सा.का.जन. 62(अ).—राष्‍ट रपजत, भारत के संजवधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग

करते हुए और भारतीय रेल िन संपकड जवभाग (समूह 'क' और समूह 'ख' पि) भती जनयम, 1982 को उन बातों के जसवाय

अजधक्ांत करते हुए, जिन् हें ऐसे अजधक्मण से पूवड दकया गया है या करने का लोप दकया गया है, भारतीय रेल के मुख्य िन

संपकड अजधकारी, वररष्ठ िन संपकड अजधकारी और िन संपकड अजधकारी के पि पर भती की पद्धजत का जवजनयमन करने के

जलए जनम्नजलजखत जनयम बनाते हैं, अर्ाडत्:-

1. संजिप् त नाम और प्रारंभ.- (1) इन जनयमों का संजिप् त नाम मुख् य िन संपकड अजधकारी, वररष्‍ट ठ िन संपकड अजधकारी

और िन संपकड अजधकारी भती जनयम, 2024 है।

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत् त होंगे।

2. लागू होना.- ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (1) में जवजनर्िडष्ट पिों पर लागू होंगे।

3. पिों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर.- पिों की संख्या, उनका वगीकरण और वेतन मैररक्स में उनका

स्ट्तर वह होगा, िो इन जनयमों से उपाबद्ध उि अनुसूची के स्ट् तंभ (2) से (4) में जवजनर्िडष्ट है।

4. भती की पद्धजत, आयु-सीमा, अहडताएं, आदि.- भती की पद्धजत, आयु-सीमा, अहडताएं और उससे संबंजधत अन्य बातें वे

होंगी, िो पूवोि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िडष्ट हैं।

5. जनरहडता.- वह व्यजि, -

(क) जिसने ऐसे व् यजि से जिसका पजत या पत् नी िीजवत है, जववाह दकया है या जववाह की संजविा की है; या

(ख) जिसने अपने पजत या अपनी पत् नी के िीजवत रहते हुए दकसी व् यजि से जववाह दकया है या जववाह की

संजविा की है,

उि पिों पर जनयुजि के जलए पात्र नहीं होगा:

परंतु यदि केंद्रीय सरकार का यह समाधान हो िाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पिकार

को लागू स्ट् वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं, तो वह दकसी व्यजि को इस जनयम के

प्रवतडन से छूट िे सकेगी।

6. जिजर्ल करने की िजि.– िहां केन्द्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके

जलए िो कारण है, उन् हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिड करके, इन जनयमों के दकसी उपबंध को दकसी

वगड या प्रवगड के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी।

7. व् यावृजत्त.- इन जनयमों की कोई बात, ऐसे आरिणों, आयु-सीमा में छूट और अन् य ररयायतों पर प्रभाव नहीं डालेगी,

जिनका केंद्रीय सरकार द्वारा इस सबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,

अनुसूजचत िन-िाजतयों, अन् य जपछ़े े वगगों, भूतपूवड सैजनकों और अन् य जविे प्रवगड के व् यजियों के जलए उपबंध करना

अपेजित है।

रटप् पण: िहााँ ऐसे कजनष्‍ट ठ व् यजियों के संबंध में, जिन् होंने अपनी

अहडक या पात्रता सेवा पूरी कर ली है, प्रोन् नजत के जलए जवचार

दकया िा रहा हो, वहााँ उनके ज् येष्‍ट ठ व् यजक् तयों के संबंध में भी

जवचार दकया िाएगा परन् तु यह तब िबदक उसके द्वारा की गई

ऐसी अहडक या पात्रता सेवा, अपेजित अहडक या पात्रता सेवा के

समूह ‘क’ जवभागीय प्रोन् नजत सजमजत (प्रोन् नजत

पर जवचार करने के जलए) जिसमें जनम् नजलजखत

होंगे:-

(1) अध्यि और मुख्य कायडकारी अजधकारी, रेलवे

बोडड - अध्यि।

(2) अध्यि और मुख्य कायडकारी अजधकारी रेलवे

बोडड द्वारा बोडड के िो सिस्ट्यों को नामजनर्िडष्ट

दकया िाएगा।

संघ लोक सेवा आयोग से

आधे से अजधक से या िो व ड से, इसमें से िो भी कम हो, कम न

हो और उन् होंने अपने ऐसे कजनष्‍ट ठ व् यजक् तयों सजहत, जिन् होंने

ऐसी अहडक या पात्रता सेवा पहले ही पूरी कर ली है, के सार्

अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पररवीिा की

अवजध सफलतापूवडक पूरी कर ली हो।

प्रजतजनयुजि: केंद्रीय सरकार या राज्य सरकार या संघ

राज्यिेत्र प्रिासन अजधकारी:

(क) (i) जिन्होंने सिृश्य पि धारण दकया हो; या

(ii) जिन्होंने वेतन मैररक्स के स्ट्तर 11 (67700 -208700

रुपये) में पांच व ड की सेवा की हो; और

(ख) जिनके पास दकसी मान्यता-प्राप्त जवश्वजवद्यालय/संस्ट्र्ान से

कम से कम स्नातक जडग्री हो और िन संपकड, पत्रकाररता या

प्रचार कायड करने का पांच व ड का अनुभव हो।

रटप् पण :: पो क प्रवगड के ऐसे जवभागीय अजधकारी िो प्रोन् नजत

की सीधी पंजि में हैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार

दकए िाने के जलए पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुक् त

व् यजि प्रोन् नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र

नहीं होंगे।

रटप् पण 2: प्रजतजनयुजि की अवजध, जिसके अंतगडत केंद्रीय

सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस

जनुयजि से ठीक पहले धाररत दकसी काडर बाह्य पि पर

प्रजतजनयुजि की अवजध है, 4 व ड से अजधक नहीं होगी।

रटप् पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-

सीमा आवेिन प्राप् त करने की अंजतम तारीख को 'छप्पन व ड से

अजधक नहीं' होगी।

रटप्पण : िहााँ ऐसे कजनष्ठ व्यजियों के संबंध में

जिन्होंने अपनी अहडक या पात्रता सेवा पूरी कर

ली है, प्रोन्नजत के जलए जवचार दकया िा रहा

हो, वहााँ उनके ज्येष्ठ व् यजक् तयों के संबंध में भी

जवचार दकया िाएगा परन्तु यह तब िबदक

उसके द्वारा की गई ऐसी अहडक या पात्रता

सेवा, अपेजित अहडक या पात्रता सेवा के आधे

से अजधक या िो व ड, इसमें से िो भी कम हो,

प्रचार, जिनके न हो सकने पर कायडपालक जनिेिक, स्ट्र्ापन जनिेिालय,

रेलवे बोडड – सिस्ट्य।

(ख). समूह ‘क’ जवभागीय पुजष्ट सजमजत (पुजष्ट पर जवचार करने के जलए)

जिसमें जनम्नजलजखत होंगे:-

(1). प्रधान मुख्य वाजणज्य प्रबंधक – अध्यि;

में कायडरत मुख्य प्रचार या जवज्ञापन जनरीिक,

जिन्होंने श्रेणी में िो व ड की जनयजमत सेवा की हो।

रटप्पण : : उस ििा में िहां कजनष्ठ व्यजियों को

सुसंगत न्यूनतम सेवा ितगों के पूरा होने के आधार पर

चयन के जलए आमंजत्रत दकया िाता है, वहां उसके

सभी ज्येष्ठ स्ट्वतः ही पात्र हो िायेंगे चाहे वे सुसंगत

न्यूनतम सेवा ितगों को पूरा करते हों या नहीं।

रटप्पण 2: रेल पजहया कारखाना उत्पािन इकाई,

जिसे िजिण रेलवे के सार् उपाबद्ध दकया िाएगा, के

जसवाय प्रत्येक िेत्रीय रेल एवं उत्पािन इकाई चयन

के प्रयोिन के जलए एक पृर्क और स्ट्वतंत्र इकाई

होगी।

रटप्पण 3: प्रोन्नजत के जलए पात्रता सूची संबंजधत

श्रेणी या पि में अजधकाररयों की अहडक सेवा पूरी होने

की तारीख से तैयार की िाएगी।

(1). प्रधान मुख्य वाजणज्य प्रबंधक - अध्यि;

(2). संबंजधत िेत्रीय रेल या उत्पािन इकाई के

प्रधान मुख्य कार्मडक अजधकारी या मुख्य कार्मडक

अजधकारी – सिस्ट्य; और

(3). मुख्य िनसंपकड अजधकारी – सिस्ट्य, यदि वे

ज्येष्ठ प्रिासजनक श्रेणी में हों, या संबंजधत िेत्रीय

रेल या उत्पािन इकाई के महाप्रबंधक द्वारा

नामजनर्िडष्ट दकसी जवभाग के अन्य ज्येष्ठ प्रिासजनक

श्रेणी स्ट्तर के अजधकारी (उपरोि क्म संख्या : एवं

2 पर सूचीबद्ध अजधकाररयों द्वारा प्रजतजनजधत्व

दकए िाने वाले जवभाग से जभन्न)।

(ख). समूह ‘ख’ जवभागीय पुजष्ट सजमजत (पुजष्ट पर

जवचार करने के जलए) जिसमे जनम्नजलजखत होंगेः-

(1). प्रधान मुख्य वाजणज्य प्रबंधक – अध्यि

NOTIFICATION

New Delhi, the 24th January, 2024

G.S.R. 62(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India

and in supersession of the Indian Railways Public Relations Department (Group ‘A’ and Group ‘B’ posts)

Recruitment Rules, 1982, except as respects things done or omitted to be done before such supersession, the President

hereby makes the following rules regulating the method of recruitment to the post of Chief Public Relations Officer,

Senior Public Relations Officer and Public Relations Officer of the Indian Railways, namely :-

1. Short title and commencement.- (1) These rules may be called the Chief Public Relations Officer, Senior Public

Relations Officer and Public Relations Officer Recruitment Rules, 2024.

They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules.

Number of posts, classification and level in pay matrix.– The number of posts, its classification and level

in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications

and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification.– No person, –

(a)who has entered into or contracted a marriage with a person having a spouse living; or

(b)who, having a spouse living, has entered into or contracted a marriage with any other person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt

any person from the operation of this rule.

Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient to do so,

it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission,

relax any of the provisions of these rules with respect to any class or category of persons.

Savings.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Class, Ex-servicemen and

other special categories of persons, in accordance with the orders issued by the Central Government from time to time

in this regard.

Note 1: In case a junior employee is called for

selection by virtue of his satisfying the relevant

minimum service conditions, all his seniors

should be held to be automatically eligible

irrespective of whether or not they satisfy the
