सा.का.जि. 23 (अ).--- राष्ट्रपजत, एति्द्वारा संजवधाि के अिुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग
करते हुए, और गृह मंत्रालय (स्ट्वापक जियंत्रण ब्यूरो) समूह ‘’ग” तथा समूह “घ” भती जियम 2007 को िहां तक उिका
संबंध आिुजलजपक ग्रेड - II के पि से हैं , उि बातों के जसवाय अजधक्ांत करते हुए जिन्हें ऐसे अजधक्मण से पहले दकया गया
है या करिे का लोप दकया गया है, गृह मंत्रालय के अधीि स्ट्वापक जियंत्रण ब्यूरो में आिुजलजपक ग्रेड-I के पि पर भती की
पद्धजत का जवजियमि करिे के जलए जिम्नजलजखत जियम बिाते हैं, अथाात :-
1.
संजिप्त िाम तथा प्रारम्भ - (1) इि जियमों का संजिप्त िाम गृह मंत्रालय, स्ट्वापक जियंत्रण ब्यूरो, (आिुजलजपक
ग्रेड - I) भती जियम, 2021 है।
(2) ये रािपत्र में प्रकािि की तारीख से प्रवृत्त होंगे।
2.
पिों की संख्या, वगीकरण तथा वेति मैट्ररक् स में स्ट्तर - पि की संख्या, उसका वगीकरण और उससे सम्बद्ध वेति
मैट्ररक् स में स्ट्तर वह होगा िो इि जियमों से उपाबद्ध अिुसूची के स्ट्तम्भ (2) से (4) में जवजिर्िाष्ट है।

भती की पद्धजत, आयु-सीमा तथा अहाताएं, आदि - पि पर भती की पद्धजत, आयु-सीमा, अहाताएं और उससे
संबंजधत अन्य बातें वे होंगी िो पूवोि अिुसूची के स्ट्तम्भ (5) से (13) में जवजिर्िाष्ट हैं।
4.
जिरहाता :- वह व्यजि
(क)
जिसिे ऐसे व्यजि से जिसका पजत या पत्नी िीजवत है, जववाह दकया है; या जववाह की संजविा की है या
(ख) जिसिे अपिे पजत या पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है ; या जववाह की संजविा
की है उि पि पर जियुजि का पात्र िहीं होगा :
परंतु यदि केंद्रीय सरकार का यह समाधाि हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य
पिकार को लागू स्ट्वीय जवजध के अधीि अिुज्ञेय है और ऐसा करिे के जलए अन् य आधार हैं तो वह दकसी
व्यजि को इस जियम के प्रवताि से छूट िे सकेगी।
5.
जिजथल करिे की िजि - िहां केंद्रीय सरकार की यह राय है दक ऐसा करिा आवश्यक या समीचीि है,वहां वह
उसके जलए िो कारण है उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिा करके इि जियमों के दकसी
उपबंध को दकसी वगा या प्रवगा के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी।
6.
व्यावृजत्त - इि जियमों की कोई बात, ऐसे आरिण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव िहीं डालेगी,
जििका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर जिकाले गए आिेिों के अिुसार अिुसूजचत िाजतयों,
अिुसूजचत िििाजतयों, अन्य जपछड़े वगों, भूतपूवा सैजिकों और अन्य जविेष प्रवगा के व्यजियों के जलए उपबंध
करिा अपेजित है।

में िस वषों की जियजमत सेवा और

सफलतापूवाक दकया हो, जिसके जलए
प्रजििण कायाक्म स्ट्वापक जियंत्रण
ब्यूरो या स्ट्वापक जियंत्रण ब्यूरो द्वारा
अिुमोदित अन्य संस्ट्थाि द्वारा तैयार
दकया िाएगा तथा प्रिाि दकया
िाएगा।
ट्रटप्पण: िहां ऐसे कजिष्ठ व्यजियों के
संबंध में जिन्होंिे अपिी अहाक/ पात्रता
सेवा पूरी कर ली है, प्रोन्नजत के जलए
जवचार दकया िा रहा हो िहां उिसे
ज्येष्ठ व्यजियों के संबंध में भी जवचार
दकया िाएगा परंतु यह तब िब दक
उसके द्वारा की गई ऐसी अहाक/
पात्रता सेवा, अपेजित अहाक/ पात्रता
सेवा के आधे से अजधक से या िो वषा
से, इिमें से िो भी कम हो, कम ि हो
और उन्होंिे अपिे ऐसे कजिष्ठ व्यजियों
सजहत जिन्होंिे ऐसी अहाक/ पात्रता
सेवा पहले ही पूरी कर ली है अगली
1. समूह ‘ख’ जवभागीय प्रोन् िजत
सजमजत (प्रोन् िजत पर जवचार करिे
हेतु) जिसमें जिम् ि सजम्मजलत होंगे:
(1) उप महाजििेिक (मुख्यालय),

(पुजष्ट पर जवचार करिे हेतु) जिसमें

स्ट्वापक जियंत्रण ब्यूरो - अध्यि;
(2) उप जििेिक (प्रिासि), स्ट्वापक

पट्ररवीिा की अवजध सफलतापूवाक
पूरी कर ली हो।
प्रजतजियुजि:
केंद्रीय सरकार के अधीि आिुजलजपक
पिधाट्ररत अजधकारी, -
(i) मूल संवगा या जवभाग में जियजमत
आधार पर पिधाट्ररत ; या
(ii) वेति मेट्ररक्स के स्ट्तर -5
(29200- 92300 रुपये) या समकि
स्ट्तर में छह वषों की जियजमत सेवा की
हो; या
(iii) वेति मेट्ररक्स के स्ट्तर -4
(25500- 81100 रुपये) या समकि
स्ट्तर में िस वषों की जियजमत सेवा की
हो।
ट्रटप्पणी 1: पोषक प्रवगा के ऐसे
जवभागीय अजधकारी, िो प्रोन्नजत की
सीधी पंजि में है, प्रजतजियुजि पर
जियुजि के जलए जवचार दकए िािे के
पात्र िहीं होंगे इसी प्रकार प्रजतजियुि
व्यजि प्रोन्नजत द्वारा जियुजि के जलए
जवचार दकए िािे के पात्र िहीं होंगे।
ट्रटप्पणी 2: प्रजतजियुजि की अवजध,
जिसके अंतगात केंद्रीय सरकार के उसी
या दकसी अन्य संगठि या जवभाग में
इस जियुजि से ठीक पहले धाट्ररत
दकसी अन्य काडर बाह्य पि पर
प्रजतजियुजि
की
अवजध
है
साधारणतया 3 वषा से अजधक िहीं
होगी।
ट्रटप्पणी 3: प्रजतजियुजि पर जियुजि के
जलए अजधकतम आयु सीमा आवेिि

NOTIFICATION
New Delhi, the 5th January, 2021
G.S.R. 23(E).–– In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Ministry of Home Affairs (Narcotics Control Bureau) Group ‘C’ and Group ‘D’ Posts Recruitment
Rules, 2007, in so far as they relate to the post of Stenographer Grade-II, except as respects things done or omitted to
be done before such supersession, the President hereby makes the following rules regulating the method of
recruitment to the post of Stenographer Grade-I in the Narcotics Control Bureau under the Ministry of Home Affairs,
namely:-
1.
Short title and commencement.––(1) These rules may be called the Ministry of Home Affairs, Narcotics
Control Bureau (Stenographer Grade-I) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of posts, classification and level in the pay matrix.– The number of post, its classification and level
in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.
Method of recruitment, age-limit and other qualifications, etc.– The method of recruitment, age- limit,
qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid
Schedule.
4.
Disqualification.– No person,–
(a)
who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5.
Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do,
it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6.
Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.
