PSPA-I Division-Part (2) दनांक 29.04.2019 के ?ारा पारेषण योजना ‘‘मेसस एयोर 130 मेगावाट

ला ट क! कनेि टिवटी PGCIL (पॉवर ि#ड) 765/400/220 केवी सब$टेशन भड़ला जोधपुर (राज.) से

जोड़ने के िलए संदभ म” के अंतगत िन-िलिखत ओवरहेड लाइन के िलए एयोर पावर इंिडया ाईवेट िलिमटेड

को िव(ुत अिधिनयम क! धारा 68(1) के अंतगत पूव अनुमोदन दान कया था:

(i)

मेसस एयोर 130 मेगावाट ला ट भड़ला 220 kV S/c लाइन (नॉिमनल वोटेज म 300MW क!

यूनतम 2मता के साथ), ट4मनल बे के साथ, भड़ला (हाईि5ड जीआईएस बे) और जेनरेशन

ि$वचयाड तक “8ांसिमशन लाइन क! लंबाई” लाइन लगभग 14 Km होगी, पूरी S/c लाइन का

िनमाण D/C Towers पर होगा िसवाय अि तम 2-3 Km के S/c लाइन भड़ला पू=लग $टेशन के

पास M/c टावस पर होगी |

और अब आवेदक ने िव(ुत अिधिनयम, 2003 क! धारा 164 के अंतगत पारेषण योजना ‘‘मेसस एयोर 130

मेगा ला ट क! कनेि टिवटी PGCIL (पॉवर ि#ड) 765/400/220 केवी सब$टेशन भड़ला जोधपुर (राज.) से

जोड़ने के िलए संदभ म’’ के तहत िव(ुत लाइन िबछाने के िलए उसे वे सभी शि@यां दान करने का अनुरोध

कया है, जो टेली#ाफ के योजन के िलए सरकार ?ारा $थािपत टेली#ाफ लाइनB और खंबB या उनके रख-

रखाव के िलए या $थािपत होने वाली टेली#ाफ लाइनB और खंबB या उनके रख-रखाव के िलए भारतीय

टेली#ाफ अिधिनयम, 1885 के अंतगत टेली#ाफ ािधकरण के पास है।

$क!म के अंतगत ओवरहेड लाइन िन-िलिखत गांवB, नगरB और शहरB से, उनके ऊपर से, उनके आस-

पास से तथा उनके बीच से गुजरेगी:-

अब, सावधानीपूवक

िवचार करने के पIात, कJीय िव(ुत ािधकरण, िव(ुत मं>ालय, भारत सरकार, मेसस एयोर पावर इंिडया

ाईवेट िलिमटेड को उपरो@ ओवरहेड लाइन को लगाने के िलए वे सभी शि@यां िन-िलिखत िनबंधनB एवं

शतL के साथ दान करता है, जो टेली#ाफ के उMेNय के िलए सरकार ?ारा $थािपत टेली#ाफ लाइनB और खंबB

या उनके रख

रखाव के िलए या $थािपत होने वाली टेली#ाफ लाइनB और खंबB या उनके रख

रखाव के िलए

भारतीय टेली#ाफ अिधिनयम, 1885 के अंतगत टेली#ाफ ािधकरण के पास है -

(i)

यह अनुमोदन 25 वषL के िलए दान कया जाता है।

(ii) आवेदक को $तािवत लाइनB क! $थापना से पूव संबंिधत ािधकाCरयB अथात् $थानीय िनकायB,

रेलवे, राRीय राजमाग, राSय राजमाग आद क! सहमित ाE करनी होगी।

(iii) आवेदक को िव(ुत अिधिनयम, 2003 के तहत समुिचत आयोग के ?ारा तैयार कए गए पारेषण, ओ

एंड एम, ओपन ए सेस आद के िविनयमB/संिहताT का पालन करना होगा।

(iv) आवेदक को ‘‘मेसस एयोर 130 मेगावाट ला ट क! कनेि टिवटी PGCIL (पॉवर ि#ड)

765/400/220 केवी सब$टेशन भड़ला जोधपुर (राज.) से जोड़ने के िलए संदभ म’’ पारेषण योजना

के तहत िबजली क! तार िबछाने का उUरदाियVव सWपा गया है। िनमाण कायL का Xयौरा दनांक मई

25- मई 31, 2019 के भारत के राजप> म कािशत है।

(v) आवेदक संबंिधत कJ सरकार के िव(ुत िनरी2क/मुZय िव(ुत िनरी2क के अनुमोदन के पIात ही

लाइनB का चालन करेगा।

(vi) यह अनुमोदन आवेदक ?ारा िव(ुत अिधिनयम, 2003 के ावधानB और उसके तहत बनाए गए

िनयमB क! अपे2ाT का अनुपालन कए जाने के अ[यधीन है।

(vii) मेसस एयोर पावर इंिडया ाईवेट िलिमटेड को िव(ुत िनरी2ण के समय िवमानन एवं र2ा

ािधकरणB इVयाद, से अपेि2त अनुमित को ाE करने के बाद, इसे कJीय िव(ुत ािधकरण को

िव(ुत िनरी2ण के समय $तुत करना होगा।

New Delhi, the 21 October, 2019

F. No. CEA-PS-11-21(21)/3/2019-PSPA-I Division.—Whereas, Azure Power India Private Limited

(APIPL), the applicant with its Registered office at 3^rd floor, Asset 301-304 & 307, World Mark 3, Aerocity, New

Delhi-110037 has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of electric line

under the transmission scheme “Connectivity System for M/s. Azure 130 MW plant connected to PGCIL

765/400/220 kV substation at Bhadla, Jodhpur, Rajasthan” with the following scope of work:

1. Azure 130MW Plant – Bhadla 220 kV S/c line (with minimum capacity of 300MW at Nominal Voltage)

along with the terminal bays at Bhadla (Hybrid GIS bays) and generation switchyard.*

* Length of the transmission line will be approximately 14 km. The entire S/c line will be constructed on

D/c towers except last 2-3 km S/c line will be laid on M/c Towers near Bhadla Pooling Station.

And whereas CEA, Ministry of Power, Government of India vide its letter No. CEA-PS-11-21(25)/1/2018-

PSPA-I Division-Part (2) dated 29.04.2019 had granted prior approval under section 68 (1) of the Electricity Act,

2003 to M/s. Azure Power India Private Limited for the following overhead line covered under the transmission

scheme “Connectivity System for M/s Azure 130 MW plant connected to PGCIL 765/400/220 kV substation at

Bhadla, Jodhpur, Rajasthan”:

1. Azure 130MW Plant – Bhadla 220 kV S/c line (with minimum capacity of 300MW at Nominal Voltage)

along with the terminal bays at Bhadla (Hybrid GIS bays) and generation switchyard.*

* Length of the transmission line will be approximately 14 km. The entire S/c line will be constructed on

D/c towers except last 2-3 km S/c line will be laid on M/c Towers near Bhadla Pooling Station.

And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity

Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of

telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so

established or maintained for laying of electric lines under the transmission scheme “Connectivity System for M/s

Azure 130 MW plant connected to PGCIL 765/400/220 kV substation at Bhadla, Jodhpur, Rajasthan”

The overhead line covered under the above scheme will pass through, over, around and between the following

villages, towns and cities:

M/s. Azure Power India Private Limited has complied with the MoP’s procedure for obtaining the

authorization under section 164 of Electricity Act, 2003 for the above Scheme. Now, after careful consideration, Central

Electricity Authority, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers

all the powers to M/s. Azure Power India Private Limited for laying above overhead line, which telegraph authority

possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a

telegraph established or maintained, by Government or to be established or maintained subject to following terms and

conditions for installing the above mentioned transmission line, namely:

(i)

The approval is granted for 25 years;

(ii)

The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National

Highways, State Highways etc. before erection of proposed lines;

(iii)

The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,

O&M, open access, etc.., framed under Electricity Act, 2003.

(iv)

The Applicant has been entrusted with the responsibility for laying of overhead line under the transmission

scheme “Connectivity System for M/s. Azure 130 MW plant connected to PGCIL 765/400/220 kV substation

at Bhadla, Jodhpur, Rajasthan”. The details of the works were published in the Gazette of India, dated May 25-

May 31, 2019.

(v)

The Applicant shall operate the lines after approval of Electrical Inspector / Chief Electrical Inspector of

Central Government;

(vi)

The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the

rules made there under by the applicant.

(vii) M/s. Azure Power India Private Limited shall have to submit the requisite clearances to Central Electricity

Authority after obtaining the same from concerned authorities like Civil Aviation, Defence etc., at the time of

Electrical Inspection.
