सा.का.जन. 332(अ).—राष्ट्रपजत, संजिधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए
और खान मंत्रालय, भारतीय खान ब्यूरो, भंडारी (तकनीकी) श्रेणी-II, सहायक भंडारी (तकनीकी) और भंडार जलजपक, समूह
‘ग’ पद भती जनयम, 2010 को, जहां तक उसका संबंध सहायक भंडारी (तकनीकी) और भंडार जलजपक के पदों से है, उन
बातों के जसिाय अजधक्ांत करते हुए, जजन्हे ऐसे अजधक्मण से पहले दकया गया है या करने का लोप दकया गया हैं, खान
मंत्रालय, भारतीय खान ब्यूरो में सहायक भंडारी (तकनीकी) के पद पर भती की पद्धजत का जिजनयमन करने के जलए
जनम्नजलजखत जनयम बनाते हैं, अथाात्:-
1. संजिप्त नाम और प्रारंभ.- (1) इन जनयमों का संजिप्त नाम खान मंत्रालय, भारतीय खान ब्यूरो, सहायक भंडारी
(तकनीकी), समूह ‘ग’ पद, भती जनयम 2022 है।
(2) ये राजपत्र में प्रकािन की तारीख को प्रिृत्त होंगे।
2. पद संख्या, िगीकरण और िेतन मैट्ररक्स में स्ट्तर— उि पद की संख्या, उसका िगीकरण और िेतन मैट्ररक्स में स्ट्तर िह
होगा जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जिजनर्ददष्ट हैं।
3. भती की पद्धजत, आयु-सीमा और अहाताएं, आदद- उि पद पर भती की पद्धजत, आयु-सीमा, अहाताएं और उससे संबंजधत
अन्य बातें िे होंगी जो पूिोि उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जिजनर्ददष्ट हैं।

4. जनरहाताएं — िह व्यजि, -
(क) जजसने ऐसे व्यजि से, जजसका पजत या जजसकी पत् नी जीजित है, जििाह दकया है या जििाह की संजिदा की है; या
(ख) जजसने अपने पजत या अपनी पत् नी के जीजित रहते हुए, दकसी व्यजि से जििाह दकया है या जििाह की संजिदा की है,
उि पद पर जनयुजि का पात्र नहीं होगा:
परंतु यदद केंद्रीय सरकार का यह समाधान हो जाता है दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को
लागू स्ट् िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो िह दकसी व्यजि को इस जनयम के प्रितान
से छूट दे सकेगी।
5. जिजथल करने की िजि— जहााँ केंद्रीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके
जलए जो कारण हैं, उन् हें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आदेि
द्वारा जिजथल कर सकेगी।
6. व् यािृजत्त— इन जनयमों की कोई बात, ऐसे आरिण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी,
जजनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत
जनजाजतयों, अन्य जपछडे िगों, भूतपूिा सैजनकों और अन्य जििेष प्रिगा के व्यजियों के जलए उपबंध करना अपेजित है।

प्रो न् नजत :
िेतन मैट्ररक्स के स्ट्तर 02 (19900-63200 रु.) में ऐसे भंडार जलजपक जजन् होंने जनयुजि के पश् चात उस श्रेणी में आठ िषा
जनयजमत सेिा की है और जो भारतीय खान ब्यूरो या दकसी अन्य मान्यता प्राप्त प्रजििण संस्ट्थान द्वारा संचाजलत "माल और
सेिाओं की खरीद, सूची प्रबंधन और भंडार के जनपटान से संबंजधत प्रदक्या" के िेत्र में चार सप्ताह का सेिाकालीन प्रजििण
सफलतापूिाक पूरा दकया है।

ट्रटप्पण : जहां ऐसे कजनष् ठ व् यजियों के संबंध में, जजन् होंने अपनी अहाक या पात्रता सेिा पूरी कर ली है, प्रोन् नजत के जलए
जिचार दकया जा रहा हो, िहां उनसे ज् येष् ठ व् यजियों के संबंध में भी जिचार दकया जाएगा परन् तु यह तब ज ब दक उनके द्वारा
की गई ऐसी अहाक या पात्रता सेिा, अपेजित अहाक या पात्रता सेिा के आधे से अजधेक से या दो िषा से, इनमें से जो भी कम
हो, कम न हो और उन् होंने अपने ऐसे कजनष् ठ व् यजियों सजहत, जजन् होंने ऐसी अहाक या पात्रता सेिा पहले ही पूरी कर ली है,
अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिाक पूरी कर ली हो।
यदद जिभागीय प्रोन् नजत सजमजत है, तो उसकी संरचना
दकन पट्ररजस्ट्थजतयों में संघ लोक
सेिा आयोग से परामिा दकया
जाएगा।

समूह ‘ग’ जिभागीय प्रोन् नजत सजमजत (प्रोन् नजत के संबंध में जिचार करने के जलए)
जजसमें जनम् नजलजखत होंगे :-
1. िेत्रीय खान जनयंत्रक, भारतीय खान ब् यूरो – अध् यि ;
2. मुख् य प्रिासजनक अजधकारी, भारतीय खान ब् यूरो– सदस्ट् य;
3. अयस्ट् क प्रसाधन अजधकारी, भारतीय खान ब् यूरो – सदस्ट् य।
समूह ‘ग’ जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करने के जलए) जजसमें
जनम् नजलजखत होंगे :-
1. मुख् य प्रिासजनक अजधकारी, भारतीय खान ब् यूरो– अध् यि;
2. ज् येष् ठ सहायक खान जनयंत्रक, भारतीय खान ब् यूरो – सदस्ट् य ;
3. उप अयस्ट् क प्रसाधन अजधकारी, भारतीय खान ब् यूरो – सदस्ट् य।

New Delhi, the 4th May, 2022
G.S.R. 332(E).—In exercise of the powers conferred by the proviso to article 309 of the
Constitution, and in supersession of the Ministry of Mines, Indian Bureau of Mines, Store Keeper
(Technical) Grade-II, Assistant Store Keeper (Technical) and Store Clerk, Group ‗C‘ Posts, Recruitment
Rules, 2010, in so far as it relates to the posts of Assistant Store Keeper (Technical) and Store Clerk, except
as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Assistant Store Keeper (Technical) in
Indian Bureau of Mines, Ministry of Mines namely:—
1.
Short title and commencement.-— (1) These rules may be called Ministry of Mines, Indian
Bureau of Mines, Assistant Store Keeper (Technical), Group ‗C‘ Post, Recruitment Rules 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.—The number of the said post, its
classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of
the Schedule annexed to these rules.
3.
Method of recruitment, age-limit and qualifications etc.— The method of recruitment, age-
limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of
the aforesaid Schedule.
4. Disqualifications.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so
to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect to any class or category of persons.
6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit, and other
concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward
Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the
Central Government from time to time in this regard.

the grade after appointment thereto and have successfully completed four weeks of in-service training in
the field of ―Procedure related to procurement of goods and services, inventory management and disposal
of stores‖ conducted by Indian Bureau of Mines or any other recognised training institute.
Note : Where juniors who have completed their qualifying or eligibility service are being considered for
promotion, their seniors would also be considered provided they are not short of the requisite qualifying or
eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less,
and have successfully completed their probation period for promotion to the next higher grade along with
their juniors who have already completed such qualifying or eligibility service.
