का.अ. 2871(ऄ).—केंद्रीय सरकार, अर्श्यक र्स्ट्तु ऄजधजनयम, 1955 (1955 का 10) की धारा 3 द्वारा प्रदत्त

िजक्तयों का प्रयोग करते हुए और का.अ.2674(ऄ), तारीख 02.07.2021 का ऄजधक्रमण करते हुए, जर्जिष्ट खाद्य पदाथों

पर लाआसेंसी ऄपेक्षाएं, स्ट्टॉक सीमाएं और संचलन प्रजतबंध हटाना अदेि, 2016 में और संिोधन करने के जलए

जनम्नजलजखत अदेि करती है, ऄथावत्-

1. संजक्षप्त नाम और प्रारम्भ –

(1) आस अदेि का नाम जर्जिष्ट खाद्य पदाथों पर लाआसेंसी ऄपेक्षाएं, स्ट्टॉक सीमाएं और संचलन प्रजतबंध हटाना

(दूसरा संिोधन) अदेि, 2021 है।

(2) यह तत्काल प्रभार् से लागू होगा।

2. जर्जिष्ट खाद्य पदाथों पर लाआसेंसी ऄपेक्षाएं, स्ट्टॉक सीमाएं और संचलन प्रजतबंध हटाना अदेि, 2016 में खंड 3

में, ईप-खंड (2) में, मद (i) में जनम्नजलजखत ऄंतःस्ट्थाजपत दकया िाएगा, ऄथावत् –

“(i) ददनांक 31 ऄक्टूबर, 2021 तक की ऄर्जध के जलए, दालों नामतः तूर, मसूर, ईड़द, चना को, सभी राज्यों

और संघ राज्य क्षेत्रों में जनम्नलजखत स्ट्टॉक सीमाओं के साथ रखा िाएगा;



थोक जर्क्रेता: 500 मीट्ररक टन (बितें दक दकसी एक दकस्ट्म की मात्रा 200 मीट्ररक टन से ऄजधक नहीं होनी

जमलर: स्ट्टॉक सीमा जर्गत 6 माह के ईत् पादन ऄथर्ा र्ाषिकषक संस्ट्थाजपत क्षमता का 50%, आनमें से िो

ऄजधक हो, होगी।

3. ईपयुवक्त संबंजधत जर्जधक आकाआयां आसकी घोषणा ईपभोक्ता मामले जर्भाग के पोटवल (fcainfoweb.nic.in) पर

करेंगी और यदद ईनके द्वारा धाट्ररत स्ट्टॉक जनधावट्ररत सीमा से ऄजधक है, तो र्े आस ऄजधसूचना के िारी होने की

तारीख से 30 ददनों के भीतर जनधावट्ररत स्ट्टॉक सीमा तक लाएंगी।

4. आस अदेि में जनजहत कोइ भी बात दालों के अयात पर लागू नहीं होगी;

बिते दक अयातक ईपभोक्ता मामले जर्भाग के पोटवल (fcainfoweb.nic.in) पर दालों के स्ट्टॉक की घोषणा

करेंगे।

ORDER

New Delhi, the 19th July, 2021

S.O. 2871(E).—In exercise of the powers conferred by section 3 of the Essential Commodities Act,

1955 (10 of 1955) and in supersession of S.O. 2674(E), dated the 02.07.2021, Central Government hereby

makes the following order further to amend the Removal of Licensing Requirements, Stock Limits and

Movement Restrictions on Specified Foodstuffs Order, 2016, namely:–

1. Short Title and Commencement-

1. This order may be called the Removal of Licensing Requirements, Stock Limits and Movement

Restrictions on Specified Foodstuffs (Second Amendment) Order, 2021.

2. It shall come into force with immediate effect.

2. In the Removal of Licensing Requirements, Stock Limits and Movement Restrictions on Specified

Foodstuffs Order, 2016, in clause 3, in sub-clause(2), the item (i) is substituted by the following:—

―(i) Pulses namely tur, masoor, urad, chana, for a period up to 31st October 2021 with following

stock limits for all States and Union Territories;



Wholesaler: 500 MT (subject to condition that there should not be more than 200 MT

of one variety)



Retailer: 5 MT

Millers: Stock limits will be last 6 months production or 50% of annual installed

capacity, whichever is higher.”

3. Respective legal entities, as above, shall declare the same on the portal (fcainfoweb.nic.in) of

Department of Consumer Affairs and in case the stocks held by them are higher than the prescribed limits

then they shall bring it to the prescribed stock limits within 30 days of issue of this notification.

4. Nothing contained in this Order shall be applicable to import of pulses:

Provided that importers shall declare stocks of pulses on the portal (fcainfoweb.nic.in) of Department of

Consumer Affairs.
