सा.का.जन. 890(अ).—राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए,

राष्ट्रीय नागररक सुरक्षा महाजिद्यालय, नागपुर में, समूह ‘ग’ (अरािपजत्रत) भती जनयम, 2010 को, िहां तक उसका संबंध

उच्च श्रेणी जलजपक,अिर श्रेणी जलजपक, आिुजलजपक ग्रेड-डी, प्रििशक, कजनष्ठ प्रििशक, क्षेत्र प्रजिक्षक, कजनष्ठ आर्टशस्ट्ट ग्रेड-

II,ड्राईिर मैकेजनक ग्रेड-II,ड्राइिर मैकेजनक (सामान्य ग्रेड) और बहु-कायश कमशचारी के पिों से है, उन बातों के जसिाए

अजधक्ांत करते हुए, जिन्हें ऐसे अजधक्मण से पूिश दकया गया है या करने का लोप दकया गया है, गृह मंत्रालय के राष्ट्रीय

आपिा मोचन बल अकािमी में प्रििशक,ड्राईिर मैकेजनक ग्रेड-II,उच्च श्रेणी जलजपक,कजनष्ठ आर्टशस्ट्ट ग्रेड-II,आिुजलजपक ग्रेड-

डी,अिर श्रेणी जलजपक,ड्राइिर मैकेजनक (सामान्य ग्रेड),कजनष्ठ प्रििशक,क्षेत्र प्रजिक्षक और बहु-कायश कमशचारी के पिों पर भती

की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाती है, अर्ाशत-

1. संजक्षप्त नाम और प्रारंभ.-(1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, राष्ट्रीय आपिा मोचन बल अकािमी समूह ‘ग’

पि भती जनयम, 2023 है।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे।

2. ये लागू जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (1) में जिजनर्िशष्ट पिों को लागू होंगे।

3. पिों की संख्या, िगीकरण और िेतन मैररक्स में स्ट्तर:- उि पिों की संख्या, उनका िगीकरण और िेतन मैररक्स में

उनका स्ट्तर िह होगा िो, इन जनयमों से उपाबद्ध उि अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जिजनर्िशष्ट हैं।

4. भती की पद्वजत, आयु-सीमा, अहशताएं आदि:- उि पिों पर भती की पद्धजत, आयु-सीमा, अहशताएं और उनसे संबजन्धत

अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) में जिजनर्िशष्ट हैं।

5. जनरहशता:- िह व्यजि—

(क) जिसने ऐसे व्यजि से जिसका पजत या पत्नी िीजित है, जििाह दकया है, या जििाह की संजििा की है; या

(ख) जिसने अपने पजत या पत्नी के िीजित होते हुए दकसी व्यजि से जििाह दकया है या जििाह की संजििा की है

उि पिों पर जनयुजि का पात्र नहीं होगा :

परंतु यदि केंद्रीय सरकार का यह समाधान हो िाता है दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार

को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं, तो िह दकसी व्यजि को इन जनयम के

प्रितशन से छूट िे सकेगी।

6. जिजर्ल करने की िजि: िहां केंद्रीय सरकार की यह राय है दक ऐसा करना आिश्यक है या समीचीन है, िहााँ िह उसके

जलए िो कारण हैं उन्हें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगश या प्रिगश के व्यजियों के बाबत,

आिेि द्वारा जिजर्ल कर सकेगी।

7. व्यािृजत्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालेगी,

जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िनिाजतयों, अन्य जपछड़ा िगों, सैजनकों और अन्य जििेष प्रिगश के व्यजियों के जलए उपबंध करना अपेजक्षत

है।

रटप्पण: आयु-सीमा अिधाररत करने की

के लाहौल और स्ट्पीजत जिला और चंबा

जिले का पांगी उप-मंडल और केंद्र िाजसत

प्रिेि लद्दाख, अंडमान और जनकोबार द्वीप

आिश्यक:

(i) दकसी मान्यता प्राप्त बोडश से 12िीं

कक्षा उत्तीणश;और

(ii) नागररक सुरक्षा अनुिेिक या आपिा

राहत अनुिेिक पाठ्यक्म में अर्हशत;

और

(iii) होम गाडश या नागररक सुरक्षा या

अजििमन या सिस्त्रबल में 3 िषश का

अनुभि;या

(iv) प्रजिक्षकों या मास्ट्टर प्रजिक्षक या

आपिा से संबंजधत जिषयों में अजग्रम

पाठ्यक्म का अर्हशत प्रजिक्षण; या

(v) आपिा प्रबंधन में जडप्लोमा या उच्च

अहशताएं।

जिजहत की गई है।

सीधे भती दकए िाने िाले

व्यजियों के जलए जिजहत आयु

और िैजक्षक अहताशएं प्रोन्नत

व्यजियों की ििा में लागू होंगी

या नहीं।

पररिीक्षा की अिजध, यदि कोई हो।

भती की पद्धजत: भती सीधी होगी या

प्रोन्नजत द्वारा या प्रजतजनयुजि/आमेलन

द्वारा तर्ा जिजभन्न पद्धजतयों द्वारा भरी

िाने िाली ररजियों की प्रजतितता।

नोट: केंद्रीय सरकार द्वारा यर्ाजिजहत

पररिीक्षा को सफलतापूिशक पूरा करने के

जलए कम से कम िो सप्ताह की अिजध का

प्रिेि प्रजिक्षण अजनिायश होगा।

प्रोन्नजत द्वारा, ऐसा न हो सकने पर

प्रजतजनयुजि द्वारा, िोनों के न हो सकने

पर सीधी भती द्वारा।

प्रोन्नजतया प्रजतजनयुजि/आमेलन द्वारा भती की ििा में, िे श्रेजणयों जिनसे प्रोन्नजत या प्रजतजनयुजि/ आमेलन दकया िाएगा।

प्रोन्नजत द्वारा: कजनष्ठ प्रििशक में से जिन्होंने िेतन मैररक्स में स्ट्तर-3 (रु. 21700-69100) में आठ िषश की ग्रेड में जनयजमत

सेिा की हो।

नोट: िहां ऐसे कजनष्ठ व्यजियों के संबंध में,जिन्होंने अपनी अहशक या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार

दकया िा रहा हो, िहााँ उनके ज्येष्ठ कमशचाररयों के संबंध में भी जिचार दकया िाएगा, परंतु यह तब िबदक उनके द्वारा की

गई ऐसी अहशक या पात्रता सेिा, अपेजक्षत अहशक या पात्रता सेिा के आधे से अजधक से या िो िषश से, इनमें से िो भी कम हो,

कम न हो और उन्होंने अपने ऐसे कजनष्ठ कमशचाररयों सजहत, जिन्होंने ऐसी अहशक या पात्रता सेिा पहले ही पूरी कर ली है,

अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररिीक्षा की अिजध सफलतापूिशक पूरी कर ली हो।

प्रजतजनयुजि द्वारा:

केंद्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन या सिस्त्र बल या केंद्रीय सिस्त्र पुजलस बल या केंद्रीय पुजलस

संगठन या राज्य पुजलस संगठन के अजधकारी, -

(क) िो मूल काडर या जिभाग में जनयजमत आधार पर सिृि पि धारण दकये हुए हो; और

(ख) जिनके पास जनम्नजलजखत िैजक्षक अहशता और अनुभि है, -

(i) उच्चतर माध्यजमक जिद्यालय प्रमाण पत्र (10+2); और

(ii) प्रजिक्षकों या मास्ट्टर प्रजिक्षक का अर्हशत प्रजिक्षण या आपिा से संबंजधत जिषयों में अजग्रम पाठ्यक्म या आपिा

प्रबंधन में जडप्लोमा या उच्च अहशता।

रटप्पण 1: पोषक प्रिगश के ऐसे जिभागीय अजधकारी िो प्रोन्नजत की सीधी पंजि में हैं, प्रजतजनयुजि पर जनयुजि के जलए

जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र

नहीं होंगे।

रटप्पण 2: प्रजतजनयुजि की अिजध जिसके अंतगशत केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि

से ठीक पहले धाररत दकन्हीं अन्य काडर-बाह्य पि पर प्रजतजनयुजि की अिजध है, साधारणतया सात िषश से अजधक नहीं

होगी।

रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त करने की अंजतम तारीख को छप्पन िषश से

अजधक नहीं होगी।

रटप्पण 4: अभ्यर्ी जचदकत्सकीय रूप से स्ट्िस्ट्र् होने चाजहए और अच्छे मानजसक, िारीररक स्ट्िास्ट््य िाले होने चाजहए और

कतशव्यों के िक्ष जनष्पािन में बाधा डालने िाली दकसी भी िारीररक जनििता से मुि होने चाजहए।

यदि जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना।

भती करने में दकन पररजस्ट्र्जतयों में संघ लोक सेिा आयोग

से परामिश दकया िाएगा।

जिचार करने के जलए) जिसमें जनम्नजलजखत होंगे:-

1. उप महाजनरीक्षक, राष्ट्रीय आपिा मोचन बल-अध्यक्ष;

2. कमांडेंट ( िो की संख्या में ), राष्ट्रीय आपिा मोचन

II. समूह 'ग' जिभागीय पुजष्ट सजमजत (पुजष्ट पर जिचार करने के

जलए) जिसमें जनम्नजलजखत होंगे:-

1. उप महाजनरीक्षक, राष्ट्रीय आपिा मोचन बल-अध्यक्ष;

2. कमांडेंट (िो की संख्या में), राष्ट्रीय आपिा मोचन

बल- सिस्ट्य।

ग्रेड में जनयजमत सेिा की हो।

रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहशक या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार

दकया िा रहा हो, िहााँ उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा, परंतु यह तब िबदक उनके द्वारा की गई

ऐसी अहशक या पात्रता सेिा, अपेजक्षत अहशक या पात्रता सेिा के आधे से अजधक से या िो िषश से, इनमें से िो भी कम हो,

कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहशक या पात्रता सेिा पहले ही पूरी कर ली है,

प्रजतजनयुजि द्वारा:

संगठन या राज्य पुजलस संगठन के अजधकारी, -

(क) िो मूल काडर या जिभाग में जनयजमत आधार पर सिृि पि धारण दकये हुए हो; और

(ख) जिनके पास जनम्नजलजखत िैजक्षक अहशता और अनुभि हैं:

(i) आिश्यक अहशताएं:

(क) दकसी मान्यता प्राप्त बोडश से 12िीं कक्षा उत्तीणश; और

(ख) भारी िाहन चालन अनुज्ञजप्त धारक।

(ii) िांछनीय अहशताएं :

(क) ऑटोमोबाइल में सरकार द्वारा मान्यता प्राप्त औद्योजगक प्रजिक्षण संस्ट्र्ान (आई टी आई) से अर्हशत प्रमाण पत्र

पाठ्यक्म।

(ख) दकसी मान्यता प्राप्त कायशिाला में िो िषश का अनुभि।

(ग) सभी प्रकार के िाहनों की मरम्मत और रखरखाि करने में सक्षम।

supersession of the National Civil Defence College, Nagpur, Group ‘C’ (Non-Gazetted) Recruitment Rules, 2010, in

so far as they relate to the posts of Upper Division Clerk, Lower Division Clerk, Stenographer Grade-D,

Demonstrator, Junior Demonstrator, Field Trainer, Junior Artist Grade-II, Driver Mechanic Grade-II, Driver Mechanic

(Ordinary Grade) and Multi-Tasking Staff, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of

Demonstrator, Driver Mechanic Grade-II, Upper Division Clerk, Junior Artist Grade-II, Stenographer Grade-D,

Lower Division Clerk, Driver Mechanic (Ordinary Grade), Junior Demonstrator, Field Trainer and Multi-Tasking

Staff, in the National Disaster Response Force Academy, Nagpur, Ministry of Home Affairs, namely:-

Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, National Disaster

Response Force Academy (Group C Posts) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Application:- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these

rules.

Number of posts, classification and level in pay matrix. - The number of the said posts, their classifications

and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications

and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification. - No person,––

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to

any class or category of persons.

Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to

be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-Servicemen

and other special categories of persons in accordance with the orders issued by the Central Government from

time to time in this regard.

(i) Higher Secondary School Certificate (10+2); and

(ii) qualified Training of the Trainers or Master Trainer or Advance courses in disaster related subjects or

Diploma or higher qualification in disaster management.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible

for consideration for appointment on deputation. Similarly deputationists shall not be eligible for consideration for

appointment by promotion.
