का.आ. 4789(अ).—केन्द्रीय सरकार ठेका श्रम (जिजनयमन और उत्सािन) अजधजनयम, 1970 की धारा 31 द्वारा

प्रित्त िजियों का प्रयोग करते हुए, कोल इंजडया जलजमटेड अर्ाात ईस्ट्टना कोलदिल्डस जलजमटेड, सेंक्टोररया; सेंरल

कोलदिल्डस जलजमटेड, रांची; भारत कोककंग कोल जलजमटेड, धनबाि; िेस्ट्टना कोलदिल्डस जलजमटेड, नागपुर; सॉउर् ईस्ट्टना

कोलदिल्डस जलजमटेड, जबलासपुर; नािाना कोलदिल्डस जलजमटेड, ससंगरौली और महानिी कोलदिल्डस जलजमटेड, संबलपुर।

नामक जिजिध के तत्िाधान के अधीन कोयला कंपजनयों को भारत सरकार ने भारत के रािपत्र, भाग-II, खंड 3, उपखंड (ii)

में प्रकाजित श्रम मंत्रालय अजधसूचना संख्या का.आ. 2063 तारीख 21 िून, 1988 की लागूकरणीयता से उि अजधसूचना

की अनुसूची के क्रम संख्या 1 से 3 में जिजनर्िाष्ट कायों में ठेका श्रजमक के जनयोिन के संबंध में जनम्नजलजखत ितों के

अध्ययधीन तारीख 7 दिसम्बर, 2020 से एक िर्ा की अिजध के जलए छूट प्रिान करती है अर्ाात-

(i) उपयुाि कायों में जनयोजित कमाकारों के जहत संरजित हों-

(ii) एसे कमाकारों को कोयला मंत्रालय, भारत सरकार द्वारा जनयुि उच्च अजधकारी प्राप्त सजमजत की जसिाररिों के

अनुसार और 13 िरिरी, 2013 को कोल इंजडया जलजमटेड द्वारा अजधसूजचत िरों पर संित्त मििूरी और अन्द्य

प्रसुजिधाएं प्रिान की िाएं-और

(iii) केन्द्रीय ठेका श्रम सलाहकार बोडा को यह सुजनजित करने और िांचने के जलए स्ट्र्ापन का जनरीिण करने का

अजधकार होगा दक क्या कोल इंजडया जलजमटेड और इसकी संबंजधत समनुर्ंगी में ऐसे कमाकारों को ऐसी मििूरी

और िायिें दिए िाते हैं।

NOTIFICATION

New Delhi, the 31st December, 2020

S.O. 4789 (E).— In exercise of the powers conferred by section 31 of the Contract Labour (Regulation and

Abolition) Act, 1970, the Central Government hereby exempts various coal companies under the aiges of Coal India

Ltd., namely, the Eastern Coalfields Ltd, Sanctoria; Central Coalfields Limited, Ranchi; Bharat Coking Coal Ltd,

Dhanbad; Western Coalfields Ltd, Nagpur; South Eastern Coalfields Limited, Bilaspur; Northern Coalfields Limited,

Singhaurali; and Mahanadi Coalfields Limited, Sambalpur, from the applicability of notification of the Government of

India in the Ministry of Labour number S.O. 2063, dated the 21^st June, 1988, published in the Gazette of India, Part-II,

section 3, sub-section (ii), in respect of employment of contract labour in the works specified against serial numbers 1

to 3 in the Schedule to the said notification, for a period of one year with effect from the 7^th December, 2020, subject

to the following conditions, namely:-

(i) the interest of the workmen engaged in the above mentioned jobs be protected;

(ii) such workmen be paid wages and other benefits as per the recommendations of the high powered committee

appointed by the Ministry of Coal, Government of India and the rates notified by the Coal India Limited on

the 13^th February, 2013; and

(iii) the Central Advisory Contract Labour Board will have the right to inspect the establishment to ensure and

check whether such wages and benefits are given to such workers in Coal India Limited and its subsidiary

concerned.
