सा.का.जन. 14(अ).—संजवधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदत्त िजियों का प्रयोग करते हुए, और इस

मंत्रालय के जडस्ट्पैच राइडर समूह 'ग' पद भती जनयम, 2012 के अजधक्रमण में, ऐसे मामलों को छोड़कर जो ऐसे अजधक्रमण

से पहले दकए गए या दकए जाने के जलए छोड़े गए थे, राष्‍ट रपजत मजहला एवं बाल जवकास मंत्रालय में जडस्ट्पैच राइडर के पदों

पर भती की पद्धजत को जवजनयजमत करते हुए जनम्नजलजखत जनयम बनाते हैं, अथाात्:-

1.

संजिप्त नाम और प्रारंभ- (1) इन जनयमों का संजिप् त नाम मजहला एवं बाल जवकास मंत्रालय, जडस्ट्पैच राइडर समूह

'ग' पद भती जनयमावली, 2022 है।

(2) वे सरकारी राजपत्र में उनके प्रकािन की तारीख से लागू होंगे।

पदों की संख्या, वगीकरण और वेतन स्ट्तर- उक् त पदों की संख्या, उनका वगीकरण, वेतन स्ट्तर संलग्न अनुसूची के

कॉलम (2) से (4) में जनर्ददष्‍ट ट अनुसार होगा।

3.

भती की पद्धजत, आयु सीमा, योग्यता आदद- उक् त पदों पर भती की पद्धजत, आयु सीमा, अहाताएं तथा अन्य मामले

उक् त अनुसूची के कालम (5) से (14) में जवजनर्ददष्‍ट ट अनुसार होंगे।

4.

जनरहाता - कोई व्यजि उक् त पदों पर जनयुजि के जलए पात्र नह होगा:

(i) जजसने ऐसे व्यजि से जववाह या जववाह का अनुबंध दकया है जजसका पजत या पत्नी जीजवत है; या

(ii) जजसने अपने पजत या पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह या जववाह का अनुबंध दकया हो,

बिते दक केंद्र सरकार, यदद संतुष्‍ट ट हो दक ऐसे व्यजि और जववाह के दूसरे पिकार पर लागू व्यजिगत कानून के तहत

ऐसा जववाह स्ट् वीकाया है और ऐसा करने के जलए अन्य आधार हैं, तो दकसी भी व्यजि को इस जनयम के पालन से छूट

दे सकती है।

5.

जिजथल करने की िजि - जहां केंद्र सरकार की यह राय है दक ऐसा करना आवश्यक और समीचीन है, वह आदेि द्वारा

और कारणों को जलजखत रूप में अजभजलजखत करते हुए इन जनयमों के दकन्ह उपबंधों में से दकसी वगा या व् यजियों के

वगा के संबंध में छूट दे सकती है।

अपवाद- इन जनयमों की कोई भी बात अनुसूजचत जाजत, अनुसूजचत जनजाजत, अन्य जपछड़ा वगा, भूतपूवा सैजनकों और

अन्य जविेष श्रेणी के व्यजियों के जलए इस संबंध में केंद्र सरकार द्वारा समय-समय पर जारी दकए गए आदेिों के

अनुसार आरिण, आयु-सीमा में छूट और अन्य ररयायतों को प्रभाजवत नह करेगी।

रोजगार कायाालय के माध् यम से की गई

भती के मामले में, आयु सीमा जनधााररत

करने की जनणाायक तारीख रोजगार

कायाालय द्वारा नाम प्रस्ट् तुत दकए जाने की

अंजतम तारीख होगी।

ड्राइववग लाइसेंस;

2. मोटर साइदकल या ऑटो ररक्िा चलाने में दो वषा

का अनुभव;

3. मोटर साइदकल या ऑटो ररक्िा का मिीनी ज्ञान

और ऐसे वाहनों में मामूली दोषों को सुधारने की

िमता; तथा

4. अंग्रेजी और वहदी पढ़ने की िमता ।

नोट: अनुभव संबंधी योग्यता(ओं) में केंद्र सरकार के

जववेक पर अनुसूजचत जाजत या अनुसूजचत जनजाजत के

उम्मीदवारों के संबंध में जलजखत रूप में दजा दकए जाने

वाले कारणों से छूट दी जा सकती है यदद चयन के

दकसी स्ट्तर पर केंद्र सरकार की यह राय है दक उनके

जलए आरजित ररजियों को भरने के जलए अपेजित

अनुभव वाले अभ् यथी पयााप् त संख्या में उपल्ध होने

की संभावना नह है ।

1. दकसी मान् यताप्राप् त स्ट् कूल या बोडा से ीव किा

उत्तीणा

2. होम गाडा या जसजवल जडफेंस स्ट् वयंसेवक के रूप में

अनुभव

पूवा सैजनकों के जलए:

प्रजतजनयुजि/पुन:सेवायोजन

सेवाजनवृत्त होने वाले या एक वषा की अवजध के

भीतर ररजवा में स्ट् थानांतररत होने वाले अपेजित

जनधााररत अनुभव और योग् यता वाले सिस्ट् त्र बल

कार्धमकों पर भी जवचार दकया जाएगा। ऐसे

व् यजियों को सिस्ट् त्र बलों से जनमुाक् त होने की

तारीख तक प्रजतजनयुजि दी जाएगी उसके बाद उन् हें

पुन:सेवायोजन पर जारी रखा जाएगा।

(इस या अन् य संगनन/जवभाग में इस जनयुजि से नीक

पहले धाररत दकसी अन् य संवगा-बाह्य पद पर

प्रजतजनयुजि सजहत प्रजतजनयुजि की अवजध सामान् य

तौर पर तीन (3) वषा से अजधक न हो)

NOTIFICATION

New Delhi, the 19th October, 2022

G.S.R. 14(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of this Ministry’s Despatch Rider Group ‘C’ post Recruitment Rules, 2012, except as respects things

done or omitted to be done before such supersession, the President hereby make the following rules, regulating the

method of recruitment to the posts of Despatch Rider in the Ministry of Women and Child Development, namely:-

1.

Short title and commencement.- (1) These rules may be called the Ministry of Women and Child

Development, Despatch Rider Group ‘C’ post Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Official Gazette.

2.

Number of posts, classification and pay level.- The number of said posts, their classification, pay level

attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed hereto.

3.

Method of recruitment, age limit, qualification, etc.- The method of recruitment, age limit, qualifications and

other matters relating to the said posts shall be as specified in columns (5) to (14) of the said Schedule.

4.

Disqualification.- No person,-

(i) who has entered into or contracted a marriage with a person having a spouse living; or

(ii) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

5.

Power to relax.- Where the Central Government is of the opinion that it is necessary and expedient so to do, it

may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any

class or category of persons.

6.

Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required

to be provided to the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, Ex-servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Note: The Qualification(s) regarding experience

is/are relaxable at the discretion of the Central

Government for reasons to be recorded in writing

in the case of candidates belonging to the

Scheduled Castes or Scheduled Tribe if at any

stage of selection the Central Government is of

the opinion that the sufficient number of

candidates with requisite experience are not

likely to be available to fill up the vacancies

reserved for them.

Desirable:

1. 8^th standard pass from a recognized School or

Board.

2. Experience as Home Guard or Civil Defence

Volunteer.
