सा.का.जन. 886(अ).—केंद्रीय सरकार, आपदा प्रबंधन अजधजनयम, 2005 (2005 का 53) की धारा 75 के साथ
पठित धारा 5 द्वारा प्रदत्त िजियों का प्रयोग करते हुए, राष्ट्रीय आपदा प्रबंधन प्राजधकरण (जित्तीय सलाहकार) भती जनयम,
2008, में और संिोधन करने के जलए जनम्नजलजखत जनयम बनाती है, अथाात्:-
1.
संजिप् त नाम और प्रारंभ. –
(1) इन जनयमों को राष्ट्रीय आपदा प्रबंधन प्राजधकरण (जित्तीय सलाहकार) भती (संिोधन) जनयम, 2022 कहा
िाएगा।
(2) ये रािपत्र में उनके प्रकािन तारीख से प्रिृत् त होंगे।

राष्ट्रीय आपदा प्रबंधन प्राजधकरण (जित्तीय सलाहकार) भती जनयम, 2008 में, नोट 2 में, अनुसूची के स्ट्तंभ (11)
में, "56" अंकों के स्ट्थान पर, "अिािन" िब्द रखा िाएगा।

NOTIFICATION
New Delhi, the 19th December, 2022
G.S.R. 886(E).—In exercise of the powers conferred by section 5 read with section 75 of the
Disaster Management Act, 2005 (53 of 2005), the Central Government hereby makes the following rules
further to amend the National Disaster Management Authority (Financial Advisor) Recruitment Rules,
2008, namely:-
1. Short title and commencement. –
(1) These rules may be called the National Disaster Management Authority (Financial Advisor)
Recruitment (Amendment) Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.

In the National Disaster Management Authority (Financial Advisor) Recruitment Rules, 2008, in
the Schedule in column (11), in Note 2, for the figures “56”, the word, “fifty-eight” shall be substituted.

सा.का.जन. 887(अ).—केंद्रीय सरकार, आपदा प्रबंधन अजधजनयम, 2005 (2005 का 53) की धारा 75 के साथ

राष्ट्रीय आपदा प्रबंधन प्राजधकरण (समूह ‘क’ पद) भती जनयम, 2009 की अनुसूची में-
(क) सलाहकार (प्रचालन और संचार) के पद से संबंजधत क्रम संख्या 1 के सामने, स्ट्तंभ (11) में, "नोट 2" में, िब्द "छप्पन"
के स्ट्थान पर, िब्द, "अिािन" रखा िाएगा।
(ख) क्रम संख्या 10 और उससे संबंजधत प्रजिजियों के जलए, कॉलम (1) से (13) में, जनम्नजलजखत क्रम संख्या और प्रजिजियों
को रखा िाएगा, अथाात्: -

केंद्रीय सरकार या राज्य सरकार या संघ राज् य
िेत्र प्रिासन या जिश्वजिद्यालय या सािािजनक
िेत्र के उपक्रम या मान्यता प्राप्त अकादजमक
अनुसंधान या प्रजििण संस्ट्थान, और अधा-
सरकारी या कानूनी या स्ट्िायत्त जनकाय या
स्ट्थानीय जनकाय के ऐसे अजधकाठरयों में से:
(i) िो मूल काडर या जिभाग में जनयजमत आधार
पर सदृि पद धारण दकए हुए हैं;
अथिा
(ii) जिंहोने मूल काडर या जिभाग में िेतन
मैठरक्स में लेिल 9 (53,000-1,67,800 रुपये)
या समतुल्य में उस पद पर जनयुजि के पिचात,
जनयजमत आधार पर, उस श्रेणी में पांच िर्ा सेिा
की हो;
(क) िैिजणक अहाताएं: -
(i) आिश्यक:
दकसी मान्यता प्राप्त जिश्वजिद्यालय से सामाजिक
जिज्ञान या दफजिकल साइंस में स्ट् नातकोत् तर या
इंिीजनयररंग में स्नातक।
(ii) िांछनीय:
क) सामाजिक जिज्ञान या दफजिकल साइंस में
डॉक्टरेट;
ख) आपदा प्रबंधन में जडग्री या संबंजधत िेत्रों में
एडिांस जडग्री को िरीयता दी िाएगी।
(ख) िांछनीय अनुभि: -
(i) दकसी मान्यता प्राप्त संस्ट्थान से आपदा प्रबंधन
या संबंजधत िेत्रों िैसे िल संरिण, पयाािरण
प्रबंधन,
िाजनकी,
िहरी
जनयोिन
और
संरचनात्मक इंिीजनयररंग में अनुभि; तथा
(ii) सरकार के तैयारी/कारािाई/ठरकिरी/प्रिमन
या समुदाय आधाठरत आपदा प्रबंधन कायाक्रम में
काया।
नोट 1: प्रजतजनयुजि की अिजध, जिसके अंतगात
केंद्रीय सरकार के उसी या दकसी अन्य संगिन या
जिभाग में इस जनयुजि से िीक पहले धाठरत दकसी
अन्य काडर से बाहर के पद पर प्रजतजनयुजि की
अिजध है, सात िर्ा से अजधक नहीं होनी चाजहए।
नोट 1: भती चयन सजमजत (चयन पर जिचार करने
के जलए), जिनमें जनम्नजलजखत होंगे, की जसफाठरि
पर सिम प्राजधकारी के अनुमोदन से की िाएगी:-
1. सजचि या जििेर् सजचि, राष्ट्रीय आपदा प्रबंधन
प्राजधकरण - अध्यि;
2. सलाहकार, राष्ट्रीय आपदा प्रबंधन प्राजधकरण
िो राष्ट्रीय आपदा प्रबंधन प्राजधकरण के उपाध् यि
द्वारा नाजमत दकया िाए - सदस्ट्य;
3. संयुि सजचि (आपदा प्रबंधन प्रभाग), गृह
मंत्रालय - सदस्ट्य;
4. संयुि सजचि (प्रिासन एिं समन्िय), राष्ट्रीय
आपदा प्रबंधन प्राजधकरण -सदस्ट्य
नोट 2: चयन सजमजत अभ् यथी से व्यजिगत
सािात्कार, अभ् यथी की िैजिक अहाताओं का
अनुभि तथा उसके कंप्यूटर संबंधी ज्ञान, उसके
सेिा अजभलेख (िहां लागू को) और सािात्कार में
उसके प्रदिान को सजमजत द्वारा जनधााठरत दकया
िाए, के आधार पर जसफाठरि करेगी।
नोट 3: िब प्राप्त आिेदनों की संख्या अजधक हो तो
चयन सजमजत, सजमजत द्वारा तय दकए िाने िाले
मानदंडों के आधार पर, सािात्कार के जलए बुलाए
िाने िाले अभ् यथी को िॉटाजलस्ट्ट करने का
अजधकार आरजित रखती है।
नोट 4: सजमजत द्वारा की गई जसफाठरि को
अनुमोदन के जलए सिम प्राजधकारी के समि रखा
िाएगा।

(a) against serial number 1 relating to the post of Advisor (Operations and Communications), in
Column (11), in “Note 2”, for the word “fifty-six”, the words, “fifty-eight” shall be substituted.
(b) for serial number 10 and the entries relating thereto, in column (1) to (13), the following serial

on regular basis in level 9 (Rs. 53,000-
1,67,800) in the pay matrix or equivalent in
the parent cadre or department;
(A) Educational Qualification: -
(i) Essential:
Masters in Social Science or Physical
Sciences or Bachelor of Engineering from a
recognized university.
(ii) Desirable:
a) Doctor of Philosophy in Social Science
or Physical Science;
b) Degree in Disaster Management or
Advanced Degree in related areas shall be
given preference.
(B) Desirable Experience: -
(i) Experience in disaster management or
related areas such as water conservation,
environmental management, forestry, urban
planning and structural engineering from a
recognized institute; and
(ii) Work in government preparedness/
response/
recovery/
mitigation
or
community based disaster management
programme.
Note 1: Period of deputation including
period of deputation in another ex-cadre
post held immediately preceding this
appointment in the same or some other
organisation or department of the Central
Government shall not exceed seven years.
Note 2: The maximum age-limit for
appointment
by
deputation
(including
short-term contract) and deputation on
absorption basis shall not exceed fifty-six
years of age on the closing date for the
receipt of applications.

as well as his performance in the
interview.
Note 3 :
Where
the
number
of
applications
received
is
large,
the
Selection committee reserves the right to
shortlist the candidate to be called for
interview, based on the criteria to be
decided by the Committee.
Note 4: The recommendation made by
the Committee shall be put up to the
competent authority for approval.
