का &योग करते Bये, बनाने का &Cताव करता है, को उ@ अिधिनयम क5 धारा 92 क5 उपधारा (1) के अधीन यथापेित

उनके >ारा संभाE &भािवत सभी Eि@य$ क5 सूचना के िलए &कािशत कया जाता है और नो8टस दया जाता है क

उ@ &ा'प िविनयम$ पर उस तारीख से जेबी राजपH क5 &ितयाँ िजनमJ &ा'प िविनयम &कािशत Bए ह$ आम जनता को

नाम और ारंभ.— (1) इन िविनयम$ का संिV त नाम खा सुरा और मानक (खा उ पाद मानक और

खा सहयोय)….. संशोधन िविनयम, 2018 है।

2. खा सुरा और मानक (खा उ पाद मानक और खा सहयो य) िवनयम, 2011, के प8रिशU ‘ख’ मJ,-

(1) दूध और दूध उपाद हेतु माइWोबायोलॉजी मानक - खा सुरा मानदंड से संबि+धत तािलका 2 ख के नीचे,-

(क) शीष.क ‘Cतर जहां माइWोबायोलॉजी मानक लागू ह$गे’ मJ मौजूदा शKद$ के बाद, िन%िलिखत वाRय को अंत:Cथािपत

कया जाएगा,-

“तािलक-2ख (खा सुरा मानदंड) के सूZम जैिवक5य मानक बैच/लॉट क5 Cवीकाय.ता प8रभािषत करते

ह[ यह मानक उपाद$ के िविनमा.ण &Wया के अंत मJ और बाजार मJ उनके शेफ लाइफ के दौरान लागू ह$गे।”;

(ख) शीष.क “असंतोषजनक प8रणाम के मामले मJ काय.वाही” वाR य तािलक-2 ख खा सुरा मानदंडलाट क5 C वीकाय.ता

प8रभािशत करती है और बाजार मJ/मJ माइWोबॉयोलॉिजकल मानक ब[च यह जारी करने के िलए उ पाद के संबंध् मJ होगा

◌ा ये उनके अंचल जीवन के दौरान बाजार मJ उ पाद$ के िलए लागू ह$गा का लो कया जाएगा;

(ग) शीष.क “&ितदश.न योजना और दशा

िनद_श” के अंतग.त उप- शीष.क “िनयामक के िलए” मJ “अंितम िनण.य इस आधार

पर होना चािहए क माइWोबॉयोलॉिजकल मानदंड$ के िलए पुनःपरीण का कोई &ावधान नहa होगा।” शKद$ के Cथान

पर “अंितम िनण.य इस आधार पर होना चािहए क माइWोबॉयोलॉिजकल मानदंड$ के िलए तािलक-2ख (खा सुरा

(2) फल$ तथा सिKजय$ और उनके उपाद$ हेतु सूZम जैिवक5य मानक - खा सुरा मानदंड से संबि+धत तािलका 4 ख के

नीचे,

(क) शीष.क ‘चरण जहां सूZम जैिवक5य मानक लागू ह$गे’ मJ मौजूदा शKद$ के बाद, िन%िलिखत वाRय को अंत:Cथािपत

कया जाएगा,-

“सारणी-4ख (खा सुरा मानदंड) के सूZम जैिवक5य मानक बैच/लॉट क5 Cवीकाय.ता प8रभािषत करते ह[

यह मानक उपाद$ के िविनमा.ण &Wया के अंत मJ और बाजार मJ उनके शेफ लाइफ के दौरान लागू ह$गे।”;

(ख) शीष.क “असंतोषजनक प8रणाम के मामले मJ काय.वाही” मJ से वाRय “सारणी-4ख (खा सुरा मानदंड) के सूZम

जैिवक5य मानक बैच/लॉट क5 Cवीकाय.ता प8रभािषत करते ह[ यह मानक उपाद$ के िविनमा.ण &Wया के अंत मJ और

(क) मौजूदा शKद$ के पfात, िन%िलिखत को अंत:Cथािपत कया जाएगा, अथा.त,-

“^$कुRकुट माँस के िलएअपेाएँसामोनेला एंट8रका सेरोवास. टाइफ5, , , , टाइफ5मु8रयम और एंट8र8टडीस के िलए

लागू ह$गी”;

(ख) शीष.क ‘Cतर जहां माइWोबायोलॉजी मानक लागू ह$गे’ मJ मौजूदा शKद$ के बाद, िन%िलिखत वाRय को अंत:Cथािपत

कया जाएगा,-

“तािलक-5ख (खा सुरा मानदंड) के सूZम जैिवक5य मानक बैच/लॉट क5 Cवीकाय.ता प8रभािषत

करते ह[ यह मानक उपाद$ के िविनमा.ण &Wया के अंत मJ और बाजार मJ उनके शेफ लाइफ के दौरान

लागू ह$गे।”;

NOTIFICATION

New Delhi, the 12^th December, 2018.

F. No. 1-110/SP (Biological Hazards)/Amendment-1/FSSAI/2018.—The following draft of certain

regulations, further to amend the Food Safety and Standards (Food Products Standards and Food Additives)

Regulations, 2011, which the Food Safety and Standards Authority of India proposes to make with previous approval

of the Central Government, in exercise of the powers conferred by clause (e) of sub-section (2) of section 92 of the

Food Safety and Standards Act, 2006 (34 of 2006) is hereby published as required under sub-section (1) of section 92

of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said

draft regulations shall be taken into consideration after the expiry of the period of thirty days from the date on which

copies of the Gazette containing this notification are made available to the public.

Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and

Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or sent on email at

[email protected].

Objections or suggestions, which may be received from any person with respect to the said draft regulations

before the expiry of period so specified, shall be considered by the Food Safety and Standards Authority of India.

Draft Regulations

Short title and commencement.—These regulations may be called the Food Safety and Standards (Food

Products Standards and Food Additives)….. Amendment Regulations, 2018.

In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, in

Appendix B,-

(1) below Table 2B related to Microbiological Standards for Milk and Milk products – Food Safety Criteria,-

(a) after the existing texts under the title ‘Stage where the Microbiological Standards shall apply’, following

statement shall be inserted,-

“The Microbiological Standards in Table-2B (Food Safety Criteria) define the acceptability of a

batch/lot and shall be met in respect of the product for releasing it in the market. These shall be

applicable to the products at the end of the manufacturing process and the products in the market

during their shelf- life.”;

(b) the statement “The Microbiological Standards in Table-2B (Food Safety Criteria) define the acceptability of

a batch/lot and shall be met in respect of the product for releasing it in the market. These shall be applicable

to the products at the end of the manufacturing process and the products in the market during their shelf- life.”

under the title ‘Action in case of unsatisfactory result’ shall be omitted;

(d) after existing texts under the title ‘Reference Test Methods’, the following statement shall be inserted,

namely,-

“Test methods prescribed in FSSAI Manual of Methods of Analysis of Foods (Microbiological

Testing) may also be referred along with the IS/ISO methods specified for Process Hygiene Criteria

and Food Safety Criteria.”.

(2) below Table 4B related to Microbiological Standards for Fruits and Vegetables and their Products – Food Safety

Criteria,-

(a) after the existing texts under the title ‘Stage where the Microbiological Standards shall apply’, following

statement shall be inserted,-

“The Microbiological Standards in Table-4B (Food Safety Criteria) define the acceptability of a

batch/lot and shall be met in respect of the product for releasing it in the market. These shall be

applicable to the products at the end of the manufacturing process and the products in the market

during their shelf-life.”;

(b) the statement “The Microbiological Standards in Table-4B(Food Safety Criteria) define the acceptability of

a batch/lot and shall be met in respect of the products at the end of the manufacturing process and the products

in the market during their shelf-life.” under the title ‘Action in case of unsatisfactory result’ shall be omitted;

shall be shall be inserted at the end of the paragraph,-

“The final decision shall be drawn based on results with no provision for retesting for microbiological

parameters except for Table -4B (Food Safety Criteria).”;

(d) after existing texts under the title ‘Reference Test Methods’, the following statement shall be inserted,

namely,-

“Test methods prescribed in FSSAI Manual of Methods of Analysis of Foods (Microbiological

(3) in Table 5B related to Microbiological Standards for Meat and Meat Products – Food Safety Criteria, in third

Column, the word “Salmonella” shall be substituted by “Salmonella^$”.

(4) below the Table 5B related to Microbiological Standards for Meat and Meat Products – Food Safety Criteria,-

(a) after existing texts, the following shall be inserted, namely,-

“ ^$For poultry meat the requirement shall be applicable for Salmonella enterica serovars Typhi,

Typhimurium and Entritidis”;

(b) after the existing texts under the title ‘Stage where the Microbiological Standards shall apply’, following

statement shall be inserted,-
