सा.का.जन. 791 (अ).— राष्ट्रपजत,संजवधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए
और केन् रीय मनोजवकार जचदकत्सा संस्ट् थान, रांची (जिन्िी अनुवािक) भती जनयम, 1991 को उन बातों के जसवाय अजधक्ांत
करते हुए,जिन्िें ऐसे अजधक्मण से पूवव दकया गया िै या करने का लोप दकया गया िै, स्ट् वास्ट् ् य और पररवार कल् याण मंत्रालय,
केन् रीय मनोजवकार जचदकत्सा संस्ट् थान, कांके, रांची में कजनष्ठ अनुवािक के पि पर भती की पद्धजत का जवजनयमन करने के जलए
जनम्नजलजखत जनयम बनाते िैं,अथावत्:-
1.
संजिप्त नाम और प्रारंभ-(1) इन जनयमों का संजिप्त नाम स्ट् वास्ट् ् य और पररवार कल् याण मंत्रालय, केन् रीय
मनोजवकार जचदकत्सा संस्ट् थान,कांके, रांची, कजनष्ठ अनुवािक (समूि ‘ख’ पि) भती जनयम, 2020 िै।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त िोंगे ।

पि की संख्या, वगीकरण, वेतन मैररक् स में स्ट् तर –उक् त पि की संख्या, उसका वगीकरण और वेतन मैररक् स में स्ट् तर
वि िोगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ(2) से स्ट्तंभ (4) में जवजनर्िवष्ट िै ।

भती की पद्धजत, आयु-सीमा,अिवताएं आदि- उि पि पर भती की पद्धजत, आयु-सीमा, अिवताएं और उससे संबंजधत
अन्य बातें वे िोंगी िो उक् त अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट िैं ।
4.
जनरिवता: वि व्यजि-
(क)
जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत िै,जववाि दकया िै या जववाि की संजविा की िै;
या
(ख)
जिसने अपने पजत या अपनी पत्नी के िीजवत रिते हुए, दकसी अन् य व्यजि से जववाि दकया िै या जववाि की
संजविा की िै;
उि पि पर जनयुजि का पात्र निीं िोगा:
परंतु यदि केन्रीय सरकार का यि समाधान िो िाता िै दक ऐसा जववाि उस व्यजि और जववाि के अन्य
पिकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय िै और ऐसा करने के जलए अन्य आधार िै, तो वि दकसी व्यजि को
इस जनयम के प्रवतवन से छूट िे सकेगी ।
5.
जिजथल करने की िजि: ििां केन्रीय सरकार की यि राय िै दक ऐसा करना आवश्यक या समीचीन िै, विां वि
उसके जलए िो कारण िै उन्िे लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामिव करके इन जनयमों के दकसी
उपबंध को दकसी वगव या प्रवगव के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी ।
6.
व्यावृजत्त: इन जनयमों की कोई बात आरिण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव निीं डालेगी,
जिनका केन्रीय सरकार द्वारा इस संबंध में समय–समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत
िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछडे वगों, भूतपूवव सैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए
उपबंध करना अपेजित िै ।

पजललक सैक्टर उपक्म या स्ट्विासी या कानूनी संगठन
के अधीन ऐसे अजधकारी:
(क)(i) िो मूल काडर या जवभाग में जनयजमत आधार
पर सिृि पि धारण दकये हुए िैं; और
(ख) िो जनम्नजलजखत िैजिक अिवताएं और अनुभव
रखते िैं:
(i)
दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर
पर अजनवायव या वैकजल्पक जवषय के रूप में या
परीिा के माध्यम के रूप में अंग्रेिी के साथ
जिन्िी में मास्ट्टर जडग्री; या
(ii)
दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर
पर अजनवायव या वैकजल्पक जवषय के रूप में या
परीिा के माध्यम के रूप में जिन्िी के साथ
अंग्रेिी में मास्ट्टर जडग्री; या
(iii) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर
पर अजनवायव या वैकजल्पक जवषय के रूप में या
परीिा के माध्यम के रूप में जिन्िी के साथ,
जिन्िी या अंग्रेिी से जभन्न दकसी जवषय में हिंिी
माध् यम से मास्ट्टर जडग्री; या
(iv) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर
पर अजनवायव या वैकजल्पक जवषय के रूप में या
परीिा के माध्यम के रूप में अंग्रेिीके साथ,
जिन्िी या अंग्रेिी से जभन्न दकसी जवषय में अंग्रेिी
माध् यम से मास्ट्टर जडग्री ; या
(v)
दकसी मान्यताप्राप्त जवश्वजवद्यालय से जडग्री स्ट्तर
पर अजनवायव या वैकजल्पक जवषय के रूप में
जिन्िी और अंग्रेिी या इनमें से कोई परीिा के
माध्यम के रूप में तथा िूसरा अजनवायव या
वैकजल्पक जवषय के साथ, जिन्िी या अंग्रेिी से
जभन्न दकसी जवषय में मास्ट्टर जडग्री ; और
(vi) जिन्िी से अंग्रेिी में और जवलोमतः अनुवाि में
मान् यताप्रा् त जड् लोमा या प्रमाण-पत्र पाठ्यक्म
या केन्रीय सरकार या राज् य सरकार के जवभागों,
जिसके अंतगवत भारत सरकार के उपक्म भी िैं,
में हिंिी से अंग्रेिी और जवलोमत: अनुवाि कायव
का िो वषव का अनुभव ।
रट् पण-1: प्रजतजनयुजक् त की अवजध, जिसके अंतगवत
केंरीय सरकार के उसी या दकसी अन् य संगठन या
जवभाग में इस जनयुजक् त से ठीक पिले धाररत दकन् िीं
अन् य काडर-बाह्य पि पर प्रजतजनयुजक् त की अवजध िै,
लागू निीं िोता।
संघ लोक सेवा आयोग से परामिव
करना आवश्यक निीं िै।

में दकया िा सकता िै।

NOTIFICATION
New Delhi, the 23rd December, 2020
G.S.R. 791(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Central Institute of Psychiatry, Ranchi (Hindi Translator) Recruitment Rules, 1991, except as
respects things done or omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the posts of Junior Translator in the Ministry of Health and Family Welfare,
Central Institute of Psychiatry, Kanke, Ranchi, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare,
Central Institute of Psychiatry, Kanke, Ranchi, Junior Translator (Group ‘B’ post) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix. - The number of the said post, its
classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment to the said post, age-
limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of
the said Schedule.
4. Disqualifications. – No person,-
(a) who has entered into or contracted a marriage with any person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do it
may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service
Commission relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Schedule Tribes, the Other Backward Classes, the Ex-
Servicemen and the other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard.
