सा.का.जन. 903.(अ)—राष्ट्रपजत,संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए

और रेल संरक्षा आयोग, (बहु कायय कमयचारीि ंि) जनयम, 2011 को उन बातों के जसिाय अजधक्ांत करते हुए जिन्हें ऐसे

अजधक्मण से पहले दकया गया है या दिर करने का लोप दकया गया है, इसके द्वारा नागर जिमानन मंत्रालय के रेल संरक्षा

आयोग में बहु कायय कमयचारीि ंि के पि पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं,

अर्ायत्:-

1.संजक्षप्त िीर्यक और प्रारंभ:- (1) इन जनयमों का संजक्षप्त नाम रेल संरक्षा आयोग (बहु कायय कमयचारीि न्ि) भती

जनयम, 2023 है।

(2) ये रािपत्र में प्रकािन की तारीख से प्रि त्त होंगे।

2. पि संख्या, िगीकरण और िेतन मैट्ररक्स में स्ट्तर:- पिों की संख्या,उनका िगीकरण तर्ा िेतन मैट्ररक्स मे स्ट्तर िे होंगे,

िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्ियष्ट हैं।

3. भती की जिजध, आयु-सीमा, अहयताएं आदि:- उि पिों पर भती की पद्धजत, आयु-सीमा, अहयताएं और उनसे संबंजधत अन्य

बातें िे होगीं िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्ियष्ट हैं।

4. जनरहयता:- िह व्यजि:-

(क) जिसने ऐसे व्यजि से जिसका पजत या पत्नी िीजित है, जििाह दकया है या

(ख) जिसने अपने पजत या पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया है।

उि पिों में से दकसी पर जनयुजि का पात्र नहीं होंगा:

पन्तु यदि केंद्र सरकार का यह समाधान हो िाता है दक ऐसा जििाह, ऐसे व्यजि और जििाह के अन्य पक्षकार को

लागू स्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं, तो िह दकसी व्यजि को इस जनयम के प्रितयन

से छूट िे सकेगी।

5. जिजर्ल करने की िजि:-िहां केंद्र सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहां उसके जलए िो

कारण हैं उन्हें लेखबद्ध करके,इन जनयमों के दकसी उपबंध को दकसी िगय या प्रिगय के व्यजियों के बाबत आिेि द्वारा जिजर्ल

कर सकेगी।

6. व्याि जत्त:- इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी,

जिनका केंद्र सरकार द्वारा इस संबंध में समय-समय पर जनकाले गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत

िनिाजतयों, भूतपूिय सैजनकों, अन्य जपछडे िगों, और अन्य जििेर् प्रिगय के व्यजियों के जलए उपबंध करना अपेजक्षत है।

उम्मीििारों से आिेिन प्राप्त करने की अंजतम जतजर् होगी न दक िह

अंजतम तारीख िो असम, मेघालय, अरुणाचल प्रिेि, जमिोरम मजणपुर,

नागालैंड, जत्रपुरा, जसजक् क म, जहमाचल प्रिेि के लाहौल और स्ट्पीजत

जिला तर्ा चंबा जिले का पांगी उप-खंड, अंडमान और जनकोबार द्वीप

समूह का केंद्र िाजसत प्रिेि, लद्दाख का केंद्र िाजसत प्रिेि या लक्षद्वीप

का केंद्र िाजसत प्रिेि के अभ्यर्र्यों के जलए जिजहत की गयी है।

ट्रटप्पणी2: रोिगार कायायलय या कमयचारी चयन आयोग के माध्यम से

की िाने िाली भती की ििा में, आयु-सीमा अिधाट्ररत करने की

जनणायक जतजर् िह अंजतम जतजर् होगी, जिस तक रोिगार कायायलय या

कमयचारी चयन आयोग से नाम भेिने के जलए कहा गया है।

दकसी मान्यताप्राप्त बोडय/संस्ट्र्ा से मैट्ररकुलेिन या

समतुल्य

NOTIFICATION

New Delhi, the 30th November, 2023

G.S.R. 903(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Commission of Railway Safety, (Multi-tasking Staff) Recruitment Rules, 2011, excepts as respects

things done or omitted to be done before such supersession, the President hereby makes the following rules regulating

the method of recruitment to the post of Multi-tasking Staff, in the Commission of Railway Safety in the Ministry of

Civil Aviation, namely: -

1. Short title and commencement.- (1) These rules may be called the Commission of Railway Safety, (Multi-tasking

Staff) Recruitment Rules, 2023.

(2) They shall come into force on the date of its publication in the Official Gazette.

2. Number of posts, Classification and level in the pay matrix.- The number of post, its classification and level in

pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and

other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do it may,

by order, for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any class or

category of persons or posts.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen, the other Backward Classes and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.
