सा.का.जन. 26(अ).— राष्‍ट रपजत, भारत के संजवधान के अनुच् छेि 309 के परंतुक द्वारा प्रित् त िजियों का प्रयोग

करते हुए और भारतीय रेल (उप मुख् य रािभााा अजधकारी) भतती जनयम, 1994, भारतीय रेल (ह ंिी अजधकारी) भतती

जनयम, 1976 और भारतीय रेल (स ायक ह ंिी अजधकारी) भतती जनयम, 1981 को उन बातों के जसवाय अजधक्ांत करते

हुए जिन् ें से अजधक्मण से प ले दकया गया ै या करने का लोप दकया गया ै, भारतीय रेल के रािभााा जवभाग में समू

‘क’ की भतती की पद्धजत को जवजनयजमत करते हुए जनम् नजलजखत जनयम बनाती ं, अर्ाडत् :–

संजिप् त नाम और प्रारंभ.– (1) इन जनयमों का संजिप् त नाम भारतीय रेल रािभााा जवभाग (समू ‘क’ पि) भतती

जनयम, 2023 ै।

ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत् त ोंगे।

लागू ोना - ये जनयम, इन जनयमों के सार् उपाबद्ध अनुसूची के स्ट् तंभ (1) में जवजनर्िडष्‍ट ट पिों पर लागू ोंगे।

भतती की पद्धजत, आयु-सीमा, अ डताएं अदि. –उक् त पिों पर भतती की पद्धजत, आयु-सीमा, अ डताएं और उनसे

संबंजधत अन् य बातें वे ोंगी िो उजल्लजखत अनुसूची के स्ट् तंभ (5) से (13) मे जवजनर्िडष्‍ट ट ं।

(क) जिसने से व् यजि से जिसका पजत या पत् नी िीजवत ै, जववा दकया ै या जववा की संजविा की ै;

(ख) जिसने अपने पजत या अपनी पत् नी के िीजवत र ते हुए दकसी व् यजि से जववा दकया ै या जववा की

संजविा की ै,

उक् त पिों पर जनयुजि के जलए पात्र न ोगा:

परंतु यदि केंद्रीय सरकार का य समाधान ो िाता ै दक सा जववा से व् यजि और जववा के अन् य पिकार

को लागू स्ट् वीय जवजध के अधीन अनुञेयेय ै और सा करने के जलए अन् य आधार ं, तो व दकसी व् यजि को इस जनयम के

प्रवतडन से छूट िे सकेगी।

जिजर्ल करने की िजि. –ि ां केंद्रीय सरकार की य राय ै दक सा करना आवश् यक या समीचीन ै, व ााँ व

उसके जलए िो कारण ै, उन् ें लेखबद्ध करके और संो लोक सेवा आयोग से परामिड करके, इन जनयमों के दकसी उपबंध को

दकसी वगड या प्रवगड के व् यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी।

व् यावृजत.–इन जनयमों की कोई बात, से आरिणों, आयु-सीमा में छूट और अन् य ट्ररयायतों पर प्रभाव न डालेगी

जिनका केंद्रीय सरकार द्वारा इस सबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, अन् य जपछ़े े वगगों और अन् य जविेा प्रवगड के व् यजियों के जलए उपबंध करना अपेजित ै।

भतती जनयमों की अजधसूचना की तारीख पर जनयजमत

आधार पर वेतन मैट्ररक् स में स्ट् तर-8 (47600-

151100/- रुपए) में भारतीय रेल के रािभााा

जवभाग के रािभााा अजधकारी के पि के जवद्यमान

पिधारक द्वारा की गई जनयजमत सेवा को वट्ररष्‍ट ठ

रािभााा अजधकारी के पि पर प्रोन् नजत के जलए

अ डक सेवा के रूप में जगना िाएगा। वेतन मैट्ररक् स में

स्ट् तर-10 (56,100-1,77,500/- रुपए) में रािभााा

अजधकारी के पि पर उनके उन्नयन ोने पर, वट्ररष्‍ट ठ

रािभााा अजधकारी के पि पर प्रोन् नजत के जलए इन

पिधाट्ररयों की पात्रता सेवा वेतन मैट्ररक् स के स्ट् तर-

10 में रािभााा अजधकारी के ेेड में पांच वाड की

जनयजमत सेवा या रािभााा अजधकारी, वेतन

मैट्ररक् स में स्ट् तर-8 (47600-151100/- रुपए) और

रािभााा अजधकारी, वेतन मैट्ररक् स में स्ट् तर-10

(56,100-1,77,500/- रुपए) की श्रेजणयों में आठ

वाड की संयुक् त जनयजमत सेवा ोगी, िो भी प ले

ो।

मानक ट्रटप् पण: ि ााँ से कजनष्‍ट ठ व् यजक् तयों के संबंध

में जिन् ोंने अपनी अ डक या पात्रता सेवा पूरी कर ली

ै, प्रोन् नजत के जलए जवचार दकया िा र ा ो, व ााँ

उनसे ज् येष्‍ट ठ व् यजक् तयों के संबंध में भी जवचार दकया

िाएगा परन् तु य तब िब दक उसके द्वारा की गई

(ii) केंद्र या राज् य सरकार या स्ट् विासी जनकाय या कानूनी संगठन या

पजललक सेक् टर के उपक्मों या जवश् वजवद्यालयों या मान् यता प्राप् त

अनुसंधान या िैजिक संस् र्ानों में ह ंिी और अंेेिी में पढाने या

ह ंिी या अंेेिी में अनुसंधान का तीन वाड का अनुभव ो।

संजवधान की आठव अनुसूची में िाजमल ह ंिी के अलावा दकसी अन् य

भााा का मान् यता प्राप् त बोडड से िसव स्ट् तर पर अध् ययन दकया ो।

ट्रटप् पण 1: यदि उम् मीिवार अन् यर्ा अ डक ै तो अ डता में संो लोक

सेवा आयोग के जनणडय से छूट िी िा सकती ै, जिसके जलए जलजखत

में कारण ट्ररकॉडड दकए िाएं।

ट्रटप् पण 2: अनुभव संबंधी अ डता, संो लोक सेवा आयोग के

जववेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के

अभ् यर्र्डयों की ििा में जलजखत में ट्ररकाडड दकए िाने वाले कारणों के

जलए तब जिजर्ल की िा सकती ै िब चयन के दकसी प्रक्म पर संो

लोक सेवा आयोग की य राय ै दक उनके जलए अराजित ट्ररजियों

को भरने के जलए अपेजित अनुभव रखने वाले अभ् यर्र्डयों के पयाडप् त

संख् या में उपलल ध ोने की संभावना न ै।

ट्रटप् पण 2: पात्रता सेवा, इन जनयमों को

आधार पर वट्ररष्‍ट ठ अनुवािक, वेतन मैट्ररक् स में

स्ट् तर-7 (44900-142400/- रुपए) के पिधारकों

के जलए तीन वाड की ी र ेगी।

ट्रटप् पण 3: इन जनयमों को अजधसूजचत दकए िाने

NOTIFICATION

New Delhi, the 16thJanuary, 2023

G.S.R. 26(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India

and in supersession of the Indian Railway (Deputy Chief Rajbhasha Adhikari) Recruitment Rules, 1994, the Indian

Railway (Hindi Officer) Recruitment Rules, 1976 and the Indian Railways (Assistant Hindi Officer) Recruitment

Rules, 1981, except as respects things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to Group ‘A’ posts in the Official Language

Department of the Indian Railways, namely:–

Short title and commencement.– (1) These rules may be called the Indian Railways Official Language

Department (Group ‘A’ posts) Recruitment Rules, 2023.

They shall come into force on the date of their publication in the Official Gazette.

Application.- These rules shall apply to the post specified in column (1) of the Schedule annexed to these

rules.

Number of post, classification and level in the pay matrix. – The number of post, its classification and

level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,

qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said

Schedule.

Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government, may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so,

it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and other special

categories of persons, in accordance with the orders issued by the Central Government from time to time in this

regard.

Public Service Commission, for reasons to be recorded in writing, in

the case of candidates otherwise well qualified.

Note 2: The qualification regarding experience is relaxable at the

recorded in writing in the case of candidates belonging to Scheduled

Castes and Scheduled Tribes if at any stage of selection the Union

Public Service Commission is of the opinion that sufficient number

Language Department of Indian Railways in

with five years regular service in the grade.

Note 1: The incumbents in the grade of

Senior Translator in level-7(Rs. 44900-

142400) in the pay matrix are required to

successfully complete training of at least six

weeks in the field of Official Language

as prescribed by the Ministry of Railways

from time to time, either before promotion or

within a period of one year from promotion.

Note 2: The eligibility service shall continue

to be three years for persons holding the post

of Senior Translator, level 7(Rs. 44900-

142400) in the pay matrix on regular basis on

the date of notification of these rules.
