सा.का.जन.792 (अ).— राष्ट्रपजत, संजवधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए,
और मानजसक रोग अस्ट्पताल, रांची (वगग III और वगग IV पदों पर भती) जनयम, 1959 को, जहां तक उनका संबंध
डाइटीजियन के पद से है, उन बातों के जसवाय अजधक्ांत करते हुए, जजन्हें ऐसे अजधक्मण से पूवग दकया गया है या करने का
लोप दकया गया है, स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय मन:जचदकत्सा संस्ट्थान, कांके, रांची में डाइटीजियन के
पद पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथागत्:-
1. संजिप्त नाम और प्रारंभ:(1) इन जनयमों का संजिप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, केन्रीय
मन:जचदकत्सा संस्ट्थान, कांके, रांची, डाइटीजियन (समूह ‘ख’ पद) भती जनयम, 2020 है ।
(2) ये राजपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे ।
2. पद की संख्या, वगीकरण और वेतन मैररक् स में स्ट् तर- उि पद की संख्या, उसका वगीकरण और वेतन मैररक् स में
स्ट् तर वह होगा जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजन्द्ट है ।
3. भती की पद्धजत, आयु-सीमा, अहगताएं, आदद- भती की पद्धजत, आयु-सीमा, अहगताएं और उससे संबंजधत अन्य
बातें वे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजन्द्ट हैं ।

4. जनरहगता: वह व्यजि-
(क) जजसने ऐसे व्यजि से, जजसका पजत या जजसकी पत्नी जीजवत है, जववाह दकया है या जववाह की संजवदा की
है; या
(ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहते हुए, दकसी अन् य व्यजि से जववाह दकया है या जववाह की
संजवदा की है,
उि पद पर जनयुजि का पात्र नहीं होगा :
परंतु यदद केन्रीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह, ऐसे व्यजि और जववाह के अन्य पिकार
को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार है, तो वह दकसी व्यजि को इस
जनयम के प्रवतगन से छूट दे सकेगी ।
5. जिजथल करने की िजि: जहां केन्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन है, वहां वह
उसके जलए कारणों को लेखबद्ध करके और संघ लोक सेवा आयोग के परामिग से इन जनयमों के दकसी उपबंध को
दकसी वगग या प्रवगग के व्यजियों की बाबत आदेि द्वारा जिजथल कर सकेगी ।
6. व्यावृजत्त: इन जनयमों की कोई बात आरिण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव नहीं डालेगी
जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों,
अनुसूजचत जनजाजतयों, अन् य जपछ़े े वगगों, भूतपूवग सैजनकों और अन्य जविेष प्रवगग के व्यजियों के जलए उपबंध करना
अपेजित है ।

(ख) (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय या
संस्ट्थान से खाद्य और पोषण जवज्ञान या गृह
जवज्ञान या गृह अथगिास्त्र या क्लीजनकल न्यूरीिन
एवं डायटेरटक्स या खाद्य जवज्ञान एवं पोषण या
खाद्य एवं न्यूरीिन डायटेरटक्स या आहार जवज्ञान
और खाद्य सेवा प्रबंधन में जवज्ञान स्नातक की
जडग्री ।
(ii) दकसी मान्यताप्राप्त जवश्वजवद्यालय या संस्ट्थान
से डायटेरटक्स में स्नातकोत्तर जडप्लोमा ।
(iii) केन्रीय सरकार या राज्य सरकारों या
स्ट् विासी या कानूनी संगननों या पजलिलक सेक्टर
उपक्मों या जवश्वजवद्यालयों या मान्यताप्राप्त
अनुसंधान संस्ट्थान के 100 जबस्ट्तरों वाले
अस्ट्पताल में डायटेरटक्स में एक वषग का
व्यावहाररक अनुभव।
वांछनीय:
दकसी मान्यताप्राप्त अस्ट्पताल या संस्ट्थानों में एक
वषग का व्यावहाररक अनुभव ।
लागू नहीं होता ।
दो वषग
सीधी भती द्वारा ।
रटप्पण: पदधारी के एक वषग या

जचदकत्सा संस्ट्थान,रांची - सदस्ट्य;
4. असोजसएट प्रोफेसर या मुख्य जचदकत्सा अजधकारी, केन्रीय
मनच जचदकत्सा संस्ट्थान,रांची - सदस्ट्य ।
संघ लोक सेवा आयोग से

NOTIFICATION
New Delhi, the 23rd December, 2020
G.S.R. 792(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Hospital for Mental Diseases Ranchi (Recruitment to class III and Class IV posts) Rules, 1959 in
so far as it relates to the post of Dietition except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
Dietician in the Central Institute of Psychiatry, Kanke, Ranchi, Ministry of Health and Family Welfare namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,
Central Institute of Psychiatry, Kanke, Ranchi, Dietician (Group ‘B’ Post) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment to the said post, age-
limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of
the said Schedule.
4. Disqualification. – No person,-
(a) who has entered into or contracted a marriage with any person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard.
