िन. 210 (अ).—संिवधान के अनुछेद 309 के परंतुक ारा द त शिय का योग करते ए, रा"पित एतारा रेल

सेवा (संशोिधत वेतन) िनयम, 2016 म$ िन% निलिखत संशोधन करते ह(, अथा त्:-

1. इन िनयम को रेल सेवा (संशोिधत वेतन) संशोधन िनयम, 2018 कहा जाएगा.

रेल सेवा (संशोिधत वेतन) िनयम, 2016 क6 अनुसूची के नोट 2 के नीचे िन9ानुसार नोट 3 जोड़ा जाएः-

“लेखा िवभाग सिहत सभी संग@ठत सेवाB के समूह ‘बी’ के 80% अिधका@रय को 3 वष क6 िनयिमत सेवा के बाद

लेवल 10 दान करने से संबंिधत मौजूदा शतF का अिधGमण करते ए, सभी संग@ठत सेवाB म$ लेखा िवभाग को

छोड़कर समूह ‘बी’ के अिधका@रय को लेवल 8 के Iेड म$ चार वष क6 िनयिमत सेवा पूरा करने के बाद लेवल 10 का

संशोिधत वेतनमान दया जाएगा. लेखा िवभाग के समूह ‘बी’ अिधका@रय के िलए, लेवल 10 का संशोिधत वेतनमान

लेवल-9 के Iेड म$ चार वष क6 सेवा पूरी करने के बाद दया जाएगा.

सभी संग@ठत सेवाB के संबंध म$ तदथ आधार पर संशोिधत वेतनमान लेवल 11 म$ NथानापO Pप से काय कर रहे

समूह ‘बी’ अिधका@रय सिहत रिजNटर म$ दज समूह ‘बी’ अिधका@रय क6 100 % क6 सीमा तक (पाQता क6 शतR पूरी

करने क6 शत पर) लेवल 10 का संशोिधत वेतनमान इन िनयम के काशन क6 तारीख से भावी होगा तथा उसके

बाद आने वाले वषF क6 1 जनवरी एवं 1 जुलाई से भावी होगा”.

सरकार क6 सातव$ केTUीय वेतन आयोग क6 िसफा@रश क6 Nवीकृित के कारण रेल सेवा (संशोिधत वेतन) िनयम, 2016 म$

संशोधन आवXयक हो गया है तथा दनांक 5.2.1998 तथा 25.4.2003 क6 अिधसूचना ारा रेल सेवा (संशोिधत वेतन) िनयम म$ कए

गए ावधान के अनुसार समूह ‘बी’ म$ 80:20 का िवतरण संशोिधत कया गया है.

G.S.R. 210(E).—In exercise of the powers conferred by the proviso of Article 309 of the Constitution, the

President hereby makes the following amendment in Railway Services (Revised Pay) Rules, 2016 namely :-

1. These Rules may be called Railway Services (Revised Pay) Amendment Rules, 2018.

2. Below Note 2 of the Schedule to Railway Services (Revised Pay) Rules, 2016, Note 3 may be inserted as

under :-

“In supersession of the existing conditions regarding grant of Level 10 to 80% of Group ‘B’ Officers of

all Organised Services including Accounts Department after 3 years regular service, for Group ‘B’

Officers of all Organised Services other than Accounts Department, the revised scale of Level 10 will

now be granted after completion of four years regular service in the grade of Level 8. For Group ‘B’

Officers of Accounts Department, the revised scale of Level 10 will now be granted after completion of

four years service in the grade of Level-9.

The revised scale of Level 10 may be operated to the extent of 100% of the Group ‘B’ Officers on roll

including Group ‘B’ Officers officiating in the revised scale Level 11 on ad-hoc basis (subject to

fulfillment of eligibility conditions) in respect of all organized services, with effect from the date of

publication of these rules and thereafter with effect from 1^st January and 1^st July of subsequent years”.

Explanatory Memorandum

The amendment to the Railway Services (Revised Pay) Rules, 2016 has been necessitated by the Government’s

acceptance of 7th CPC recommendations modifying the 80:20 distribution within Group ‘B’ as provided in Railway

Services (Revised Pay) Rules vide notification dated 05.02.1998 and 25.04.2003.
