का.अ. 298(ऄ).—जबदक, केन्द्रीय सरकार ने भारतीय राष्ट्रीय राजमागग प्राजधकरण ऄजधजनयम,1988 (1988 का 68) की
धारा 11 के ऄधीन जारी की गइ भारत सरकार के सड़क पररवहन और राजमागग मंत्रालय की ऄजधसूचना संख्या
का.अ. 1969 (ऄ), ददनांक 17 मइ, 2018 द्वारा तेलंगाना राज्य में राष्ट्रीय राजमागग 161 के संगारेड्डी से तेलंगाना/महाराष्ट्र सीमा खंड
(140 दकलोमीटर की लंबाइ के जलए) को भारतीय राष्ट्रीय राजमागग प्राजधकरण (जजसे आसमें आसके पश्चात् “प्राजधकरण” कहा जाए) को
सौंपा है;
यह सूजचत दकया जाता है दक दकमी 96.035 पर धमागराम िुल् क ्लाजा से संबजधत पूवग में प्रकाजित राजपत्र ऄजधसूचना संख् या
का.अ. 143(ऄ) ददनांक 11.01.2022 एवं 57.850 दकमी पर कोल्लापल्ले गांव में ऄस्ट्थायी िुल्क ्लाजा से संबंजधत ऄजधसूचना
का.अ. 144 (ऄ) ददनांक 11.01.2022 को रोक ददया गया है।
ऄतः ऄब केन्द्र सरकार, राष्ट्रीय राजमागग िुल्क (दर ऄवधारण एवं संग्रहण) जनयम, 2008 (जजसे आसके पश्चात “जनयम’’ कहा
जाए) के जनयम 3 के साथ परित राष्ट्रीय राजमागग ऄजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रदत्त िजियों का प्रयोग करते हुए
तेलंगाना राज्य में राष्ट्रीय राजमागग संख्या 161 के कंडी से तेलंगाना/महाराष्ट्र सीमा खंड जडजाआन दकलोमीटर 0.000 से दकलोमीटर
135.751 (एनएच-65 के मौजूदा दकमी. 498.250 से दकमी. 140.873) तक के जलए सारणी 1 के स्ट्तम्भ (2) में ददए यांजत्रक वाहनो
पर जवजनर्ददष्ट सडक खंड की जनवल लंबाइ 98.118 दक.मी. और 17.590 दक.मी (जजनकी लबाइ 1.759 दक.मी है) लंबाइ की समकक्ष
संरचना (जजनकी लम् बाइ 60 मीटर से ऄजधक है) तथा बाइपास जजन की लंबाइ 35.874 दक.मी. (प्रयेयेक की कीमत दस करोड़ से ऄजधक
है), चार या ऄजधक ऄकेले खंड के ईपयोग हेतु अधार दर के डेढ़ गुणा की दर से सारणी 1 के स्ट्तम्भ (1) में जवजनर्ददष्ट वाहनों पर िुल्क की
वसूली करती है एवं प्राजधकरण को ऄपने ऄजधकाररयों के माध्यम से ऄथवा संजवदाकार के माध्यम से ईि िुल्क को संग्रहीत करने के जलए

4.
जजस व्यजि का ऄपना यांजत्रक वाहन,गैर-वाजणजज्यक प्रयोजनों के जलए पंजीकृत हुअ हो और वह िुल्क ्लाजा से बीस
दकलोमीटर तक की दूरी में ही रहता/रहती हो,ईसके जलए वषग 2022-23 के जलए माजसक पास की दर 315.00/-रूपए (तीन सौ पंरह
रूपए मात्र)होगी और ईि जनयमों के ईपबंधों के ऄनुसार ईसमें प्रयेयेक वषग संिोधन दकया जायेगा।
5. राजमागग खण्ड पर बहुयात्रां हेतु पास जनम्नजलजखत दरों पर जारी दकए जाएंगे, ऄथागत्ः

जजस जजले में िुल्क ्लाजा जस्ट्थत है, ईसमें पंजीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट के ऄधीन चल रहे वाहनों को छोड़कर)
के जलए िुल्क ईस श्रेणी के जलए वाहन के जलए जनधागररत िुल्क का 50% होगा बिते दक ऐसे वाजणजज्यक वाहनों के ईपयोग के जलए
कोइ सर्तवस सड़क ऄथवा वैकजल्पक सड़क ईपलध ध न हो।
7. जो यांजत्रक वाहन ऄपनी श्रेणी के जलए जनधागररत ऄनुज्ञेय भार की ऄपेक्षा ऄजधक भार से लदा हुअ होगा ईसके चालक ऄथवा माजलक
ऄथवा प्रभारी व्यजि को ऐसे ऄजधक भार से लदे हुए वाहन को राष्ट्रीय राजमागग में प्रवेि कराने के जलए िुल्क संग्रहण एजेंसी को राष्ट्रीय
राजमागग िुल् क जनयमावली के जनयम 15 के ईप जनयम 1ए में ईजल्लजखत िुल्क के बराबर िुल्क का भुगतान करना होगा और ईसे
राजमागग खण्ड का ईपयोग करने की तब तक ऄनुमजत नहीं होगी जब तक ऐसे यांजत्रक वाहन से ऄजधक भार को हटा न ददया जाए।

यांजत्रक वाहनों की श्रेणी, ईनके जलए ऄनुज्ञेय भार, छूट-प्राप्त वाहनों की श्रेणी, सर्तवस सड़क, वैकजल्पक सड़क अदद सजहत सभी
पररभाषाएं जनयमों में जवजनर्ददष्ट पररभाषां के ऄनुसार होंगी।
9.
ईि जनयमों के जनयम 12 के ऄनुसार ईपयोगकतागं की जानकारी के जलए िुल्क की दरें प्रदर्तित की जाएंगी।

उपर सारणी-1 में यथा-ईजल्लजखत अधार वषग 2007-08 के जलए प्रजत दकलोमीटर िुल्क की अधार दर के अधार पर,
यांजत्रक वाहनों से जलए जानेवाले वास्ट्तजवक िुल्क और कटौजतयों की गणना भारतीय राष्ट्रीय राजमागग प्राजधकरण द्वारा खंड की पूणग हुइ
लम्बाइ के अधार पर की जाएगी और ईसमें ईि जनयमों के जनयम 5 के ऄनुसार वार्तषक तौर पर संिोधन दकया जाएगा तथा आसे
तदनुसार ऄंग्रेजी और स्ट्थानीय भाषा के कम-से-कम एक-एक समाचार पत्र में प्रकाजित दकया जाएगा।
11.
आस पररयोजना की ऄनुमाजनत पूंजीगत लागत 4338.87 करोड़ रुपए है। [पूंजी लागत में पररवतगन हो सकता है क् योंदक भूजम
ऄजगन, जन-ईपयोजगता सेवां का स्ट् थान बदलने, पेड़ों की कटाइ अदद जैसे दक्रयाकलाप ऄभी पूरे दकए जाने िेष हैं तथा ऄंजतम पूंजीगत
लागत को ऄलग से ऄजधसूजचत दकया जाएगा]। प्राजधकरण द्वारा प्रयोगकतागं से वसूल दकए गए िुल्क के जररए पूंजीगत लागत की
वसूली का ररकाडग रखा जाएगा और पूंजीगत लागत की वसूली हो जाने के पश् चात, लगाए जाने वाले िुल्क की दरों को घटाकर 40%
कर ददया जाएगा और ईि जनयमों के ऄनुसार आस में वार्तषक तौर पर संिोधन दकया जाएगा।

New Delhi, the 17th January, 2023
S.O. 298(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and
Highways number S.O . 1969 (E) dated 17th May, 2018, issued under Section 11 of the National Highways Authority
of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Sangareddy to
Telangana/Maharashtra Border Section (for a length of 140 kilometers) of National Highway number 161 in the State
of Telangana to National Highways Authority of India (hereinafter referred to as “Authority”);

It is to inform that, the earlier published Gazette notifications S.O. 143(E) dated 11.01.2022 pertaining to
Dharmaram Fee Plaza at Km 96.035 and S.O. 144(E) dated 11.01.2022 pertaining to Temporary Fee Plaza at
Kollapalle village at Km 57.850 are suppressed.
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of
1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008
(hereinafter referred to as the “rules”), the Central Government hereby levies the fee on mechanical vehicles at the rate
specified in column (2) of the Table 1 for net road section length of 98.118 km for the use of four and more alone
section and for equivalent structure length (having length more than 60 m) of 17.590 km. (having length of 1.759 km.)
and at one and half times of the base rate for bypasses having length of 35.874 km (each costing more than ten crores)
on the type of vehicles specified in column (1) of the Table 1 below of Kandi to Telangana/Maharashtra Border
Section from Design kilometer 0.000 to kilometer 135.751 (existing km. 498.250 of NH-65 to km. 140.873) of
National Highway number 161 in the State of Telangana and authorises the Authority to collect, either through its
officials or through a contractor, the said fee, namely:-

4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial
purposes and resides within a distance of twenty kilometres from the fee plaza is Rs. 315.00 (Rupees Two

Hundred Eighty-Five only) for the year 2022-23 and is subject to revision every year as per the provisions of
the said rules.
5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:

6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the
fee plaza falls shall be 50% of the specified rate for that category of vehicle, provided no service road or
alternative road is available for use of such commercial vehicles.
7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load
specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway
to the fee collecting agency, equal to the fee specified in Sub-rule 1A of rule 10 of the said rules, and shall not be
entitled to make use of the highway section unless the excess load has been removed from such mechanical
vehicle.
8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles,
service road, alternative road, etc. shall be as per definitions specified in the said rules.
9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said Rules.
10. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual
amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority
on the basis of completed length of the section and revised annually in accordance with the Rule 5 of the said
rules and the same shall be published in at least one newspaper, in English and vernacular language.
11. The estimated capital cost of the project is Rupees 4338.87 Crore. [The capital cost is subject to variation as the
activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed and the final capital cost will
be notified separately]. The Authority shall maintain a record of the recovery of capital cost through user fee
realized and after recovery of the capital cost, fee leviable shall be reduced to 40% of the rates and shall be
revised annually in accordance with the said rules.
