सा.का.जन. 748(अ).— राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते
हुए, और केन्रीय अन्िेषण ब्यूरो (ज्येष्ठ पुजलस पि) भती जनयम, 2013 को, िहां तक उसका संबंध - पुजलस अधीक्षक के पि
से है, उन बातों के जसिाय अजधक्ांत करते हुए, जिन्हें ऐसे अजधक्मण से पूिि दकया गया है या करने का लोप दकया गया है,
कार्मिक, लोक जिकायत और पेंिन मंत्रालय के केन्रीय अन्िेषण ब्यूरो में पुजलस अधीक्षक के पि पर भती की पद्दजत का
जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अर्ाित:-
1.
संजक्षप्त नाम और प्रारंभ. — (1) इन जनयमों का संजक्षप्त नाम केन्रीय अन्िेषण ब्यूरो, पुजलस अधीक्षक भती जनयम,
2024 है।
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे।

पि-संख्या, िगीकरण और िेतन मैट्ररक्स में स्ट्तर. - उि पि की संख्या, उसका िगीकरण और िेतन मैट्ररक्स में
उसका स्ट्तर िह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्ििष्ट हैं।
3.
भती की पद्धजत, आयु-सीमा, अहिताएं, आदि. - उि पि पर भती की पद्धजत, आयु-सीमा, अहिताएं और उससे
संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्ििष्ट हैं।

(क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया है या जििाह की संजििा की है;
या
(ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया है या जििाह की संजििा
की है
उि पि पर जनयुजि का पात्र नहीं होगा :
परन्तु यदि केन्रीय सरकार का यह समाधान हो िाता है दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार
को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्य आधार हैं तो िह दकसी व्यजि को इस जनयम के
प्रितिन से छूट िे सकेगी।
5.
जिजर्ल करने की िजि. - िहां केन्रीय सरकार की यह राय है दक ऐसा करना आिश्यक या समीचीन है, िहााँ िह
उसके जलए िो कारण हैं उन्हें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग से परामिि करके इन जनयमों के दकसी उपबंध को
दकसी िगि या प्रिगि के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी।
6.
व्यािृजत्त. - इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं
डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूिि सैजनकों और अन्य जििेष प्रिगि के व्यजियों के जलए उपबंध करना
अपेजक्षत है।

प्रोन्नजत – अपर पुजलस अधीक्षक, जिन्होंने िेतन
मैट्ररक्स (67,700 – 2,08,700 रू.) के स्ट्तर –
11 में ग्रेड में पांच िषि जनयजमत सेिा की हो,
जिसके ना हो सकने पर, अपर पुजलस अधीक्षक,
जिन्होंने ग्रेड में तीन िषि में जनयजमत सेिा की
हो तर्ा अपर पुजलस अधीक्षक और उप पुजलस
अधीक्षक, स्ट्तर 10, िेतन मैट्ररक्स (56,100 –
1,77,500 रु.) के ग्रेड में िस िषि की सजम्मजलत
सेिा की हो तर्ा िो सप्ताह का प्रजिक्षण
सफलतापूििक पूणि दकया हो।
ट्रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में,
जिन्होंने अपनी अहिक या पात्रता सेिा पूरी कर
ली है, प्रोन्नजत के जलए जिचार दकया िा रहा
हो, िहां उनके ज्येष्ठ व्यजियों के संबंध में भी
जिचार दकया िाएगा परंतु यह तब िब दक
उसके द्वारा की गई ऐसी अहिक या पात्रता सेिा,
अपेजक्षत अहिक या पात्रता सेिा के आधे से
अजधक से या िो िषि से, इनमें से िो भी कम हो,
कम न हो और उन्होंने अपने ऐसे कजनष्ठ
व्यजियों सजहत, जिन्होंने ऐसी अहिक या पात्रता
सेिा पहले ही पूरी कर ली है, अगली उच्चतर
श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की
अिजध सफलतापूििक पूरी कर ली हो।
प्रजतजनयुजि : 1. भारतीय पुजलस सेिा के
अजधकारी; या
2 (क) अजखल भारतीय सेिाओं के अजधकारी;
या
(ख) केन्रीय पुजलस संगठन के अजधकारी ;
या
(ग) केन्रीय सरकार संगट्रठत समूह ‘क’ सेिा
के अजधकारी ; और
(घ) राज्य़ या संघ राज्य क्षेत्र पुजलस संगठनों
के अजधकारी।
(I) जिन्होंने सिृि पि जनयजमत आधार पर
धारण दकया हो ; या
(II) जिन्होंने िेतन मैट्ररक्स के स्ट्तर -11 या
समतुल्य में जनयजमत आधार पर तीन िषि सेिा
की हो।
ट्रटप्पण 1. – भारतीय पुजलस सेिा से जभन्न
समूह 'क' जिभागीय प्रोन्नजत
सजमजत (प्रोन्नजत के संबंध में
जिचार करने के जलए) जिसमें
जनम्नजलजखत होंगे :-
1. अध्यक्ष या सिस्ट्य, संघ लोक
सेिा आयोग - अध्यक्ष;
2 जनिेिक या जििेष जनिेिक या
अपर जनिेिक, केंरीय अन्िेषण
ब्यूरो - सिस्ट्य;
3. अपर सजचि या संयुि सजचि
(सतकिता), कार्मिक और प्रजिक्षण
जिभाग - सिस्ट्य।
संघ लोक सेिा आयोग से

सेिाओं से प्रजतजनयुजि के जलए जचजन्हत
ट्ररजियों

होगी।
ट्रटप्पण 2. – भारतीय पुजलस सेिा के
अजधकाट्ररयों दक प्रजतजनयुजि समय – समय पर

प्रजतजनयुजि संबंधी अनुिेिों या आिेिो के
जनबंधनों के अनुसार जिजनयजमत की िाएगी।
ट्रटप्पण 3. – भारतीय पुजलस सेिा के
अजधकारी, भारतीय पुजलस सेिा (िेतन) जनयम
-1954 के अनुसार िेतन और भत्ते प्राप्त करेंगे।
इसी प्रकार, अजखल भारतीय सेिाओं के
अजधकारी और केन्रीय सरकार के समूह ‘क’
संगट्रठत सेिाओं के अजधकारी भी मूल काडर की
तरह ही िेतन और भत्ते प्राप्त करेंगे।
ट्रटप्पण 4- पोषक प्रिगि के ऐसे जिभागीय
अजधकारी, िो प्रोन्नजत की सीधी पंजि में है,
प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए
िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि
व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार
दकए िाने के पात्र नहीं होंगे।
ट्रटप्पण 5- प्रजतजनयुजि की अिजध, जिसके
अंतगित केन्रीय सरकार के उसी या दकसी अन्य
संगठन या जिभाग में इस जनयुजि से ठीक पहले
धाट्ररत दकसी अन्य काडर बाह्य पि पर
प्रजतजनयुजि की अिजध है साधारणतया 4 िषि
से अजधक नहीं होगी ।
ट्रटप्पण 6:- प्रजतजनयुजि द्वारा जनयुजि के जलए
अजधकतम आयु सीमा आिेिन प्राप्त करने की
अंजतम तारीख को 56 िषि से अजधक नहीं होगी
।

NOTIFICATION
New Delhi, the 4th December, 2024
G.S.R. 748(E).—In exercise of the powers conferred by the proviso to article 309 of the
Constitution and in supersession of the Central Bureau of Investigation (Senior Police Post) Recruitment
Rules, 2013, in so far as it relates to the post of Superintendent of Police, except as respects things done or
omitted to be done before such supersession, the President hereby makes the following rules regulating the
method of recruitment to the post of Superintendent of Police in the Central Bureau of Investigation, in the
Ministry of Personnel, Public Grievances and Pensions, namely:-
1.
Short title and commencement. — (1) These rules may be called the Central Bureau of
Investigation Superintendent of Police Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.
Number of posts, classification and level in pay matrix.- The number of the said post, its
classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4)
of the said Schedule annexed to these rules.
3.
Method of recruitment, age-limit, qualifications, etc.- The method of recruitment to the said post,
age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to
(13) of the said Schedule.
4.
Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible
under the personal law applicable to such person and the other party to the marriage and that there
are other grounds for so doing exempt such person from the operation of this rule.
5.
Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient
so to do, it may, by order and for reasons to be recorded in writing and in consultation with the
Union Public Service Commission, relax any of the provisions of these rules with respect to any
class or category of persons.
6.
Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other
Backward Classes, ex-Servicemen and other special categories of persons in accordance with the
orders issued by the Central Government from time to time in this regard.

shall draw pay and entitlements as per
the Indian Police Service (Pay) Rules,
1954 as amended from time to time.
Similarly, officers of all India services
and officers of Central Government
Group ‘A’ organized services shall also
draw their pay and entitlements as
drawn in the parent cadre.

Note 4- The departmental officers in

another ex-cadre post held immediately

Note 6 -The maximum age-limit for
