का. आ.148(अ).— केंद्रीय सरकार िे इथेिोल का उत् पािि ़ाािे और पेरोल के साथ इथेिोल ब्लेंडडंग (ई़ीपी)

कायवक्रम के अधीि जर्िेष रूप से अजधिेष र्ाले मौसम में इसकी आपूर्तव ़ाािे और इससे चीिी जमलों की िकिी की जस्ट् थजत

में सुधार करिे, तादक उन् हें दकसािों के गन् िा मूल् य ़काया का भुगताि करिे में सक्षम ़िाया िा सके, की िृज‍ ि से दििांक

19.07.2018 की अजधसूचिा सं. का. आ. 3523 (अ) द्वारा एक स्ट् कीम अथावत – ‘इथेिोल उत् पािि क्षमता ़ाािे और उसमें

र्ृजि करिे के जलए चीिी जमलों को जर्त् तीय सहायता प्रिाि करिे सं़ंधी स्ट् कीम’ अजधसूजचत की थी, जिसमें तत्पश्चात

दििांक 09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019 और 20.05.2020 की अजधसूचिा सं. क्रमिः

का.आ. 3952 (अ), का.आ. 5219 (अ), का.आ. 47 (अ), का.आ.4104 (अ) और का.आ.1523(अ) द्वारा संिोधि दकया

गया था। इसके ़ाि “इथेिोल उत् पािि क्षमता ़ाािे और उसमें र्ृजि करिे के जलए चीिी जमलों और िीरा आधाररत

स्ट् िैंडअलोि जडस्ट् िीलररयों को जर्त् तीय सहायता प्रिाि करिे की स्ट् कीम” दििांक 08.03.2019 को का.आ.1227 (अ) और

का.आ. 1228 (अ) द्वारा अजधसूजचत की गई थी। इसके अलार्ा दििांक 15.09.2020 को अजधसूचिा सं. का.आ. 3135

(अ) और का. आ. 3136 (अ) के द्वारा 30 दििों के जलए एक छोिी डर्ंडो खोली गई थी, जिसमें िीरा आधाररत स्ट्िैंडअलोि

जडस्ट् िीलररयों और चीिी जमलों से इस स्ट्कीम के तहत आर्ेिि आमंजत्रत दकए गए थे।

अ़ केन्द्रीय सरकार एतिद्वारा जिम्नजलजखत संिोजधत स्ट्कीम अथावत “अिाि (चार्ल, गेहं, िौ, मक्का और

सोरघम), गन्ना, चुकंिर आदि िैसे फीड स्ट्िॉक से फ़स्ट्िव ििरेिि (1िी) इथेिोल उत्पािि के जलए अपिी इथेिोल

जडजस्ट्िलेिि क्षमता ़ाािे अथर्ा जडजस्ट्ि लररयों की स्ट्थापिा करिे हेतु पररयोििा प्रस्ट्तार्कों के जलए जर्त्तीय सहायता िेिे

सं़ंधी स्ट्कीम” अजधसूजचत करती है।

(1)

पात्रता

इस स्ट्कीम के तहत सहायता उद्यजमयों के जलए जिम्नजलजखत हेतु उपलब्ध होगी:

(i)

इथेिोल उत्पािि के जलए अिाि आधाररत जडजस्ट्िलररयों की स्ट्थापिा/अिाि आधाररत मौिूिा जडजस्ट्िलररयों का

जर्स्ट्तार करिा। तथाजप, ब्याि छूि स्ट्कीम का लाभ केर्ल उि जडजस्ट्िलररयों को दिया िाए िो ड्राई जमडलंग प्रदक्रया का

उपयोग कर रही हैं अथर्ा करेंगी।

(ii)

इथेिोल उत्पािि के जलए िीरा आधाररत िई जडजस्ट्िलररयां स्ट् थाजपत करिा/मौिूिा जडजस्ट्िलररयों का जर्स्ट्तार

(चाहे र्े चीिी जमलों से िुड़ी हों अथर्ा स्ट् िैंडअलोि जडजस्ट्िलररयां हों) और रीरो जलदड डड जडस्ट् चािव (रेडएलडी) प्राप् त करिे

के जलए केन् द्रीय प्रिूषण जियंत्रण ़ोडव द्वारा अिुमोदित दकसी पिजत की स्ट्थापिा करिा।

(iii)

िई िोहरी फीड जडस्ट्िेलररयां स्ट् थाजपत करिा अथर्ा मौिूिा िोहरी फीड जडजस्ट्िलररयों की क्षमता का जर्स्ट्तार

करिा।

(iv)

िीरा आधाररत मौिूिा जडजस्ट्िलररयों (चाहे र्े चीिी जमलों से िुड़ी हों अथर्ा स्ट् िैंडअलोि जडजस्ट्िलररयां हों) को

िोहरी फीड (1-िी इथेिोल का उत्पािि करिे के जलए िीरा और अिाि अथर्ा कोई अन्य फीड स्ट्िॉक); और अिाि

आधाररत जडजस्ट्िलररयों को िोहरी फीड जडजस्ट्िलररयों में पररर्र्तवत करिा।

(v)

चुकंिर, सोरगम अिाि आदि िैसे अन् य फीड स्ट् िॉक से 1-िी इथेिोल का उत्पािि करिे र्ाली, िई जडजस्ट्िलररयां

स्ट् थाजपत करिा/मौिूिा जडजस्ट्िलररयों का जर्स्ट्तार करिा।

(vi) मौिूिा जडस्ट्िेलररयों में रेजक्िफाइड जस्ट्प्रि को इथेिॉल में पररर्र्तवत करिे के जलए माजलक्युलर सीर् जडहाइड्रेिि

कालम की संस्ट्थापिा।

(2) स्ट् कीम के अधीि सहायता

(i) ़ैंकों/राष्ट्रीय सहकारी जर्कास जिगम (एिसीडीसी) /भारतीय िर्ीकरणीय ऊिाव जर्कास अजभकरण जलजमिेड

(आईआरईडीए)/ िॉि-़ैंककंग जर्त् तीय कंपजियों (एि़ीएफसी) /कोई अन् य जर्त् तीय संस्ट् थाि, िो िा़ाडव से पुिर्र्वत् त पोषण

के जलए पात्र हैं, द्वारा दिए गए ऋण पर 6 प्रजतित प्रजत र्षव की िर से अथर्ा ़ैंकों/राष्ट्रीय सहकारी जर्कास

जिगम/भारतीय िर्ीकरणीय ऊिाव जर्कास अजभकरण जलजमिेड/िॉि-़ैंककंग जर्त् तीय कंपजियों/ कोई अन् य जर्त् तीय संस्ट् थाि,

िो िा़ाडव से पुिर्र्वत् त पोषण के जलए पात्र हैं, द्वारा जलए िािे र्ाले ब् याि पर ब् याि िर के 50 प्रजतित की ब् याि छूि, िो

भी कम हो, केंद्रीय सरकार द्वारा पररयोििा प्रस्ट्तार्कों द्वारा जलए गए ऋण के प्रजत एक र्षव की स्ट्थगि अर्जध िाजमल

करते हुए पांच र्षों के जलए र्हि की िाएगी।

(ii)

इस स्ट्कीम के तहत ब्याि छूि प्रस्ट्ताजर्त क्षमता पर आधाररत प्रत्येक पररयोििा के सं़ंध में अिुमोदित और

जर्तररत ऋण की राजि पर प्रिाि की िाएगी, िो खाद्य और सार्विजिक जर्तरण जर्भाग द्वारा दिये गए सैिांजतक

अिुमोिि तक सीजमत होगी।

भारत का रािपत्र : असाधारण

(iii) ब्याि छूि केर्ल उन्हीं जडस्ट्िेलररयों के जलए उपलब्ध होगी िो ़ढाई गई जडस्ट्िेलेिि क्षमता से उत्पादित कम से कम

75% की आपूर्तव पेरोल के साथ ब्लैंडडंग के जलए ओएमसी को करेंगे।

(iv) यह सहायता उि चीिी जमलों और जडस्ट्िेलररयों के जलए उपलब्ध िहीं होगी जिन्होंिे उसी पररयोििा के जलए

केन्द्रीय सरकार की दकसी िूसरी स्ट्कीम के तहत लाभ उठाया हो।

(v) अिाि आधाररत जडजस्ट्िलररयों के मामले में ब्याि छूि तभी लागू होगा ि़ र्े ड्राई जमडलंग तकिीकी का प्रयोग कर

रही हैं अथर्ा प्रयोग करेंगी।

(3) आर्ेिि प्रस्ट् तुत करिा

इस स्ट्कीम के तहत सहायता प्राप्त करिे के जलए, चीिी जमलों/जडजस्ट्िलररयों/उद्यजमयों को आर्ेिि-सह-प्रस्ट् तार् जिधावररत

प्रपत्र (अिु़ंध-1) में डीएफपीडी पोिवल (http://sugarethanol.nic.in/) ऑि लाईि माध्यम से इस स्ट् कीम की अजधसूचिा

की तारीख से 30 दिि के भीतर जििेिक (िकवरा), िकवरा और र्िस्ट् पजत तेल जििेिालय, खाद्य और सार्विजिक जर्तरण

जर्भाग, कृ जष भर्ि, िई दिल् ली को भेििे अपेजक्षत होंगे और भजर्‍ य में ि़ कभी इस स्ट् कीम के अधीि लाभ प्राप् त करिे के

जलए िए आर्ेिि आमंजत्र करिे हेतु समय-समय पर खाद्य और सार्विजिक जर्तरण जर्भाग द्वारा डर्ंडो खोली िाएगी, त़

भेििे अपेजक्षत होंगे।

(4) आर्ेिि का मूल्यांकि/अिुमोिि

खाद्य और सार्विजिक जर्तरण जर्भाग, िो सजमजतयों अथावत िांच सजमजत और अिुमोिि सजमजत का गठि करेगा। इस

स्ट्कीम के अंतगवत प्राप्त प्रस्ट्तार् िांच सजमजत और अिुमोिि सजमजत के समक्ष रखे िाएंगे एर्ं तत्पश्चात पात्र आर्ेिकों को

खाद्य और सार्विजिक जर्तरण जर्भाग द्वारा सैिाजन्तक अिुमोिि प्रिाि दकया िाएगा। उक्त सजमजतयां पररयोििा की

व्यर्हायवता का आंकलि करिे के जलए आर्श्यक समझे िािे र्ाले पैरामीिरों को ध्याि में रखते हुए आर्ेििों की िांच

करेंगी। ऐसी चीिी जमलें जििके पास सरकार का ़काया है िैसे दक एसडीएफ ़काया, उन्हें सैिांजतक अिुमोिि सरकारी

़कायों का भुगताि होिे के उपरांत ही प्रिाि दकया िाएगा।

5) स्ट् कीम की रूपरेखा

(i)

आर्ेिि-सह-प्रस्ट् तार् की िांच करिे के ़ाि खाद्य और सार्विजिक जर्तरण जर्भाग अपिा सैिांजतक अिुमोिि िेगा

और ऐसे अिुमोदित प्रस्ट् तार् उधार िेिे र्ाले ़ैंक को ऋण स्ट् र्ीकृत करिे के सं़ंध में जर्चार करिे हेतु संस्ट् तुत करेगा।

़ैंक/एिसीडीसी/आईआरईडीए/एि़ीएफसी/कोई अन् य जर्त् तीय संस्ट् थाि, िो िा़ाडव से पुिर्र्वत् त पोषण के जलए पात्र हैं,

अपिे र्ाजणज‍ यक माििण् डों/िीजतयों के अिुसार और भारतीय ररिर्व ़ैंक द्वारा समय-समय पर यथा-अजधसूजचत

पुिसंरचिा से सं़ंजधत दििा-जििेिों सजहत जर्जियामक दििा-जििेिों के अिुपालि में ऋण संस्ट् र्ीकृत करिे/िारी करिे के

जलए स्ट् र्तंत्र होंगे।

(ii)

आर्ेिक को खाद्य और सार्विजिक जर्तरण जर्भाग के सैिांजतक अिुमोिि की तारीख से 01 र्षव के भीतर

़ैंक/एिसीडीसी/आईआरईडीए/एि़ीएफसी/कोई अन् य जर्त् तीय संस्ट् थाि, िो िा़ाडव से पुिर्र्वत् त पोषण के जलए पात्र हैं, से

ऋण संजर्तररत हो िािा चाजहए, ऐसा ि होिे पर पररयोििा के जलए सैिांजतक अिुमोिि रद्द हो िाएगा। इसके अलार्ा,

ऋण की पहली दकस्ट् त के संजर्तरण की तारीख से 2 र्षव के अंिर पररयोििा पूणव हो िािी चाजहए।

(iii)

आर्ेिक को जर्जभन् ि गजतजर्जधयों अथावत पररयोििा के जलए भूजम की ्‍ यर्स्ट् था करिा, पयावर्रण, र्ि और

िलर्ायु पररर्तवि मंत्रालय के पररर्ेि पोिवल (http://parivesh.nic.in/) में पयावर्रण क् लीयरेंस का अिुमोिि लेिे के जलए

आर्ेिि प्रस्ट् तुत करिा और ़ैंक/एिसीडीसी/आईआरईडीए/एि़ीएफसी/कोई अन् य जर्त् तीय संस्ट् थाि, िो िा़ाडव से पुिर्र्वत् त

पोषण के जलए पात्र हैं, को ऋण आर्ेिि प्रस्ट् तुत करिा; प्रत् येक माह खाद्य और सार्विजिक जर्तरण जर्भाग के पोिवल

(http://sugarethanol.nic.in/) पर प्रगजत अद्यति करिा, के जलए खाद्य और सार्विजिक जर्तरण जर्भाग द्वारा यथा

जिर्िव‍ ि समय-सीमा का पालि करिा चाजहए, ऐसा ि करिे पर पररयोििा के जलए सैिांजतक अिुमोिि खाद्य और

सार्विजिक जर्तरण जर्भाग द्वारा रद्द दकया िा सकता है।

(iv)

चीिी जमलें/ जडस्ट् िीलररयां सं़ंजधत पररयोििा क का दक्रयान् र्यि करते समय इथेिोल उत् पािि में क्षमता

र्धवि/उन् ियि के जलए सरकार की मेक-इि-इंजडया स्ट् कीम के साथ समजभरूपता स्ट्थाजपत करिे का प्रयास करेंगी।

(v)

स्ट् कीम के अधीि ऋण का संजर्तरण अलग खाते में दकया िाएगा तादक उक् त प्रयोिि के जलए राजि के उपयोग की

मािीिररंग आसािी से की िा सके।

(vi)

जर्त् तीय सेर्ाएं जर्भाग िोडल ़ैंक के रूप में िा़ाडव की जियुजक् त सजहत इस स्ट् कीम के प्रचालि के जलए

़ैंक/एिसीडीसी/आईआरईडीए/एि़ीएफसी/कोई अन् य जर्त् तीय संस्ट् थाि, िो िा़ाडव से पुिर्र्वत् त पोषण के जलए पात्र हैं, को

उजचत अिुिेि िारी करेगा।

6. ब्याि छूि के भुगताि की रूपरेखा

(i)

स्ट् कीम के अधीि ऋण राजि पर ब् याि छूि का भु गताि एक र्षव की स्ट्थगि अर्जध सजहत 5 र्षों के जलए दकया

िाएगा।

(ii)

सरकार द्वारा ब्याि छूि का लाभ तभी प्रिाि दकया िाएगा, यदि आर्ेिि करिे र्ाली चीिी जमलों/ जडस्ट् िीलररयों

का खाता मािक है और खाता एिपीए होिे तक यह उपलब्ध िहीं होगा। चीिी जमल/जडस्ट्िीलरी चूक की अर्जध के जलए

मूलधि के साथ िंडात्मक ब्याि सजहत ब्याि चुकािे के जलए उत्तरिायी होगी। इसके अलार्ा, ़ैंकों को चूककताव

ऋणग्राजहयों के जर्रुि ़ैंककंग माििंडों तथा लागू ़ैंककंग जर्जियामक दििा-जििेिों के अिुसार कारवर्ाई करिे की स्ट्र्तन्त्रता

होगी।

(iii)

चीिी जमलों के पास अजधिेष िकि प्रर्ाह के मामले में ़ैंक/एिसीडीसी/आईआरईडीए/एि़ीएफसी/कोई अन् य

जर्त् तीय संस्ट् थाि, िो िा़ाडव से पुिर्र्वत् त पोषण के जलए पात्र हैं, द्वारा िीघ्र भुगताि लेिे का जिणवय जलया िा सकता है और

ऋण खाते के प्रजत खाद्य और सार्विजिक जर्तरण जर्भाग की ब्याि छूि सं़ंधी िेयता तििुसार कम हो िाएगी।

(iv)

जर्त्तीय सेर्ाएं जर्भाग द्वारा जियुक्त िोडल ़ैंक को खाद्य और सार्विजिक जर्तरण जर्भाग ब्याि छूि की राजि

त्रैमाजसक आधार पर अजग्रम तौर पर िारी करेगा। अजग्रम तौर पर भुगताि की गई ब्याि छूि पर अर्िवत ब्याि का

समायोिि आगामी त्रैमाजसक दकस्ट्त में दकया िाएगा।

(v)

खाद्य और सार्विजिक जर्तरण जर्भाग िा़ाडव से परामिव करके ब् याि छूि के जिगवम की जर्जध तैयार करेगा।

पररयोििा पूणव होिे का प्रमाणपत्र

सं़ंजधत उद्यमी/चीिी जमल/जडस्ट्िीलरी केन्द्रीय प्रिूषण जियंत्रण ़ोडव द्वारा जर्जधर्त सत्याजपत प्रमाण पत्र प्रस्ट्तुत

करेंगी, जिसमें प्रमाजणत दकया गया हो दक आर्ेिि प्रस्ट्तुत करते समय इस प्रयोििाथव प्रस्ट्ताजर्त जर्जध के माध्यम से िीरो

जलदड डड जडस्ट्चािव प्राप्त कर जलया गया है। िई जडस्ट्िीलररयों की स्ट्थापिा करिे अथर्ा मौिूिा जडजस्ट्िलररयों का जर्स्ट्तार

करिे के जलए ऋण लेिे र्ाली चीिी जमलें/जडस्ट्िीलररयां सं़ंजधत रा‍य के उत्पाि िुल्क आयुक्त तथा सििी इंिीजियर द्वारा

जर्जधर्त सत्याजपत प्रमाण पत्र प्रस्ट्तुत करेंगी, जििमें क्रमिः प्रमाजणत दकया गया हो दक िई जडस्ट्िीलरी िे उत्पािि करिा

प्रारम्भ कर दिया है और इसकी स्ट्थापिा कर िी गई है अथर्ा मौिूिा जडस्ट्िीलरी का जर्स्ट्तार पूरा कर जलया गया है और

इथेिोल का र्र्धवत उत्पािि िुरू हो गया है। ऐसे प्रमाण पत्र प्रस्ट्तुत करिे में असफल रहिे पर केन्द्रीय सरकार द्वारा ब्याि

छूि की प्रजतपूर्तव िहीं की िाएगी।

उपयोग प्रमाणपत्र

अिुमोदित ऋण राजि के जलए चीिी जमलें/जडस्ट्िीलररयां/उद्यमी पररयोििा पूणव होिे के तीि माह के भीतर

सं़ंजधत चीिी/गन्ना आयुक्त, उत्पाि आयुक्त अथर्ा रा‍य सरकार द्वारा िाजमत दकसी अन्य प्राजधकारी द्वारा जर्जधर्त

सत्याजपत उपयोग प्रमाण पत्र प्रस्ट्तुत करेंगी, जिसमें यह प्रमाजणत दकया गया हो दक ऋण की राजि का उपयोग स्ट्कीम में

जिर्िवष्ट प्रयोििाथव दकया गया है। उक्त प्राजधकारी ऋण के उपयोग की मािीिररंग भी करेंगे। उपयोग प्रमाण पत्र प्रस्ट्तुत करिे

में असफल रहिे पर केन्द्रीय सरकार द्वारा ब्याि छूि की प्रजतपूर्तव िहीं की िाएगी।

िहां केन्द्रीय सरकार की यह राय है दक ऐसा करिा आर्श्यक अथर्ा समीचीि है, तो र्ह आिेि द्वारा अथर्ा

जलजखत में कारण ििव करके इस स्ट्कीम के दकसी भी प्रार्धाि में संिोधि कर सकती है।

क्या िई जडस्ट्िीलरी/मौिूिा जडस्ट्िीलरी का जर्स्ट्तार करिे का प्रस्ट्तार् िीरो जलदड डड

NOTIFICATION

New Delhi, the 14^th January, 2021

S.O. 148 (E).— The Central Government with a view to increase production of ethanol and its supply

under Ethanol Blended with Petrol (EBP) Programme, especially in the surplus season and thereby to improve the

liquidity position of the sugar mills enabling them to clear cane price arrears of the farmers notified the scheme

namely “Scheme for extending financial assistance to sugar mills for enhancement and augmentation of ethanol

production capacity” vide notification No. S.O. 3523(E), dated 19.07.2018, which was subsequently amended vide

notifications No. S.O. 3952(E), No. S.O. 5219(E), No. S.O.47 (E), No. S.O. 4104(E) and No. S.O. 1523(E) dated

09.08.2018, 11.10.2018, 04.01.2019, 14.11.2019 and 20.05.2020 respectively. Thereafter schemes for extending

financial assistance to sugar mills & molasses based standalone distilleries for enhancement and augmentation of

ethanol production capacity were notified on 08.03.2019 vide notifications No. S.O. 1227(E) & S.O. 1228(E). Further

vide notifications No. S.O. 3135(E) & S.O. 3136(E) dated 15.09.2020, a small window was opened for 30 days for

inviting applications under the scheme from molasses based stand alone distilleries and from sugar mills.

Now, the Central Government, hereby notifies the following modified scheme namely- “Scheme for

extending financial assistance to project proponents for enhancement of their ethanol distillation capacity or to set up

distilleries for producing 1st Generation (1G) ethanol from feed stocks such as cereals (rice, wheat, barley, corn &

sorghum), sugarcane, sugar beet etc.” –

Eligibility

Assistance under the scheme shall be available to the entrepreneurs for:

(i)

Setting up grain based distilleries/expansion of existing grain based distilleries to produce ethanol. However,

benefits of interest subvention scheme is to be extended to only those distilleries which are using or will be

using dry milling technique to produce Dry Distillers Grain Soluble (DDGS).

(ii)

Setting up new molasses based distilleries/expansion of existing distilleries (whether attached to sugar mills

or standalone distilleries) to produce ethanol and for installing any method approved by Central Pollution

Control Board for achieving Zero Liquid Discharge (ZLD).

(iii)

To set up new dual feed distilleries or to expand existing capacities of dual feed distilleries.

(iv)

To convert existing molasses based distilleries (whether attached to sugar mills or standalone distilleries) to

dual feed (molasses and grain/ or any other feed stock producing 1G Ethanol); and also to convert grain

based distilleries to dual feed.

(v)

To set up new distilleries / expansion of existing distilleries to produce ethanol from other feed stocks

producing 1G ethanol such as sugar beet, sorghum, cereals etc.

(vi)

To install Molecular Sieve Dehydration (MSDH) column to convert rectified spirit to ethanol in the existing

distilleries.

(2)

Assistance under the Scheme

(i)

Interest subvention @ 6% per annum or 50% of rate of interest charged by banks/National Cooperative

Development Corporation (NCDC)/ Indian Renewable Energy Development Agency Limited (IREDA)/

Non-Banking Financial Companies (NBFCs)/any other financial institutions which are eligible for re-finance

from NABARD, whichever is lower, on the loans to be extended by banks/NCDC/IREDA/NBFCs/ any other

financial institutions which are eligible for re-finance from NABARD, shall be borne by the Central

Government for five years including one year moratorium against the loan availed by project proponents.

(ii) Interest subvention under the scheme shall be provided on loan amount sanctioned and disbursed in respect

of each project based on the proposed capacity, limited to the in principle approval by Department of Food

and Public Distribution (DFPD).

(iii)

Interest subvention would be available to only those distilleries which will supply at least 75% of ethanol

produced from the added distillation capacity to OMCs for blending with petrol.

(iv)

Assistance shall not be available to sugar mills and distilleries which have availed benefits under any other

scheme of Central Government for the same project.

(v)

In case of grain based distilleries, interest subvention would be applicable only if they are using or will be

using dry milling technique to produce DDGS.

Submission of application

For availing assistance under the Scheme, the sugar mills/distilleries/entrepreneurs would be required to

submit an application cum-proposal in the prescribed Proforma (Annexure-I) to the Director (Sugar), Directorate of

Sugar and Vegetable Oils, Department of Food & Public Distribution (DFPD), Krishi Bhawan, New Delhi within 30

days from the date of notification of the scheme through online on the DFPD portal (http://sugarethanol.nic.in/) and

in future, whenever a window is opened by DFPD from time to time to invite fresh applications to avail benefit under

the Scheme.

Appraisal/Approval of applications

DFPD will constitute two Committees viz. Screening Committee and Approval Committee. The proposals

received under the Scheme would be placed before Screening Committee and Approval Committee and thereafter in-

principle approval would be accorded by DFPD to the eligible applicants. The said Committees shall scrutinize the

applications keeping in view the parameters as deemed necessary. In case of sugar mills having Government dues

namely SDF dues, in-principle approval would be accorded only after clearance of Government dues.

Modalities of the Scheme

(i)

After scrutinizing the applications cum proposals, DFPD will accord in principle approval and recommend

such approved proposals to the lending banks/financial institutions for considering sanction of loan.

Banks/NCDC/IREDA/NBFCs/any other financial institutions which are eligible for re-finance from

NABARD would be at liberty to sanction/release the loan as per their commercial norms/policies and in

compliance with regulatory guidelines, including the restructuring guidelines, as notified by RBI from time to

time.

(ii)

The applicant should get the loan disbursed from the bank/ NCDC /IREDA / NBFCs / any other financial

institutions which are eligible for re-finance from NABARD, within 1 year from the date of in-principle

approval of DFPD, failing which the in-principle approval for the project will stand cancelled. Further, the

project should be completed within 2 years from the date of disbursement of 1^st installment of loan from

bank/ NCDC/IREDA/NBFCs/any other financial institutions which are eligible for re-finance from

NABARD.

(iii) The applicant should adhere to the time line as specified by DFPD for various activities viz. arrangement of

land for the project, submission of application for seeking approval of environmental clearance in parivesh

portal of Ministry of Environment, Forest & Climate Change (http://parivesh.nic.in/) and submission of

loan application to the bank/ NCDC/IREDA/NBFCs/any other financial institutions which are eligible for re-

finance from NABARD; updating progress on the DFPD portal (http://sugarethanol.nic.in/) every month,

failing which the in-principle approval for the project may be cancelled by DFPD.

(iv) While implementing their respective projects, the sugar mills/distilleries shall strive to seek convergence with

the Make in India scheme of the Government for capacity addition/ up-gradation in ethanol production.

(v)

The disbursement of loan under the scheme shall be in a separate account so that the utilization of the money

for the said purpose is easily monitored.

(vi) The

instructions

banks/NCDC/IREDA/NBFCs/any other financial institutions which are eligible for re-finance from

NABARD to operationalize the scheme including appointment of NABARD as a nodal bank.

(6)

Modalities for payment of interest subvention

(i)

Payment of interest subvention on loan amount under the scheme will be limited to only 5 years including

one year moratorium period.

(ii)

The benefit of interest subvention will be provided by Government of India only if the account of applicant

sugar mill/distillery is Standard and will not be available as long as account is NPA. The sugar mill/distillery

will be responsible for repayment of interest including penal interest for the period of default along with the

principal. Further, banks will be free to take necessary action against the defaulting borrowers as per banking

norms and applicable regulatory guidelines.

(iii) In the event of surplus cash flow with the sugar mills/distilleries, accelerated payments may be decided by

the bank/NCDC/IREDA/NBFCs / any other financial institutions which are eligible for re-finance from

NABARD and the interest subvention liability of DFPD towards loan account would accordingly get

reduced.

(iv)

The Department of Food and Public Distribution (DFPD) will release the interest subvention amount on

quarterly basis in advance to the nodal bank as appointed by DFS. The interest earned on the interest

subvention paid in advance shall be adjusted in the next quarterly installment.

(v)

DFPD will work out the modalities of release of Interest Subvention in consultation with NABARD.

Project Completion Certificate

The concerned entrepreneur/sugar mill/distillery shall submit a certificate duly verified by the Central

Pollution Control Board certifying that zero liquid discharge has been achieved through the method proposed at the

time of submitting application for such purpose. Sugar mills/distilleries/entrepreneurs availing loan to establish new

distilleries or expansion of the existing distilleries shall submit a certificate duly verified by the Excise Commissioner

of the State concerned and the Chartered Engineer certifying respectively that the new distillery has commenced

production and has been installed or expansion of the existing distillery has been completed and enhanced production

of ethanol has commenced. Any failure to submit such certificates shall lead to non reimbursement of interest

subvention by the Central Government.

Utilization Certificate

The concerned sugar mills/distilleries/entrepreneurs shall submit utilization certificate for the sanctioned loan

amount within three months of the completion of the project, duly verified by the respective Sugar/Cane

Commissioners, Excise Commissioner or any other authority designated by the State Government certifying that the

loan amount has been utilized for the purpose specified in the scheme. The said authorities shall also monitor the

utilization of the loan. Any failure to submit the utilization certificate shall lead to non-reimbursement of interest

subvention by the Central Government.

Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order

and for reasons to be recorded in writing modify any of the provisions of this Scheme.
