सा. का. जन. 495(अ).— राष्ट्रपजत, संजवधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए, स्ट्वास्ट््य
और पररवार कल्याण मंत्रालय, राष्ट्रीय स्ट्वास्ट््य प्राजधकरण में जनदेिक (प्रिासन), उपजनदेिक (प्रिासन), सहायक जनदेिक (प्रिासन)
और सहायक अनुभाग अजधकारी (प्रिासन) के पदों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते है,
अथाात:-
1.
संजिप्त नाम और प्रारम्भ: (1) इन जनयमों का संजिप्त नाम स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, राष्ट्रीय स्ट्वास्ट््य
प्राजधकरण, प्रिासन खंड (वगा ‘क’ और वगा ‘ख’ पद), भती जनयम 2021 है ।
(2).
ये राजपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे ।
2.
लागू होना: - ये जनयम इन जनयमों से जुडी अनुसूची के कॉलम 1 में जनर्ददष्ट पदों पर लागू होंगे।
3.
पदों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर – उि पदों की संख्या, उनका वगीकरण और उनका वेतन मैररक्स में
स्ट्तर वह होंगे जो इन जनयमों से उपाबद्ध पूवोि अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जवर्ननद्ष्ष्ट हैं ।

4. भती की पद्धजत, आयु-सीमा और अहाताएँ, आदद – उि पदों पर भती की पद्धजत, आयु-सीमा, अहाताएँ और उससे संबजन्धत अन्य
बाते वे होंगी जो उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जवजनर्ददष्ट हैं ।
5.
जनरहाता – वह व्यजि -
जजसने ऐसे व्यजि से, जजसका पजत या जजसकी पत्नी जीजवत है, जववाह दकया है या जववाह की संजवदा की है; या
जजसने अपने पजत या अपनी पत्नी के जीजवत रहते हुए, दकसी अन्य व्यजि से जववाह दकया है, या जववाह की संजवदा की है;
उि पद पर जनयुजि का पात्र नहीं होगा ।
परंतु यदद केन्रीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पिकार को लागू
स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतान से छूट दे सकेगी ।
6.
जिजथल करने की िजि – राष्ट्रीय प्राजधकरण द्वारा जलजखत में दकए गए अनुरोध पर जहां केन्रीय सरकार की यह राय है दक
ऐसा करना आवश्यक या समीचीन है, वहाँ वह उसके जलए कारणों को लेखबद्ध करके और संघ लोक सेवा आयोग के परामिा से, आदेि
द्वारा इन जनयमों के दकसी उपबंध को दकसी वगा या प्रवगा के व्यजियों की बाबत आदेि द्वारा जिजथल कर सकेगी ।
7.
व्यावृजत्त – इन जनयमों की कोई बात आरिण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाव नहीं डालेगी, जजनका केन्रीय
सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य जपछडे
वगों, भूतपूवा सैजनकों और अन्य जविेष प्रवगा के व्यजियों जलए उपबंध करना अपेजित है ।

NOTIFICATION
New Delhi, the 16th July, 2021
G.S.R. 495(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules to regulate the method of recruitment to the posts of Director
(Administration), Deputy Director (Administration), Assistant Director (Administration) and Assistant Section Officer
(Administration) in the National Health Authority, Ministry of Health and Family Welfare, namely:-
1.
Short title and commencement. – (1) These rules may be called the Ministry of Health and Family Welfare,
National Health Authority, Administration Division (Group A’’ and Group B’’ Posts), Recruitment Rules, 2021.
2.
They shall come into force on the date of their publication in the Official Gazette.
2.
Application:- These rules shall apply to the posts specified in column 1 of the Schedule annexed to these
rules.
3.
Number of posts, classification and level in pay matrix - The number of posts, their classification and the
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification.- No person, --
(a)
who has entered into or contracted a marriage with a person having a spouse living; or
(b)
who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
6. Power to relax. - Where the Central Government is of the opinion, on a request made in writing by the National
Authority that it is necessary or expedient so to do, it may, by order, in consultation with the Union Public Service
Commission, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or category of persons.
7. Saving. - Nothing in these rules shall affect reservation, relaxation of age- limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special
categories of persons, in accordance with the orders issued by the Central Government from time to time in this
regard.

exceed three years.
