सा.का.जन. 16(अ).—केंद्रीय सरकार, पेरोजलयम और प्राकृजतक गैस जवजनयामक बोडड अजधजनयम, 2006

(2006 का 19) की धारा 60 की उप-धारा (2) के खंड (क) के साथ पठित धारा 5 की उप-धारा (4) द्वारा प्रित्त िजियों

का प्रयोग करते हुए, पेरोजलयम और प्राकृजतक गैस जवजनयामक बोडड (अध्यक्ष और सिस्ट्यों के वेतन, भत्ते और सेवा की अन्य

ितें) जनयम, 2006 में आगे संिोधन करने के जलए जनम्नजलजखत जनयम बनाती है, अथाडत्: -

1. संजक्षप्त नाम- इन जनयमों का संजक्षप्त नाम पेरोजलयम और प्राकृजतक गैस जवजनयामक बोडड (अध्यक्ष और सिस्ट्यों के वेतन,

भत्ते और सेवा की अन्य ितें) संिोधन जनयम, 2022 है।

2. पेरोजलयम और प्राकृजतक गैस जवजनयामक बोडड (अध्यक्ष और सिस्ट्यों के वेतन, भत्ते और सेवा की अन्य ितें) जनयम,

2006 में, जनयम 3 के स्ट्थान पर जनम्नजलजखत जनयम को रखा िाएगा, अथाडत् :-

"3. वेतन - (1) अध्यक्ष को तारीख 1 िुलाई, 2013 से सरकारी आवास और स्ट्टाफ कार की सुजवधा के जबना प्रजत

माह 4,50,000/- रुपए (चार लाख पचास हिार रुपए) के समेदकत वेतन का भुगतान दकया िाएगा:

परन्तु तारीख 1 िुलाई, 2013 को अथवा उसके बाि जनयुि या सेवा करने वाले अध्यक्ष के समेदकत वेतन का भुगतान जवत्त

मंत्रालय, व्यय जवभाग के तारीख 31 अक्टूबर, 2013 के कायाडलय ज्ञापन संख्या 81/1/2008-आईसी और तारीख

10 िनवरी, 2018 के कायाडलय ज्ञापन संख्या 16-1/2017/ई.IIIए के अनुसार दकया िाए।

(2) सिस्ट्य को तारीख 1 िुलाई, 2013 से 31 दिसंबर, 2015 तक सरकारी आवास और स्ट्टाफ कार की सुजवधा के

जबना प्रजत माह 3,75,000/- रुपए (तीन लाख पचहत्तर हिार रुपए) के समेदकत वेतन और तारीख 01 िनवरी, 2016 से

सरकारी आवास और स्ट्टाफ कार की सुजवधा के जबना प्रजत माह 4,00,000/- रुपए (रुपए चार लाख रुपए) के समेदकत

वेतन का भुगतान दकया िाएगा ।

परन्तु तारीख 1 िुलाई, 2013 को अथवा उसके बाि और 31 दिसंबर, 2015 से पहले जनयुि या सेवा करने वाले

सिस्ट्य के समेदकत वेतन का भुगतान जवत्त मंत्रालय, व्यय जवभाग के तारीख 31 अक्टूबर, 2013 के कायाडलय ज्ञापन संख्या

81/1/2008-आईसी के अनुसार दकया िाए।

परन्तु तारीख 01 िनवरी, 2016 को अथवा उसके बाि जनयुि अथवा सेवा करने वाले सिस्ट्य के समेदकत वेतन

का भुगतान जवत्त मंत्रालय, व्यय जवभाग के तारीख 10 िनवरी, 2018 के कायाडलय ज्ञापन संख्या 16-1/2017/ई.IIIए के

अनुसार दकया िाए।

स्ट्पष्टीकारक ज्ञापन: चूंदक अध्यक्षों और सिस्ट्यों की जनयुजि व्यय जवभाग, जवत्त मंत्रालय द्वारा उनके तारीख 31 अक् तूबर,

2013 कायाडलय ज्ञापन संख्या 81/1/2008-आईसी और तारीख 10 िनवरी, 2018 के कायाडलय ज्ञापन संख्या

16-1/2017/ई.IIIए द्वारा अनुमोदित समेदकत वेतन पैकेि पर की गई थी अत: ये संिोधन भूतलक्षी प्रभाव से लागू हैं। यह

प्रमाजणत दकया िाता है दक इस संिोधन को भूतलक्षी प्रभाव से लागू करने से दकसी व्यजि पर प्रजतकूल प्रभाव नहीं पड़ रहा

है।

ठटप्पण: मूल जनयम को तारीख 15 जसतंबर, 2006 की अजधसूचना संख्या सा.का.जन. 570(अ) द्वारा भारत के रािपत्र,

असाधारण, भाग 2, खंड 3, उपखंड (i) में प्रकाजित दकया था और अंजतम बार तारीख 24 मई, 2007 की अजधसूचना

संख्या िी.एस.आर.405 (अ) द्वारा संिोजधत दकया गया था।

NOTIFICATION

New Delhi, the 6th January, 2023

G.S.R. 16(E).—In exercise of the powers conferred by sub-section (4) of section 5 read with clause (a) of

sub-section (2) of section 60 of the Petroleum and Natural Gas Regulatory Board Act, 2006 (19 of 2006), the Central

Government hereby makes the following rules further to amend the Petroleum and Natural Gas Regulatory Board

(Salaries, Allowances and other Conditions of Service of Chairperson and Members) Rules, 2006, namely: -

1.

Short title.- These rules may be called the Petroleum and Natural Gas Regulatory Board (Salaries,

Allowances and Other Conditions of Services of Chairperson and Members) Amendment Rules, 2022.

2.

In the Petroleum and Natural Gas Regulatory Board (Salaries, Allowances and Other Conditions of Service

of Chairperson and Members) Rules, 2006, for rule 3, the following rule shall be substituted, namely:-

“3. Salary. - (1) The Chairperson shall be paid a consolidated salary of Rs. 4,50,000/- (Rupees Four Lakh

Fifty Thousand) per month, without the facility of Government accommodation and staff car with effect from 1^st day

of July, 2013:

Provided that the consolidated salary of Chairperson appointed or serving on or after the 1^st day of July,

2013, shall be paid in accordance with the Ministry of Finance, Department of Expenditure O.M. No. 81/1/2008-IC

dated the 31^st October, 2013 and O.M. No. 16-1/2017/E.IIIA dated the 10^th January, 2018.

(2) The Member shall be paid a consolidated salary of Rs. 3,75,000/- (Rupees Three Lakh Seventy-five

Thousand) per month, without the facility of Government accommodation and staff car, with effect from 1^st day of

July, 2013 to 31^st December, 2015 and a consolidated salary of Rs. 4,00,000/- (Rupees Four Lakh) per month, without

the facility of Government accommodation and staff car with effect from 1^st day of January, 2016:

Provided that the consolidated salary of a Member appointed or serving on or after the 1^st day of July, 2013

and before the 31^st December, 2015, shall be paid in accordance with the Ministry of Finance, Department of

Expenditure O.M. No. 81/1/2008-IC dated the 31^st October, 2013:

Provided further that the consolidated salary of a Member appointed or serving on or after the 1^st day of

January, 2016 shall be paid in accordance with the Ministry of Finance, Department of Expenditure O.M. No.

16-1/2017/E.IIIA dated the 10^th January, 2018.

Explanatory Memorandum: The amendments are retrospectively effective in nature, since the Chairpersons and

Members were appointed at the consolidated pay packages approved by the Department of Expenditure, Ministry of

Finance vide their O.M. No. 81/1/2008-IC dated the 31^st October, 2013 and O.M. No. 16-1/2017/E.IIIA dated the

10^th January, 2018. It is certified that no person is being adversely affected by giving retrospective effect to this

amendment.

notification number G.S.R. 570(E), dated 15^th September, 2006 and subsequently amended vide notification number

G.S.R.405(E) dated 24^th May, 2007.
