment to the said post:

(a)

who has entered into or contracted a marriage with a person having a spouse living;

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Savings.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be

provided for persons belonging to the Scheduled Castes, Scheduled Tribes, Ex-Serviceman, Other Backward Classes

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

Promotion: Aviation Security Officer in level 6

of pay matrix with five years of regular service in

the grade and possessing degree from a recognised

university.

Note: Where Juniors who have completed their

qualifying/eligibility service are being considered

for promotion, their seniors would also be

considered provided they are not short of the

requisite qualifying/eligibility service by more

than half of such qualifying/eligibility service or

two years, whichever is less, and have successfully

completed their probation period for promotion to

the next higher grade along with their juniors who

have already completed such qualifying/eligibility

service.

Deputation (ISTC): Officers under the Central or

State Governments or Union territories including

Central Armed Police Forces or Public Sector

Undertakings or Recognised Research Institutions

or Universities or Semi Government or Statutory

or Autonomous Organisation,-

(a) (i) holding analogous posts on regular basis in

the parent cadre/department;

(ii) with five years’ service in the grade

rendered after appointment thereto on a regular

basis in the level 6 of pay matrix or equivalent in

the parent cadre or department;

and

(b) possessing the following educational

qualification and experience:-

(i)

Bachelor’s

Degree

from

recognised

university; and

(ii) three years experience in police/ security/

intelligence department of Government of India or

State Government or Union territories or Public

Sector Undertakings or Autonomous Organisation.

NOTE 1: The departmental officers in the feeder

category who are in the direct line of promotion

will not be eligible for consideration for

ᮧो᳖ित: वेतन मेिᮝक्स मᱶ स्तर-4 मᱶ ऐसे उप

िवमानन सुरक्षा अिधकारी, िजन्हᲂने उस ᮰ेणी मᱶ

दस वषᲄ की िनयिमत सेवा की हो और मान्यता

ᮧा᳙ िव᳡िव᳒ालय से िडᮕी धारण करते हᲂ ।

िटप्पण:- जहाँ ऐसे किन᳧ ᳞िᲦयᲂ के संबंध मᱶ,

िजन्हᲂने अपनी अहर्क / पाᮢता सेवा पूरी कर ली है,

ᮧो᳖ित के िलए िवचार िकया जा रहा हो, वहां

उनके विर᳧ ᳞िᲦयᲂ के संबंध मᱶ भी िवचार िकया

जाएगा, परंतु यह तब जबिक उसके ᳇ारा की गई

ऐसी अहर्क / पाᮢता सेवा, अपेिक्षत अहर्क / पाᮢता

सेवा के आधे से अिधक से या दो वषर् से, इनमᱶ से

जो भी कम हो, कम न हो और उन्हᲂने अपने ऐसे

किन᳧ ᳞िᲦयᲂ सिहत, िजन्हᲂने ऐसी अहर्क/

पाᮢता सेवा पहले ही पूरी कर ली है, अगली

उᲬतर ᮰ेणी मᱶ ᮧो᳖ित के िलए अपनी पिरवीक्षा

की अविध सफलतापूवर्क पूरी कर ली हो ।

ᮧितिनयुिᲦ (आई एस टी सी) : केन्ᮤीय सरकार या

राज्य सरकारᲂ या संघ राज्य क्षेᮢᲂ िजसके अंतगर्त

सशᳫ पुिलस बल भी हᱹ या पिब्लक सेक्टर के

उपᮓमᲂ या मान्यता ᮧा᳙ अनुसंधान संस्थाᲐ या

िव᳡िव᳒ालयᲂ या अधर्-सरकारी या संवैधािनक या

स्वायᱫ संगठनᲂ के अधीन ऐसे अिधकारी:

(क) (i) िजन्हᲂने मूल काडरया िवभाग मᱶ िनयिमत

आधार पर सदृश पद धारण िकया हुआ है; या

(ii) िजन्हᲂने मूल काडर या िवभाग मᱶ वेतन

मेिᮝक्स के स्तर-5 मᱶ िनयिमत आधार पर उस पद

पर िनयुिᲦ के प᳟ात उस ᮰ेणी मᱶ छः वषर् की

सेवा की हो;

और

(ख) जो िन᳜िलिखत शैिक्षक अहर्ताएं और अनुभव

रखते हᲂ :-

(i) िकसी मान्यता ᮧा᳙ िव᳡िव᳒ालय से ᳩातक

समूह ‘ख’ िवभागीय ᮧो᳖ित सिमित, िजसमᱶ

िन᳜िलिखत हᲂगे :-

(i) उप महािनदेशक(नागर िवमानन सुरक्षा

ब्यूरो) - अध्यक्ष

(ii) संयुᲦ िनदेशक (ᮧशासन) नागर िवमानन सुरक्षा

ब्यूरो - सदस्य

(iii) उप िनदेशक (नागर िवमानन सुरक्षा

अंतगर्त

अल्पकािलक संिवदा (आईएसटीसी) भी है, की

अविध िजसके अंतगर्त केन्ᮤीय सरकार के उसी या

िकसी अन्य संगठन या िवभाग मᱶ इस िनयुिᲦ से

ठीक पहले धािरत िकसी अन्य काडर बा᳭ पद पर

ᮧितिनयुिᲦ, िजसके अंतगर्त अल्पकािलक संिवदा

(आईएसटीसी) भी है, की अविध सामान्यत: तीन

वषᲄ से अिधक नहᱭ हᲂगी। ᮧितिनयुिᲦ, िजसके

अंतगर्त अल्पकािलक संिवदा (आईएसटीसी) भी है,

पर िनयुिᲦ के िलए अिधकतम आयु सीमा आवेदन

ᮧा᳙ करने की अंितम तारीख को 56 वषर् से अिधक

नहᱭ होगी ।

New Delhi, the10th July, 2017

G.S.R.852(E).– In exercise of the power conferred by the proviso to article 309 of the Constitution and in

supersession of the Bureau of Civil Aviation Security (Sub-Inspectors) Recruitment Rules, 1988, except as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate

the method of recruitment to the post of Aviation Security Officer in the Ministry of Civil Aviation, Bureau of Civil

Aviation Security, namely:-

1. Short title and commencement.- (1) These rules may be called the Ministry of Civil Aviation, Bureau of Civil

Aviation Security, Aviation Security Officer, Recruitment Rules, 2017.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Level in Pay Matrix.– The number of said posts, their classification and the

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

3. Method of recruitment, age limit, other qualifications, etc.– The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person,-

shall be eligible for appointment to the said post:

(a) who has entered into or contracted a marriage with a person having a spouse living;

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient to do so, it may,

by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or

category of persons.

6. Savings.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be

provided for persons belonging to the Scheduled Castes, Scheduled Tribes, Ex-Serviceman, Other Backward Classes

and other special categories of persons in accordance with the orders issued by the Central Government from time to

time in this regard.

regular service in the grade and possessing

degree from a recognised university.
