सा.का.जन. 351(अ) .—संयुक्त सजमजत, संसद सदस्ट्य वेतन, भत्ता और पेंिन अजधजनयम, 1954 (1954 का

30) की धारा 9 की उपधारा (3) के खंड (ङ) द्वारा प्रदत्त िजक्तयों का प्रयोग करते हुए, केंद्र सरकार से परामिश

करने के पश्चात, संसद सदस्ट्य (यात्रा और दैजनक भत्ता) जनयम, 1957 में ऐसे और संिोधन करने के जलए, जिन्हें

धारा 9 की उप-धारा (4) के अधीन यथा अपेजित राज्य सभा के सभापजत और लोक सभा के अध्यि द्वारा

अनुमोददत और पुष्ट कर ददया गया है, जनयम बनाती है, अथाशत:-

(1) इन जनयमों का संजिप्त नाम संसद सदस्ट्य (यात्रा और दैजनक भत्ता) संिोधन जनयम, 2021 है।

(2) ये रािपत्र में उनके प्रकािन की जतजथ से प्रवृत्त होंगे।

संसद सदस्ट्य (यात्रा और दैजनक भत्ते) जनयम, 1957 में, जनयम 3(क) में, उप-जनयम (5) के स्ट्थान पर,

जनम्नजलजखत उप-जनयम को प्रजतस्ट्थाजपत दकया िाएगा, अथाशत:-

"(5) (क) िहााँ हवाई यात्रा जवमान द्वारा की िाती है -

(i) दकसी संसद सदस्ट्य द्वारा धारा 4, धारा 5 या धारा 6ग के अंतगशत,

(ii)

संसद सदस्ट्य के पजत या पत्नी द्वारा धारा 6ख के अंतगशत; या

(iii)

संसद सदस्ट्य के पररचर द्वारा धारा 6घ के अंतगशत,

तो संसद सदस्ट्य को स्ट्व सत्याजपत हवाई यात्रा रिकि और बोर्डडग पास के साथ यात्रा भत्ता दावा

ऑनलाइन िमा करना होगा ।

(ख)

ऑनलाइन बोर्डडग पास िमा करने की अनुमजत आजधकाररक यात्रा के साथ साथ सदस्ट्यों के

व्यजक्तगत हवाई यात्रा दोनों के जलए दी िाएगी।

(ग)

यदद कोई संसद सदस्ट्य से बोर्डडग पास आदद खो िाए तो उसे यात्रा भत्ता जबल के साथ एक स्ट्व-

घोषणा प्रमाण-पत्र िमा करना होगा दक उसने यात्रा कर ली है।

(घ)

यदद ऑनलाइन िमा कराना संभव न हो तो संसद सदस्ट्य सभी आवश्यक दस्ट्तावेिों सजहत यात्रा

भत्ता जबलों को भौजतक रूप में िमा करा सकते हैं।

(ङ)

सभी ऑनलाइन िमा कराए गए दस्ट्तावेिों या भौजतक रूप से िमा कराए गए फामों को

संबंजधत जवमान कंपजनयों से सत्याजपत कराया िाएगा।"

और अंजतम बार ददनांक 13 ददसंबर 2010 को सा. का.जन. 969(ङ) के द्वारा संिोजधत दकया गया था।

NOTIFICATION

New Delhi, the 12th May, 2022

G.S.R.No. 351(E).—In exercise of the powers conferred by clause (e) of sub-section (3) of section 9 of the

Salary, Allowances and Pension of Members of Parliament Act, 1954 (30 of 1954), the Joint Committee, after

consultation with the Central Government, hereby makes the following rules further to amend the Members of

Parliament (Travelling and Daily Allowances) Rules, 1957, which have been approved and confirmed by the

Chairman of the Council of States and the Speaker of the House of the People, as required under sub-section (4) of

said section 9, namely :-

1. (1) These rules may be called the Members of Parliament (Travelling and Daily Allowances)

Amendment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Members of Parliament (Travelling and Daily Allowances) Rules, 1957, in rule 3A, for sub-

rule (5), the following sub-rule shall be substituted, namely:-

" (5) (a) Where the journey by air is performed by-

(i) a member under section 4, section 5 or section 6C;

(ii) the spouse of the member under section 6B; or

(iii) an attendant of the member under section 6D,

the member shall submit self attested travelling allowance claim alongwith air journey

tickets and boarding passes, online.

(b) Submission of online boarding passes shall be allowed both for official journeys as well as

for personal air journeys of members.

(c) If a member misplaces boarding passes, etc., a self-declaration certificate may be submitted

alongwith travelling allowance bills for having performed the journey.

(d) If online submission is not feasible, member may submit travelling allowance bills

alongwith all requisite documents in physical form.

(e) All documents submitted online or in physical form shall be verified from the concerned

airlines.”.
