का.आ. 2920(अ) के तहत ‘सौर काशवोटीय, णािलयाँ, उपकरण और घटक साम!ी (अिनवाय# पंजीकरण क$

आव&यकता) आदेश, 2017’ जारी कया था िजसके भावी होने क$ तारीख 5 िसतबर, 2018 तय क$ गई। और यतः

भारतीय मानक (यूरो (बीआईएस) सिहत िविभ* िहतधारक के साथ िवचार-िवमश# के उपरात उ- आदेश के भावी

होने क$ तारीख पहले अथा#त् 16 अैल, 2018 कर दी गई िजसे का.आ. सं. 1602(अ) के तहत दनांक 16 अैल, 2018

को अिधसूिचत भारत के राजप2 म कािशत और 30 जून, 2018 तक भावी आदेश के साथ अनुब4 अनुसूची म 5म

सं. 1-3 के उपाद के िलए िविनमा#ता 6ारा 7वतः माणन देने क$ शत# पर दनांक 30 मई, 2018 को भारत के राजप2

म संशोिधत का.आ. 2183(अ) के तहत कािशत कया गया था।

2. और यतः उ9ोग ने आदेश के अनुपालन के िलए और अिधक समय मांगा और जबक इससे संबंिधत मु;

पर संबंिधत िहतधारक के साथ चचा# क$ गई, 7व-माणन को 13.07.2018 को भारत के राजप2 म कािशत

का.आ. 3449(अ) के मा=यम से 04 िसतबर, 2018 तक बढ़ा दया गया, िजसे बाद म 12 िसतबर, 2018 को भारत के

राजप2 म कािशत का.आ. सं. 4787(अ) के तहत आदेश म सूचीब4 सभी उपाद के िलए 20 िसतबर, 2018 तक

बढ़ा दया गया, और बाद म अनुसूची म येक उपाद के सम> उिलिखत काया#वयन क$ ितिथय के साथ सभी

उपाद के िलए दनांक 12.10.2018 के का.आ. 5259(अ) के तहत 01 जनवरी, 2019 कर दया गया। एसपीवी

मॉAूल के मामले म, 7व-माणन क$ ितिथ को दनांक 13.02.2019 को भारत के राजप2 म कािशत

का.आ. सं. 861(अ) के तहत 01.01.2019 से बढ़ाकर 31.03.2019 कया गया था, जो इस शत# पर था क ऐसे

िनमा#ताB/िवकासकता#B ने अपने एसपीवी मॉAूल दनांक 31.10.2018 से पूव# परी>ण योगशालाB को 7तुत कर

दए ह। इसके अलावा इवट#र (मद 4-5) के िलए 7व-माणन से छूट भारत के राजप2 म दनांक 04.01.2019 को

कािशत का.आ. 46(अ) के तहत आगे छह माह के िलए अथा#त् 30 जून, 2019 तक बढ़ाई गई, िजसे दनांक 03 जुलाई,

2019 को भारत के राजप2 म कािशत का.आ. सं. 2320(अ) के तहत 30.09.2019 तक बढ़ाया गया था और आगे

22 अ-ूबर, 2019 को भारत के राजप2 म कािशत का.आ. सं. 3790(अ) के तहत 31.12.2019 तक बढ़ाया गया था।

3. और यतः >मता, परी>ण क$ शुक से संबंिधत मामल और परी>ण योगशालाB क$ उपल(धता पर

िवचार करते Fए उ9ोग ने अनुपालन के िलए और समय क$ मांग क$, इवट#र (मद 4-5) के िलए 7व-माणन

31.12.2019 से 30.06.2020 तक बढ़ाया गया माना जाएगा बशतG क ऐसे िनमा#ताB के पास इस आदेश म िविनHद#I

आईएस के अनुJप इन मद के िलए वैध आईईसी हो और अतरा#Kीय परी>ण योगशालाB से परी>ण Lरपोट# हो ताक

आदेश का सुचाM 5यावयन हो सके।

NOTIFICATION

New Delhi, the 13th January, 2020

S.O. 178(E).—Whereas the Central Government had issued “Solar Photovoltaics, Systems,

Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017

“vide S.O 2920(E) dated 5th September, 2017 for six products included in the Schedule with the date of

coming into force with effect from 5th September, 2018. And whereas, after having discussions with the

various stakeholders including the Bureau of Indian Standards (BIS), the date of coming into force

of the said Order was advanced to 16th April, 2018 on the condition of self-certification by manufacturers

for products at Sl. No. 1-3 in the schedule annexed to the order applicable till 30th June, 2018 published

in Gazette of India notified on 16th April, 2018 vide S.O. 1602(E), which was revised vide S.O. 2183(E)

published in Gazette of India on 30.05.2018.

2. And whereas, the industry had sought more time for compliance to the order and whereas the

issues involved were discussed with related stakeholders, the self-certification was extended to

4th September, 2018 vide S.O. 3449(E) published in Gazette of India on 13.07.2018, which was further

extended to 20th September 2018 for all products listed in the order vide S.O No. 4787(E) published in

Gazette of India on 12th September, 2018, and further to 1st January, 2019 vide S.O. 5259(E) dated

12.10.2018 for all items with dates of implementation indicated against each product in the schedule. In

the case of SPV Module, the date of self-certification was extended from 1.01.2019 to 31.03.2019 vide

S.O. No. 861(E) published in Gazette of India on 13.02.2019 subject to the condition that such

manufacturers /developers had submitted their SPV Modules to test laboratories before 31.10.2018. The

self-certification for inverters (items 4-5) was extended by six months i.e. up to 30th June, 2019 vide

S.O. 46(E) published in Gazette of India on 4.01.2019, which was further extended to 30.09.2019 vide

S.O. 2320(E) published in Gazette of India on 3rd July, 2019, and further to 31.12.2019 vide

S.O. 3790(E) published in Gazette of India on 22nd October, 2019.

3. And whereas, considering the capacity, issues relating to test fee and the test labs available

the industry sought more time for compliance, the self-certification for inverters (items 4-5) stands

extended from 31.12.2019 to 30.06.2020 subject to the condition that such manufacturers have valid IEC

corresponding to IS specified in the said order for these items and test reports from international test labs,

for smooth implementation of the order.
