का.आ. 5470(अ).— िबदक मेससस पािरजिड रामगढ़ II रांसजमिन जलजमटेड, जिसका पंिीकृत कायासलय बी-9,
कुतुब इंजस्ट्टटयूिनल एररया, कटिाररया सराय, नई ददल्ली, भारत-110016 में जस्ट्ित है, ने रांसजमिन प्रणाली “रािस्ट्िान
में निीनीकरणीय ऊिास क्षेत्र (20 गीगािाट) चरण III-भाग C1 से जिद्युत की जनकासी के जलए रांसजमिन जसस्ट्टम" के तहत
जिरोपरर रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत प्राजधकृत करने हेतु
आिेदन दकया है।
और िबदक,जिद्युत मंत्रालय, भारत सरकार ने अपने पत्र सं. 25-17/11/2023-PG ददनांक 26.07.2023 के
द्वारा रांसजमिन प्रणाली “रािस्ट्िान में निीनीकरणीय ऊिास क्षेत्र (20 गीगािाट) चरण III-भाग C1 से जिद्युत की जनकासी
के जलए रांसजमिन जसस्ट्टम" के अंतगसत आने िाली जिरोपरर रांसजमिन लाइनों के जलए जिद्युत अजधजनयम की धारा 68(1)
के अंतगसत पूिस अनुमोदन प्रदान दकया िा।
मेससस पािरजिड रामगढ़ II रांसजमिन जलजमटेड ने स्ट्िानीय समाचार पत्रों द टाइम्स ऑफ़ इंजडया (अंिेिी में)
ददनांक 09.02.2024 और 19.03.2024 (िुजिपत्र), दैजनक निज्योजत (हहंदी में) ददनांक 09.02.2024 और
19.03.2024 (िुजिपत्र), लोकमत (हहंदी में) ददनांक 09.02.2024 और 19.03.2024 (िुजिपत्र) और भारत के
साप्ताजहक रािपत्र ददनांक 18.05.2024 में रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन मागस पर प्रकािन की तारीख
से दो महीने के भीतर आम िनता की रटप्पजणयों / अभ्यािेदन की मांग करते हुए नोरटस प्रकाजित दकया िा । इसके पश्चात,
मेससस पािरजिड रामगढ़ II रांसजमिन जलजमटेड ने 14.11.2024 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा
की गई है दक स्ट्िानीय समाचार पत्रों /भारत सरकार के आजधकाररक रािपत्र में प्रकािन की तारीख से 2 महीने के भीतर 3

रटप्पणी / अभ्यािेदन प्राप्त हुआ िा जिसका संतोषिनक उत्तर, मेससस पािरजिड रामगढ़ II रांसजमिन जलजमटेड द्वारा दे
ददया गया िा और उसके बाद कोई रटप्पणी / अभ्यािेदन प्राप्त नहीं हुआ हैं।
और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत “रािस्ट्िान में निीनीकरणीय ऊिास क्षेत्र
(20 गीगािाट) चरण III-भाग C1 से जिद्युत की जनकासी के जलए रांसजमिन जसस्ट्टम" के तहत रांसजमिन लाइन जबछाने के
जलए के जलए उसे िे सभी िजियां प्रदान करने का अनुरोध दकया है, िो भारतीय टेलीिाफ अजधजनयम, 1885 के तहत
टेलीिाफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजक्षत दकये गए टेलीिाफ लाइन एिं खम्भे या इस प्रकार की
स्ट्िापना और अनुरक्षण दकये िाने के जलए, टेलीिाफ प्राजधकरण को प्राप्त हैं। योिना के अंतगसत जनम्नजलजखत जिरोपरर
रांसजमिन लाइन हैं:
रामगढ -भड़ला ३ 765 के. िी. D/C रांसजमिन लाइन
उपरोि योिना के अंतगसत जिरोपरर रांसजमिन लाइन रािस्ट्िान राज्य के जनम् नांदकत गााँिों,कस्ट्बों और िहरों से
होकर, उन पर से, उनके आसपास से और बीच से होकर गुज़रेगी।

अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससस पािरजिड रामगढ़ II
रांसजमिन जलजमटेड को उपरोि जिरोपरर रांसजमिन लाइन को लगाने के जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एिं
ितों के साि प्रदान करता है, िो भारतीय टेलीिाफ अजधजनयम, 1885 के तहत टेलीिाफ के प्रयोिन के जलए सरकार द्वारा
स्ट्िाजपत अििा अनुरजक्षत दकये गए टेलीिाफ लाइन एिं खम्भे या इस प्रकार की स्ट्िापना और अनुरक्षण दकये िाने के जलए,
टेलीिाफ प्राजधकरण को प्राप्त हैं-
i.
यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता है।
ii.
आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना से पूिस संबंजधत प्राजधकरणों अिासत् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।
iii.
आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एंड एम,
ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv.
आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइन का प्रचालन
करेगा।
v.
यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की
अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन है।
vi.
मेससस पािरजिड रामगढ़ II रांसजमिन जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एिं रक्षा प्राजधकरणों
इत्यादद, से अपेजक्षत अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय
प्रस्ट्तुत करना होगा।
vii.
यदद उपरोि ओिरहेड लाइनों का मागस (या उपरोि ओिरहेड लाइन के मागस का कुछ भाग) िेट इंजडयन बस्ट्टडस
(िीआईबी) क्षेत्र में आता है तो आिेदक को िेट इंजडयन बस्ट्टडस (िीआईबी) मामले के संबंध में 2019 की याजचका
संख्या 838 पर माननीय उच्चतम न्यायालय के आदेिों का और माननीय उच्चतम न्यायालय द्वारा गरित
तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा।

New Delhi,the 18th December, 2024
S.O. 5470(E).—Whereas M/s Powergrid Ramgarh II Transmission Limited, the applicant with its
registered office at B-9, Qutub Institutional Area, Katwaria Sarai, New Delhi, India-110016 has applied for
authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under
the transmission scheme “Transmission System for Evacuation of Power from REZ in Rajasthan (20 GW)
under phase III part C1”.
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/11/2023-PG dated
26.07.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of
overhead transmission line under the transmission scheme “Transmission System for Evacuation of Power
from REZ in Rajasthan (20 GW) under phase III part C1”.
M/s Powergrid Ramgarh II Transmission Limited had published notice for the transmission
scheme in local newspapers The Times of India (in English) dated 09.02.2024 & 19.03.2024
(Corrigendum), Dainik Navjyoti (in Hindi) dated 09.02.2024 & 19.03.2024 (Corrigendum), Lokmat (in
Hindi) dated 09.02.2024 & 19.03.2024 (Corrigendum) and in Weekly Gazette of India dated 18.05.2024 for
the general public to make observations/representations on the proposed transmission route within two
months from the date of publication. Subsequently, M/s Powergrid Ramgarh II Transmission Limited has
submitted an affidavit dated 14.11.2024 declaring that 03 observations/representations were received within
two months from the date of publication in the Newspapers/official gazette of Government of India, the
same have been suitably replied by M/s Powergrid Ramgarh II Transmission Limited and no further
observation/representation was received.
And now the applicant has requested to confer upon him, all the powers under section 164 of the
Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with
respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained
by Government or to be so established or maintained for laying of overhead transmission line under
transmission scheme “Transmission System for Evacuation of Power from REZ in Rajasthan (20 GW)
under phase III part C1”. The following overhead line is covered under this scheme:
1. Ramgarh - Bhadla-3 765 kV D/C transmission line
The overhead transmission line covered under the above scheme will pass through, over, around and
between the following villages, towns and cities of Rajasthan

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the
Electricity Act, 2003, confers all the powers to M/s Powergrid Ramgarh II Transmission Limited for laying
above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act,
1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or
maintained, by Government or to be established or maintained subject to following terms and conditions for
installing the above-mentioned line, namely:
i.
The approval is granted for 25 years.
ii.
The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies,
Railways, National Highways, State Highways etc. before erection of proposed line.
iii.
The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding
transmission, O&M, open access, etc., framed under the Electricity Act, 2003.
iv.
The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical
Inspector of Central Government.
v.
The approval is subject to compliance of the requirement of the provisions of the Electricity Act,
2003 and the rules made there under by the applicant.
vi.
M/s Powergrid Ramgarh II Transmission Limited shall have to submit the requisite clearances to
Central Electricity Authority after obtaining the same from concerned authorities like Civil
Aviation, Defense etc., at the time of Electrical Inspection.
vii.
In case, the route of above overhead lines (or some portion of the route of above overhead line)
falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the
Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case,
and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in
this regard.
