(अ).—संिवधान के अनुछेद 340 ारा द शि य" के तहत, रा%पित अ'य िपछड़ा वग* के उप-

वग,करण क. /वहाय0ता क. जांच करने क. दृि4 से अ'य िपछड़ा वग* के एक आयोग का िन8ानुसार गठन करते ह: :—

(i) अ<य=

- जि>टस (सेवािनवृ) जी. रोिहणी, मुDय 'यायधीश (सेवािनवृ), उ च 'यायालय दली

(ii) सद>य

- डॉ. जे.के. बजाज, िनदेशक, समाजनीित समी=ण कE F, नई दली

(iii) सद>य (पदेन)

- िनदेशक, भारतीय मानविवHान सवI=ण, कोलकाता

(iv) सद>य (पदेन)

- महारिज>Jार एवं जनगणना आयु , भारत

आयोग के >तािवत िवचाराथ0 िवषय िन8ानुसार ह:

(i)

कE Fीय सूची मE शािमल अ'य िपछड़ा वग* के संदभ0 मE, अ'य िपछड़ा वग* क. िव>तृत Lेणी मE शािमल

जाितय"/समुदाय" के बीच आर=ण के लाभ के असमान िवतरण क. माOा क. जांच करना ।

(ii)

ऐसे, िपछडे़ वग* के अंतग0त उप-Lेणीकरण हेतु, Pया िविध, मानदंड, मानक" एवं पैरा-मीटर" का वैHािनक

तरीके से आकलन करना, तथा

(iii)

अ'य िपछड़े वग* क. कE Fीय सूची मE संबंिधत जाितय" या समुदाय" या उप-जाितय" या पया0य" क. पहचान

करने और उ'हE उनक. संबंिधत उप-Lेणी मE Lेणीकृत करने क. Pया आरंभ करना ।

आयोग का मुDयालय नई दली मE ि>थत होगा ।

4.

आयोग हेतु काया0लय /व>था एवं सिचवालयीय सहायता सामािजक 'याय और अिधकाTरता मंOालय ारा दान

क. जाएगी ।

5.

आयोग के अ<य= ारा पदभार Uहण करने क. ितिथ से बारह सVाह क. अविध मE आयोग रा%पित को अपनी

Tरपोट0 पेश करेगा ।

आयोग के सिचव को सरकार ारा िनयु कया जायेगा और वह भारत सरकार के संयु सिचव के पद से किनW

ORDER

New Delhi, the 2nd October, 2017

S.O. 3210(E).—In exercise of the powers conferred by article 340 of the Constitution the President is pleased

to appoint a Commission for Other Backward Classes to examine sub-categorisation of Other Backward Classes with

the following composition namely:—

(i)

Chairperson

-

Justice (Retd.) G. Rohini, Chief Justice (Retd.), Delhi High Court

(ii)

Member

-

Dr. J.K. Bajaj, Director, Centre for Policy Studies, New Delhi

(iii) Member (Ex-officio)

-

Director, Anthropological Survey of India, Kolkata

(iv) Member (Ex-officio)

-

Registrar General and Census Commissioner, India

2.

The terms of reference of the Commission are as under:—

(i)

to examine the extent of inequitable distribution of benefits of reservation among the castes or

communities included in the broad category of Other Backward Classes with reference to such classes

included in the Central List;

(ii) to work out the mechanism, criteria, norms and parameters in a scientific approach for sub-categorisation

within such Other Backward Classes; and

(iii) to take up the exercise of identifying the respective castes or communities or sub-castes or synonyms in

the Central List of Other Backward Classes and classifying them into their respective sub-categories.

3.

The Headquarters of the Commission shall be situated at New Delhi.

4.

The Secretarial assistance and office space for the Commission shall be provided by the Ministry of Social

Justice and Empowerment.

5.

The Commission is required to present their Report to the President within a period of twelve weeks of

assumption of charge by the Chairperson of the Commission.

6.

The Secretary of the Commission shall be appointed by the Government and he/she shall be an officer not

below the rank of Joint Secretary to the Government of India, Ministry of Social Justice and Empowerment.
