इस प्रकार के अजधक्रमण करने से पूि दकए गए काय या छोड़े गए दकए िाने िाले काय के अजतररक्त, राष्ट्रपजत गृह मंत्रालय

के अधीन भारत के महारजिस्ट् रार का काया लय एिं राज् यों और संघ राज्यक्षेत्रों में जस्ट्थत िनगणना काय जनिेिालयों में,

सूचना प्रौद्योजगकी संिग में, जिजभन्न पिों पर भती की पद्धजत का जिजनयजमत करते हुए जनम्नजलजखत जनयम बनाते ह ैः-

संजक्षप् त नाम और प्रारम् भ: (1) (1) इन जनयमों का नाम भारत के महारजिस्ट् रार का काया लय, गृह मंत्रालय और

राज्यों तथा संघ राज्यक्षेत्रों में जस्ट्थत िनगणना काय जनिेिालय में सूचना प्रौद्योजगकी संिग (समूह “क” एिं समूह “ख” पि)

भती जनयम, 2020 होगा ।

(2) ये रािपत्र में प्रकािन की तारीख को प्रिृत् त होंगे ।

पिों की संख् या, िगीकरण और पे म रर‍स में लेिल: पिों की संख् या, उनका िगीकरण, उससे िुड़ी पे म रर‍स में

लेिल िह होगा िो इन जनयमों के साथ संलग्न उजल्लजखत अनुसूची के कालम (2) से (4) में जिजनर्ि ष्‍ट ट ह ।

भती की पद्धजत, आयु सीमा, ि जक्षक अह ताएं आदि: भती की पद्धजत, आयु सीमा, ि जक्षक अह ताएं और उससे

संबंजधत अन् य बातें िे होंगी िो उपयु क्त उजल्लजखत अनुसूची के कालम (5) से (13) में जिजनर्ि ष्‍ट ट हैं ।

जनरह ताएं: िह व् यज‍ त

(क)

जिसने ऐसे व् यज‍ त से, जिसका पजत या पत् नी िीजित ह , जििाह दकया ह ; या

(ख)

जिसने अपने पजत या अपनी पत् नी के िीजित होते हुए दकसी अन् य व् यज‍ त से जििाह दकया ह ,

उ‍ त पि पर जनयुज‍ त का पात्र नहीं होगा ।

परन् तु केन् द्रीय सरकार यदि संतुष्ट ह दक, ऐसा जििाह ऐसे व् यज‍ त और जििाह के अन् य पक्षकार को लागू स्ट् िीय

जिजध के अधीन अनुज्ञेय ह और ऐसा करने के जलए अन् य आधार हैं, तो िह दकसी व् यज‍ त को इस जनयम के प्रित न से छूट िे

सकेगी ।

जिजथल करने की िज‍ त : िहां केन्द्रीय सरकार की यह राय ह दक ऐसा करना आिश् यक या समीचीन ह , िहां िह,

उसके जलए िो कारण हैं उन् हें लेखबद्ध करके और संघ लोक सेिा आयोग की सलाह से इन जनयमों के दकसी उपबंध को दकसी

िग या प्रिग के व् यज‍ तयों के बारे में, आिेि द्वारा जिजथल कर सकेगी ।

व् यािृजत् त : इन जनयमों की कोई भी बात ऐसे आरक्षण, आयु सीमा में छूट और अन् य ररयायतों पर प्रभाि नहीं

डालेगी, जिनका केन् द्रीय सरकार द्वारा इस संबंध में समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनूसूजचत िनिाजतयों, भूतपूि स जनकों, अन् य जििेष प्रिगों के व् यज‍ तयों के जलए उपबन् ध करना अपेजक्षत ह ।

के जलए, अपने उन कजनष्‍ट ठों िो पहले ही ऐसी

योग् यता अथिा अह क सेिा पूरी कर चुके हैं, के

नोट 2 : िहां उन कजनष्‍ट ठों की जनयुज‍ त के जलए

जिचार दकया िा रहा हो जिन् होंने अपेजक्षत योग् यता

अथिा अह क सेिा पूरी कर ली हो, उनके िररष्‍ट ठ

सहक्म यों पर भी जिचार दकया िाएगा बितें दक

उनकी िांजछत योग् यता अथिा अह क सेिा, ऐसी

मांगी गई योग् यता अथिा अह क सेिा के आधे से

केन् द्रीय सरकार अथिा राज् य सरकार अथिा संघ

राज् यप्रिासन क्षेत्रों अथिा जिश् िजिद्यालयों अथिा

मान् यता प्राप् त अनुसंधान संस्ट् थानों अथिा साि िजनक

क्षेत्रों के उपक्रमों अथिा सांजिजधक संगठनों या

स्ट् िायत् त जनकायों के अन् तग त ऐसे अजधकारी, -

(क)(i) िो अपने मूल संिग अथिा जिभाग में

जनयजमत आधार पर अनुरूप पि पर हों;

अथिा

(ii)जिन् होंने मूल संिग अथिा जिभाग में रुपये

78800-209200 पे म रर‍स में लेिल 12 पर

जनयजमत आधार पर जनयुज‍ त के पश् चात ग्रेड में पांच

िष की सेिा पूण कर ली हों; और

(ख) जनम् नजलजखत ि जक्षक अह ताएं और अनुभि रखते

हों :

(i) दकसी मान् यता प्राप् त जिश् िजिद्यालय या संस्ट्थान

से कम्प्युटर एजप्लकेिन या कम्प्युटर जिज्ञान या

सूचना प्रौद्योजगकी या सॉफ्टिेर अजभयांजत्रकी में

स्ट् नातकोत् तर उपाजध; या

दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से

कम्प्युटर अजभयांजत्रकी या कम्प्युटर जिज्ञान या

कम्प्युटर प्रौद्योजगकी या कम्प्युटर जिज्ञान एिं

अजभयांजत्रकी या सॉफ्टिेर अजभयांजत्रकी या सूचना

प्रौद्योजगकी या इले‍रॉजन‍स अजभयांजत्रकी या

इले‍रॉजन‍स

और

संचार

अजभयांजत्रकी

में

अजभयांजत्रकी स्नातक या प्रौद्योजगकी स्नातक।

सॉफ्टिेर डेव्लपमेंट या डाटा आधाररत प्रबंधन

प्रणाली या िेब जडिाइमनंग या नेटिर्किंग या

कम्प्युटरकृत सूचना भंडारण एिं पुन:प्राजप्त प्रणाली

या डाटा सुरक्षा का बारह िष का अनुभि होना

चाजहए ।

नोट 1: फीडर िग के जिभागीय अजधकारी िो

पिोन् नजत की सीधी लाइन में हैं, प्रजतजनयुज‍ त पर

जनयुज‍ त के जलए जिचार दकए िाने के पात्र नहीं

होंगे। इसी प्रकार प्रजतजनयु‍ त कम चारी पिोन् नजत पर

जनयुज‍ त के जलए जिचार दकए िाने के पात्र नहीं

होंगे।

नोट 2: केन् द्रीय सरकार के उसी अथिा अन् य संगठन

अथिा जिभाग में इस जनयुज‍ त से तुरंत पहले धाररत

दकसी अन् य संिग बाह्य पि पर प्रजतजनयुज‍ त की

अिजध सजहत प्रजतजनयुज‍ त की अिजध सामान् यत:

पााँच िष से अजधक नहीं होगी ।

नोट 3: प्रजतजनयुज‍ त द्वारा जनयुज‍ त के जलए

अजधकतम आयु सीमा आिेिन प्राप् त होने की अंजतम

तारीख को 56 िष से अजधक नहीं होगी ।

(एले‍रोजनक डाटा प्रसंस्ट्करण) (उप जनिेिक

(सूचना प्रौद्योजगकी) के रूप में पुन:नाजमत) के रूप

में प्रित्त सेिा की भी जगनती की िाएगी।

नोट 2 : िहां उन कजनष्‍ट ठों की जनयुज‍ त के जलए

जिचार दकया िा रहा हो जिन् होंने अपेजक्षत

योग् यता अथिा अह क सेिा पूरी कर ली हो, उनके

िररष्‍ट ठ सहक्म यों पर भी जिचार दकया िाएगा

बितें दक उनकी िांजछत योग् यता अथिा अह क

सेिा, ऐसी मांगी गई योग् यता अथिा अह क सेिा

के आधे से अजधक या िो िष , इनमें से िो भी कम

हो, और िो अगले उच् च ग्रेड में पिोन् नजत के जलए,

अपने उन कजनष्‍ट ठों िो पहले ही ऐसी योग् यता

अथिा अह क सेिा पूरी कर चुके हैं, के साथ ही,

अपनी पररिीक्षा अिजध पूरी कर चुके हैं ।

प्रजतजनयुज‍ त (अल् पकाजलक-संजििा सजहत) :

केन् द्रीय सरकार या राज् य सरकार अथिा संघ

राज् यक्षेत्रों अथिा जिश् िजिद्यालयों अथिा मान् यता

प्राप् त अनुसंधान संस्ट् थाओं अ अथिा साि िजनक क्षेत्रों

के उपक्रमों अथिा सांजिजधक संगठनों या स्ट् िायत् त

जनकायों के अन् तग त ऐसे अजधकारी :

(क)(i) िो अपने मूल संिग अथिा जिभाग में

जनयजमत आधार पर अनुरूप पि पर हों; अथिा

(ii)जिन् होंने मूल संिग अथिा जिभाग में रूपये

67700-208700 पे म रर‍स में लेिल 11पर

जनयजमत आधार पर जनयुज‍ त के पश् चात ग्रेड में

पांच िष की सेिा पूण कर ली हों या मूल संिग

अथिा जिभाग में समक्ष हों; और

(ख) जनम् नजलजखत ि जक्षक अह ताएं और अनुभि

रखते हों :

i) दकसी मान् यता प्राप् त जिश् िजिद्यालय या संस्ट्थान

से कम्प्युटर एजप्लकेिन या कम्प्युटर जिज्ञान या

सूचना प्रौद्योजगकी या सॉफ्टिेर अजभयांजत्रकी में

स्ट् नातकोत् तर उपाजध; या

दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से

कम्प्युटर अजभयांजत्रकी या कम्प्युटर जिज्ञान या

कम्प्युटर प्रौद्योजगकी या कम्प्युटर जिज्ञान एिं

अजभयांजत्रकी या सॉफ्टिेर अजभयांजत्रकी या

सूचना प्रौद्योजगकी या इले‍रॉजन‍स अजभयांजत्रकी

या इले‍रॉजन‍स और संचार अजभयांजत्रकी में

अजभयांजत्रकी स्नातक या प्रौद्योजगकी स्नातक।

ii) दकसी सरकारी काया लय या साि िजनक क्षेत्रों

के उपक्रमों या स्ट्िायत जनकाय या सांजिजधक

जनकाय या दकसी मान्यता प्राप्त संस्ट्थान में

इले‍रोजनक आंकड़ों के प्रसंस्ट्करण या िास्ट्तजिक

कम्प्युटर प्रोग्रामममंग या सॉफ्टिेर डेव्लपमेंट या

डाटा

आधाररत

प्रबंधन

प्रणाली

या

िेब

जडिाइमनंग या नेटिर्किंग या कम्प्युटरकृत सूचना

भंडारण एिं पुन:प्राजप्त प्रणाली या डाटा सुरक्षा का

िस िष का अनुभिहोना चाजहए ।

नोट 1: फीडर िग के जिभागीय अजधकारी िो

पिोन् नजत की सीधी लाइन में हैं, प्रजतजनयुज‍ त पर

जनयुज‍ त के जलए जिचार दकए िाने के पात्र नहीं

होंगे । इसी प्रकार प्रजतजनयु‍ त कम चारी पिोन् नजत

पर जनयुज‍ त के जलए जिचार दकए िाने के पात्र

नहीं होंगे ।

नोट 2: केन् द्रीय सरकार के उसी अथिा अन् य

संगठन अथिा जिभाग में इस जनयुज‍ त से तुरंत

पहले धाररत दकसी अन् य संिग बाह्य पि पर

प्रजतजनयुज‍ त की अिजध सजहत प्रजतजनयुज‍ त की

अिजध सामान् यत: चार िष से अजधक नहीं होगी।

नोट 3: प्रजतजनयुज‍ त द्वारा जनयुज‍ त के जलए

अजधकतम आयु सीमा आिेिन प्राप् त होने की

अंजतम तारीख को 56 िष से अजधक नहीं होगी ।

अजभयांजत्रकी स्नातक या प्रौद्योजगकी स्नातक और

(ख) भारत के महारजिस्ट्रार का काया लय द्वारा

जनधा ररत संस्ट्थान से संबजन्धत क्षेत्र में िो से चार

सप्ताह का अजनिाय प्रजिक्षण सफलतापूि क पूरा

दकया हो।

नोट 1: फीडर ग्रेड के अजधकाररयों के पिोन्नजत हेतु

फीडर ग्रेड में अजधकाररयों के जलए जनधा ररत

ि क्षजणक अह ता प्राप्त करने की आिश्यकता लागू

नहीं होगी, िो इन जनयमों के प्रकािन की तारीख के

समय जनयजमत आधार पर अनुरूप पि पर हों।

नोट 2 : उप जनिेिक (सूचना प्रौद्योजगकी) पि पर

पिोन्नजत के जलए पिधारी द्वारा सहायक जनिेिक

(एले‍रोजनक डाटा प्रसंस्ट्करण) और सहायक

जनिेिक (डाटा केंद्र) (सहायक जनिेिक (सूचना

प्रौद्योजगकी) के रूप में पुन:नाजमत) के रूप में प्रित्त

सेिा की भी जगनती की िाएगी।

नोट 3 : िहां उन कजनष्‍ट ठों की जनयुज‍ त के जलए

जिचार दकया िा रहा हो जिन् होंने अपेजक्षत योग् यता

अथिा अह क सेिा पूरी कर ली हो, उनके िररष्‍ट ठ

सहक्म यों पर भी जिचार दकया िाएगा बितें दक

उनकी िांजछत योग् यता अथिा अह क सेिा, ऐसी

मांगी गई योग् यता अथिा अह क सेिा के आधे से

अजधक या एक िष , इनमें से िो भी कम होऔर िो

अगले उच् च ग्रेड में पिोन् नजत के जलए, अपने उन

कजनष्‍ट ठों िो पहले ही ऐसी योग् यता अथिा अह क

सेिा पूरी कर चुके हैं, के साथ ही, अपनी पररिीक्षा

अिजध पूरी कर चुके हैं ।

नोट 1: फीडर िग के जिभागीय अजधकारी िो

पिोन् नजत की सीधी लाइन में हैं, प्रजतजनयुज‍ त पर

जनयुज‍ त के जलए जिचार दकए िाने के पात्र नहीं

होंगे । इसी प्रकार प्रजतजनयु‍ त कम चारी पिोन् नजत

पर जनयुज‍ त के जलए जिचार दकए िाने के पात्र नहीं

होंगे ।

नोट 2: केन् द्रीय सरकार के उसी अथिा अन् य संगठन

अथिा जिभाग में इस जनयुज‍ त से तुरंत पहले धाररत

दकसी अन् य संिग बाह्य पि पर प्रजतजनयुज‍ त की

अिजध सजहत प्रजतजनयुज‍ त की अिजध सामान् यत:

चार िष से अजधक नहीं होगी ।

नोट 3: प्रजतजनयुज‍ त द्वारा जनयुज‍ त के जलए

before such supersession, the President hereby makes the following rules regulating the method of recruitment to

various posts of Information Technology Cadre in the Office of the Registrar General, India and the Offices of the

Directorate of Census Operations in States and Union Territories, under the Ministry of Home Affairs, namely:-

1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, Office of the

Registrar General, India, and the Offices of the Directorates of Census Operations in States and Union Territories in

Information Technology Cadre (Group ‘A’ and Group ‘B’ posts) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix. - The number of posts, their classification and level

in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, educational qualifications, etc.- The method of recruitment, age limit,

educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the

aforesaid Schedule.

4. Disqualification.-No person,-

(a)

who has entered into or contracted a marriage with a person, having a spouse living, or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any

person from the operation of this rule.

5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,

by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission relax

any of the provisions of these rules with respect to any class or category of persons.

6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in

accordance with the orders issued by the Central Government from time to time in this regard.
