उन बातों के जसिाय अजधक्ांत करते हुए, जिन् ें ऐसे अजधक्मण से पूिल दकया गया ै या दकये िाने का लोप दकया गया ै,
सूक्ष्म, लघु और मध्यम उ्यमम जिकास संगठन, सूक्ष्म, लघु और मध्यम उ्यमम मं्ालय में कजनष्ठ ह ंिी अनुिािक के पि पर
भती की पद्धजत को जिजनयजमत करने के जलए जनम्नजलजखत जनयम बनाते ैं , अर्ालत्:-
1. संजिप् त नाम और प्रारंभ:- (1 इन जनयमों का नाम सूक्ष्म, लघु और मध्यम उ्यमम मं्ालय, सूक्ष्म, लघु और मध् यम
उ्यमम-जिकास संगठन, कजनष्ठ ह ंिी अनुिािक, समू ‘ख’ पि, भती जनयम, 2023 ै ।
(2 ये रािप् में प्रकािन की तारीख को प्रिृत् त ोंगे।
2. पिों की संख् या, िगीकरण और िेतन मेट्ररक्स में स्ट्तर- पिों की संख्या, उनका िगीकरण, िेतन मैट्ररक्स में स्ट्तर िे ोंगे िो
इन जनयमों के सार् संलग्न अनुसूची के कॉलम (2 से (4 में जिजनर्िलष्ट ैं।
3. भती का पद्धजत, आयु-सीमा और अ लताएं आदि- इस संबंध में भती का तरीका, आयु-सीमा, अ लताएं और अन् य बातें
उपयुलक् त अनुसूची के कॉलम () से (13 में दिए गए जनिदेशिानुसार ोंगे।

(क जिसने ऐसे व् यजक् त से जिसका पजत या जिसकी पनी ी िीजित ै, के सार् जििा दकया ै, या
(ख जिसने अपने पजत या अपनी पत् नी के िीजित र ते हुए दकसी से जििा दकया ै,
उक् त पि पर जनयुजक् त का पा् न ह ोगा:
परन्तु यदि केन्रीय सरकार का य समाधान ो िाता ै, ऐसा जििा ऐसे व्यजि और जििा के अन्य पिकार को
लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ै और ऐसा करने के जलए अन्य आधार ैं तो ि दकसी व्यजि को इस जनयम के प्रितलन
से छूट िे सकेगी।
5. जिजर्ल करने की िजक् त :- ि ां केंरीय सरकार की य राय ै दक ऐसा करना आिश् यक या समीचीन ै, ि ां ि उसके
जलए िो कारण ै उन् ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी िगल या प्रिगल के व् यजियों की बाबत, आिेि
द्वारा जिजर्ल कर सकेगी।
6. व् यािृजत् त :- इन जनयमों की कोई बात, ऐसे आरिण, आयु-सीमा में छूट और अन् य जनयायतों पर प्रभाि न ह डालेगी,
जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत
िनिाजतयों, अन्य जपछडे िगों भूतपूिल सैजनकों और अन्य जििेष प्रिगल के व् यजक् तयों के जलए उपबंध करना अपेजित ै।

New Delhi, the 6th January, 2023
G.S.R. 13(E).—In exercise of the powers conferred by proviso to article 309 of the Constitution, and in
supersession of the Ministry of Small Scale Industries, the Small Industries Development Organisation, Junior Hindi
Translator, Group ‘C’ posts, Recruitment Rules, 2002, except as respects things done or omitted to be done before
such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
the Junior Hindi Translator in the Micro, Small and Medium Enterprises Development Organisation,
Ministry of Micro, Small and MediumEnterprises, namely: -
1.
Short title and commencement.- (a) These rules may be called the Ministry of Micro Small and Medium
Enterprises, the Micro, Small and Medium Enterprises Development Organisation, Junior Hindi Translator,
Group 'B' Non-Gazetted Post, Recruitment Rules, 2023.

(b) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of post, classification, level in the pay matrix.- The number of post, its classification, level in the pay
matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3.
Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications
and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4.
Disqualification.– No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing,
exempt any person from the operation of this rule.
5.
Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to
any class or category of persons.
6.
Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from time to
time in this regard.
