मंत्रालय, उप सजचि (ह ंदी), जवारतीय सजचि (ह ंदी एिं संस्ट् कृजत), अतािे (ह ंदी एिं संस्ट् कृजत) र िषर‍ ह ंदी अनुिादक

पद भती जनयम, 1991 का उन बातक के जसिाय अजधक्ांत करते ए ए जिन् ें से अजधक्मण से पूिकि दकया गया ा या दकए

िाने के जलए ल प दकया गया ा, रा‍ रपजत एतद्वारारा जिदेि मंत्रालय के उप सजचि (ह ंदी), जवारतीय सजचि (ह ंदी एिं

संस्ट् कृजत), अतािे (ह ंदी एिं संस्ट् कृजत) र िषर‍ ह ंदी अनुिादक पदक क भती के तरीकक क जिजनयजमत करने के संबंध में

जनम् नजलजखत जनयम बनाते ं, अर्ाकित् :-

1. संजिप् त नाम र प्रारंभ :

इन जनयमक का संजिप् त नाम जिदेि मंत्रालय, उप सजचि (ह ंदी), जवारतीय सजचि (ह ंदी एिं संस्ट् कृजत),

अतािे (ह ंदी एिं संस्ट् कृजत) र िषर‍ ह ंदी अनुिादक पद भती जनयम, 2020 ा ।

ये िासक य रािपत्र में उनके प्रकािन क तारीख क प्रिृ‍ त कगे ।

2. पदक क संख् या, िगीकरण र िेतन माषरत स में िेतन स्ट् तर – उत त पदक क संख् या, उनका िगीकरण र िेतन

4. अन किता: क ई व् यजि-

(क) जिसने से व् यजि से जिसका पजत या जिसक प‍ नी िीजित ा, जििा दकया ा या जििा क संजिदा क ा या

(ख) जिसने अपने पजत या अपनी प‍ नी के िीजित र ते ए ए दकसी व् यजि से जििा दकया ा या जििा क संजिदा क ा,

उत त पद पर जनयुजि का पात्र न गा :

परंतु यदद केंद्रीय सरकार इस तथ् य से संतु‍ ट दक सा जििा उस व् यजि र जििा के अन् य पिकार के मामले

में लागू स्ट् िीय जिजध के अधीन अनुञेयेय ा र सा करने के अन् य आधार ं त ि दकसी व् यजि क इस जनयम के प्रितकिन से छूट

दे सकेगी ।

5. जिजर्ल करने क िजि : ि ां केंद्रीय सरकार क य राय ा दक सा करना आिश् यक या समीचीन ा, ि ां ि कारणक क

लेखबद्ध करके र संघ ल क सेिा आय ग के सार् परामिकि करके इन जनयमक के दकसी उपबंध क दकसी िगकि या प्रिगकि के

व् यजियक क बाबत, आदेि वारारा जिजर्ल कर सकेगी ।

6. व् यािृज : इन जनयमक में उजल्लजखत क ई बात, आरिण, आयु सीमा में छूट र सी अन् य षरयायतक पर प्रभाि न डालेगी,

जिनका केंद्रीय सरकार वारारा इस संबंध में समय-समय पर िारी दकए गए आदेिक के अनुसार अनुसूजचत िाजतयक, अनुसूजचत

िनिाजतयक, भूतपूिकि साजनकक र अन् य जििेष क षट के व् यजियक के जलए उपबंध करना अपेजित ा।

िांछनीय:

(i) संगत जिषय में डॉत टरेट जडग्री।

(ii) दकसी ह ंदी समाचार पत्र संग न या समाचार एिेंसी या

सांस्ट् कृजतक संग न में कायकि करने का अनुभि;

(iii) स्ट् नातक स्ट् तर पर ह ंदी के अजतषरत त एक या अजधक भारतीय

भाषाओं का अध् ययन दकया ;

(iv) स्ट् र्ापना मामलक संबंधी कायकि करने का अनुभि।

(v) स्ट् नातक स्ट् तर पर एक जिषय के रूप में संस्ट् कृत का अध् ययन

दकया ।

भी जिचार दकया िाएगा र से व् यजत तयक क उनके सिस्ट् त्र

बलक से कायकिमुत त ने तक क तारीख तक प्रजतजनयुजत त अिजध

प्रदान क िाएगी: उसके पश् चात िे पुनजनयनिन आधार पर बने

र ेंगे।

षटप् पणी 1 : प्रजतजनयुजि क अिजध, जिसके अंतगकित केंद्रीय

सरकार के उसी या दकसी अन्य संग न या जिभाग में इस जनयुजि

से ीक प ले धाषरत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि

क अिजध िाजमल ा, साधारणतया चार िषकि से अजधक न

गी।

उपक्म या जिश् िजि्ालय या मान् यताप्राप् त अनुसंधान

संस्ट् र्ाओं में ज न् दी में िब् दािली (िब् दािली संबंधी कायकि)

प्रय ग करने/लागू करने र अंग्रेिी से ज न् दी या

जिल मत:, जििेषतः तकनीक या िाञेयाजनक साज ‍ य में

अनुिाद कायकि का पांच िषकि का अनुभि;

कायकि।

सिस्ट् त्र बल कार्मकिकक के जलए:

प्रजतजनयुजि/ पुनर्नकिय िन (भूतपूिकि साजनकक के जलए)

सिस्ट् त्र बल कार्मकिक ि एक िषकि क अिजध के

भीतर सेिाजनिृ‍ त ने िाले ं या षरििकि में स्ट् र्ानांतषरत

New Delhi, the 11^th December, 2020

G.S.R. 24(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Ministry of External Affairs, Deputy Secretary (Hindi), Second Secretary (Hindi and Culture),

Attache (Hindi and Culture) and Senior Hindi Translator posts Recruitment Rules, 1991, except as respects things

done or omitted to be done before such supersession, the President hereby makes the following rules, regulating the

method of recruitment to the posts of Deputy Secretary (Hindi), Second Secretary (Hindi and Culture), Attache (Hindi

and Culture) and Senior Hindi Translator in the Ministry of External Affairs, namely:-

Short title and commencement.- (1) These rules may be called the Ministry of External Affairs, Deputy

Secretary (Hindi), Second Secretary (Hindi and Culture), Attache (Hindi and Culture) and Senior Hindi Translator

Posts Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification, and level in the pay matrix.- The number of posts, their classification and

the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

rules.

Method of recruitment, age-limit and other qualifications.- The method of recruitment, age-limit,

qualifications and other matters relating to the said posts, shall be as specified in columns (5) to (13) of the aforesaid

Schedule.

Disqualification.-

No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to the said person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required

to be provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other specified categories of persons, in

accordance with the orders issued by the Central Government from time to time, in this regard.

continued on re-employment.

Note 1: The period of deputation including period of deputation in another

ex-cadre posts held immediately preceding this appointment in the same or

some other organisation or department of the Central Government shall

ordinarily not exceed four years.
