का.आ. 4674(अ).—जबदक ददल्ली-2021 के मास्ट्टर प्लान में कुछ संिोधन करने के जलए उसके समीक्षा कायय के

रूप में केंद्र सरकार ने प्रस्ट्ताव दकया था, ददल्ली जवकास अजधजनयम, 1957 (1957 का 61) की धारा 11-क की

उप-धारा (3) की अपेक्षानुसार कजथत नोटटस की जतजथ से पैंतालीस ददन के भीतर आपजियां/सुझाव आमंजत्रत करते हुए उक्त

अजधजनयम की धारा 44 के प्रावधानों के अनुसार ददल्ली जवकास प्राजधकरण द्वारा भारत के राजपत्र, असाधारण में

सावयजजनक सूचना ददनांक 31.07.2020 के का.आ. सं. 2556 (अ) के रूप में प्रकाजित दकए गए थे ।

2. जबदक, प्रस्ट् ताजवत संिोधन के संबंध में प्राप् त आपजियों/सुझावों पर ददल् ली जवकास प्राजधकरण द्वारा स्ट् थाजपत जांच

और सुनवाई बोडय द्वारा जवचार कर जलया गया है और ददल् ली जवकास प्राजधकरण की बै क में अनुमोददत दकए गए हैं ।

3. जबदक, केंद्र सरकार ने मामले के सभी पहलुओं पर ध् यानपूवयक जवचार करने के प‍ चात् ददल् ली-2021 के मास्ट् टर

प् लान में संिोधन करने का जनणय जलया है ।

4. इसजलए, अब, केंद्र सरकार, कजथत अजधजनयम की धारा 11-क की उप-धारा (2) के अंतगयत प्रदत् त िजक्तयों का

प्रयोग करते हुए भारत के राजपत्र में इस अजधसूचना के प्रकािन की जतजथ से ददल् ली-2021 के मास्ट् टर प् लान में

जनम् नजलजखत संिोधन करती है ।

iii) स्ट् कीम, भूजम के आवासीय घटक (जजसमें सुजवधा

अथायत् पटरयोजना/स्ट् कीम के अंतगयत बसी हुई जनसंख् या

के आधार पर अध् याय 3 की ताजलका 3.3 में संकेजतत

स्ट् तर हेतु सुजवधा िाजमल है) पर संपूणय अजधकतम 400

के एफएआर सजहत संयुक् त रूप से जड़ााइन की जानी

चाजहए और एफएआर भूजम के लाभकारी घटक पर

उतना ही लागू होगा जजतना संगत भूजम उपयोग पर

लागू है।

iii) स्ट् कीम, भूजम के आवासीय घटक (जजसमें सुजवधा

अथायत् पटरयोजना/स्ट् कीम के अंतगयत बसी हुई जनसंख् या

के आधार पर अध् याय 3 की ताजलका 3.3 में संकेजतत

स्ट् तर हेतु सुजवधा िाजमल है) पर संपूणय अजधकतम 400

के एफएआर सजहत संयुक् त रूप से जड़ााइन की जानी

चाजहए।

भूजम के लाभकारी घटक पर अजधकतम 300 एफएआर

भूजम उपयोग के बावजूद लागू होगा।

लाभकारी घटक में संपूणय 300 एफएआर के अंतगयत

जवकासकताय

उपयोग/जमजश्रत उपयोग को एमपीडी प्रावधानों के

अनुसार अनुमजत दी जाएगी।

यदद जवकासकताय संस्ट् था जमजश्रत उपयोग का प्रस्ट् ताव

करती है, तो जविेष उपयोग के जलए उपयोग दकए गए

एफएआर पार्ककग और अन् य जवकास जनयंत्रण मानदंड

यथाअनुपात आधार पर लागू होंगे।

NOTIFICATION

New Delhi, the 23rd December, 2020

S.O. 4674(E).—Whereas, certain modifications which the Central Government proposed to make in the

Master Plan for Delhi-2021 as part of its review exercise which were published in the Gazette of India, Extraordinary,

as Public Notice S.O. 2556 (E) dt. 31.07.2020 by the Delhi Development Authority in accordance with the provisions

of Section 44 of the Delhi Development Act, 1957 (61 of 1957) inviting objections/suggestions as required by sub-

section (3) of Section 11-A of the said Act, within forty five days from the date of the said notice.

2. Whereas, objections/suggestions received with regard to the proposed modification have been considered by the

Board of Enquiry and Hearing, set up by the Delhi Development Authority and also approved at the meeting of the

Delhi Development Authority.

3. Whereas, the Central Government has, after carefully considering all aspect of the matter, decided to modify the

Master Plan for Delhi-2021.

4. Now, therefore, in exercise of the powers conferred by sub-section (2) of Section 11-A of the said Act, the

Central Government hereby makes the following modifications in the said Master Plan for Delhi–2021 with effect

from the date of publication of this Notification in the Gazette of India.

iii) The scheme should be designed in a

composite manner with an overall maximum

FAR of 400 on the residential component of the

land [(including facilities i.e. Facility for the

level as indicated in Table 3.3 of Chapter 3

based on the population accommodated under

the

Project/scheme)]

and

FAR

on

the

remunerative component of land shall be as

applicable for the relevant land use.

iii) The scheme should be designed in a composite

manner with an overall maximum FAR of 400 on the

residential component of the land (including facilities

i.e. Facility for the level as indicated in Table 3.3. of

Chapter-3 based on the population accommodated under

the project/ scheme).

The maximum FAR of 300 on the remunerative

component of the land shall be applicable irrespective

of the landuse.

Any use/ mix of uses shall be permitted as proposed by

the developer entity within the overall FAR of 300, in

the remunerative component as per MPD provisions.

In case the developer entity proposes mix of uses, the

parking and other development control norms will be

applicable on pro-rata basis, on the FAR utilized for

the particular use.
