का.आ. 5655(अ).— सुिासि के जलए आधार अजधप्रमाणि (समाि कल्याण, िवाचार, ज्ञाि) जियम, 2020 के

जियम 5 के अिुसरण में, केन्द्रीय सरकार द्वारा इलेक्‍टरॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय को अजधकृत दकए िािे के

कारण यह अजधसूजचत दकया िाता है दक प्रगत संगणि जवकास केन्द्र को ‘ई-प्रमाण’ मंच पर एकल जचह्ि के माध्यम से

दकसी सरकारी सेवा को प्राप्त करिे वाले जिवाजसयों का अजधप्रमाणि या ई केवाईसी करिे के जलए, स्ट्वैजछिक आधार पर,

आधार अजधप्रमाणि सेवाओं का प्रयोग इस ितत के अध्यधीि अिुज्ञात दकया िाता है दक प्रगत संगणि जवकास केन्द्र ‘ई-

प्रमाण’ मंच पर केवल ऐसी सेवाएं या एप्लीकेिि के ऑिबोर्डिंग को सुजिजित करेगा िो आधार (जवत्तीय और अन्द्य

सहाजयकीयों, लाभों और सेवाओं का लजित पररिाि) अजधजियम, 2016 (2016 का 18) की धारा 4 की उपधारा (4) और

धारा 7 के उपबंधों का कठोरता से अिुपालि करेगा, जिम्नजलजखत ितों के अध्यधीि, अर्ात् :-

(i) आधार अजधजियम, 2016 की धारा 20 के उपबंधों के अिुसार अजधप्रमाणि के प्रयोिि के जलए जिवासी से

सूजचत सहमजत अजभप्राप्त की िाएगी;

(ii) जिस प्रयोिि के जलए आधार संख्या और संबंजधत िािकारी मांगी िा रही है, जविेष रूप से जिस रीजत में

आधार संख्यांक एकत्र, संगृहीत और उपयोग दकया िाता है, उसे जिवाजसयों को संसूजचत दकया िाएगा;

(iii) जिवासी को पहचाि या सत्यापि के वैकजल्पक तंत्र के बारे में सूजचत दकया िाएगा क्‍टयोंदक तत्काल आधार

अजधप्रमाणि का उपयोग जबल्कुल स्ट्वैजछिक आधार पर अिुज्ञात दकया िाता है;

(iv) आधार अजधप्रमाणि की जवफलता के कारण जिवासी को दकसी भी सेवा या लाभ से वंजचत िहीं दकया

िाएगा;

(v) तंत्र में कहीं भी आधार संख्यांक उपिर्ित िहीं होगा और िहां कहीं अपेजित हो वहां केवल आधार संख्यांक के

अंजतम चार अंक उपिर्ित दकए िा सकेंगे;

(vi) यदि अपेजित हो तो लाभार्र्तयों का बायोमैररक अजधप्रमाणि केवल प्रगत संगणि जवकास केन्द्र द्वारा

रजिस्ट्रीकृत या सत्याजपत ऑपरेटर द्वारा सहायता प्राप्त पद्धजत या जियंजत्रत वातावरण में दकया िाएगा ।

2. प्रगत संगणि जवकास केन्द्र, केन्द्रीय सरकार और भारतीय जवजिष्ट पहचाि प्राजधकरण द्वारा समय-समय पर

अजधकजर्त आधार अजधप्रमाणि के उपयोग के संबंध में मागतिितक जसद्धांतों का पालि करेगा ।

NOTIFICATION

New Delhi, the 5th December, 2022

S.O. 5655(E).— In pursuance of rule 5 of the Aadhaar Authentication for Good Governance (Social

Welfare, Innovation, Knowledge) Rules, 2020, the Ministry of Electronics and Information Technology having been

authorised by the Central Government, hereby notifies that the Centre for Development of Advanced Computing is

allowed to use Aadhaar authentication services, on voluntary basis, for authentication or eKYC of residents availing

any government service through ‘e-Pramaan’ single sign on platform, subject to the condition that the Centre for

Development of Advanced Computing shall ensure onboarding of only such services or applications on ‘e-Pramaan’

platform which are strictly in compliance of the provisions of sub-section (4) of section 4 or section 7 of the Aadhaar

(Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), subject to

following conditions, namely:-

(i)

the informed consent of the resident shall be obtained for the purpose of authentication as per the

provisions of section 20 of the Aadhar Act, 2016;

(ii)

the purpose for which the Aadhaar number and related information is being sought, specifically, the

manner in which the Aadhaar number is collected, stored, and used shall be communicated to the

residents;

(iii)

the resident shall be informed of alternate mechanism of identification or verification as the instant

usage of Aadhaar authentication is permitted purely on voluntary basis;

(iv)

there shall not be denial of any service or benefit to resident on account of failure of Aadhaar

authentication;

(v)

there shall not be display of Aadhaar number anywhere in system, and wherever required only last

four digits of Aadhaar number may be displayed;

(vi)

if required, biometric authentication of beneficiaries shall be performed only in assisted mode or

controlled environment by the operator registered or verified by the Centre for Development of

Advanced Computing.

2.

The Centre for Development of Advanced Computing shall adhere to the guidelines with respect to

use of Aadhaar authentication as laid down by the Central Government and the Unique Identification Authority of

India from time to time.
