जनम् नजलजखत जिजनयम बनाता हा, अथाडत् :-

संजिप् त नाम रर प्रारंभ— (1) इस जिजनयमिों का संजिप् त नाम संस्ट् कृजत मंरालय, रामपुर रजा पुस्ट् तकालय (जनदेिक), भती

जिजनयम, 2023 हा।

(2) ये सरकारी राजपर में उसके प्रकािन की तारीख कर प्रिृत् त हिों गे।

परन्‍द तु, यदद केन्‍द रीय सरकार का यह समाधान हर जाता हा दक सा जििाह से व्यजि रर जििाह के अन्‍दय पिकार कर लागू

स्ट्िीय जिजध के अधीन अनुज्ञेय हा रर सा करने के जलए अन्‍दय आधार ह। तर िह दकसी व्यजि कर इस जिजनयम के प्रितडन से छूट दे

सकेगी।

जिजथल करने की िजि— जहां केन्‍द रीय सरकार की यह राय हा दक सा करना आि यक या समीचीन हा, िहां िह उसके

जलए जर कारण ह। उन्‍दहें लेखबद्ध करके इन जिजनयमिों के दकसी उपबंध कर दकसी िगड या प्रिगड के व्यजियिों की बाबत, आदेि द्वारा

जिजथल कर सकेगी।

व्यािृजि— इन जिजनयमिों की करई बात, से आरिण, आयु-सीमा में छूट रर अन्‍द य ट्ररयायतिों पर प्रभाि नह डालेगी,

जजनका केन्‍द रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेििों के अनुसार अनुसूजचत जाजतयिों , अनुसूजचत

जनजाजतयिों , भूतपूिड साजनकिों रर अन्‍दय जििेष प्रिगड के व्यजियिों के जलए उपबंध करना अपेजित हा।

(अ) केन्‍द रीय सरकार या रा य सरकार या जि िजि्ालयिों या

मान्‍द यताप्राप् त अनुसंधान संस्ट् थाओं द द्वारा जित् तपरजषत केन्‍द रीय

सरकार या रा य सरकार या संघ रा य िेर प्रिासन या

कानूनी या स्ट् िायत् त संगननिों के अजधकाट्ररयिों में से प्रजतजनयुजि

पर रखे जाएंगे-

(क) (i) जजन्‍द हिों ने मूल काडर या जिभाग में जनयजमत आधार पर

सदृि पद धारण कर दकया ुएआ हर;

(ii) जजन्‍द हिों ने मूल काडर या जिभाग में िेतन माट्ररत स में स्ट् तर-

13क (1,31,100-216600/- रु.) में या समतुल् य पद में

जनयजमत आधार पर जनयुजि हरने के प चात् ददए गए ग्रेड में दर

िषड की सेिा की हर;

(ख) जर जनम् नानुसार अहडताएं एिं अनुभि रखते हिों -

आि यक अहडताएं :

(i) अरबी या फारसी या उदूड या हहदी या संस्ट् कृत या इजतहास

अजधमानत: मध् यकालीन इजतहास या इस्ट् लाजमक इजतहास या

सामाजजक जिज्ञान की समान िाखा में जिख् यात जिद्वान;

(ii) मान्‍द यताप्राप् त जि िजि्ालय या संस्ट् थान से उपयुडत त दकसी

भी िाखा में मास्ट् टर जडग्री;

(iii) उपयुडत त आि यक अहडताओं द के अधीन यथाि्णत दकसी भी

जिषय में पी.एच.डी. जडग्री;

िांछनीय अहडताएं:

(i) दकसी मान्‍द यताप्राप् त जि िजि्ालय या संस्ट् थान से

पुस्ट् तकालय जिज्ञान या पुस्ट् तकालय तथा सूचना जिज्ञान या

कम् प् यूटर जिज्ञान या डाटा प्ररसेहसग में जडग्री या जडप् लरमा हर;

(ii) सुसंगत जिषयिों पर पुस्ट् तकें या अनुसंधान पेपर प्रकाजित ुएए

हिों ;

(iii) तुलनीय पुस्ट् तकालय, जि िजि्ालय या अन्‍द य अध् यापन या

अनुसंधान संस्ट् था में अध् यापन या अनुसंधान या प्रिासन का

सुसंगत अनुभि हर।

(आ) अल् पकाजलक संजिदा: अल् पकाजलक संजिदा द्वारा जनयुजि

की दिा में, अहडता तथा अनुभि िही हरगा जर प्रजतजनयुजि के

जलए जिजनर्ददष् ट हा।

ट्रटप् पण 1: (क) प्रजतजनयुजि के जलए आयु-सीमा छप् पन िषड से

अनजधक हरगी।

(ख) अल् पकाजलक संजिदा के जलए आयु-सीमा सड़सन िषड से

अनजधक हरगी।

ट्रटप् पण 2: आयु सीमा अिधाट्ररत करने की जनणाडयक तारीख,

भारत में अभ् य्थयिों से आिेदन प्राप् त करने की सामान्‍द य अंजतम

तारीख हरगी।

ट्रटप् पण 3: खरज-सह-चयन सजमजत की जसफाट्ररि के आधार पर

अहडता या अनुभि जिजथल दकया जा सकता हा।

ट्रटप् पण 4: प्रजतजनयुजि की अिजध, उसी या अन्‍द य संगनन या

जिभाग में इस जनयुजि से नीक पूिड धाट्ररत दकसी अन्‍द य काडर-

बाह्य पद पर प्रजतजनयुजि की अिजध सजहत, साधारणत: सात

िषड से अनजधक हरगी।

RAMPUR RAZA LIBRARY BOARD

NOTIFICATION

New Delhi, the 22nd December, 2023.

No. 26-4/2020-Lib.––In exercise of the powers conferred by clause (e) of section 28 of the Rampur Raza

Library Act, 1975 (22 of 1975) and in supersession of the Ministry of Culture, Rampur Raza Library, Rampur,

Director, Recruitment Regulations, 2023, except as respects things done or omitted to be done before such

supersession, the Rampur Raza Library Board, with the approval of the Central Government, hereby makes the

following regulations, to regulate the method of recruitment to the post of Director in the Rampur Raza Library,

Rampur, namely : ––

Short title and commencement.—(1) These regulations may be called the Ministry of Culture, Rampur

Raza Library (Director) Recruitment Regulations, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and level in pay matrix.— The number of post, its classification and the

level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these

regulations.

Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit,

qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person,—

(a)

who has entered into or contracted a marriage with a person having a spouse living; or

(b)

who, having a spouse living, has entered into or contracted a marriage with any person, shall be

eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and there are other grounds for doing so, exempt any

person from the operation of this regulation.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do,

it may, by order and for reasons to be recorded in writing, relax any of the provisions of these regulations with respect

to any class or category of persons.

Saving. – Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

History or Islamic Studies or similar discipline of Social

Science;

(ii) possessing Master degree in any of the above

disciplines from a recognised University or institute;

(iii) Degree of Ph.D. in any of the subjects as mentioned

under the essential qualification above;

Desirable qualification:

(i) Degree or diploma in Library Science or Library and

Information Science or Computer Science or Data

Processing from a recognised University or institute;

(ii) having published books or research papers on the

relevant topic; and

(iii) having relevant experience of teaching or research

or administration in a comparable library, University or

other teaching or research institution.

(B) Short-Term Contract:

Note 1: (a) The age-limit for deputation shall not exceed
