सा.का.जन. 21(अ).—राष्‍ट रपजत, संजिधान के अनुच् छेद 309 के परन् तुक वारारा प्रद‍ त िजतियय का प्रयगग करते हुए

डाक जिभाग (डाक सहायक और छंटाई सहायक) भती जनयम, 2022 में संिगधन करने के जलए जनम् नजलजखत जनयम

बनाती हैं :-

(1) इन जनयम का संजिप्त नाम डाक जिभाग (डाक सहायक और छंटाई सहायक) भती (संिगजधत) जनयम,

2023 है।

(2) ये राजपत्र में इनके प्रकािन की तारीख से प्रिृ‍ त ह गे।

डाक जिभाग (डाक सहायक और छंटाई सहायक) भती जनयम, 2022 (जजसे इसके पश्चात् उतिय जनयम कहा गया है)

के संजिप्त नाम में ददए “(डाक सहायक & छंटाई सहायक)” कगष्ठक, िब्द और जचह्न के स्ट्थान पर, “(डाक सहायक और

छंटाई सहायक)” कगष्ठक और िब्द रखा जाएगा।

उतिय जनयम की अनुसूची में, क्रम संख्या 1, 2, 3, 4, और 5 पर ददए गए पद के संबंध में स्ट् तंभ (11) के अधीन की

गई प्रजिजिय के भाग (आ) के स्ट्थान पर –

(i) टटप्पण 1 से पूिव, जनम्नजलजखत परन्तुक अंत:स्ट् थ ाजपत दकया जाएगा, अथाव त् :-

“परंतु िेतन मैटरक् स के स्ट् तर 1, स्ट् तर 2 और स्ट् तर 3 में पदधारण करने िाले ससे पदधारी जजन् ह ने डाक

जिभाग (डाक सहायक और छंटाई सहायक) भती जनयम, 2022 के लागू हगने अथिा इससे पूिव, ग्रामीण डाक

सेिक के रूप में जनयजमत सेिा की हग, के जलए जनयजमत सेिा की कुल अिजध पांच िषव हगगी, जजसके अधीन

ग्रामीण डाक सेिक के रूप में की गई जनयजमत सेिा सजम्मजलत है।”;

(ii) टटप्पण 2 में, “यह प्रगन् नजत, प्रगन् नजत पद पर जनयुजतिय” िब्द से लेकर, “पूरा करने के अध्यधीन हगगी” तक के

भाग के साथ आरंजभक भाग के स्ट् थान पर जनम् नजलजखत रखा जाएगा, अथावत् -

“यह प्रगन् नजत, प्रगन् नजत पद पर जनयुजतिय की तारीख से दग िषव के भीतर, डाक प्रजििण कें्र वारारा आयगजजत

‘प्रेरक प्रजििण’ कग पूरा करने के अध्यधीन हगगी।”;

(iii) टटप्पण 3 में, “जहां ससे कजनष्ठ व् यजतियय के संबंध में, जजन्ह ने अपनी अहवक या पात्रता सेिा पूरी कर ली है”

िब्द और आंकड से लेकर, “अपनी पटरिीिा की अिजध सफलतापूिवक कर ली हग” तक के भाग के साथ आरंजभक

भाग के स्ट् थान पर जनम्नजलजखत रखा जाएगा, अथावत् -

“जहां कजनष्ठ व् यजतियय के संबंध में, जजन्ह ने अपनी अहवक या पात्रता सेिा पूरी कर ली है, प्रगन् नजत के जलए

जिचार दकया जा रहा हग, िहां उनसे ज् येष्‍ट ठ व् यजतियय के संबंध में भी जिचार दकया जाएगा, परंतु –”

(क) ज्येष्ठ व् यजतियय तथा कजनष्ठ व् यजतियय , दगन कग भती प्रदक्रया के एक-समान माध्यम से भती दकया गया हग

और दगन ने ितवमान पद पर जनयजमत आधार पर जनयुजतिय से पूिव एक ही फीडर संिगव में रहे ह ।

(ख) ज् येष्‍ट ठ व् यजतियय वारारा की गई ससी अहवक या पात्रता सेिा, अपेजित अहवक या पात्रता सेिा के आधे से अजधक

है या दग िषव से, इनमें से जग भी कम हग, से कम न हग और उन् ह ने अपने ससे कजनष्‍ट ठ व् यजतियय सजहत,

जजन् ह ने ससी अहवक या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रगन् नजत के जलए

अपनी पटरिीिा की अिजध सफलतापूिवक पूरी कर ली हग।”

NOTIFICATION

New Delhi, the 13th January, 2023

G.S.R. 21(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules to amend the Department of Posts (Postal Assistant & Sorting Assistant)

Recruitment Rules, 2022, namely:-

(1) These rules may be called the Department of Posts (Postal Assistant and Sorting Assistant) Recruitment

(Amendment) Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

In the Department of Posts (Postal Assistant & Sorting Assistant) Recruitment Rules, 2022 (hereinafter to be

called as the said rules), in the short title, for the brackets, words and symbol ―(Postal Assistant & Sorting Assistant)‖,

the brackets and words ―(Postal Assistant and Sorting Assistant)‖ shall be substituted.

In the Schedule to the said rules, in the posts against serial number 1, 2, 3, 4 and 5, in the entries under

column (11), in Part (B),––

(i) before Note 1, the following proviso shall be inserted, namely:––

―Provided that for officials holding post in Level 1, Level 2 and Level 3 of the Pay Matrix, who have

rendered regular service as Gramin Dak Sevaks on or before the commencement of the Department of

Posts (Postal Assistant and Sorting Assistant) Recruitment Rules, 2022, the total regular service including

the service rendered regularly as Gramin Dak Sevaks shall be five years.‖;

(ii) in Note 2, for the portion beginning with the words ―Promotion shall be subject to completion of‖ and

ending with the words ―appointment to the promotional post:‖, the following shall be substituted, namely:––

―Promotion shall be subject to completion of ‗Induction Training‘, conducted by the Postal Training

Centre, within two years from the date of appointment to the promotional post:‖;

(iii) in Note 3, for the portion beginning with the words and figure ―Where juniors who have completed their

qualifying or eligibility service‖ and ending with the words ―who have already completed such qualifying or

eligibility service‖, the following shall be substituted, namely:––

―Where juniors who have completed their qualifying or eligibility service are being considered for

promotion, seniors shall also be considered, provided––‖

(a) both the senior and junior were recruited through same mode of recruitment and were holding same

feeder cadre prior to appointment to the present post on regular basis; or

(b) seniors are not short of the requisite qualifying or eligibility service by more than half of such qualifying

or eligibility service or two years, whichever is less, and have successfully completed their probation

period for promotion to the next higher grade along with their juniors who have already completed such

qualifying or eligibility service.‖.
